New Crises: Science, Morality, and Democracy in the 21st Century ; Nove krize: nauka, moral i demokratija u 21. veku
This paper examines the restructuring of political conflict in Western societies in the 21st century, as well as its effects on morality, science, and democracy. I argue that the traditional socio-economic dimension of conflict has been intersected by a new dimension of cultural conflict between the cosmopolitan and the communitarian camps. In this paper, I identify three new crises which are responsible for this two-dimensional conflict structure: the refugee and migrant crisis, the climate debate, and the COVID-19 pandemic. I argue that these crises are not based in "objective" facts alone, but that they are also shaped by their subjective perceptions or "crisis narratives". The paper shows that these narratives are characterized by three distinct properties: scientification, moralization, and polarization. Scientification entails the simplified perception of both science and democratic decision-making. By reducing the role of science to a singular procedure which produces non-refutable "truths", scientification has led to a change in the perception of democracy from a pluralistic and a posteriori decision-making to the means of implementing a priori scientific truth. The second characteristic of crisis narratives is moralization; that is, the stylization of one's own moral position as superior in order to disparage another moral position which introduces binarism and friend-foe relations in the political discourse of democracy. Finally, I demonstrate how these properties undermine democratic pluralism by leading it into a two-dimensional (or, in the case of the United States, one-dimensional), non-negotiable and "all or nothing" polarization. ; Ovaj članak istražuje restrukturiranje političkog konflikta u zapadnim društvima u 21. veku, kao i efekte koje je ono imalo na moralnost, nauku i demokratiju. Pokazujem da je tradicionalno socio-ekonomska dimenzija konflikta postala ispresecana novom dimenzijom kulturnog konflikta između kosmopolitskog i komunitarnog kampa. U radu identifikujem tri nove krize koje su odgovorne za ovu dvodimenzionalnu strukturu konflikta: izbeglička i migrantska kriza, debata o klimatskim promenama i COVID-19 pandemija. U tekstu pokazujem da ove krize nisu zasnovane samo na "činjenicama", već takođe i na subjektivnim percepcijama krize ili "naracijama krize". Ove naracije poseduju tri različite osobine: scijentizacija, moralizacija i polarizacija. Scijentizacija podrazumeva simplifikovanu percepciju nauke i demokratskog procesa odlučivanja. Ona redukuje ulogu nauke na singularnu proceduru koja proizvodi neupitnu "istinu" i time menja sliku demokratije od pluralističkog i a posteriori procesa donošenja odluka u sredstvo primenjivanja a priori naučne istine. Druga osobina naracija krize je moralizacija, odnosno stilizacija sopstvene moralne pozicije kao superiorne u odnosu na drugu, čime se unosi binarizam i prijatelj-neprijatelj odnos u politički diskurs demokratije. Najzad, demonstriram kako ove osobine podrivaju demokratski pluralizam time što ga vode u dvodimenzionalnu (ili u slučaju Sredinjenih Država, jednodimenzionalnu), bezkompromisnu i "sve ili ništa" polarizaciju.

The Berlin Republic of today is neither Weimar (1918–1932) nor Bonn (1949–1990). It is by all standards the best democracy ever on German soil. Nevertheless, during the COVID-19 crisis there was a shift from democracy as a mode of governance to what the controversial legal theorist Carl Schmitt (1922) affirmingly described as a "state of exception"; a state that is desired and approved by the people (through opinion polls). It was the hour of the executive. The parliament disempowered itself. There was very little, if any, contestation or deliberation during the first eight weeks of the COVID-19 crisis. This article reflects on the implications of this mode of governance on institutions and actors of democracy in Germany, and offers a way of assessing the wellbeing of democracies in times of deep crisis.

Die erste Pandemie, die die Bundesrepublik Deutschland erlebte, stellte die Demokratie vor eine Bewährungsprobe. Es standen keine Erfahrungen, Routinen und nicht einmal klare Normen bereit, die die politischen Eliten und Institutionen leiten konnten. Wie gut kam die Demokratie durch die Krise? Die Bilanz ist gemischt. Die Exekutiven funktionierten gut. Beherzt nahmen sie die Herausforderung an. Allerdings wurden unter dem impliziten Ausnahmezustand Grundrechte außer Kraft gesetzt. Dafür wurden die Infektions- und Mortalitätsraten vergleichsweise niedrig gehalten. Dies alles unter Bezug auf das einfache Gesetz zum Infektionsschutz. Normentheoretisch ist das eine papierdünne Legitimation. Das Parlament stritt nicht um die besten Lösungen, eine kontroverse Debatte blieb aus. Es fügte sich den Wünschen der Exekutive. Souverän ist, wer über den Ausnahmezustand verfügt. Faktisch war das die Exekutive. Der Souverän dritter Ordnung übertrumpfte das Parlament. Opposition fand nicht statt. Der Demos folgte. Ob aus rationaler Einsicht in das Vernünftige oder einem unkritischen Untertanengeist, der sich in der großen Krise unter die Obhut einer starken Führung begibt? In der Covid-Krise könnte an einem Skript für zukünftige Krisenpolitik geschrieben worden sein. Ist dies der Fall, würden grundlegende Prinzipien der Demokratie geschleift.

There was no experience, routines or even clear legal norms to guide the political elite and institutions. How well has democracy coped with the crisis? The balance is mixed. The executive branch has functioned well and acted courageously. Under the implicit, but constitutionally undeclared state of emergency, basic rights were suspended. In return, infection and mortality rates were kept comparatively low. The legal action of the executive was based on a basic law on infection control. In normative theory, this is a paper-thin legitimation for suspending fundamental rights. A controversial parliamentary debate did not take place. Parliament complied with the wants of the executive. Sovereign is he who decides on the exception. In fact, that was the executive branch. The third-order sovereign, the executive, surpassed the parliament, the second-order sovereign. The first order sovereign, the people, overwhelmingly complied and there were no protests or demonstrations. If such compliance becomes the recurring mode of governing democracy in crises, democracy is at risk.

The EU's framework programmes for research and innovation have devoted significant investments towards the study of democracy. This review presents findings from framework programme projects and in general takes stock of European research on the subject matter. It provides a mapping of results, evidence and recommendations, and assesses the needs and pertinent foci for future European research. It aims to build on areas of research where there is already a good deal of knowledge. At the same time, it focuses on those areas where there are gaps in our knowledge about the workings of and present threats to democracy.
