A investigação de evidências de ciclos eleitorais e partidários nas funções orçamentárias dos municípios brasileiros, entre os anos de 1990 e 2005, é o propósito fundamental deste artigo. Os resultados indicam que o primeiro fenômeno é observado de forma mais expressiva nas funções saúde e saneamento, habitação e urbanismo, assistência e previdência e transportes, ao passo que em relação aos ciclos partidários, os resultados permitem observar a influência, ainda que relativa, das distinções partidárias sobre a forma pela qual os recursos são alocados entre as funções avaliadas. Adicionalmente, os resultados evidenciam uma recomposição das despesas municipais ao longo do tempo, influenciada também pela instituição da Lei de Responsabilidade Fiscal.

O objetivo deste artigo é, seguindo o raciocínio presente em Rogoff & Sibert (1988) e em Rogoff (1990), procurar evidências de ciclos orçamentários racionais nos municípios paulistas, entre os anos de 1989 a 2001, por meio de econometria de dados em painel e de modelos de variável dependente binária (probit e logit). Os resultados apresentam evidências de impulsos positivos em anos eleitorais na despesa orçamentária das unidades selecionadas, e embora o resultado obtido para 2000 seja diferente dos obtidos para 1992 e 1996, em ne-nhum dos casos são obtidas evidências de racionalidade dos eleitores, nos moldes previstos pela teoria dos ciclos eleitorais racionais.

This article tests the hypothesis of opportunistic and partisan cycle models using a new large data set of Brazilian municipalities over the 1989-2005 period. The results show an increase in total and current expenditures and a decrease in municipal investments, local tax revenues, and budget surplus in election years. They also show that partisan ideology exerts a relative influence on the performance of the local public accounts. These results confirm that both opportunistic and partisan cycles have occurred in the management of the budgets of Brazilian municipalities after the end of the military government. Foreign direct investment (FDI) has become increasingly important for the Brazilian economy: the ratio of FDI inflow to the country's gross domestic product (GDP) increased from a 0.6% average in the 1980's to 2.5% from 2001 to 2010, according to data from UNCTAD. However, there is great inequality in the distribution of this investment among Brazilian federation units. This study aims at investigating the determining factors for the location of foreign direct investment across Brazilian states, based on an econometric study with panel data for the years 1995, 2000 and 2005. The results showed that foreign investment responded positively to consumer market size, quality of labor and transport infrastructure, but negatively to cost of labor and tax burden.

Resumo Recentemente, os efeitos dos gastos do governo sobre o consumo privado tem sido analisados por meio de modelos macroeconômicos em que parte dos agentes suavizam seu consumo intertemporalmente, enquanto os demais, restritos ao crédito, consomem baseados na renda disponível. Sob esta abordagem, argumentamos que existe uma relação de cointegração entre consumo privado, gasto do governo e renda disponível que nos permite analisar se o gasto do governo crowds in ou crowds out o consumo privado. Estimamos tal relação para 48 países usando modelos de correção de erros em painel com fatores comuns e, sob a hipótese de que em países em desenvolvimento é maior a proporção de agentes não otimizadores, analisamos a existência de efeitos distintos entre países desenvolvidos e em desenvolvimento. Os resultados indicam que o gasto do governo crowds in o consumo privado no longo prazo, e que os efeitos são maiores nos países em desenvolvimento relativamente aos desenvolvidos.
