The text is part of a doctoral research process in education, and dialogues, in an essayistic manner, with themes such as the city, images, body and everyday affective crossings. These dialogues tension with education, history, daily life and other ways of thinking about the urban tangle, anchored in the cartographic method. Through formative processes experienced by the author, seek to evidence issues, concerns and discomforts that are still unstable, rehearsed in everyday life and outlined in thought and inventions. It argues that the power of creation and wandering in the city are insurgent ways of ruptures in the face of current conservative advances, paying attention to the exercise of otherness, inventiveness and experimentation, having as main references authors such as Michel Foucault, Suely Rolnik, Félix Guattari , Peter Pelbart, among others.

This article presents the experience inter/transdisciplinary of a team teachers developed collectively by the fourth year of Pedagogy course, of the State University of Goiás, Campus Inhumas, developed in academic year of 2014. The Sustainable Cities and Sustainable Schools Project was organized in the context of work project (HERNÁNDEZ, 1998), interdisciplinary organization (JAPIASSU, 2003) and transdisciplinarity look (NICOLESCU, 1999; Moraes, 2008; Suanno, 2013, 2014) for complex thinking about sustainable cities (UN Habitat, 2014 ; Letter of Medellin, 2014; Sustainable Cities/MEC Program, 2014; Sustainable Schools/MEC Program, 2013; Metropolis Observatory, 2014), taking an ecosystem reflection, complex and phenomenological.

The challenge of decentralization of the Unified National Health System in large cities: the case of Sao Paulo, Brazil
Decentralization of Brazil's Unified National Health System (SUS) still poses challenges in large cities. To characterize decentralization as an essentially political process, institutional policy variables, including local management capacity, are determinant for shaping decentralization in each context. Using the government triangle reference to evaluate management capacity, a case study was conducted with the objective of analyzing the system's decentralization in the city of Sao Paulo, Brazil's largest metropolis. An analysis of selected health system managers and administrative documents identified a trend towards focusing health management at the municipal level in 2005-2008, accompanied by dismantling of local/regional structures in the Municipal Health Secretariat, resulting in technical and policy depletion at these levels. Despite the limits of decentralization, the article emphasizes its power as an operational strategy to achieve the SUS' objectives. Desires and cities: the difficult daily art of collective life ; De desejos e de cidades: a difícil arte cotidiana da vida coletiva
he pleasures and difficulties of urban life are our starting point for this essay. We congregate some authors who had dealt with this subject: the 'desire of the city', strong motivation that impel the men for the collective life, and the 'desire in the city', the individual impulses that can make difficult the formation of this collective life. Through Sade, Calvino and Perec, we go to arrive at the Greek Polis, where the aspect politician of the collective life appeared for the first time. Since the Greeks, therefore, there is the question: how can be possible the life in the cities? ; Os prazeres e as dificuldades da vida nas cidades são o nosso ponto de partida para esse texto no qual fazemos um passeio por alguns autores que trataram deste tema: o equilíbrio entre o 'desejo de cidade', ou seja, a forte motivação que impele os homens para a vida coletiva, e o 'desejo na cidade', os impulsos individuais que podem dificultar a formação de um conjunto coeso. Passando por Sade, Calvino e Perec, vamos chegar à origem desse embate na polis grega, ali onde o aspecto político da vida coletiva é pela primeira vez trazido à cena. Desde os gregos, portanto, o homem se pergunta: como pode ser possível a vida nas cidades?

Local governments across the world are in the middle of technological and economic developments that come together in the catch-all label of smart cities or innovative cities. In a smart city, ICT-infused infrastructures enable the extensive monitoring and steering of city maintenance, mobility, air and water quality, energy usage, among others. The effect of growing population and the challenges regarding urbanization and environmental sustainability have led the European Union to adopt different policies and initiatives to promote this new city model. Nevertheless, such processes use and produce massive amounts of data, which could affect people's privacy. Countries like Spain have begun to invest in smart cities and Artificial Intelligence projects to improve efficiency in the public sector. However, the use of artificial intelligence can generate several problems such as opacity, legal uncertainty, or breaches of personal data protection. Therefore, the goal of this article is to identify the main legal challenges for public administrations derived from the development of innovative cities and the use of AI regarding to privacy. ; Los gobiernos locales de todo el mundo se encuentran en medio de desarrollos tecnológicos y económicos que se unen en la etiqueta general de ciudades inteligentes o ciudades innovadoras. Town-planning, politics and society: democratic management for brazilian citie ; Urbanística, política e sociedade: gestão democrática para as cidades brasileiras
O artigo apresenta reflexões teóricas sobre a produção e organização do espaço sob a influência do Estado. O espaço é entendido como o ambiente que sustenta as relações sociais ao mesmo tempo em que é modificado por elas, sendo compreendido como paisagem cultural. Por meio do sistema de regulação urbanística, o Estado intervém na produção e na organização da paisagem. O objetivo do artigo é discutir fundamentos para a construção da gestão democrática dos municípios brasileiros com o intuito de concretizar a noção de direito à cidade. A discussão é feita mediante pesquisa teórica que articula a formação da urbanística moderna, sua vinculação com a ciência moderna e sua ruptura com a política. A (re)vinculação da urbanística com a política, chave para a concretização do direito à cidade, pressupõe estruturas de gestão democrática. Essas estruturas necessitam de aberturas para a democracia direta, essa, exercida por meio da construção e reconstrução de verdades mediante o diálogo, pressupõe um Estado que provê os mínimos sociais para a redução das desigualdades das estruturas de poder e para a superação da distinção entre as atividades de planejamento e gestão. ; The article presents theoretical reflections on the production and organization of space under the influence of the State. Space is understood as the environment that sustains social relations while being modified by them, being understood as a cultural landscape. Through the urban regulation system, the State influences the production and organization of the landscape. The purpose of this paper is to discuss the foundations for the construction of the democratic management of brazilian cities in order to realize the notion of the right to the city. The discussion is made through theoretical research that articulates the formation of modern town-planning, its link with modern science and its rupture with politics. The (re) linking of town-planning with politics, key to the realization of the right to the city, presupposes democratic management structures. These structures need openings for direct democracy, which, exercised through the construction and reconstruction of truths through dialogue, presupposes a State that provides the social minimums to reduce inequalities in power structures and to overcome the distinction between planning and management activities.

O que a cidade de Ipásia tem a nos dizer sobre pixação: Leituras possíveis de As Cidade Invisíveis, de Ítalo Calvino, e São Paulo/SP

The urban tissue of the city of São Paulo provides us a spectrum of possibilities of conceptual, symbolic and interdisciplinary readings, in which spray graffitis constitutes an important visual element in the city. As we walk through the city, we observe in the buildings, walls and in the built spaces phrases and monochrome symbols that blend with the landscape of the city. The objective of this article is to construct articulations between the invisible city of Ipásia, from the book Invisible Cities by Ítalo Calvino, and the spray graffitis from the city of São Paulo, addressing the nexus evidenced in the printed symbologies in both their territories and practices. The theoretical-methodological perspective is supported by reference linked to the interpretation of symbols, the imaginary, the subjectivities, structured in the semiotics of the symbolic environment and in phenomenology. The symbols in the form of spray graffitis are, in a way, part of the experience of visiting / living in São Paulo. Among imagery representations, memories and resignifications, Ipásia and São Paulo dialogue with the real urban and the imagined.
Products purchased from family farming for school meals in the cities of Rio Grande do Sul ; Aquisição de produtos da agricultura familiar para alimentação escolar em municípios do Rio Grande do Sul
OBJECTIVE This study aims to verify the adequacy profile of the cities of the State of Rio Grande do Sul, Brazil, in relation to the purchase of products of family farming by the Programa Nacional de Alimentação Escolar (PNAE - National Program of School Meals). METHODS This is a quantitative descriptive study, with secondary data analysis (public calls-to-bid). The sample consisted of approximately 10% (n = 52) of the cities in the State, establishing a representation by mesoregion and size of the population. We have assessed the percentage of food purchased from family farming, as well as the type of product, requirements of frequency, delivery points, and presence of prices in 114 notices of public calls-to-bid, in 2013. RESULTS Of the cities analyzed, 71.2% (n = 37) reached 30% of food purchased from family farming. Most public calls-to-bid demanded both products of plant (90.4%; n = 103) and animal origin (79.8%; n = 91). Regarding the degree of processing, fresh products appeared in 92.1% (n = 105) of the public calls-to-bid. In relation to the delivery of products, centralized (49.1%; n = 56) and weekly deliveries (47.4%; n = 54) were the most described. Only 60% (n = 68) of the public calls-to-bid contained the price of products. CONCLUSIONS Most of the cities analyzed have fulfilled what is determined by the legislation of the PNAE. We have found in the public calls-to-bid a wide variety of food, both of plant and animal origin, and most of it is fresh. In relation to the delivery of the products, the centralized and weekly options prevailed. ; OBJETIVO Verificar o perfil de adequação dos municípios do Rio Grande do Sul no que tange à aquisição de produtos da agricultura familiar pelo Programa Nacional de Alimentação Escolar. MÉTODOS Trata-se de estudo quantitativo descritivo, com análise de dados secundários (chamadas públicas). A amostra foi composta por aproximadamente 10% (n = 52) dos municípios do estado, tomando-se o cuidado de estabelecer uma representatividade por mesorregião e tamanho da população. Foi avaliado o percentual destinado às compras de gêneros alimentícios da agricultura familiar, bem como o tipo de produto, exigências de periodicidade, pontos de entrega e presença de preços em 114 editais de chamadas públicas, no ano de 2013. RESULTADOS Dos municípios analisados, 71,2% (n = 37) atingiram 30% de gêneros alimentícios oriundos de agricultura familiar. A maioria das chamadas públicas demandou tanto produtos de origem vegetal (90,4%; n = 103) como de origem animal (79,8%; n = 91). Quanto ao grau de processamento dos alimentos, os produtos in natura apareceram em 92,1% (n = 105) das chamadas públicas. Em relação à entrega dos produtos, a centralizada (49,1%; n = 56) e as entregas semanais (47,4%; n = 54) foram as mais descritas. Apenas 60% (n = 68) das chamadas públicas continham preço dos produtos. CONCLUSÕES A maioria dos municípios analisados cumpriu o determinado pela legislação do Programa Nacional de Alimentação Escolar. Encontrou-se nas chamadas públicas uma grande diversidade de alimentos, tanto de origem vegetal quanto de origem animal, sendo a maior parte deles in natura. Em relação à entrega dos produtos, prevaleceu a centralizada e a semanal.
