<p>W powszechnej opinii demokracja liberalna przechodzi bardzo poważny kryzys. Poszukując jego źródeł wyróżnić można trzy płaszczyzny: ekonomiczną, polityczną i kulturową. Przy czym w debacie publicznej dość rzadko, poza postawieniem diagnozy o kryzysie demokracji liberalnej, prezentuje się możliwe metody jego przezwyciężenia. Tym samym zapomina się, że podstawą dla właściwego funkcjonowania demokracji liberalnej jest obywatel posiadający polityczne kompetencje. Bowiem tylko zaangażowany obywatel jest w stanie przezwyciężyć kryzysy występujące w demokracji liberalnej poprzez wykorzystanie wiedzy politycznej, działając w oparciu o wartości polityczne i rozwijając kulturę zaufania społecznego, przy zachowaniu zasady nieufności w rozumieniu liberalnym i demokratycznym. Polityczne kompetencje obywatelskie, jako podstawa postaw obywatelskich wspierających demokrację i respektujących jej zasady stanowią jeden z trzech filarów jej konsolidacji, a przez to także mogą się stać instrumentem przezwyciężania kryzysu demokracji liberalnej. Przy czym uznając równoważność komponentów politycznych kompetencji obywatelskich szczególną uwagę należy zwrócić na poziom wiedzy politycznej obywateli, bowiem to on determinuje ich kolejne elementy.</p>
The article presents considerations regarding the functioning of micro enterprises on the market and their impact on the social security of the state. The concept of micro enterprise and social security has been explained in detail. Social security threats and the role of micro sector companies in shaping this area of state security were also discussed. The considerations highlighted the importance of small business in creating conditions for economic stability and development guarantees for local communities.
This article aims to analyze the common manifesto of the Christian Democratic Union of Germany and the Christian-Social Union in Bavaria regarding social security, with regard to the elections to the German parliament in 2017. The basic assumption was to verify whether the CDU/CSU grouping referred to each of the elements of social security, i.e. social security system, welfare security, community security and developmental security, in its 2017 election manifesto. The method used to complete the study was content analysis. The study shows that the CDU/CSU Union in its common manifesto of 2017 – Für ein Deutschland, in dem wir gut und gerne leben. Regierungsprogramm 2017–2021, raised issues related to building the social security of citizens. The proposals that were included in the program allow us to conclude that the CDU/CSU proposed a program that develops each of the pillars of social security in part, but which is still lacking in some ways. It should be noted that the issue of culture has been somewhat overlooked, which undoubtedly has a huge impact on the development of social capital and human capital, despite its enormous impact on two of the pillars, community and development. Other areas and proposals aimed at their development manage to fill this gap. It should also be pointed out that in the electoral proposals included in the manifesto, the most developed pillar was related to social security, implemented as part of the social policy of the state.

Założeniem podstawowym było sprawdzenie, czy Unia CDU/CSU odniosły się do każdego z elementów bezpieczeństwa społecznego, czyli bezpieczeństwa socjalnego, bezpieczeństwa wspólnotowego i bezpieczeństwa rozwojowego w swoim programie wyborczym z 2017 roku. Metodą, która posłużyła do zrealizowania badania, była analiza treści. Z przeprowadzonego badania wynika, iż Unia CDU/CSU w swoim programie wyborczym z 2017 roku - Für ein Deutschland, in dem wir gut und gerne leben. Regierungsprogramm 2017-2021, poruszyła kwestie związane z budowaniem bezpieczeństwa społecznego obywateli. Propozycje, które zostały zawarte w programie pozwalają stwierdzić, że CDU/CSU zaproponowało program, który rozwija po części każdy z filarów bezpieczeństwa społecznego, co nie zawsze jest realizowane. Zauważyć należy, że słabo rozwinięta została kwestia kultury, która niewątpliwe ma ogromny wpływ na rozwój kapitału społecznego i kapitału ludzkiego, a więc dwóch filarów, wspólnotowego i rozwojowego. Pozostałe obszary i propozycje skierowane w ramach ich rozwoju absolutnie wypełniają tę lukę. Należy również wskazać, że w propozycjach wyborczych znajdujących się w programie najbardziej rozwinięty został filar związany z bezpieczeństwem socjalnym, realizowany w ramach polityki społecznej państwa.
The notion of non-liberal democracy has become an inseparable element of the debate on the crisis of liberal democracy. For some scholars and journalists, non-liberal democracy is a consequence of the crisis of liberal democracy. It should be pointed out that when indicating the causes of this crisis in the economic, political, and cultural spheres, researchers rarely address the issue of the legitimacy of identifying democracy as non-liberal and its characteristics. Moreover, no one has initiated a broad debate on the possibility of a retreat from non-liberal democracy and the conditions that must be met to return to liberal democracy. That is why this paper attempts to describe the phenomenon called nonliberal democracy and analyse the conditions which should be fulfilled, both in political and social terms. It is to enable the return to the idea of liberal democracy.
The Dictonary of Politcal Knowledge was created as the efect of the work of numerous scholars engaged into the implementaton of the scientfc project called The Basic Categories of Politcal Science, realized due to the support of Prof. Czesław Mojsiewicz Fund for Internatonal Cooperaton. The authors include scholars representng various academic organizatons in Poland, e.g. Nicolaus Copernicus University in Toruń, University in Zielona Góra, University in Gdańsk, University of Warmia and Mazury in Olsztyn, University in Rzeszów, SWPS University of Social Sciences and Humanites in Warsaw, the Police Academy in Szczytno, WSB University in Poznań and Chorzów, who specialize in politcal science, internatonal relatons, law, security and history. The entries in the Dictonary are arranged alphabetcally. They present the Reader knowledge on the issues from the area of politcal science and related disciplines. Considering the great variety and wide spectrum of issues, the editors were force to choose them in an arbitrary way. They present the most important terms and concepts from the areas of politcal systems, politcal theory, theory of the state and law, insttutons of politcal power, partes and party systems, politcal thought and doctrines, consttutonal law, internatonal relatons and security. The Dictonary of Politcal Knowledge was prepared for the Reader interested in politcs. The editors' intenton was to collect in one vol- ume a certain set of knowledge that helps not only specialists, but also students, especially in humanites, journalists and commentators to understand and assess the surrounding reality.

This is related both to the attitude of citizens and to the use of social slogans, particularly in election campaigns. One could say that the electoral struggle is a kind of race, in which the winner is the politician or party whose promises are best suited to their voters. In order to address social security, politicians manipulate economic data. But above all, the influence of electoral promises (usually narrowed down to matters of welfare) on the evolution of the political system is not considered, despite the fact that this influence is considerable and very often neglected, as exemplified by the situation in the Republic of Poland after 2015. ; W debacie publicznej dość często występującym problemem jest rola i zakres działań państwa w obszarze bezpieczeństwa społecznego. Związane to jest zarówno z postawą obywateli, jak i wykorzystywaniem haseł społecznych, szczególnie w kampaniach wyborczych. In the modern world, security is some one of the basic human needs. In addition to the multiple threats that can be considered traditional, i.e. military or political ones, new, unconventional risks to the public appear. Unconventional threats are so dangerous for the society that they are not fully identified and there are no developed ways of dealing with them. These threats can be called social hazards that defy the existential basis of human existence. The answer to the more and more frequent occurrences of such phenomena are social security instruments and tasks assigned to it, for which both the state, institutions shaped by civil society and the citizen are responsible.
In popular consciousness, the dispute between the communitarians and the liberals focuses on citizens' individualism and the role and place of the community in contemporary society. However, it is merely a simpli-fied vision of the topic of discussion between supporters of the currents of political thought indicated above. Indeed, a no less essential part of the debate concerns problems associated with the interpretation of the idea and the principles of democracy, their uses and importance in human life. The canon of fundamental values of democratic government includes freedom and equality. These principles are inherently conducive to the emergence of conflicts, as illustrated by the classic dilemma "the more freedom, the less equality, and the more equality, the less freedom." This particular problem has determined the emergence of two major theories of democracy: individualistic and collectivist. The main difference between these approaches to democracy concerns the view of the relationship between the state and society, and between the state and it's citizens. And thus, the individualistic current (procedural) derived from the traditions of the English Revolution aims to reduce the area of activity and competence of the government to the minimum specified explicitly in the rules of law. Consequently, both Society and citizens are free from the state, the latter becoming only the guardian of the laws.
