Giovanni Lamura untersucht die Zusammenhänge, die zwischen den Lebensläufen in Deutschland und Italien lebender ausländischer Migranten und den auf lokaler Ebene in beiden Ländern getroffenen ausländerpolitischen Maßnahmen bestehen. Der empirische Vergleich wird auf zwei Ebenen verfolgt. Einerseits stellt der Autor Interviews mit Migranten vor, die zu den zahlreichsten Zuwanderergruppen gehören; andererseits analysiert er ausländerpolitisch relevante Beschlüsse der Bremischen Bürgerschaft sowie des Stadtrats Bologna im Zeitraum 1987 bis 1993. Die sich aus dieser Untersuchung ergebenden Resultate weisen darauf hin, daß die kommunale, von beiden Städten aktiv betriebene "Integrationspolitik" ihre Grenze in den von der entsprechenden nationalen Gesetzgebung festgesetzten Spielräumen findet.
