Social co-governance of food safety is an advocacy model to deal with current global food safety risks. Food safety co-governance involves the collaboration and partnership of government, industry, and society. The success of this collaboration is dependent on the construct of positive psychological capital. This paper discusses the concept of psychological capital and its four elements of self-efficacy, optimism, hope, and resiliency in line with co-governance in food safety. Accordingly, the paper proposes that great success in food safety co-governance would be realized if the government, industry, and society nurture positive psychological capital. Psychological capital can help corporates to instill organizational commitment on employees, thus promote food safety. Furthermore, positive psychological capital can help the government to appeal to the emotions of food companies and social actors to ensure self-efficacy toward food safety. The government can inspire hope by setting food safety goals and plans to achieve them, and a reward program will motivate food companies and promote self-efficacy in co-governance efforts. The government can also reinforce the efforts of companies in leveraging the elements of PsyCap in food safety, since the production of high-quality food is also dependent on the behaviors and attitudes of the workforce. Furthermore, the government can utilize social persuasion to improve the engagement of social actors in food safety regulations.

AbstractFood safety risk management is an important cross-boundary issue around the world from both theoretical and practical perspectives. Public–public collaboration is the most basic form of cross-boundary governance. This study investigates the main factors affecting the governance effectiveness in public–public collaboration for food safety risk management through a questionnaire survey in Jiangsu Province and Guangxi Zhuang Autonomous Region, China, using a multivariable linear regression model based on principal component analysis. The results show that although the governance effectiveness in public–public collaboration is affected by many factors, the most important of which are the behavior and capabilities of legislative, administrative regulation and enforcement, and environmental improvement government (public) agencies, professionalism of government agencies, and laws and regulations as the basis for government agencies to perform their responsibilities. This research provides a case study for the academic community to better understand the main problems facing public–public collaboration for food safety risk management in China. It also provides insights into promoting public–public collaboration in developing countries.

Frequent food safety problems in recent years have seriously affected China's public health. The complexity, diversity, and technicality of food safety problems are intertwined, which constantly promotes the Chinese government and the food industry to explore effective food safety governance mechanisms. As the dominant form of vertical coordination in agri-food supply chain, contract farming is conducive to promoting farmers' safe production behavior, improving food quality and safety, and ensuring public health. However, the low contract performance rate seriously restricts the effect of contract farming on reducing the risk of food safety in China. This paper empirically investigates the role of farmers' risk attitude and contract arrangements in their enforcement. The data is derived from a household survey and economic field experiment of fruit farmers participating in contract farming in Anhui and Jiangsu provinces of China. We measure farmers' risk attitude by using an economic field experiment, and examine how risk attitude and contract arrangements affect contract enforcement with a probit model. The results show that contract enforcement is significantly (1% level) influenced by farmers' risk attitude. Farmers with greater risk aversion and loss aversion and farmers who are more accurate in evaluating probability information are more likely to fulfill the contract. Additionally, most contract arrangements have a significant effect on contract enforcement at the 5% level. Contract arrangements with floor pricing, bonus, and long duration are related to a higher rate of farmers' contract performance. Furthermore, the factors influencing contract enforcement differ based on the levels of farmer' risk attitude. The findings of the study may be conducive to formulating relevant agricultural policy to influence farmers' decision-making and thus improving food safety and ensuring public health.

We determined consumer preferences for traceable pork attributes in 328 consumers in Wuxi City, Jiangsu Province, China, based on a traceable pork attribute system composed of traceability, animal welfare, place of origin, and price attributes. Preference was studied using a Choice Experiment and Bayesian inference analysis. Results showed that the marginal utility of health welfare was lower than that of high-level traceability information and similar to that of place of origin but was higher than that of middle-level traceability information. A complementary relationship existed between dietary animal welfare and high-level traceability information and between health welfare and non-indigenous production. A substitution relationship existed between health welfare and indigenous production and between environmental animal welfare and non-indigenous production. The marginal utilities of health welfare and dietary welfare were higher than those of all price levels, and consumers accept a higher price as a result of increased production costs due to the inclusion of animal welfare information. Due to the harsh realities of COVID-19, China has recently approved the animal welfare attribute to be integrated into traceability market systems of new animal-derived food. The government should encourage manufacturers to produce diverse traceable animal-derived food not only to protect animal welfare and promote the construction of an ecological civilization, but also to develop new animal-derived food markets to satisfy different levels of consumer demand.

Consumer cognitive biases arise from judgment and decision-making due to their limitations in information processing. As one of the important cognitive biases, the anchoring effect plays a significant role in interfering with consumers' risk perception. With a stratified random approach, we collected survey data from 375 consumers in Wuxi, Jiangsu Province, China. Based on these data, this study attempted to analyze the anchoring effect in consumers' risk perception of foodborne diseases (FBDs) and the differences in their perception before and after intervention in a contrast experiment using the anchoring index and the Wilcoxon signed-rank test. The results confirm the existence of the proposed anchoring effect. Moreover, the experimenter-provided anchor value, a history of FBD, and familiarity with FBD were found to be important factors influencing this anchoring effect. Therefore, improving consumers' risk perception of FBD is critical to the long-term prevention of FBD risks by the government and consumers. The government should strengthen active monitoring, publicity, and education about FBD.

Artificial meat is a type of food that has emerged in recent years. It is similar in shape, color, and taste to meat. Its market scale is developing rapidly, and its future development prospect is bright. To explore Chinese consumers' purchasing intention regarding artificial meat products, this study used the framing effect theory to analyze the differences in consumers' purchasing intentions under different information frames based on the survey data of 6,906 consumers from seven cities in China. Hierarchical regression and variance analysis explored the moderating effects of consumers' product knowledge level and health motivation on the frame effect. The results show that consumers' purchase intention under the positive information frame is significantly higher than that under the negative information frame. Consumers with higher product knowledge levels have higher purchase intention under the positive information frame, whereas consumers with lower health motivation have lower purchase intention under the two information frames. The government and relevant enterprises should focus on promoting positive information about artificial meat products, improving consumers' cognition level of artificial meat products, guiding consumers to form a scientific diet concept to enhance their purchase intention of artificial meat products, and promoting the healthy development of the artificial meat industry.
