Toch blijft de integratie van migranten een van de meest urgente zaken voor de sociale en politieke belangen van Nederland. Dit boek zet vraagtekens bij het idee dat er ooit een coherent of consistent Nederlandse model van integratie is geweest. De analyse van het migratie-onderzoek in Nederland en hoe immigratie wordt omlijst en herkaderd via diverse dialogen, biedt een zeer dynamische kijk de invloed hiervan op en de evolutie van het integratiebeleid. Gefocust wordt op het Nederland van de afgelopen drie decennia, maar de bevindingen zijn ook van toepassing op Frankrijk, Duitsland en het Verenigd Koninkrijk, en de zo ontstane inzichten resulteren in universele vragen: Waar gaan de huidige politieke en academische controverses eigenlijk over? Hoe kunnen overheden inspelen op de uitdagingen van onze tijd? En welke bijdrage kunnen sociale wetenschappers hierin leveren?

The development of Dutch immigrant policy over the past decades has been characterised by the rise and fall of several policy frames. The role that social researchers and research institutes have played in these frame shifts has changed significantly. This article reveals that there was a clear relation between the structure of the policy-making process in the Netherlands, including the division of labour between social research and policy-makers therein, and the culture of policy-making or how immigrant integration was framed. A trend was discerned from a technocratic policy structure with a very direct role of researchers in depoliticised processes of policy-making to more engineering-like policy structures with a strong political primacy and a more selective approach to using scientific expertise for legitimating policy discourse. This article argues that these structural changes provided an important condition for the rise of a more assimilationist frame of immigrant policy in the Netherlands.

The discourse on the integration of ethnic minorities in the Netherlands has undergone profound changes over the past few decades. This article analyses how discourses in politics and academia have revolved around changing emphases upon the social capital processes of 'bonding' of individuals within groups and 'bridging' of individuals to the wider society. Four episodes of discourse and policy may be distinguished: denial of being a country of immigration until the 1970s; the Minorities Policy in the 1980s; the Integration Policy of the 1990s; and the rise of a more assimilationist discourse after the turn of the millennium. The country thus began in the post-war period with a pluralist perspective toward integration rooted in the traditional religious and ideological 'pillarisation' of society, shifting first to a multi-cultural perspective, then to an integrationist, and, finally, in the new millennium, to an assimilationist perspective. While debates on migration policy often revolve around rival values and interests, they also invoke knowledge claims about the causes, dynamics and impacts of migration. Such claims are best conceptualised as 'policy narratives', setting out beliefs about policy problems and appropriate interventions. Narratives are likely to be more successful where they meet three criteria: they are cognitively plausible, dramatically or morally compelling and, importantly, they chime with perceived interests. Increasingly, such narratives are also expected to draw on expert knowledge, although knowledge is often deployed to legitimise particular actors or preferences rather than to enhance the cognitive plausibility of the narrative. The series of articles in this issue explore how narratives are developed, codified, revised and diffused in policy debates and policy-making. We hope that they contribute not just to understanding migration policy, but also to wider debates on the role of ideas and knowledge in public policy.

Processes of transformation, aimed at adaptation of environmental change, are often initiated in informal arenas where forerunners meet and breed. In order to connect such transformations to the existing socio-political context an adequate form of environmental governance is needed. This implies a key role for public decision-makers as gate keepers that can link an innovative policy proposal to the existing complexities of the government context in which social barriers, democratic obligations and the representation of existing routines that might be challenged by this innovation. This paper will focus on a radical change in the water management strategies of the South western delta area and specifically the resalinization of the Volkerak-Zoommeer. In the light of ecological rehabilitation and safety from possible flooding the need to restore this artificially maintained fresh water basin to its former state and allow influence of marine dynamics has been articulated. These adaptations provide several challenges for finding alternatives for the supply and use of fresh water to existing agriculture and industry. The role of local political leadership in the process of combining and synchronizing existing routines with innovations that require a change of these routines is regarded as essential. These connective capacities of leadership are subject to various influencing factors such as personal characteristics, the local and supra- local environment and institutional arrangements. Theoretically we distinguish leadership behavior in transactional, daring and transformational typologies. It would be hypothesized that daring leadership, which we conceptualize as a combination between transactional and transformational repertoires is most suitable for the successful coupling of innovative proposals with existing routines.
