Methodological Europeanism at the cradle: Eur-lex, the Acquis and the making of Europe's cognitive equipment

International audience ; Malgré les nombreux défis et les questions nouvelles qu'elle pose à la science politique, « l'Europe » reste un objet de recherche à part auquel est attachée une certaine réputation d'ennui. La difficulté tient sans aucun doute pour beaucoup à la « mauvaise réputation » de l'Union européenne elle-même qu'un solide « cercle de la croyance » tient pour « incompréhensible » et « baroque ». Mais, ce court article saisit l'occasion du numéro-anniversaire de la revue Politique européenne pour s'interroger aussi sur le rôle que jouent les « études européennes » elles-mêmes dans le maintien de ce « cercle de la croyance » et sur quelques leviers possibles pour en casser les effets, notamment en dessinant les contours de « sciences sociales de l'Europe ». Titre résumé en anglais ? Despite the many challenges and questions that European integration raises to political science, this research topic still maintains a strong reputation of boredom. The difficulty certainly relates to the « bad reputation » of the European Union itself, most often thought of as baroque and incomprehensible. This brief article takes the opportunity of the anniversary of Politique européenne to question the part that the scholarly field of « European studies » itself may have in such reputation, delineating possible ways out through the development of « social sciences of Europe ».

The recent infatuation of first rank politicians for the Paris bar is intriguing and suggests the need to re-examine the border area between "politics" and the "bar". The article proposes to go beyond the traditional alternative between the thesis of a return to the "Republic of Lawyers" and that of a drift toward a "Business Republic" and conflicts of interests. By following the circulations, the adding up and transfers of positions in the border area between the world of politics and that of the Paris Bar, one can identify the emergence of a totally new zone -- albeit well-limited and precarious -- of contiguities and interdependence at the edge of the worlds of political and administrative elite and business lawyers' practices. Résumé L'engouement récent d'hommes politiques de premier plan pour le barreau de Paris intrigue et invite à explorer à de nouveaux frais l'espace-frontière entre «politique » et « barreau ». Cet article propose ainsi de dépasser l'alternative entre la thèse du retour à la « République des avocats » et celle de la dérive vers une « République des affaires » et du conflit d'intérêts. En suivant les circulations, cumuls et passages à la frontière du champ politique et du barreau de Paris, on montre ici l'émergence d'une zone inédite, quoique circonscrite et précaire, de contiguïté et d'interdépendance aux confins de l'élite politico-administrative et des cabinets d'avocats d'affaires.
