To fight climate change, democratic countries must find a way to work with autocratic ones.

Предпринята попытка проследить генезис национального политического режима, выявить степень закономерности авторитаризма в России. С одной стороны, эта попытка вызвана наличием в существующей историографии уязвимых положений. С другой стороны, за последние годы в науке накопились новые методологические подходы, на которые автор предлагает обратить внимание. Автор считает, во-первых, что к началу XX в. политический режим России оставался самодержавным, но его нельзя сводить к личной политике главы государства. Во-вторых, этот режим трансформировался быстрее, чем политические представления основных социальных слоев, для которых новые демократические политические институты были еще непривычны. В-третьих, стоит очень осторожно относиться к оценке последующих политических процессов. Их нельзя сводить к личной политике большевистских, советских, лидеров. Так, политический режим 30-40-х гг. XX в. в очень большой мере был вызван геополитическими интересами страны и политической культурой дореволюционной России, где отсутствовал механизм влияния на власть. ; The author has attempted to trace the genesis of national political regime and to determine the level of regularities of autocracy in Russia. On the one hand this attempt is caused by the presence of fragile positions in current historiography. On the other hand science has accumulated new methodological approaches for the recent years and the author proposes to pay attention to them. First of all the author considers that by the beginning of the XX century there was autocracy in Russia but it cannot be reduced to personal politics of the head of the state. Secondly, this regime was transformed faster than political ideas of the main social strata which had not got used to democratic political institutes. Thirdly, further political processes should be carefully assessed. They cannot be reduced to personal politics of Bolshevist soviet leaders. The political regime of 30-40-s of the XX c. was caused to a great extent by geopolitical interests of the country and political culture of pre-revolutionary Russia where there was no mechanism of impact on power.

The medieval phenomenon of autocratic rule of the Slavic peoples, guided in their development by the experience of the Byzantine Empire, predetermined not only their ethnic, linguistic, but also spiritual and political community.South Slavic peoples (Serbs and Bulgarians) and Eastern Slavs (Russ) fell into the sphere of canonical civilizational influence of the Patriarchate of Constantinople and the state and legal heritage of the Second Rome.As a result of Christianization, the Slavic Orthodox powers accepted the Byzantine ideas of the symphony of authorities (secular and spiritual), enriching them with the beginnings of the class-council representation convened for the best lawmaking.The article also notes that in medieval Serbia, Bosnia and Bulgaria conciliar representation was exclusively of aristocratic character.In Moscow (Great Russian) centralized state, on the contrary, members of the Zemsky Sobor, along with the boyars and clergy were the townspeople, and even peasants.The present work represents an original perspective on the variety of the tsarist autocracy, among which the author considers the congregational-patrimonial (monarch-boyars) and the zemsko-cathedral (Great Russian) ones.DOI 10.14258/izvasu(2018)3-04 ; Средневековый феномен самодержавной формы правления славянских народов, ориентирующихся в своем развитии на опыт Византийской империи, предопределил не только их этническую, языковую, но и духовно-политическую общность.Южнославянские народы (сербы и болгары) и восточные славяне (русы) попали в сферу канонического цивилизационного влияния константинопольского патриархата и государственно-правового наследия Второго Рима.Вследствие христианизации славянские православные державы восприняли византийские идеи симфонии властей (светской и духовной), обогатив их началами сословно-соборного представительства, созываемого для наилучшего законотворчества.Особо отмечается, что в средневековых Сербии, Боснии и Болгарии соборное представительство носило исключительно аристократический характер.В Московском (великорусском) централизованном государстве, наоборот, участниками земских соборов наряду с боярством и духовенством являлись посадские люди и даже крестьянство.Настоящая работа представляет собой оригинальный взгляд на разновидности царского самодержавия, среди которых автор рассматривает соборновотчинное (монархо-боярское) и земско-соборное (великорусское).DOI 10.14258/izvasu(2018)3-04

This article considers the relations between the Russian Empire and its national peripheries. The authors focus on the deformation of imperial principles of the organisation of power under the influence of the periphery instead of the traditional analysis of imperial methods of incorporating it. The work is based on documents from federal archives and published historical evidence and is structured around three main problems of the Romanov Empire, i. e. first, geography as a hard struggle with distances; second, politics as administrative practice; and third, economy as the price of the peripheries. The article defines the fundamental principle of Russian autocracy regarding the periphery as its desire for political and cultural integration of the periphery into the state. At the same time, the implementation of this principle forced the imperial authorities to seek other mechanisms to integrate outlying territories. The authors conclude that the experience of the Russian Empire demonstrates an inconsistency between state theory and practice. The periphery was not only an object of imperial policy, but also an agent in the development of the empire itself. ; Статья посвящена взаимоотношениям Российской империи и ее национальных окраин. Авторы фокусируют внимание не на традиционном анализе имперских методов их инкорпорации, а на процессе деформации имперских принципов организации власти под влиянием окраин. Работа основана на документах федеральных архивохранилищ и на опубликованных исторических свидетельствах. Исследование построено вокруг трех осевых проблем империи Романовых: во-первых, географии как тяжелой борьбы с расстоянием, во-вторых, политики как административной практики, в-третьих, экономики как цены окраин. Определен фундаментальный принцип окраинной политики российского самодержавия – стремление к политическому и культурному слиянию периферии с ядром государства. Отмечено, что проблемы, связанные с реализацией этого принципа, заставляли имперские власти искать другие механизмы интеграции окраин. Авторы приходят к выводу, что опыт Российской империи показывает противоречивость государственной теории и практики. Это позволяет говорить о том, что окраины были не только объектом имперской политики, но и субъектом развития самой империи.

Актуальность исследования предопределена рядом фактологических событий, происходящих в российском обществе (например, открытие в 2016 г. в г. Орле памятника Ивану Грозному) и свидетельствующих о запросе на переосмыслении роли ряда исторических фигур. В целом этого говорит о «подвижности» социальной памяти и напрямую влияет на формирование тенденций развития общества. Цель исследования связана с изучением психобиографий выдающихся представителей отечественной культуры, что создает возможности по-новому оценить исторические уроки их деятельности. К известным личностям нашей истории следует отнести Ивана Грозного, заложившего основы имперского, самодержавного типа правления, что предопределило вектор развития российской власти на столетия вперед. Психоисторические и психоаналитические методы изучения взаимодействия человека с его индивидуальным и социальным прошлым, бытовым и официальным окружением позволили автору обозначить совокупность ведущих психоисторических факторов биографии Ивана Грозного как его персональный миф. В результате выявлена структура мифа, представленная: 1) комплексом наиболее значимых личностей, оказавших влияние на мировоззрение и поступки царя; 2) актуальными идеями, определившими содержание духовной жизни страны в XVI в.; 3) важнейшими историческими событиями с непосредственным участием царя. Ментальный каркас мифа Ивана Грозного образован внутренним архетипическим диалогом между Матерью (Еленой Глинской), Вечной Возлюбленной (Анастасией Захарьиной-Юрьевой) и Отцом (Иваном III). К ним примыкают мамка Аграфена Челяднина и князь Иван Телепнев-Оболенский. Деструктивные черты Отца формируются под влиянием Ивана Шуйского. Духовные черты образа Отца сформированы под влиянием митрополита Макария, Сильвестра и митрополита Филиппа II. Однако комплекс «предателей» существенно деформирует архетипический образ Отца и сублимируется царем в комплексе мессианизма. В этот автократический период жизни Ивана IV и формируется классическая имперская модель московского самодержавия. ; The relevance of the study is predetermined by a number of factual events taking place in Russian society (for example, the opening of the monument to Ivan the Terrible in 2016 in Orel). It also testifies to the social request to rethink the role of a number of historical figures. It says «mobility» of social memory and has a direct impact on the trends in the development of society. The aim of the research is related to the study of psychobiographies of prominent representatives of national culture, that makes it possible to reevaluate the historical lessons of their activities. Ivan the Terrible is a well-known personality in Russian history. He laid the foundations of the Imperial, autocratic type of government, which predetermined the vector of development of Russian power for centuries to come. Psychohistorical and psychoanalytic methods of studying the interaction of a person with his individual and social past, household and official environment have allowed the author to designate set of the leading psychohistorical factors of the biography of Ivan the Terrible as his personal myth. Its structure is presented by: 1) a complex of the most significant personalities, which influence on the attitudes and actions of the tsar; 2) the current ideas determining the content of the spiritual life of the country in the XVI century; 3) major historical events with the direct participation of the tsar. Mental frame of the myth of Ivan the Terrible was formed by the inner archetypal dialogue between a Mother (Elena Glinskaya), Eternal Lover (Anastasia Zakharina-Yurieva) and Father (Ivan III). They are joined by nurse Agraphena Celadrin and Prince Ivan Telepnev-Obolensky.

В статье раскрыты основные векторы юридической политики российского самодержавия, присущие государственно-правовым инициативам молодого Петра I на рубеже 1690-х - 1700-х гг. Выявлены общие направления законодательных стратегий, нацеленных на конструирование политико- юридической модели "надсословной монархии". Данная модель рассматривается как средство легитимации самодержавного политического режима в условиях реализации неравенства прав состояния и опосредованного различиями сословных статусов отношений подданства. Автор подчеркивает мифологическую природу надсословного принципа организации верховной власти в условиях отсутствия ее стабильной вертикали и соответствующего юридического сопровождения. Особое внимание уделяется исследованию репрезентативной роли законодательства, обеспечивающего восприятие политического имиджа правящего лица как единственного гаранта "общего блага" при помощи мифологизации его статуса в политической системе российского самодержавия. ; The article reveals the main vectors of the legal policy of the Russian autocracy inherent in the state-legal initiatives of the young Peter I at the turn of the 1690s - 1700s. The general directions of legislative strategies aimed at constructing a political and legal model of a "supranational monarchy" are revealed. This model is considered as a means of legitimizing an autocratic political regime in the conditions of realization of inequality of rights of the state and mediated by differences in class statuses of citizenship relations. The author emphasizes the mythological nature of the supra-verbal principle of the organization of supreme power in the absence of its stable vertical and appropriate legal support. Particular attention is paid to the study of the representative role of legislation that ensures the perception of the political image of the ruling person as the sole guarantor of the "common good" by mythologizing his status in the political system of the Russian autocracy.

The article examines the main tendencies of the memorial policy of the Russian autocracy, aimed at legitimizing the special status of the bearers of the supreme state power in the political system of the Russian Empire. On the basis of sources of law of a legislative nature and other official legal texts, the political and legal potential of coronation strategies of the period of formation and development of the imperial state legal system is revealed. According to the author, one of the key directions of the legal policy of the time under study was the legitimization of the super-class image of the autocratic monarch as the only guarantor of national state unity. In the conditions of a long absence of legislative support for the legal status of ruling persons, the appeal to visual-mnemonic means of influencing the mass legal consciousness was distinguished by the continuity of ideas and images, received legal support and, in general, was considered by the ruling elite as a means of strengthening the authoritarian model of relations of citizenship. ; В статье рассматриваются основные тенденции мемориальной политики российского самодержавия, нацеленные на легитимацию особого статуса носителей верховной государственной власти в политической системе Российской империи. На основе источников права законодательного характера и иных официальных юридических текстов выявляется политико-юридический потенциал коронационных стратегий периода становления и развития имперской государственно-правовой системы. По мнению автора, одним из ключевых направлений юридической политики исследуемого времени стала легитимация надсословного имиджа самодержавного монарха как единственного гаранта общенационального государственного единства. В условиях длительного отсутствия законодательного обеспечения правового статуса правящих лиц обращение к визуально-мнемоническим средствам воздействия на массовое правосознание отличалось преемственностью идей и образов, получало юридическое сопровождение и, в целом, рассматривалось правящей элитой как средство укрепления авторитарной модели отношений подданства.

The article is devoted to revealing the super-legal nature of the ceremonial text of the coronation of Paul I, which is regarded as part of the political and legal strategy of the Russian autocracy aimed at legitimizing the absolute prerogative of the monarch to determine the ways of social and political influence of power struc-tures on citizenship and social stratification. On the basis of the politico-legal approach to interpreting a number of legal information carriers at the end of the 18th century, the author comes to the conclusion that the nobiliary representational codes of the coronation ceremonial have played a key role in the institutionalization of the superseworthy image of the imperial power in the subsequent period. ; Статья посвящена выявлению надсословной природы церемониального текста коронации Павла I, которая рассматривается как часть политико-юридической стратегии российского самодержавия, направленной на легитимацию абсолютной прерогативы монарха определять способы социально-политического воздействия властных структур на отношения подданства и социальную стратификацию. На основе политико-юридического подхода к интерпретации ряда носителей правовой информации конца XVIII в. автор приходит к выводу о продворянской направленности репрезентативных кодов коронационного церемониала, сыгравших ключевую роль в институционализации надсословного имиджа императорской власти последующего периода.

В статье рассматривается возможность использования методологических конструкций, созданных в рамках научного направления "история и политика памяти", применительно к историко-правовым исследованиям. На основе сопоставления церемониальных текстов и законодательного сопровождения официальных мероприятий московского двора, автор делает вывод о превращении самопрезентаций верховной власти в важный инструмент юридической политики Российского государства XVII столетия. ; The article discusses the use of methodological designs, created in the framework of the research area "the history and politics of memory", in relation to historical and legal research. On the basis of a comparison of ceremonial texts and legislative support of the official events of the Moscow courtyard, the author concludes about the transformation of the self-presentations of the Supreme power in the important legal instrument of the Russian state policy in the XVII century.

The article presents the analysis of the literature of travel of French authors of the XIXth century. Authers put the aim to create the general investigation dedicated to this therm, bringing in the quality of the source base as a quite famous works of the French travelers and writers, and little-known to a wide circle of readers. XIX century is a time of expanding cultural, humanitarian, diplomatic contacts between Russia and France, which resulted in an increase in the number of foreigners who traveled to Russia, and, consequently, of the works explaining all the features of the trip, impressions, fears, etc. During this period, the Europeans started to visit not only Moscow and Saint Petersburg, but also Siberia, the Far East, the geography of travelling considerably expanded, and new works of foreigners about Russia appeared. Still, as in the previous epoch, the French authors writed about traditions and mores, the state and social structure, religious peculiarities, the culture of Russia. In general, the travel literature on Russia is significantly enriched, indicating the increasing interest of the Russian state. It is not only about informative motives, but also need to learn the realities of the Russian state, the mood in society, the level of military capabilities etc. Notes of a travelling foreigners were thus provided very valuable information about the state of affairs in Russia, it was important for European readers and, of course, diplomats, military and the rulers of other states. Of course, the French authors reproduced pictures seen in Russia through the prism of their own experience, political affiliation, certain stereotypes and myths about the Russian state and people, developed in a previous era. However, despite a certain subjectivity in the estimates and judgments, the works of French authors are a very valuable source in the framework of imagological research, studying the image of «their» and «alien» in the view of Europeans of the XIX century. © Copyright 2017 by Sochi State University.

Research objectives: To study sixteenth-century Russian society's adoption of the traditions of the Golden Horde and Ottoman Empire in the field of autocratic govern-ance, finance, military affairs, etc. Research materials were selected on the basis of their comparative nature. These are Russian chronicles along with Arabic, Turkish, Persian, and Chinese texts. Archaeological evidence has been used as well in the study. Results and novelty of the research: The question regarding the "principle of delayed action", raised by Vernadsky, was the first objective of study. According to this principle, the Mongol influence had a major effect not during the period of Russian dependence on the Golden Horde, but even after the establishment of an independent state. Many histori-ans have referred to this principle when explaining the origin of the Russian autocracy and other state institutions, such as the po est'e. The main historiographical problem regarding this interpretation has been the lack of sources from the fourteenth and fifteenth centuries. Sources, such as notes by foreigners, appear at the beginning of the sixteenth century, and these sources speak about the unlimited power of the great princes. Thus, the autocracy of the sixteenth century was generally considered to have been the result of Mongol influence. To begin with, the author investigated the question of the origin of po est'e. He dis-covered the detailed similarities between Russian pomest'e and Turkish timar. He then established that Russian po est'e and Russian censuses were copies of the Turkish timar and defter. Thus, borrowings from Turkish practices and a palpable Turkish influence were discovered. This Turkish influence supplanted the remnants of the Mongol influence, and the "principle of delayed action" has been demonstrated to be unfeasible. The author showed that the origin of the Russian autocracy was associated with the Turkish influence, and not with the Mongol one. The article presents interface between ideas justifying Russian polity and efforts to implant those ideas into actual history of the country, particularly during the last century. Contradictory effects of those efforts are acknowledged and paradoxical results acclaimed. Still it also recognized that maturing richness of Russia's perception alongside the mounting institutional density of its politics propels further prospects for its development. ; В статье рассматривается связь между представлениями о характере России и утверждениями этих представлений в отечественной истории, включая последнее столетие. Демонстрируется противоречивость этих усилий, их парадоксальные результаты. В то же время признается, что обогащение концептуальных представлений о России вкупе с усложнением институциональной насыщенности ее политики создают дополнительные возможности для развития.

После Февральской революции 1917 г. в России, в которой произошло свержение самодержавия и отстранение Николая II от власти, прошло почти сто лет. За это время в России были опробованы все основные формы устройства общества, от тоталитаризма до демократии, но так и не было найдено такой политической системы, которая бы устроила всю страну. В последнее время возобновились споры о том, явилось ли свержение самодержавия в России объективно неизбежным событием или оно было обусловлено случайными и субъективными причинами. В первую очередь ошибочная политика Николая II, в результате которой сбалансированная внешняя политика императора Александра III, выступавшего за мирное разрешение конфликтов, сменилась откровенно агрессивной внешней политикой, которая неизбежно должна была привести Россию к войне. Таким образом, оптимальная в условиях России как цивилизации восточного типа миролюбивая внешняя политика, направленная на проведение социально-экономических реформ, способствующих повышению уровня жизни населения страны, оказалась нереализованной. Неудачи России в Первой мировой войне 1914-1918 гг. спровоцировали Февральскую революцию. Свержение самодержавия в России не было объективно неизбежным событием, а стало результатом ошибочной политики Николая II, заключавшейся в отказе от проведения в стране необходимых политических и социально-экономических преобразований и стремлении отвлечь внимание российского общества от решения внутренних проблем с помощью агрессивной внешней политики.DOI 10.14258/izvasu(2015)4.1-47 ; About a hundred years have passed since the February Revolution in Russia in 1917 when the overthrow of the autocracy and the removal of Nicholas II from power took place. During this time all basic forms of society management were tested, from totalitarianism to democracy, but still a political system suitable for the whole county has never been found. Lately the arguments resumed about whether the overthrow of the autocracy was an objectively inevitable event or it happened due to some random and subjective reasons. In the first place the wrong policy of Nicholas II which led to the fact that balanced foreign policy of the Emperor Alexander III, who advocated for a peaceful conflict settlement, was changed by really aggressive foreign policy which inevitably led Russia to war. Thus the most optimal for Russia, as a civilization of the Eastern type, peaceful foreign policy aimed at undertaking of socio economic reforms promoting the raising of the country population living standards was never fulfilled. The failure of Russia in World War I of 1914-1918 provoked the February Revolution. The overthrow of the autocracy in Russia was not an objectively inevitable event but was a result of the wrong policy of Nicholas II the gist of which was the refusal to carry on the necessary socio-economic transformations in the country, and the intention to divert attention of Russian society from home problems resolution by means of aggressive foreign policy.DOI 10.14258/izvasu(2015)4.1-47

On the basis of archival materials and literature sources the article addresses the participation of students in the events of the First Russian revolution of 1905-1907. The study focuses on the problems of formation and development of students' and pupils' self-government, the essence of the demands of the youth in the area of public and academic arrangement, democratization of the education system. Owing to the experience in the sphere of political socialization, the Russian students could comprehend the essence of the monarchical system of Russia, evaluate the educational doctrine of the autocracy and the practical measures of the state in the sphere of public education and come to the idea of creation of a new school based on the principles of democracy and humanism. ; На основе архивных материалов и литературных источников рассматриваются вопросы участия студенческой и учащейся молодёжи в событиях Первой русской революции 1905-1907 гг. В центре исследования - процессы становления и развития студенческого и ученического самоуправления, изменение характера требований молодёжи в области государственного и академического устройства, предложения относительно демократизации системы образования.
