L'institutionnalisation des politiques locales de démocratie participative est une des principales difficultés rencontrées par leurs promoteurs. Ces politiques ne remplissent pas plusieurs critères d'une institution : permanence, dépersonnalisation, reconnaissance et prévisibilité. Pourtant, les offres institutionnelles de participation sont toujours plus nombreuses, avec un appel constant à renouveler des expérimentations de participation citoyenne. Ainsi, les innovations démocratiques trouvent dans leur changement permanent le support de leur pérennisation et de leur diffusion comme instruments d'action publique. Ces expériences ont beau ne pas devenir des institutions, elles n'en ont pas moins des effets réels en matière de prestation commerciale, de bureaucratisation administrative ou de personnalisation politique. La prise en compte des pratiques des acteurs de la mise en administration et du design institutionnel participatif montre comment ils composent avec un cadre qui les amènent à valoriser un registre expérimental contre l'institutionnalisation.
