Agricultural resources and their productivity : a transatlantic perspective
Purpose: The aim of the paper is to assess the production potential of the agricultural sector of the EU, including Poland, and the USA based on the assessment of resources and inputs of respective production factors, their relationships and their productivity, while also indicating changes in the farm structure and support policies addressing the agricultural sector. Design/Methodology/Approach: The volume of land and labor resources as well as capital input in agriculture are presented, which is followed by an evaluation of the ratios between inputs and their productivity. Analyses were also conducted on the farm structure. Changes in the agricultural support policy were analyzed using a selected set of OECD indicators. Findings: A stronger competitive position determined by more advantageous relationships between inputs, productivity and a greater scale of advanced concentration processes is found in the US agricultural sector. In the EU, despite evident structural transformation processes, a considerable gap is observed between agriculture of the EU-13 and that of the EU-15 in terms of both inputs and productivity. Although the share of financial support in total income of agricultural producers in the EU and the USA was decreasing, the income was nevertheless higher compared to that they would have attained without state intervention measures. Practical Implications: The study refers to the discussion on the competitive position of the EU and the USA on the international agricultural market and helps to answer the question: Are EU producers able to cope with the competitive pressure of the US agriculture? Originality/value: This is the first attempt to develop a comprehensive and up-to-date analysis of the agricultural potential and its productivity within the transatlantic partnership and rivalry, covering both the EU composed of 28 countries, including Poland, and the USA. ; peer-reviewed

Competitiveness of Polish Agriculture in The Context of Globalization and Economic Integration – Competitive Potential and Position ; Konkurencyjność rolnictwa polskiego w kontekście globalizacji i integracji gospodarczej – potencjał i pozycja konkurencyjna
The aim of the research presented in this paper is to assess the competitive potential of Polish agriculture (potential competitiveness) and the competitive position of the Polish agri-food sector on the Single European Market (SEM) with reference to the global context. The conducted research has proven that Polish agriculture, while having significant production potential (potential competitiveness) on a European scale, is at the same time characterized by the significant structural deficiencies of this potential, which may adversely affect he competitive position of Polish agriculture in the future. Poland's inclusion in the SEM area and the adoption of the rules of the Common Commercial Policy resulted in the creation and diversion of trade in agri-food products, and the comparative advantages achieved on the SEM became a source of favorable export specialization, allowing for relatively good use of the currently existing potential of agriculture and the food industry. This has resulted in the relatively good competitive position of the Polish agri-food sector on the SEM. However, in the long term, the ability to maintain or improve competitiveness in the future will be determined by competitive potential. The Polish agri-food sector has significant potential to increase exports and strengthen its competitive position (also on non-EU markets), provided that strong foundations for the sector are built, including an improvement in competitive potential. ; Celem badań prezentowanych w artykule jest ocena potencjału konkurencyjnego rolnictwa polskiego (konkurencyjności potencjalnej) i pozycji konkurencyjnej zajmowanej przez polski sektor rolno-spożywczy na Jednolitym Rynku Europejskim (JRE) z odwołaniem do kontekstu globalnego. Przeprowadzone badania dowiodły, że rolnictwo polskie dysponuje znaczącym potencjałem produkcyjnym (konkurencyjnością potencjalną) w skali europejskiej, jednocześnie cechuje się znaczną wadliwością strukturalną tego potencjału, co może negatywnie wpływać na pozycję konkurencyjną rolnictwa polskiego w przyszłości. Włączenie Polski w obszar JRE i przyjęcie zasad Wspólnej Polityki Handlowej wywołało efekty kreacji i przesunięcia handlu artykułami rolno-spożywczymi, a przewagi komparatywne osiągane na JRE stały się źródłem korzystnej specjalizacji eksportowej i pozwoliły na stosunkowo dobre wykorzystanie aktualnie istniejącego potencjału rolnictwa i przemysłu spożywczego. Skutkuje to relatywnie dobrą pozycją konkurencyjną polskiego sektora rolno-spożywczego na JRE. Jednak w długim okresie o zdolności do zachowania lub poprawy konkurencyjności w przyszłości decydował będzie potencjał konkurencyjny. Polski sektor rolno-spożywczy ma znaczny potencjał zwiększania eksportu, wzmacniania swojej pozycji konkurencyjnej (w tym na rynkach pozaunijnych), jednakże pod warunkiem budowy silnych fundamentów sektora, wśród których mieści się poprawa potencjału konkurencyjnego.

Potential Changes in Land Use and Plant Production in Poland in the Context of Implementing the European Green Deal

The purpose of this paper is to identify the potential changes in agricultural land use in Poland as a consequence of implementing the European Green Deal, including its potential economic effects. The study covered crops of key importance to Polish agriculture, cultivated in a total area of 8.2 million ha, which accounts for more than 60% of land in good agricultural condition. The analyses were based on average values for 2016–2020 and used three scenarios for EGD implementation by 2030 (no EGD; partial implementation of the EGD; full implementation of the EGD). Each analysis took account of changes in the area of land under conventional, organic and precision farming systems. The study found that EGD requirements can be met by implementing the precision farming system, especially for intensive farming schemes like rape and sugar beet. Organic farming should be used either for extensively farmed cereals like oat or for fruits which are sold at higher prices when farmed organically. Another finding is that the full implementation of the EGD could decrease the production volume of key Polish crops by 13%, which can have important social impacts, such as increased prices of food products or a deterioration of food security.
