Este artículo propone realizar un análisis a grandes trazos del concepto de la competencia como noción clave para el buen desarrollo de la democracia y el bienestar social -aplicado a algunos elementos jurídico institucionales de la Unión Europea -. Por lo tanto, esta categoría se analiza desde dos perspectivas: la primera articulada a la economía ortodoxa neoclásica -y, la segunda, desde un enfoque de la economía industrial. De otra parte, el Estado se presenta como un ente regulador que, a la vez, debe estimular y garantizar la libre competencia como elemento determinante en la economía de mercado actual. Por último, se realiza una síntesis crítica del abuso de la posición dominante de algunos agentes económicos en una economía de mercado.

We analyze several aspects in an economic, social and political perspective as key elements to realize technological modernization and economic development of regions, focused on Andalusian reality at three levels: the context of convergence in New Economy and ICT between Spanish regions; a comparative approach (national and international) of Andalusian levels of ICT industries, availability and quality of infrastructures and technological services, use and absorptive capacity of ICT; an internal analysis of Andalusian data using the Barometer i@ landalus, cutting by Andalusian provinces, age of people and size of municipalities. We found Andalusia badly positioned both in relation with Spain and internationally; nevertheless in the last years we can see an enhancement in their data, even if it shows a clear gap in relation to more advanced regions. But the solution for this must not be limited to increase funds devoted to these activities; it must be combined with a strategic transformation of productive, political and social structures as well as a reorientation of systems of values and of certain cultural aspects. ; Analizamos varios aspectos, desde una perspectiva económica, social y política, como elementos clave para lograr la modernización tecnológica y el desarrollo económico de las regiones en la realidad andaluza, en tres niveles: la convergencia en nueva economía y TIC entre las regiones españolas; comparación (nacional e internacional) de los niveles andaluces en industrias TIC, disponibilidad y calidad de las infraestructuras y los servicios tecnológicos, y uso y capacidad de absorción de TIC; y finalmente un análisis interno a través de datos del Barómetro i@landalus, por provincias, edad y tamaño de las ciudades. Encontramos que Andalucía está mal posicionada tanto respecto a España como internacionalmente: aunque en los últimos años ha mejorado considerablemente, mantiene un claro diferencial con las regiones más avanzadas. En su trabajo seminal Baumol y Bowen (1966) se preguntan ¿por qué la participación cultural se sitúa en un reducido segmento de la población total? En este artículo se rastrean las respuestas ofrecidas al interrogante anterior a partir de una cuidadosa revisión de la literatura teórica y empírica producida desde la economía de la cultura. La principal conclusión del artículo es que la participación cultural está determinada en forma conjunta, tanto por las variables típicas de los modelos de expectativas racionales """˜adicción racional"™ y "˜aprendizaje a través del consumo"™"", como por un entramado de factores vinculados más con aspectos institucionales y tecnológicos que condicionan la valoración social y económica de la participación cultural. El artículo contribuye a la literatura de la economía de la cultura al integrar el enfoque tradicional de entender los determinantes de la participación cultural con factores que en este artículo se denominan estructurales, sobre los cuales se ha puesto poco énfasis para ponerlos en el centro del debate de la política cultural para incentivar la participación
Unemployment rate in Spain is twice the average unemployment rate in the European Union. The economic literature has identify two main features of spanish unemployment: it is very extremly high and it is persistent. The behaviour of regional unemployment rate presents even more critical situations. For example, Andalusia has an unemployment rate of more than 32%. In this context, the creation of employmnet in traditional economic sectors is not sufficient. New employment opportunities must be discovered and exploted. This paper presents a tentative approach to the identification of employment opportunities in social services with potential posibilities of employment. We present an approach to a macroscopic and strategic public policy. In our oppinion, this policy must follow this steps: 1) Study of the geographical situation of the public service necesities. 2) Identification of potential clients and demand. 3) Definition of social requested services. This macroscopic and strategic analysis constitutes the initial basis of a more deep study to detect employment opportunities in which tratitional markets studies, labour supply and demand, institutional and cultural features will be eessential. The link between fiscal progressivity and subjective well-being at global level is an issue that has hardly been considered in the literature on the Economics of Happiness. Oishi et al. (2012) is almost the only work in this field, and they concluded that those countries which had more progressive income tax systems were also happier. Our work use their definition of progressivity as the difference between the upper and lower marginal rate on income, in order to prove its relationship with subjective well-being (SWB), but we have observed that such indicator is not very significant for a sample of 111 countries. Besides, we conclude that the fact that a country's maximum income tax rate is high turns out to have a strong influence on the declared subjective well-being of its citizens. One possible explanation for it could be that they are countries with a high GDP per capita in which disposable income after taxes remains high. However, it must be taken into account that in our work we have managed to isolate the influences that the GDP per capita variable could have using the principal component analysis method.
The empirical analysis of individual participation in local and popular feasts and festivals is a field little explored by cultural economists. This article proposes a methodological scheme to analyse the profile of the participants in local and popular feasts and carnivals, allowing the establishment of a taxonomy that captures the heterogeneity of the participants replicable to other festivities and carnivals around the world. Similarly, participation equations that allow the analysis of the influence of context variables on individual decisions to participate in these types of events are estimated. For this, the Carnival of Barranquilla, the largest and most representative popular celebration in Colombia and declared by UNESCO as Intangible Cultural Heritage of Humanity, is used as a case study. The data were obtained from the Citizen Perception Survey of the Barranquilla Cómo Vamos programme, which evaluates the quality of life and the fulfilment of development plans in that city, and an empirical strategy is employed consisting of the estimation of a probit discrete choice model, which allows modelling the individual decisions of a time-intensive good, such as a carnival, with a strong influence of traditional variables, such as cultural capital and the availability of leisure time, and other context variables: location of people in the territory, stratification and poverty. The different profiles found offer information on the different strategies that can be implemented from public policy to stimulate greater participation by the population in popular festivities and festivals.
This paper discusses the relationship of cultural participation in performing arts with the manifested interest. Using the data set from the Cultural Habits and Practices Survey 2018-2019 a binary probit model has been applied for the analysis. Emphasizing the role of aging in participation, especially for the group of the elderly and very old. The age variable is one of the most difficult variables to apprehend, in which the cohort effects, age itself and period should be considered. This paper is an approach to the study of the aging effect on cultural participation, which would be continued with the analysis of the Surveys in previous years. This work shows that there is no homogeneous behavior between participation and interest within the different performing arts. Presenting some of them differentiating features.
Research and innovation strategies for smart specialisation (RIS3) has played a key role in the European Union regional policy in the 2014-2020 programing period. Regional benchmarking exercises are encouraged by the European Commission to provide a better vision of the position of the region and detect its strengths and weaknesses. In our work we intend to reinforce the SWOT analysis included in the RIS3 strategy of Andalusia 2014-2020 using the benchmarking methodology proposed by the European Commission. This exercise allows us to outline new proposals for action and a cualitative methodology that could be useful in the design of RIS3 strategies in the period 2021-2027. ; Las estrategias de investigación e innovación para la especialización inteligente (RIS3) han jugado un papel clave en la política regional de la Unión Europea en el período de programación 2014-2020. La Comisión Europea fomenta los análisis regionales comparativos para proporcionar una mejor visión de la posición de las regiones europeas y detectar sus fortalezas y debilidades. En nuestro trabajo pretendemos reforzar el análisis DAFO incluido en la estrategia RIS3 de Andalucía 2014-2020 utilizando la metodología propuesta por la Comisión Europea. Este ejercicio nos permite esbozar nuevas propuestas de actuación y una metodología cualitativa que puede ser útil en el diseño de las estrategias RIS3 del período 2021-2027.
As the Spanish economy slid into recession during 2009, the debate over the role of the public deficit came into the spotlight once again. However, there has been little emphasis on determining the causes and the nature of the imbalances in the government's accounts. We study the structure of aggregate public budgets and use regression analysis to address these two issues. Contrary to the conventional wisdom, our results show that budget's stability was transitory and that, in reality, an average primary deficit of 3,30% of GDP prevailed throughout the years between 1992 and 2015. ; La entrada en recesión de la economía española en 2009 reavivó el debate sobre el papel del déficit público en el devenir económico, aunque poco se ha profundizado sobre las causas y la naturaleza de los desequilibrios en las cuentas públicas. Mediante un detenido estudio de los presupuestos y la elaboración de un modelo de regresión, desagregando las componentes principales del saldo presupuestario, abordaremos dicha cuestión. Contrariamente al relato popular, nuestros resultados indican cómo la estabilidad presupuestaria fue el hecho coyuntural y la existencia de un déficit primario durante el periodo 1992-2015 del 3,30% del PIB de media, la regla.
Framework Programmes for Research and Technological Development are the European Union's key tool for financing research projects and initiatives. The objective of this study is to analyse the impact of research projects in the Andalusian agrifood sector that were financed by the 6th and 7th Framework Programmes from a gender perspective. Our methodology is based on the analysis of survey responses of the researchers who have participated in these projects. Using the data from their responses, we conduct a descriptive analysis from a cross-cutting gender perspective and also analyse the outcomes and results of each project. Our conclusions could serve as guidelines to improve the implementation of the Horizon 2020 Programme with regard to the equality of opportunities between men and women.

As Bagus and Howden (2010) highlighted, one of the paths to achieve a more fruitful understanding of the business cycle involves examining saving as a heterogeneous analytical category. The aim of this paper is to continue this line of inquiry using the capital-based framework developed by Garrison (2001). This paper contributes to the literature by studying the impact of heterogenous savings on economic growth and business cycles in a capital-based macroeconomics framework. With this aim the implications of disaggregated saving is analysed by means of the differential market signals that are generated by cash-build savings (Pătruți, 2017) and loanable funds accessible through the credit markets.
La intervención del sector público en la economía de las sociedades desarrolladas se articula fundamentalmente a través de la regulación. Por ello, una regulación económica de calidad, con normas eficientes, trámites simplificados e instituciones eficaces, se convierte en un factor central del funcionamiento óptimo de las actividades productivas y, por tanto, del crecimiento y el desarrollo económico.El objetivo del presente trabajo es elaborar un índice para evaluar la calidad de la regulación económica en Andalucía. Para cumplir este objetivo se construye un índice de naturaleza híbrida, que combina datos objetivos, con otros de naturaleza subjetiva. La parte objetiva del índice incorpora 11 componentes, con datos procedentes de los indicadores "Doing Business", elaborados por el Banco Mundial y la Contabilidad Nacional de España (INE). La parte subjetiva, que cuenta con otros 6 componentes, se basa en los resultados del Indicador de Confianza Empresarial elaborado por el Instituto Nacional de Estadística y el Instituto de Estadística y Cartografía de Andalucía. El índice toma valores ente -1 (máxima restricción) y 1(mínima restricción).El trabajo contribuye a refinar la metodología de elaboración de estos tipos de índices al combinar elementos objetivos y subjetivos, a diferencia, por ejemplo, del European Quality of Government Index (EQI), o el Product Market Regulation (OCDE), que solo incorporan datos subjetivos.Como resultado a destacar, el estudio concluye que el marco regulador en Andalucía, en el periodo objeto de estudio, ha evolucionado hacia un menor grado de restricción, alcanzando en 2016 un valor de -0.1339, frente a -0.1470 en 2013. Asimismo, se observa un proceso de convergencia con relación al índice nacional.
Abstract Taking into account that one of the major handicaps when undertaken in the cultural sector is the problem of cost and demand volatility, this paper aims to implement a viability plan for the entrepreneurship of a lyric theatre low-cost company, dedicated to Zarzuela performance, a type of Spanish music like Opera. Firstly, the cultural sector data are analysed in terms of supply and demand and secondly a viability plan is carried out for three years. According to the results it is concluded that this type of venture is very risky if you do not have grant or other financial resources, due to the variability of demand and the increase in unit costs as the artistic performance has a fixed production technology that cannot absorb the technical progress of the rest of the economy.
