The paper determines the essential nature of apperception, examines the evolution of the concept and its interpretation in economic literature. The study also reveals a connection between the theory of economic behavior within the behavioral theory and a psychological approach to accounting. The essential foundations of behavioral accounting are examined, the key development trends are outlined and the way apperception of information is included intothe concept is identified.A behavioral approach attaches particular importance to the relevance of decisions taken when reporting information and accountants' behavior in response to such information. It is proved that apperception has formed the basis of behavioral theory, which became the determining factor in the Anglo-Saxon concept of accounting in the early 60's of the 20th century. The diversity of accounting principles and their contradiction, according to most American authors, is determined by the diverse and contradictory interests of individuals involved in economic activity. In order to harmonize these interests within the framework of a behaviorist approach, it is necessary to apply such components as communication, motivation and feedback.The behavioral theory is the basis for professional decision-making of accountants in response to uncertainties, events, information. As a rule, uncertainties in accounting arise from the impossibility to foresee in regulations all the unexpected situations that may be encountered in practice. Therefore, in legislation only general principles of problem-solving are specified, and accountants have to form their personal opinions and implement them in reporting.

The subject of the article is the process of making an economic decision. The stages of the history of economic-psychological researches – economic psychology, behavioral economy, psychology of economic behavior are distinguished. The contribution to the study of the psychological factors of the economic behavior of the winners of the Nobel Prize in Economics is shown. The theory of rational expectations of John von Neumann and O. Morgerstern Is characterized, particular attention is paid to the prospect theory of D. Kaneman and A. Tversky. The latter is presented in the form of heuristic decision making – representativeness, availability, adjustment, and anchoring, in addition, with the distinction of rational and irrational moments of this process. It is stated that the corresponding model of decision making does not take into account and that behind the economic- psychological lies in the actual psychological logic that a person makes decisions based on his own strategy, coping. The concept of decision making is substantially incomplete. Opportunity of the possibility of specification of the prospect theory of by the Case Study method – the analysis of a particular case of economic behavior opens. The Melbourne decision making questionnaire applies, the factors of this process – vigilance, back-passing, procrastination, and hypervigilance are manifest. The investigator is given the instruction to make an expanded comment on every statement, to explain own argumentation, as well as the obtained result. The rational and irrational components of its solution and features of coping are analyzed. It is determined that vigilance is the dominant factor, it turns out to be the most productive way of decision making. A model of coping of decision making, which specifies the theory of the prospects of D. Kaneman and A. Tversky and expands the limits of its application in the field of psychology of human economic behavior, is constructed. ; У статті виділяються етапи історії економіко-психологічних досліджень процесу прийняття рішення, показується внесок лауреатів Нобелівської премії з економіки у вивчення психологічних чинників цього процесу. Характеризується теорія раціональних очікувань Дж. фон Неймана та О. Моргенштерна, особлива увага приділяється теорії перспектив Д. Канемана та А. Тверські. Констатується, що теорія описує евристики, яких недостатньо для цілісного опису стратегії прийняття рішення (копінгу) конкретною людиною. Відкривається можливість доповнення цієї теорії за допомогою методу case study – аналізу окремого випадку економічної поведінки. Застосовується Мельбурнський опитувальник прийняття рішення. Аналізуються складові рішення та особливості копінгу. Домінуючим виявляється фактор пильності, при прийнятті рішення він є найпродуктивнішим. Побудована модель копінгу прийняття рішення досліджуваним, яка доповнює теорію перспектив Д. Кане-мана і А. Тверські й розширює межі її застосування в царині психології економічної поведінки.

The work investigates the factors of unstable internal and external environments, and reviews the theoretical and methodological approaches to the application of chaos theory in political science, particularly in the field of public policy and international relations. The article also outlines the range of factors exerting an entropic influence on policy-making processes, and defines the most efficient models of political decision-making in the context of dynamic development of nonlinear social systems. Arbitration proceedings have been studied as one of the alternative forms of protection of subjective rights, freedoms and interests of individuals and legal entities, in terms of the implementation of arbitration decisions. Consideration of these issues is related to the analysis of the role of arbitration in public relations, the comparison of judicial functions inherent in courts as public authorities, and the limits of jurisdiction of arbitration courts. The division between judicial functions and the jurisdiction of arbitration courts is important. The legal nature of arbitration decisions differs from the legal nature of decisions of official judicial institutions. At the same time, under the conditions provided by law, they have executive force and can be enforced. Enforcement proceedings are considered as a system of procedural mechanisms for the execution of decisions of courts, other bodies and officials. Decisions of arbitration courts in accordance with the Law of Ukraine «On Arbitration Courts», the Law of Ukraine «On Enforcement Proceedings», the Civil Procedure Code of Ukraine and the Commercial Procedural Code of Ukraine may be enforced subject to review and admission by competent courts. At the same time, a number of issues of their implementation do not have sufficient scientific development. These questions are connected with fundamental understanding of essence of arbitration proceedings, its place in system of mechanisms of protection of the right, features of executive procedures. These issues need comprehensive research and systematization. The urgency of the topic is due to the fact that modern legislation is in dynamic development. Arbitration, as well as other out-of-court procedures for the protection of subjective rights, freedoms and interests, has become widespread in public relations. Introduction. Economic theory as a fundamental economic and social science, born out of the dominance of the market (capitalist) mode of management, is constantly evolving, improving and enriching by new ideas and concepts. A penetrating analysis of the nature of its historical development makes it possible to identify and characterize certain cycles in the changing ideological attitudes of theoretical economists.Purpose of the research: study of the nature and trends of economic theory through the prism of the main paradigms, the formulation of their own evaluative judgments and the forecast of subsequent paradigmatic changes.Methods: deductive and comparative analyses.Results. The main paradigms of the development of theoretical economic thought are defined by the author as etatism and liberalism. The ideology of etatism tilts one part of economists on the side of the state, hopes for its «collective mind» in the regulation of economic and social life; liberal ideology makes the rest of the theorists advocates economic freedom, liberal ideology makes the rest of theorists advocates economic freedom, rational model of individual and «natural order» behavior under the influence of the market laws. Three paradigm cycles have been traced and described in the development of economic theory: 1) mercantilism → classical political economy → Marxist political economy (from the beginning of the XVI th century to the last third of the XIX th century); 2) Marxist theory → neoclassical economics→ keynesian economics (from the last third of the XIX th century up to the 1970s of the XX century); 3) keynesian economics → neoliberal and new classical economic theory → behavioral (experimental) economics (from the mid-1970 s.).Discussion. The analysis concluded that instead of the initial antagonism of economic ideologies of etatism and liberalism, since the second cycle, there has been a trend towards convergence and mutual enrichment. In the near term, the growth of etatistic ideology in the development of economic science is forecast, as evidenced by interest in the «experimental economy» The main explanation of the cyclicality of the main paradigms of the development of the theoretical economy the author sees in the change of generations of outstanding scientists-economists, change of «intellectual fashion».

The purpose of the study is to substantiate the theoretical and methodological foundations of the introduction of improved forms of tax notification–decision and updated procedure for sending tax authorities–decisions to taxpayers in the field of fiscal administration of taxes, fees and charges in Ukraine. Research methods. The theoretical and methodological basis of the study is the legal framework for legislation on the introduction of improved forms of tax notification–decision and the updated procedure for sending tax notices–decisions to taxpayers. The paper uses a set of scientific methods and approaches, which include: analysis, synthesis, comparison, tabular method, logical approach, systems approach, generalization – which, as a result, made it possible to conduct research and present its results in a clear and easy to memorizing form. The article presents the dynamics of the provision of administrative services of the region by type. The dynamics of the number of administrative services provided as a result of making managerial decisions is considered, and the proportion of administrative services provided by types as a result of making managerial decisions is investigated. The factors that led to an increase in the provision of administrative services were described. The dynamics of administrative services provided for registration of citizens in this territory is presented and the rates of their growth are calculated. The analysis of the administrative services provided to people with disabilities with the departure to their place of residence. An assessment of the level of administrative services is made. The main ways of improving the quality and efficiency of developing and making managerial decisions in the field of providing administrative services are substantiated.

Інструментом його розбудови є громадянська солідарність, як головна умова консолідації та об'єднання супільства. Громадянське суспільство формується та функціонує за вимогами дотримання рівня відповідності встановленим нормам і стандартам включення в суспільні відносини. І саме на цій основі відбувається ідентифікація та об'єднання учасників цих відносин.У даній статті автором аналізується поняття громадянської солідарності як поведінкової стратегії громадянського діалогу, яка є засобом реалізації інтересів громадян та способом їх волевиявлення, шляхом осмисленого вибору суспільного об'єднання та ідентифікації себе з ним. Громадянський діалог багато в чому залежить від громадянської солідарності, від розвитку рівня культури діалогової взаємодії суспільства і держави та, звичайно, від законодавчо­правового закріплення процедур двосторонньої інтеракції влади і громадянського суспільства. The building instrument of it is civil solidarity as the main condition of society for the consolidation and unification. Civil society is formed and operated by the requirement of compliance with applicable standards and inclusion in social relations. And on this basis happens the identification and association of these relations.In this article the author examines the concept of social solidarity as a behavioral strategy of civil dialogue, which is the means of realizing the interests of citizens and their way of expression through meaningful selecting of social associations and identifying themselves with it. Civil dialogue is largely dependent on the social solidarity, on the culture development of dialogue interaction between society and the state, and of course, of the law and legal procedures consolidation of bilateral interaction authorities and civil society. On the one hand, the demand for interactive communication in society is determined by the degree of civil solidarity development of the population, on the other hand, this solidarity awakening only in the full and equal civil society dialogue with the government, which, by the way, today we lack for the establishment of a vibrant civil society in contemporary Ukraine.The problem of social solidarity in the «post­Soviet» Ukraine is generated by the need to replace entrenched consciousness of the citizens «Soviet» concepts and values in modern Ukrainian identity factors and integration.

This paper presents an analysis of the main theories and results of experimental research in the context of the shifting social preferences towards moral prejudices in a process of resource allocation decision making. Researchers of game theory have found that three motives are included in the decision-making process about resource allocation: social preferences, moral prejudices, and self-interest. Personal interests and moral prejudices are strong predictors in the model of predicting people's social orientations. Moral prejudices, being the distortions created by self-interest, can strongly influence people's social preferences, and even change them to the opposite. As a result, an asymmetric relationship is established between personal interest and moral prejudices in the decision-making process about resource allocation. When moral prejudices become an obstacle to achieving a goal, a person unconsciously distorts the information so that it justifies its actions. These distortions can be manifested in the avoidance of information that interferes with personal interests, the selective selection of information, and even recourse to opposing moral principles. In the long run, all this is expressed in the change of a person's social orientation from altruistic to selfish. These changes in people's social preferences are confirmed by the results of numerous experiments not only in social psychology, but also in social neuropsychology and neuroeconomics. The way to overcome these distortions is to have a clear understanding of the limits of personal interests and an understanding of one's own motives in decisions about resource allocation.

This article disclosed a wide range of the methodological reinterpretation of an essence of the political participation in the period of postbehaviorism in the Political Science. Although there are two possible causal directions between the political participation and cognitive factors, we instead focused on how this macro-environmental factor affects the association between these two variables. We hypothesized that the political participation has promoted the efficacious feeling that participation made a difference by improving the cognitive articulation of the political system. Additional analysis showed that the political participation has a compensatory effect on a political efficacy for those who do not feel that their political position is well represented by the current party system. Наголошується, що відхід від суто біхевіористського розуміння політичної участі сприяв виразному окресленню низки методологічних проблем: по-перше, визначення характеристик політичної участі в контексті інституту громадянства; по-друге, визначення суті протестних форм політичної участі в контексті інституту опозиції; по-третє, з'ясування основних характеристик політичної участі в контексті проблеми політичної компетентності громадян. Альтернативою класичним міжнародним організаціями є клуби – альянси з обмеженою кількістю учасників і непублічним форматом вироблення рішень. Слабка інституціоналізація таких утворень і домінування неформальних практик у їхній діяльності ставлять під сумнів демократичність і легітимність процедур ухвалення рішень. Статтю присвячено клубним формам політичного управління як неформальним механізмам реалізації влади. Фокусом аналізу виступають політичні практики формування і ухвалення рішень у контексті клубних моделей глобального управління. Дослідження еволюції формування клубних моделей продемонструвало, що клубні форми ухвалення рішень можуть надавати суспільні блага з оптимізації умов, схожих на ринкові. Шляхом вивчення принципів партисипації доведено, що розширення членства в клубі, як правило, зменшує його ефективність і ускладнює вироблення консенсусних рішень.На основі аналізу практик учасництва визначено критерії ефективності клубного управління і параметри легітимації «клубних» рішень. З'ясовано, що через такі характеристики функціонування клубного формату управління як неформальність, ексклюзивність членства, елітизм та фактична відсутність підзвітності клуби нерідко сприймаються як недемократичні об'єднання, а ухвалювані ними рішення – як нелегітимні (принаймні для не-членів клубу). Club alliances characterized by the limited number of participants and non-public decision-making come forward as an alternative to the classical international organizations. Poor institutionalization of such formations and informal practices prevailing in their activities question the democratic and legitimate nature of the decision-taking procedures.This paper is devoted to the club forms of political governance as informal power-exercising mechanisms. The analysis carried out here focuses on political practices of decision-shaping and making within the context of club models of global governance.Investigating the club model shaping evolution demonstrated that decision-taking forms can do public good under the optimized conditions that are similar to the market ones. The participation principles studied prove that extended club membership as a rule decreases its effectiveness and complicates consensus decision-shaping.The participation practices analyzed therein helped define the criteria for club governance effectiveness and determine the 'club' decision legitimation parameters. Such characteristics of club governance functioning as informality, membership exclusivity, elitism and actual lack of accountability were found to make these clubs often perceived as non-democratic alliances and their decisions as non-legitimate (at least for non-members of the club). However, the aforementioned features of the club governance mechanisms trigger off new alliances formed by outsiders rather than diminish the popularity of the club formats, which can have a legitimate fracturing effect realized in public protests that are most frequent during summits.The main challenge for the club forms of power exercise on the global level remains the search for mechanisms able to maintain a balance between governance effectiveness and democratic decision-taking.

The proposed article analyzes the motives for voter behaviour before and during the election. It is stated that understanding the patterns of their actions greatly mitigates the surprise of the election results. Recently, political scientists, sociologists, and analysts have learned a great deal about how voters actually make decisions that have a final impact on their choices, how important their views are for understanding democratic responsibility and social well-being. However, these studies have provoked more open-ended questions than answers. In the fall of 2014, the United States held by-elections to Congress. Scientists have another chance to test their versions of the American election results, to monitor the electoral behaviour patterns, to predict the results. Of particular interest, in terms of results, there is the behaviour of a voter known as swing voter. The article analyzes the social status of voters in this group, indicates the possible reasons for changing their electoral positions. Our study is based on a descriptive method and a method of systematic analysis of a number of procedures for collecting, primary analysis, and presentation of data and their characteristics. Administratively, we have focused our attention on the North-Eastern states, the findings of the study should be used responsibly to the situation in other regions of the country. The basic methodology is the most popular in the United States theory of retrospective voting. Its essence is that the political results should correspond to the indicators of competence and efficiency of the elected officials.

The article analyzes the formation, spread and development of behavioral economics in microeconomic research, as well as its development in macroeconomic research over the past two decades. The key shortcomings of neoclassical macroeconomic models and their critique based on existing research and practical application by central bankers are highlighted. The key stages in the formation of behavioral macroeconomics, elements of which began to appear in the works of neoclassical macroeconomists, have been identified. The main arguments in favor of replacing neoclassical macroeconomic models with new behavioral macroeconomic models are presented, as well as key issues of behavioral macroeconomics and prospects for its further adoption as a basic concept for decision-making for governments. Key studies of behavioral economists on behavioral macroeconomic models, most of which are agents-based (microfoundations-based), have been identified and systematized. Based on the results of testing various behavioral models by world-renowned scientists, as well as our analysis, it is proposed to focus further macroeconomic research on behavioral models based on the activities of agents (microfoundations).Key words: behavioral economics, behavioral macroeconomics, behavioral macromodels, agents-based models (microfoundations-based) ; У статті проаналізовано становлення, поширення та розвиток поведінкової економіки в мікроекономічних дослідженнях, а також її розвиток у макроекономічних дослідженнях протягом останніх двох десятиліть. Виділено ключові недоліки неокласичних макроекономічних моделей, та їх критику на основі існуючих досліджень й практичного застосування головами центральних банків. Виявлено ключові етапи становлення поведінкової макроекономіки, елементи якої почали з'являтись саме у працях неокласичних макроекономістів. Наведено основні аргументи на користь заміни неокласичних макроекономічних моделей новими поведінковими макроекономічними моделями, а також проаналізовано ключові проблеми становлення поведінкової макроекономіки та перспективи її подальшого сприйняття, як базової концепції для прийняття рішень для урядів країн. Виокремлено та систематизовано ключові дослідження поведінкових економістів про поведінкові макроекономічні моделі, більшість з яких базується на діяльності агентів (мікрофундацій). На основі результатів тестування різноманітних поведінкових моделей всесвітньо відомими вченими, а також проведеного нами аналізу, запропоновано сконцентрувати подальші наукові макроекономічні дослідження саме на поведінкових моделях заснованих на діяльності агентів (мікрофундацій).Ключові слова: поведінкова економіка, поведінкова макроекономіка, поведінкові макромоделі, моделі засновані на діяльності агентів (мікрофундацій)

Introduction.The large-scale use of auctions today in various fields, while avoiding distortions in the behavior of economic agents is considered by scientists as one of the effective tools to improve public welfare. Research conducted by Nobel Laureates in Economics 2020 Paul Milgrom and Robert Wilson has made it possible to rethink the possibilities of reformatting auctions to ensure the maximum benefit from their holding for all subjects. Wilson demonstrated how the technically complex«constructions» of economics to build optimal auction designs make it possible to obtain complete material benefits for society.Prupose.To substantiate the specifics of auction theory, the formats of the latter and the contribution to their development of P. Milgrom and R. Wilson - winners of the Nobel Prize in Economics in 2020.Methods. During the preparation of the article general scientific research methods were used: analysis, synthesis, induction, deduction, as well as the method of formalization, which greatly contributed to the possibility of identifying the specifics of auction theory, their formats and substantiation of scientific achievements of Nobel Laureates in Economics P. Milgrom and R. Wilson in the development of theory and practice of auctions.Results. Research by P. Milgrom and R. Wilson, awarded the Nobel Prize «for improvements to auction theory and inventions of new auction formats»), prove that auction theory is an effective tool for regulators and governments of different countries that are interested in finding ways to most effectively use certain assets. Unlike most economic models, which usually require simplification and abstraction, the conclusions of scientists in auction theory can be applied in a specific practical area - from trade in raw materials and securities - to public procurement, tenders, subsoil and radio frequency, online advertising, etc. While previous researchers, including W. Vickrey and R. Myerson, devoted their work to private value auctions (when for each buyer the value of the object is known only to him and does not depend on the opinion of other auction participants), R. Wilson in the late 1960s, focused on the analysis of auctions with common value (when the object is of equal value to all auction participants, but each of them may have its own unique information about it). In particular, at auctions for the right to produce oil in a certain area, its value for all bidders is the same, but information on the field reserves and the specifics of the area may be different. R. Wilson also argued what should be the behavior of a rational bidder to avoid the so-called «winner's curse» (a situation in which the winner of the object will pre- set an excessively high price, if guided solely by their own assessment of profits). Radio frequency auctions in the United States are the largest and best-known example of the practical application of the findings of R. Wilson and P. Milgrom, which made the previously inefficient and virtually free distribution of licenses a way to win for sellers and buyers and society as a whole.Discussion. Auction theory will continue to develop in the future, taking into account the new challenges posed, in particular, the need to develop tools and mechanisms for conducting virtual auctions in order to adequately adapt to digital reality. The need to develop a «road map» to address the shortcomings inherent in the existing auction formats in terms of taking into account the accelerated development of technology, increasing mobility, globalization and digitalization of the economy.
