En s'appuyant sur deux études de cas menées à deux frontières européennes, celle de l'enclave espagnole de Ceuta d'une part, et celle du département français de Mayotte d'autre part, cet article propose une réflexion autour de l'imbrication du contrôle migratoire et des soins prodigués aux non-citoyens. À partir de l'étude des dispositifs concernant les femmes enceintes ainsi que de leurs expériences, l'article éclaire la dimension nécropolitique de l'instrumentalisation des soins à des fins de gestion migratoire dans ces deux espaces frontières. Cet article propose une analyse de la matérialité des processus qui font des dispositions a priori biopolitiques des dispositifs nécropolitiques à travers l'étude des formes de collaborations bureaucratiques à l'intersection de la santé et du contrôle migratoire. La figure de la femme enceinte sans papiers est ici considérée comme révélatrice d'une tension qui traverse l'État libéral entre un principe biopolitique de gouvernement des individus et les exclusions opérées par les régimes migratoires.

This article examines how Comorian pregnant women in Mayotte, a French overseas department in the Indian Ocean, came to embody an unwanted presence as irregular migrants due to their children's and their own potential claims to belonging, while they are entitled by law to access perinatal and maternal care. This article argues that framing undocumented pregnant women as a threat led to significant shortcomings in perinatal care delivery and that those shortages in turn worsened access to healthcare services for the Mahoran-French population as well, exacerbating feelings of resentment towards Comorians. Drawing on this case-study, the article foregrounds the malleability of the CARIN criteria (Control, Attitude, Reciprocity, Identity and Need), a theoretical tool to analyse ideas related to deservingness, by demonstrating how actors re-think the meanings of 'identity', 'control', 'attitude' and 'need' and assign different weights to them in the context of a dominant frame of undeservingness.

AbstractDrawing on Foucauldian biopolitics, Max Weber's and Hannah Arendt's understandings of bureaucracy, and Achille Mbembe's theoretical insights into necropolitical power, I propose the notion of humanitarian bureaucracy to account for the involvement of medical personnel in the summary deportations of pregnant Comorian women in Mayotte, a French overseas department in the Indian Ocean. In addition to their usual consultations, hospital midwives are asked to assess the health of pregnant women arrested at sea in order to state whether they can be lawfully detained, while deportations happen within hours owing to the specificities of this postcolonial migration regime. The notion of humanitarian bureaucracy traces how a series of bureaucratic acts, duly sanctioned by qualified professionals, performs a minimal and fragmented biopolitical surveillance that neutralizes the question of responsibility and rejects the racialized Other into a liminal space between failing to "make live" and avoiding to "let die." The article argues that humanitarian bureaucracy represents an ambivalent power, stemming from biopolitics yet producing necropolitics through processes of racialization. The article draws on three months of fieldwork conducted in Mayotte in 2017 and analyzes midwives' discourses and bureaucratic practices as materialized by the medical certificates they deliver in the context of these assessments.

Cet article analyse la gestion migratoire à Mayotte à l'aune du concept de « nécropolitique » inspiré des écrits d'Achille Mbembe. Cette notion permet de rendre compte de l'exercice d'un pouvoir en périphérie postcoloniale qui expose les non-citoyens à de multiples violences. Dans un premier temps est mis en lumière le caractère systématique de pratiques dérogatoires telles que les arrestations expéditives et l'éloignement d'enfants sur la base de rattachements hâtifs à un adulte. La suite de l'article s'intéresse plus spécifiquement aux implications genrées de cette nécropolitique en examinant, d'une part, la façon dont la production de l'illégalité à grande échelle exacerbe la précarité des femmes comoriennes et, d'autre part, comment les risques létaux de la traversée deviennent une dimension de ces vies précaires. L'article s'appuie sur un travail de terrain de trois mois mené en 2017 auprès de femmes comoriennes, de professionnels de santé du secteur de la périnatalité, ainsi qu'auprès de diverses associations locales et nationales.

Partant d'une analyse des expériences quotidiennes de travail de soignant⋅e⋅s racialisé⋅e⋅s employé⋅e⋅s dans le secteur privé des soins aux personnes âgées à Londres, Paris et Madrid, cet article avance que, pour comprendre la précarité vécue par les soignant⋅e⋅s au quotidien et éclairer les multiples vulnérabilités que leur travail engendre, il est nécessaire de repenser la précarité au travail non plus à travers mais à partir du genre. Les apports théoriques d'une philosophie morale féministe permettent ici de faire émerger une compréhension qualitativement genrée des expériences de travail au-delà des inégalités objectivées statistiquement selon le sexe. L'article aborde tout d'abord la non reconnaissance du travail physique et l'invisibilisation du travail émotionnel au travers de l'organisation du travail dans les structures de soins privées. Sont ensuite explorées les implications genrées de l'intensification du travail dans un contexte de privatisation croissante des soins aux personnes âgées. L'article s'attache enfin à faire apparaître comment ces précarités vécues au quotidien révèlent les inégalités genrées et racialisées sur lesquels repose la reproduction sociale des sociétés occidentales contemporaines. Les élaborations théoriques de cet article sont fondées sur l'analyse de 82 entretiens avec des soignant⋅e⋅s racialisé⋅e⋅s réalisés dans le cadre d'un travail doctoral.

This photo-essay results from three-months of ethnographic fieldwork conducted in Melilla, a Spanish enclave in the north of Africa, in the framework of the ERC-funded project EU Border Care. It explores how, beyond a highly polarized debate, migration forms the very social fabric of the city. Melilla's economic fate is highly dependent on both regional border crossings and international migration. The 'migration industry' employs border guards and police forces but also social workers, translators, and healthcare professionals. Administratively, this border city can be characterized as a 'central periphery': while some sectors, such as health and education, depend more directly on the central Spanish government than it is the case for other regions, Melilla presents at the same time distinct tax and migration regimes. A regional migration regime facilitates mobility between the enclave and the neighboring Moroccan region of Nador as the movement of people and goods ensures the city's daily life.
