The paper outlines the emergence, development and the current status of the public relations sector in the Commonwealth of Independent States (CIS) using the example of its evolution in three member states of the CIS: Russia, Ukraine and Kazakhstan. It discusses the specificity of the PR market that emerged after the collapse of the USSR in the three former republics that are most significant for this sector. The process of establishment of the first PR agencies, both domestic and the branches of the largest foreign agencies, is described. The paper discusses the problems the PR market faced and continues to struggle with in these three states. The purpose of this article is to discuss the trajectory of Belarusian-Lithuanian relations with a particular focus on the period after the 2020 Belarusian presidential election, which resulted in a change in international relations in the region. This was the moment that redefined the Lithuanian-Belarusian relations, which until 2020 were satisfactory for both sides (especially in the economic aspect). However, Lithuania began to pursue a reactive policy of promoting the democratisation of Belarus and provided multi-level support to Belarusian opposition forces. The current problems in bilateral relations (e.g., the future of Belarusian Nuclear Power Plant located in Astravyets) have been put on the agenda for discussion at the EU level, while the instruments of a hybrid conflict in the form of an influx of immigrants into Lithuania, controlled by the Belarusian regime, have become a key issue for the future prospects of relations between Belarus and Lithuania.

W gospodarce rynkowej podstawowym zadaniem instytucji państwowych jest ograniczenie niepewności przez wyznaczanie ram wpływających na podejmowanie działań i decyzji wszystkich podmiotów. Od efektywności instytucji, przyjętego przez nie systemu działania oraz jego spójności, zależy skuteczność realizacji wyznaczonych strategii i planów społeczno-gospodarczych. Nieskuteczne i nieetycznie działające instytucje mogą wywoływać narastanie zjawisk patologicznych i nie pozwolić z jednej strony na swobodny, bez narzucania niepotrzebnych ograniczeń rozwój wszystkich podmiotów w gospodarce, z drugiej natomiast – doprowadzić do sytuacji, w której odsłonią się niekontrolowane objawy zwierzęcej natury, skłaniające do nieracjonalnych, nazbyt ryzykownych czy wręcz szkodliwych zachowań. Wywołuje to potrzebę wypracowania przez państwo mechanizmów, które godziłyby wymogi efektywności ekonomicznej, społecznej i politycznej z jednoczesnym uszanowaniem norm etycznych. Celem opracowania jest wykazanie, że kwestie powiązań pomiędzy etycznie postępującymi reprezentantami instytucji państwowych a etycznym postępowaniem przedstawicieli biznesu są niedostatecznie dostrzegane i doceniane oraz że wprowadzenie systemu etycznego, złożonego z ocen obiektywnych, implikuje w efekcie etyczną samoregulację podmiotów społeczno-gospodarczych i rozwój ekonomiczny państwa. ; In a market economy, the main task of state institutions is to reduce uncertainty by setting frameworks that affect actions and decisions of all the actors in the market. The effectiveness of the implementation of socio-economic strategies and plans depends on the efficiency of the system adopted and its coherence. Ineffective and unethical institutions may lead to an accumulation of pathological phenomena. On the one hand they hinder the free, and not unreasonably restricted, development of all actors in the market, and on the other hand they may lead to a situation in which the uncontrollable symptoms of 'animal instinct' will come into play, provoking irrational, too risky or even harmful behaviours. This in turn raises the need to develop state mechanisms that reconcile the requirements of economic, social and political efficiency whilst at the same time respecting ethical standards. The aim of the study presented in this article was to demonstratethat the correlation between ethically acting of representatives of state institutions and the ethical behaviour of business representatives is not sufficiently recognised and appreciated, and that the introduction of a system of ethics, consisting of objective assessments, implies the ethical selfregulation of socio-economic entities and of the economic development of the state.

The article analyses the current situation in Estonia and Lithuania in the context of the position of both states and their public relations strategy and image since 1991, as well as the role of national minorities in this process. The authors emphasize that even though Estonia and Lithuania tend to be treated as very similar state organisms, they chose different ways of building their legal and democratic structures. Despite many similarities between the two states, such as location, size, small population, common historical background and, above all, ethnic divisions, one should pay attention to successful attempts to strengthen the statehood of Estonia and Lithuania.

The aim of the article is to present the specific nature of research on the issues of national relations in a totalitarian state based on the example of the lands of Central and Eastern Europe under the Soviet occupation from 1939-1941. In order to achieve this, the literature on the subject (in English and Polish) was reviewed as well as the most important methodological problems encountered by researchers. The research program was also outlined, along with a proposal for their conceptualization in the form of signalling the main aspects of the above-mentioned issues, including the specificity of the Soviet occupation of 1939-1941, social and ethnic relations in this area, and the Soviet nationalities policy. Several research methods and postulates were proposed, as well as perspectives and theoretical approaches that could facilitate the study of this complex and controversial subject, e.g., the interdisciplinary nature of research, methods of bottom-up formation of political attitudes of the population (the so-called "bottom-up" method), application of theories of the totalitarian state, and different theories of ethnicity. As a result, an interdisciplinary program of comparative studies of ethnic relations in Central and Eastern Europe under Soviet rule (1939-1941) was outlined, taking into account the transnational character of historical processes and the need to conduct micro historic analyses and case studies that would allow capturing of the diversity of ethnic relations and verify the effectiveness of the policy of the central Soviet authorities. The article argues that it seems obvious that the specificity of the analysed problematics can be properly grasped only by consideration it in the historical and theoretical context, adopting a comparative and transnational approach, from a micro-historical as well as everyday-life perspective that highlights the most important social factors which facilitated changes in interethnic relations.

Publikacja recenzowana / Peer-reviewed publication ; The goal behind the Eastern Partnership programme was the development of political, economic, and social links between the European Union and the European states developed in the wake of the breakdown of the USSR (with the exception of Lithuania, Latvia, and Estonia). The author believes that the goal was achieved in the case of three Transcaucasian countries. On the one hand, EU standards began to be implemented in these countries by the implementation of EU's acquis communautaire in the law of these states, which allows trade exchange and more extensive economic cooperation along the principles of the EU. On the other hand, in the case of these countries, the EU avoided any declaration concerning their future membership in the EU, which poses a fundamental problem in the relations with the remaining members of the Eastern Partnership programme.

In this paper Author has defined and classified a "militarized non-state actor" pointing that this term comprises many different non-state actors like for example: political parties with their military wings, international criminal groups, terrorist organizations, private military companies or independence movements. It is also a disputable issue if armed forces deployed within governmental organizations (like theUNorNATO) are treated as militarized non-state actors or not.Lebanese Hizballah has been used here as an example to describe the specificity of a militarized non-state actor. Hizballah has its own armed forces and has been active in international relations. As a result of the analysis, such actors like Hizballah are well adoptable to new phenomena and processes which occurred in international relations, they are challenging states in their activities, moreover: they are used in many cases by states to achieve their goals. Since January 2017, when Donald Trump assumed the post of US president, there has been a visible intensification of relations between the United States and the countries from Central Europe, aimed at, for example, counteracting challenges and threats faced by the allies. The objective of the article is to analyze challenges and threats to Central Europe, identified by Donald Trump. He points to the necessity: 1) to strengthen NATO and increase the engagement of European allies; 2) to ensure energy security; 3) to counteract threats from two superpowers – Russia and China. The text addresses how important the challenges and threats identified by the American president have been for individual Visegrad states. The article begins by presenting characteristic features of the foreign policy conducted by Donald Trump's administration which influence relations between the US and the Visegrad countries. It then analyzes the relations between the US and individual states regarding the previously presented challenges and threats. The article's thesis is that Poland is the only Visegrad country to perceive all three challenges and threats in a way similar to the US, and thus cooperates with the US in this matter. The work is a comparative analysis based on content and narrative analysis.

W artykule podjęto się próby zdefiniowania i sklasyfikowania "zmilitaryzowanego aktora niepaństwowego" wskazując przy tym, że termin ten obejmuje szeroka grupę podmiotów niepaństwowych takich jak: partie polityczne ze swoim skrzydłem zbrojnym, międzynarodowe grupy przestępcze, organizacje terrorystyczne, prywatne firmy wojskowe czy ruchy narodowo- wyzwoleńcze. Dyskusyjna pozostaje obecność w tej grupie kontyngentów wojskowych rządowych organizacji międzynarodowych. Posługując się przykładem libańskiego Hezbollahu, który od początku swojego istnienia dysponuje własnymi siłami zbrojnymi i wykazuje dużą aktywność w stosunkach międzynarodowych, dokonano próby charakterystyki zmilitaryzowanego aktora niepaństwowego. Okazało się, że tego typu aktorzy jak Hezbollah dobrze adaptują się do nowych zjawisk i procesów międzynarodowych ; stanowią spore wyzwanie dla państw, które dysponują zaawansowanymi siłami zbrojnymi oraz jednocześnie są wykorzystywani przez inne państwa do realizacji swoich celów. The study attempts an analysis of the relationship between the concepts of state and nation sovereignty. The thesis has been proposed that state sovereignty could be regarded as a derivation of nation sovereignty. While attempting to approve of the proposed thesis, the authors describe the relationship between both institutions by referring to their origins. In the light of concepts of sovereignty, the relationship between state and international law is presented from a philosophical perspective. Approving the proposed thesis, the authors conclude that regardless of whether state sovereignty derives from nation sovereignty or not, the two concepts refer to different backgrounds which can be seen both in their origins and contemporary realities. ; The study attempts an analysis of the relationship between the concepts of state and nation sovereignty. The author examines selected examples of the interactions between those in power and the governed populace by focusing on: 1) attitudes – the character features of the Poles; 2) the Polish historical mission; 3) the influence of Medieval conciliatory attitudes. The work attempts to prove that these factors influenced the relations between the state and the people, formed the foundations of nobles' democracy and inhibited absolutism tendencies in the political system of the First Republic. The crisis in the Turkey's relation with EU might have many consequences however an overall importance of bilateral relation will soon contribute to creation of new institutional cooperation model. This opens a question if European Union's relation with Central Asian states will gain a new impetus? Thus this paper aims to answer the question if the diminishing of Turkey's role in Europe will automatically make EU's relations with Central Asia the key ones from the Brussels' perspective. ; Dla Unii Europejskiej kryzys w stosunkach z Turcją może mieć swoje wielorakie konsekwencje, a waga wzajemnych relacji najprawdopodobniej przyczyni się do wypracowania w najbliższej przyszłości nowego modelu instytucjonalnej i przedmiotowej współpracy obu podmiotów.
