Aufgrund anhaltender Zentralisierungstendenzen während des 20. Jahrhunderts gilt Australien allgemein als einer der zentralisiertesten Bundesstaaten der Welt. Dies gilt insbesondere mit Blick auf die Finanzordnung: 83 % der öffentlichen Einnahmen werden seitens der Bundesebene erzielt, die ihrerseits den Gliedstaaten und Territorien finanzielle Zuweisungen gewährt. Diese sind häufig zweckgebunden und beschränken so die Ausgabenautonomie der subnationalen Gebietskörperschaften; zugleich kann der Bund so seine faktischen Kompetenzen ausweiten. Das vertikale finanzielle Ungleichgewicht stand in den vergangenen Jahren im Zentrum einer anhaltenden Diskussion über die Reform des australischen Föderalismus. Einige Anpassungen wurden bereits vorgenommen, so etwa die Einführung einer neuen allgemeinen Umsatzsteuer auf Waren und Dienstleistungen oder eine engere intergouvernementale Zusammenarbeit im Rahmen des Council of Australian Governments. Weitere Reformvorschläge zielen auf eine Stärkung dieser Tendenzen und einen garantierten Anteil der Gliedstaaten an den öffentlichen Einnahmen. Insgesamt hat der australische Bundesstaat seine Anpassungsfähigkeit an neue Rahmenbedingungen und Herausforderungen schon mehrfach unter Beweis gestellt.
