Abstract. A procedure is presented that allows identifying large burned scars and the monitoring of vegetation recovery in the years following major fire episodes. The procedure relies on 10-day fields of Maximum Value Composites of Normalized Difference Vegetation Index (MVC-NDVI), with a 1 km×1 km spatial resolution obtained from the VEGETATION instrument. The identification of fire scars during the extremely severe 2003 fire season is performed based on cluster analysis of NDVI anomalies that persist during the vegetative cycle of the year following the fire event. Two regions containing very large burned scars were selected, located in Central and Southwestern Portugal, respectively, and time series of MVC-NDVI analysed before the fire events took place and throughout the post-fire period. It is shown that post-fire vegetation dynamics in the two selected regions may be characterised based on maps of recovery rates as estimated by fitting a monoparametric model of vegetation recovery to MVC-NDVI data over each burned scar. Results indicated that the recovery process in the region located in Central Portugal is mostly related to fire damage rather than to vegetation density before 2003, whereas the latter seems to have a more prominent role than vegetation conditions after the fire episode, e.g. in the case of the region in Southwestern Portugal. These differences are consistent with the respective predominant types of vegetation. The burned area located in Central Portugal is dominated by Pinus Pinaster whose natural regeneration crucially depends on the destruction of seeds present on the soil surface during the fire, whereas the burned scar in Southwestern Portugal was populated by Eucalyptus that may quickly re-sprout from buds after fire. Besides its simplicity, the monoparametric model of vegetation recovery has the advantage of being easily adapted to other low-resolution satellite data, as well as to other types of vegetation indices.

Abstract. Remote sensed information on vegetation and soil moisture, namely the Normalised Difference Vegetation Index (NDVI) and the Soil Water Index (SWI), is employed to monitor the spatial extent, severity and persistence of drought episodes over Continental Portugal, from 1999 to 2006. The severity of a given drought episode is assessed by evaluating the cumulative impact over time of drought conditions on vegetation. Special attention is given to the drought episodes that have occurred in the last decade, i.e., 1999, 2002 and particularly the major event of 2005. During both the 1999 and 2005 drought episodes negative anomalies of NDVI are observed over large sectors of Southern Portugal for up to nine months (out of eleven) of the vegetative cycle. On the contrary, the 2002 event was characterized by negative anomalies in the northern half of Portugal and for a shorter period (eight out of eleven months). The impact of soil moisture on vegetation dynamics is evaluated by analyzing monthly anomalies of SWI and by studying the annual cycle of SWI vs. NDVI. While in the case of the drought episode of 1999 the scarcity of water in the soil persisted until spring, in the recent episode of 2005 the deficit in greenness was already apparent at the end of summer. The impact of dry periods on vegetation is clearly observed in both arable land and forest, and it is found that arable land presents a higher sensitivity. From an operational point of view, obtained results reveal the possibility of using the developed methodology to monitor, in quasi real-time, vegetation stress and droughts in Mediterranean ecosystems.

Abstract. The aim of this study is to assess the impact of the North Atlantic Oscillation (NAO) on both the winter precipitation and the temporal occurrence of different landslide types in Portugal. The analysis is applied to five sample areas located just north of Lisbon, the capital of Portugal. These sites are particularly relevant because actual dates of most of the recent landslide events are known but also because the landslides occurred in a suburban area with growing urbanization pressure. Results show that the large inter-annual variability of winter precipitation observed in western Iberia, i.e. Portugal and parts of Spain, is largely modulated by the NAO mode. In particular, precipitation falling in Portugal between November and March presents a correlation coefficient of R=–0.66 with the NAO index. Precipitation distribution for the reference rain gauge in the study area reveals that the probability of a wet month to occur is much higher for low NAO index composites than for the corresponding high NAO index composite. It is shown that this control, exerted by NAO on the precipitation regime, is related to corresponding changes in the associated activity of North-Atlantic storm tracks that affect the western Iberia. Landslide activity in the study area is related to both intense, short duration precipitation events (1–15 days) and long-lasting rainfall episodes (1–3 months). The former events trigger shallow translational slides while the later episodes are usually associated with deeper and larger slope movements. This second group of landslides is shown to be statistically associated with the 3-month average of the NAO index.

Abstract. The present work aims to study the combined effect of drought and large wildfires in the Iberian Peninsula relying on remotely sensed data of vegetation dynamics and leaf moisture content, in particular monthly NDVI, NDWI and NDDI time series from 1999–2009, derived from VEGETATION dataset. The impact of the exceptional 2004/2005 drought on vegetation was assessed for vegetation recovering from the extraordinary fire season of 2003 and on the conditions that contributed to the onsetting of the fire season of 2005. Drought severity was estimated by the cumulative negative effect on photosynthetic activity (NDVI) and vegetation dryness (NDDI), with about 2/3 of Iberian Peninsula presenting vegetative stress and low water availability conditions, in spring and early summer of 2005. Furthermore, NDDI has shown to be very useful to assess drought, since it combines information on vegetation and water conditions. Moreover, we show that besides looking at the inter-annual variability of NDVI and NDDI, it is useful to evaluate intra-annual changes (δNDVI and δNDDI), as indicators of change in vegetation greenness, allowing a detailed picture of the ability of the different land-cover types to resist to short-term dry conditions. In order to assess drought impact on post-fire regeneration, recovery times were evaluated by a mono-parametric model based on NDVI data and values corresponding to drought months were set to no value. Drought has shown to delay recovery times for several months in all the selected scars from 2003. The analysis of vegetation dynamics and fire selectivity in 2005 suggests that fires tended to occur in pixels presenting lower vegetative and water stress conditions during spring and early summer months. Additionally, pre-fire vegetation dynamics, in particular vegetation density and water availability during spring and early summer, has shown to influence significantly the levels of fire damage. These results stress the role of fuel availability in fire occurrence and impact on the Iberian Peninsula.

Abstract. We focus here on a mainland Continental Portuguese Rural Fire Database (PRFD) that includes 450 000 fires, the largest such database in Europe in terms of total number of recorded fires in the 1980–2005 period. In this work, we (a) list the most important factors for triggering and controlling the fire regime in mainland Continental Portugal, (b) describe the dataset's production, (c) discuss procedures adopted to identify and correct different fire data inconsistencies, creating a modified PRFD which we use here and make available as Supplement, (d) explore some basic temporal and completeness properties of the data. We find that the dataset's minimum measured burnt areas have changed with time between AF = 0.1 ha (1980–1990), AF = 0.01 ha (1991–1992), and AF = 0.001 ha (1992–2005), with varying degrees of completeness down to these values. These changes in minimum area measured are responsible for greater numbers of fires being recorded. A relatively small number of large fires in the PRFD are responsible for the majority of the burnt area. For example, fires with AF > 100 ha represent about 1% of all fire records but 75% of total burnt area. Finally, we consider for each Continental Portugal district and for the 26-yr period, the total number of rural fires and area burnt in forests and shrublands, each normalized by district areas. We find that the highest numbers of fires per unit area are in highly populated districts, and that the largest fraction of burnt area is in forested areas, coinciding with large parcels of continuous forests (predominantly rural and moderately urban areas).

Abstract. According to the DISASTER database the 20–28 December 1909 event was the hydro-geomorphologic event with the highest number of flood and landslide cases that occurred in Portugal in the period 1865–2010 (Zêzere et al., 2014). This event also caused important social impacts over the Spanish territory, especially in the Douro Basin, having triggered the highest floods in more than 100 years at the river's mouth in the city of Oporto. This work has a dual purpose: (i) to characterize the spatial distribution and social impacts of the December 1909 hydro-geomorphologic DISASTER event over Portugal and Spain; (ii) to analyse the meteorological conditions that triggered the event and the spatial distribution of the precipitation anomalies. Social impacts that occurred in Portugal were obtained from the Disaster database (Zêzere et al., 2014) whereas the data collection for Spain was supported by the systematic analysis of Spanish daily newspapers. In addition, the meteorological conditions that triggered the event are analysed using the 20th Century Reanalysis data set from NOAA and precipitation data from Iberian meteorological stations. The Iberian Peninsula was spatially affected during this event along the SW-NE direction spanning from Lisbon, Santarém, Oporto, and Guarda (in Portugal), to Salamanca, Valladolid, Zamora, Orense, León, and Palencia (in Spain). In Iberia, 134 DISASTER cases were recorded (130 flood cases; 4 landslides cases) having caused 89 casualties (57 due to floods and 32 due to landslides) and a further total of 3876 affected people, including fatalities, injured, missing, evacuated, and homeless people. This event was associated with outstanding precipitation registered at Guarda (Portugal) on 22 December 1909 and unusual meteorological conditions characterized by the presence of a deep low-pressure system located over the NW Iberian Peninsula with a stationary frontal system striking the western Iberian Peninsula. The presence of an upper-level jet (250 hPa) and low-level jet (900 hPa) located SW–NE oriented towards Iberia along with upper-level divergence and lower-level convergence favoured large-scale precipitation. Finally, associated with these features it is possible to state that this extreme event was clearly associated with the presence of an elongated Atmospheric River, crossing the entire northern Atlantic Basin and providing a continuous supply of moisture that contributed to enhance precipitation. This work contributes to a comprehensive and systematic synoptic evaluation of the second most deadly hydro-geomorphologic DISASTER event that has occurred in Portugal since 1865 and will help to better understand the meteorological system that was responsible for triggering the event.

Abstract. Landslides occurred in the Lisbon area during the last 50 years were almost always induced by rainfall and have been used to establish rainfall thresholds for regional landslide activity. In 2006, three new rainfall-triggered landslide events occurred in the study area, namely on the 20 March, the 25–27 October, and the 28 November. Landslide events occurred in March and October 2006 include shallow translational slides and few debris flows, and the corresponding absolute antecedent rainfall was found to be above the threshold for durations ranging from 4 to 10 days. These events also fit the combined threshold of daily precipitation and 5 days calibrated antecedent rainfall values. Likewise the landslide event that took place in late November 2006 includes some slope movements with deeper slip surfaces, when compared with landslides dating from March and October. Moreover, the corresponding absolute antecedent rainfall was also found to be above the 40-day period rainfall threshold. Here we characterize in detail the short and long-term atmospheric circulation conditions that were responsible for the intense rainfall episodes that have triggered the corresponding landslide events. It is shown that the three rainfall episodes correspond to considerably different synoptic atmospheric patterns, with the March episode being associated to an intense cut-off low system while the October and November episodes appear to be related to more typical Atlantic low pressure systems (and associated fronts) travelling eastwards. Finally, we analyse the role played by the North Atlantic Oscillation (NAO) during those months marked by landslide activity. It is shown that the NAO index was consistently negative (usually associated with above average precipitation) for the months prior to the landslide events, i.e. between October 2005 and March 2006, and again between August and October 2006.

Abstract. This study aims to characterise the rainfall exceptionality and the meteorological context of the 20 February 2010 flash-floods in Madeira (Portugal). Daily and hourly precipitation records from the available rain-gauge station networks are evaluated in order to reconstitute the temporal evolution of the rainstorm, as its geographic incidence, contributing to understand the flash-flood dynamics and the type and spatial distribution of the associated impacts. The exceptionality of the rainstorm is further confirmed by the return period associated with the daily precipitation registered at the two long-term record stations, with 146.9 mm observed in the city of Funchal and 333.8 mm on the mountain top, corresponding to an estimated return period of approximately 290 yr and 90 yr, respectively. Furthermore, the synoptic associated situation responsible for the flash-floods is analysed using different sources of information, e.g., weather charts, reanalysis data, Meteosat images and radiosounding data, with the focus on two main issues: (1) the dynamical conditions that promoted such anomalous humidity availability over the Madeira region on 20 February 2010 and (2) the uplift mechanism that induced deep convection activity.

Abstract. Average monthly precipitation, the original Palmer Drought Severity Index (PDSI) and a recent adaptation to Europe, the Self Calibrated PDSI (scPDSI) have been used here to analyse the spatial and temporal evolution of drought conditions in the Mediterranean during the 20th century. Monthly, seasonal and annual trends were computed for the period 1901–2000 and also for the first and second halves of this period. The statistical significance of trends was obtained with a modified version of the Mann-Kendall test that accounts for serial auto-correlation. The results show a clear trend towards drier conditions during the 20th century in most western and central Mediterranean regions, with the exceptions of northwestern Iberia and most of Turkey that reveal an increase of moisture availability. A Generalized Extreme Values (GEV) analysis was applied to the maximum and minimum regional values of scPDSI, with results pointing towards a significant decline of absolute extreme values in central areas (Italy and Balkans) and a less clear picture emerging in western (Iberia) and eastern (Turkey) realms. The inter-annual variability of the scPDSI index series is shown to be more realistic than the corresponding PDSI version, fitting better the drought episodes sequence and magnitude described in the literature for each sub-region. We assess the decadal and inter-annual variability of the scPDSI for each sub-domain and evaluate the role played by the major teleconnection patterns, and by several sea surface temperature (SST) anomalies. The main driver of scPDSI in western and central Mediterranean areas is the winter North Atlantic Oscillation (NAO) pattern that is also relevant during the following spring and summer seasons with anti-correlation values below −0.60. The second most important mode corresponds to the Scandinavian Pattern that is significantly associated to the scPDSI between winter and summer over central Mediterranean (correlation values around 0.50). Finally, the teleconnection and SST analysis has allowed us to calibrate a stepwise regression model, enabling the forecasting of summer drought conditions six months in advance. The final model obtained is capable of reproducing the observed scPDSI time series fairly well, with a correlation coefficient of 0.79 (0.77 after cross-validation) and a significant gain over climatology (SSc=59%), while the corresponding result against persistence is more modest (SSp6=11%).

Abstract. In winter of 2009–2010 south-western Europe was hit by several destructive windstorms. The most important was Xynthia (26–28 February 2010), which caused 64 reported casualties and was classified as the 2nd most expensive natural hazard event for 2010 in terms of economic losses. In this work we assess the synoptic evolution, dynamical characteristics and the main impacts of storm Xynthia, whose genesis, development and path were very uncommon. Wind speed gusts observed at more than 500 stations across Europe are evaluated as well as the wind gust field obtained with a regional climate model simulation for the entire North Atlantic and European area. Storm Xynthia was first identified on 25 February around 30° N, 50° W over the subtropical North Atlantic Ocean. Its genesis occurred on a region characterized by warm and moist air under the influence of a strong upper level wave embedded in the westerlies. Xynthia followed an unusual SW–NE path towards Iberia, France and central Europe. The role of moist air masses on the explosive development of Xynthia is analysed by considering the evaporative sources. A lagrangian model is used to identify the moisture sources, sinks and moisture transport associated with the cyclone during its development phase. The main supply of moisture is located over an elongated region of the subtropical North Atlantic Ocean with anomalously high SST, confirming that the explosive development of storm Xynthia had a significant contribution from the subtropics.

We use high quality climate data from ground meteorological stations in the Iberian Peninsula (IP) and robust drought indices to confirm that drought severity has increased in the past five decades, as a consequence of greater atmospheric evaporative demand resulting from temperature rise. Increased drought severity is independent of the model used to quantify the reference evapotranspiration. We have also focused on drought impacts to droughtsensitive systems, such as river discharge, by analyzing streamflow data for 287 rivers in the IP, and found that hydrological drought frequency and severity have also increased in the past five decades in natural, regulated and highly regulated basins. Recent positive trend in the atmospheric water demand has had a direct influence on the temporal evolution of streamflows, clearly identified during the warm season, in which higher evapotranspiration rates are recorded. We present a long-term assessment of precipitation trends in Southwestern Europe (1850-2018) using data from multiple sources, including observations, gridded datasets and global climate model experiments. Contrary to previous investigations based on shorter records, we demonstrate, using new long-term, quality controlled precipitation series, the lack of statistically significant long-term decreasing trends in precipitation for the region. Rather, significant trends were mostly found for shorter periods, highlighting the prevalence of interdecadal and interannual variability at these time-scales. Global climate model outputs from three CMIP experiments are evaluated for periods concurrent with observations. Both the CMIP3 and CMIP5 ensembles show precipitation decline, with only CMIP6 showing agreement with long term trends in observations. However, for both CMIP3 and CMIP5 large interannual and internal variability among ensemble members makes it difficult to identify a trend that is statistically different from observations.
