A VENEZUELA da época democrática, que se inicia em 1958, tem na emergência política de Hugo Chávez seu marco divisor do cenário político: pode-se, desta forma, apontar uma Venezuela democrática pré e pós-Chávez. Este ensaio analisa, pois, os fatores da mudança político-institucional venezuelana em quatro momentos: durante o auge e a queda do Pacto de Punto Fijo; o início do fenômeno chavista e suas características; a polarização social e política na Venezuela de Chávez; e, por fim, a Venezuela pós-referendo presidencial. ; THE DEMOCRATIC era in Venezuela dates from 1958. With the Hugo Chávez Administration, the nation is experiencing a true breach in its national political scene. Therefore it now becomes possible to identify a democratic Venezuela pre- and post-Chavez. This article tries to analyze the variables for political and institutional change in Venezuela in four specific moments: first, during the rise and fall of the Punto Fijo Pact; second, the building-up of the chavista phenomenon; third, the social and political polarization in Venezuela during Chavez Administration; and finally, Venezuela after the presidential referendum.

The work of Maria Isaura Pereira de Queiroz has been influential in the understanding of social change in Brazil. Her analyses of the modifications, persistence, adaptations and resistance that have flourished in many spheres of social life provide elements for a reading of the social-anthropological singularities of current change processes that have gone on in the country since the 1950s. Based on an analysis in which the microsociological and macrosociological aspects are combined, she has not only drawn a sociological profile of some environments (rural neighbourhoods, for example), but also developed an approach that shows how Brazilian society has changed under increasing urbanization and industrialization - processes which create interactions, practices and specific contexts that are unique to Brazil and do not merely mirror the trajectory followed by other nations.

The present article proposes an analysis concerning possible transformations of work based upon the concept of temporality. It considers the comprehension of the time category by the social sciences since the elaboration of the concept of social time to the construction of a dominant time. Considering the above mentioned aspects end temporality while a central aspect of the social structure, the article tries to understand that temporality while must be seen as a key element in the study of the changes of the work reality.

Este artigo apresenta um panorama sobre os conceitos relacionados à informação e ao conhecimento, em especial sobre sua agregação aos processos de produção de bens e serviços de natureza inovadora. Apresenta, ainda, um conjunto de reflexões sobre o processo de inovação e suas conexões com o desenvolvimento econômico e social, identificando as principais características dos ambientes mais apropriados para a geração de inovações, bem como as estratégias para estimulá-las. Para situar o tema, foram abordados alguns aspectos do processo a que se convencionou chamar de globalização, enquanto fenômeno social e econômico que permeia o debate sobre as novas formas de produção, cada vez mais demandantes de geração e agregação de conhecimento a bens e serviços. Nesse contexto, discute-se a influência da rápida evolução das tecnologias da informação e comunicação (TIC) sobre os processos de geração do conhecimento e de produção de bens e serviços, colocando em evidência os principais requisitos de estímulo ao desenvolvimento sócio-econômico, configurados em políticas públicas apropriadas ao incentivo da atividade produtiva. Sobre isso, é feita uma breve análise da atual Política Industrial, Tecnológica e de Comércio Exterior – PITCE e de um de seus mecanismos de estímulo à inovação, a recentemente aprovada Lei de Inovação.
In the scope of urban space production, Brazilian urban policy, despite pointing out in its guidelines the struggle for the right to the city, seems indifferent to the impacts of real estate speculation on ecosystems. Given the context of the climate emergency, there is an urgent need to align urban and environmental policy for planning cities adapted to climate change. This work presents, based on spatial data from the recent deforestation of the city of João Pessoa, the legal and socioenvironmental characteristics of the urban expansion of the city and how the municipal urban and environmental policy has catalyzed processes of socioenvironmental injustice. It appears that planning and management are limited to following the trends signaled by the real estate market and that pressure ecosystems, especially in the southern portion of the municipality, and also that democratic arrangements are forged to make society's role in defending ecosystems unfeasible. ; No âmbito da produção do espaço urbano, a política urbana brasileira apesar de assinalar em suas diretrizes a luta pelo direito à cidade, parece indiferente aos impactos da especulação imobiliária sobre os ecossistemas. Dado o contexto da emergência climática, é urgente alinhar a política urbana e ambiental para o planejamento de cidades adaptadas às mudanças do clima. Este trabalho apresenta, a partir de dados espaciais do desflorestamento recente da cidade de João Pessoa, as características jurídicas e socioambientais da expansão urbana da cidade e como a política urbana e ambiental municipal têm catalisado processos de injustiça socioambiental. Constata-se que o planejamento e a gestão se limitam a acompanhar as tendências sinalizadas pelo mercado imobiliário e que pressionam os ecossistemas, principalmente na porção sul do município, e também que os arranjos democráticos são forjados para inviabilizar a atuação da sociedade na defesa dos ecossistemas.

O objetivo deste artigo é apresentar as características do conceito de cidadania e as transformações por ele enfrentadas no mundo contemporâneo, a partir da visão inovadora de Andreas Niederberger. Em sua primeira parte, o texto apresenta as características centrais da cidadania na visão tradicional, apontando sua importância para a política e a sua relação com as ideias de representação e desigualdade social, com referência nos autores clássicos para o estudo do tema. A seguir, o artigo aponta os maiores desafios enfrentados pelo conceito no mundo contemporâneo e as principais soluções levantadas para tais desafios. Neste ponto, o artigo analisa as implicações, sobre o conceito de cidadania, de fenômenos como a criação de ordens normativas privadas transnacionais, o trabalho temporário em um determinado território, o domínio do capital financeiro e as migrações internacionais. Finalmente, o texto expõe a solução defendida por Niederberger, que desenvolve a sua visão de cidadania a partir da ideia de cidadania-constelação, defendendo que o conceito é capaz de manter sua utilidade em um mundo composto de ordens normativas plurais. ; The aim of this article is to present the characteristics of the concept of citizenship and the transformations it faces in the contemporary world, based on the innovative vision of Andreas Niederberger. In its first part, the text presents the central characteristics of citizenship in the traditional view, pointing out its importance for politics and its relation with the ideas of representation and social inequality based on classic authors for the theme. Next, the article points out the major challenges faced by the concept in the contemporary world and the main solutions raised for such challenges. At this point, the article analyzes the implications for the concept of citizenship of phenomena such as the creation of transnational private normative orders, temporary work in a given territory, the domination of finance capital and the international migrations. Finally, the text exposes the solution defended by Niederberger, who develops his vision of citizenship based on the idea of "citizenship-constellation", arguing that the concept is capable of maintaining its usefulness in a world composed of plural normative orders.

This article intends to analyze the implications of a hypothesis that extends Foucault's analysis of neoliberalism from its effects on modern democracy. For this purpose, Wendy Brown's recent work examines how neoliberal rationality affects democracy, transforms its imaginary and even its main subject, namely the demos. Brown points to two problems of the "neoliberalism's stealth revolution," namely that the neoliberal rationality transforms and undoes democracy by directly affecting its fundamental principle of popular sovereignty. Such transformation is made from the change produced in the democratic imaginary and, mainly, from the transformation of the economic subject from a subject of interest to human capital, as well as the political subject, relegated to the background. From this first problem, we examine how they happen and what are the consequences of changing the democratic imaginary and its central political subject. The second problem pointed out by Brown deals with the interference of neoliberal reason in sovereign autonomy. The second part of this article seeks, therefore, to analyze the relationship between the sovereignty of the nation-state and the notion of popular sovereignty from the problem of the expansion of capital and the vulnerability of the frontiers and territory where citizenship is exercised.
