'Rethinking Refugees' examines the ways in which refugees have been made objects of the complex discourse, practices, and strategies of humanitarianism making visible the link between our knowledge of refugees and questions about the changing status of political power, space, and identity.

The study of the political agency and subjectivity of refugees and migrants has become an increasingly important topic within migration studies. Migration involves struggles around fundamental social and political issues, namely mobility, residence, and citizenship rights. Expressions of this struggle can be found in local actions against detention, deportation, and other border controls; campaigns for regularization and status; the revival of sanctuary cities; and global struggles for freedom of movement. However, the traditional concepts and frameworks of migration do not adequately take into account the full dynamic range of migrant practices of political subject-making. This article analyses the "autonomy of migration" literature within migration studies and critically assesses whether the concepts from this perspective can be mobilized to understand the political agency and subjectivity of migrants. While the autonomist approach to migration makes vital and dynamic contributions to our understanding of migrant political agency, its dismissal of citizenship as an exclusionary concept would benefit from a more nuanced approach.

By challenging the state's prerogative to distinguish between insiders and outsiders, citizens and non-citizens, political movements by and in support of migrants and refugees are forcing questions about what criteria, if any, can and should be used to determine who can claim membership in the political community. To illustrate the complexity of this politics this article analyzes the major demand that underscores every campaign undertaken by non-status refugees and migrants in Canada: a program that would allow them to "regularize" their status. Notably, these campaigns are being directed at both the state and city levels of governance. Together, these are two sites in which claims and counter-claims about community, belonging, and citizenship are being made by, for, and against non-status immigrants. In each case, migrant political agency is asserted in places meant to deny, limit, or repress it. The article argues that the significance of these sites is that they allow for non-status refugees and migrants themselves to act as mediators or translators between the city and nation, between polis and cosmopolis.

International audience ; This article assesses the challenges to a key 'anti-policy' within anti-terrorism: the detention of terror suspects. It analyses the global response to the 2005 kidnapping of a Christian Peacemaker Team in Iraq. Particular focus is given to how detainees in the 'War on Terror' emerged as key spokespeople in the attempt to influence the actions of the kidnappers. So-called 'terror detainees' in the UK and Canada made several appeals for mercy and wrote letters establishing their solidarity with the CPT hostages. Drawing on the political theory of Jacques Ranciere, the article analyses examples of detainee or hostage solidarity as acts of political subjectification. Detention is analysed as a site where key political dynamics are enacted. For detainees to articulate a grievance as an equal or enact an international solidarity is a radical political moment that serves to disrupt the routines and normalizations of the anti-policy of detention.

The concept of "humanitarian emergency" has come to be largely synonymous with contemporary refugee situations. The purpose of this paper is to critically explore the connections between the categorization of refugees as an "emergency" situation and the way in which "humanitarianism" has come to constitute a hegemonic discourse in which academics, policy-makers, international organizations, and refugee advocates must formulate their arguments and actions. Humanitarianism is often portrayed as posing a challenge to the codes and practices of state sovereignty because it is a form of action which is purportedly motivated by a sense of obligation and responsibility to "humanity" that goes beyond the responsibility one feels for fellow citizens. This paper analyzes a series of recent UNHCR representations of refugees to suggest that humanitarianism must instead be understood as an inherently political concept. Drawing upon the writings Giorgio Agamben, this paper demonstrates how humanitarianism is always already (bio)political to the extent that it relies on a conception of "bare human life" which is consistent with the practices of state sovereignty. From this perspective, framing the refugee phenomenon as a "humanitarian emergency" works to sustain constitutive practices which stabilize and reproduce statist resolutions to questions of political identity, community, and world order. ; Le concept d'« urgence humanitaire » est devenu une sorte de synonyme général de « situation contemporainedes réfugiés ». Migration is an inescapable issue in the public debates and political agendas of Western countries, with refugees and migrants increasingly viewed through the lens of security. This book analyses recent shifts in governing global mobility from the perspective of the politics of citizenship, utilising an interdisciplinary approach that employs politics, sociology, anthropology, and history. Featuring an international group of leading and emerging researchers working on the intersection of migrant politics and citizenship studies, this book investigates how restrictions on mobility are not only generating new forms of inequality and social exclusion, but also new forms of political activism and citizenship identities. The chapters present and discuss the perspectives, experiences, knowledge and voices of migrants and migrant rights activists in order to better understand the specific strategies, tactics, and knowledge that politicized non-citizen migrant groups produce in their encounters with border controls and security technologies. On 8 December 2002, a roundtable discussion was held with members of the Action Committee for Non-Status Algerians (Montreal), the Ontario Coalition Against Poverty (Toronto), and No One Is Illegal (Montreal). In this transcription of the discussion, the non-status Algerian refugees share their experiences of living in Canada without formal status, a situation which they characterize as being degrading, unlivable, and absurd. The participants discuss the possibilities for organizing opposition to increasingly restrictive and repressive refugee and immigration policies. They examine the viability of anti-deportation campaigns, direct action casework, and the prospects for a broad-based movement in defence of refugee and migrant rights. ; Le 8 décembre 2002 a eu lieu une table ronde réunissant des membres du Comité d'action des sans-statut Algériens (Montréal), la Coalition ontarienne contre la pauvreté (Toronto) et No One is Illegal (« Personne n'est illégal ») (Montréal).
