Abstract
This paper examines private businesses' access to land and capital in Vietnam. It finds that the allocation of these resources to private firms is still excessively state-driven and personalised, and examines the links that business people of different ethnical and regional backgrounds have with the state and how this facilitates or hinders their access to land and capital. Lacking relationships with the state may have profound consequences for unconnected private enterprises, which are accordingly subject to uneven competition from connected ones. The paper suggests that private businesses' uneven opportunities are basically a consequence of the general history of the country and the role that individual business people have played in it, in such respects as having had former state-sector employment, party membership, the "side" they were on before and during the Vietnam War etc. In this, factors such as ethnicity, origin and present location in either northern or southern Vietnam play an important part.

We use new data on political connections from the World Bank Enterprise Surveys to examine the impact of connections on firms' participation in global value chains (GVCs) for six MENA countries (Morocco, Tunisia, Egypt, the West Bank and Gaza, Jordan, and Lebanon). In addition to political connections, we construct several measures of "political influence" based on available data on lobbying and grand corruption. We also explore whether political connections help firms overcome barriers to trade and investment and increase their participation in GVCs at the extensive and intensive margins. Our findings suggest that political connections do matter for firms' GVC participation. The impact is more pronounced for firms that combine political connections with informal payments to influence policymaking. Our findings on the significance of trade and investment barriers for GVC participation for different categories of firms' political influence are – however – inconclusive.

AbstractEffective relations between states and business have been increasingly identified as an important institution for sustaining economic development. This paper constructs quantitative indices measuring the quality of state–business relations (SBRs) across Indian states in the 1985–2008 period. It represents the first effort to systematically characterise SBRs across sub‐national units within a country without resorting to subjective surveys. We discuss the possible sensitivity of the indices to minor and major definitional changes and examine the evolution of SBRs across Indian states and at the national level through the study of cross‐sectional and secular trends in these indices. The results suggest that SBRs have improved over time in all states barring Bihar. Rankings of states in terms of the SBR index show varying time trends—stable and high ranks for states like Andhra Pradesh, Karnataka, and Tamil Nadu, stable and low ranks for states like Uttar Pradesh and West Bengal, rapidly improving ranks for states like Haryana, Punjab and Rajasthan and swift deterioration in ranks for states like Bihar and Madhya Pradesh.
