Das politische System und die politische Kultur Österreichs sind von einer traditionellen Schwäche des politischen Liberalismus gekennzeichnet, verursacht nicht zuletzt durch den Antisemitismus der bürgerlichen Parteien. Nach dem Zweiten Weltkrieg begann die FPÖ als Partei ehemaliger Nationalsozialisten. Sie profilierte sich erst in den 70er Jahren als liberale Partei. Diese "europäische Normalität" ging mit dem Rechtsruck unter Haider wieder verloren. Im europäischen Kontext ist die Partei am ehesten mit dem französischen Front National und dem belgischen Vlaams Blok zu vergleichen - Parteien, die wie die FPÖ die politische Entfremdung des Proletariats artikulieren. Demokratie ist zunächst und zumeist ein Prozeß, in dem der Mehrheit die autoritative Entscheidungskompetenz zufällt. Würde sich Demokratie im Mehrheitsprinzip erschöpfen, dann könnte eine Politik des Hasses demokratisch legitimiert werden. Demokratie und eine Politik des Hasses sind aber nicht vereinbar. Dennoch muß die Demokratie mit diesem Phänomen und ihren Gegnern demokratisch umgehen. Der Maßstab, an dem Demokratie sich dabei zu orientieren hat, ihr Fundament, sind die Menschenrechte. In diesen ist festgeschrieben, was legitim politikfähig ist und was nicht. Eine "Politik des Hasses" ist zwar politikfähig, sie ist aber nicht legitim - weil sie darauf zielt, anderen grundlegendes Recht abzusprechen. Die Qualität einer Demokratie erweist sich an der Realisierung der Menschenrechte. Anders ausgedrückt: Sie erweist sich in ihrer Fähigkeit, die Quellen des Hasses austrocknen zu lassen. (pre)
