The school represents the ideal setting for facing and reducing inequalities, creating a pluralist, equitable, and democratic society, and forming conscientious, responsible, and intelligent citizens. This goal can be reached only by adopting an intercultural perspective that gives up the logic of compensatory and exceptional measures, rejects the assimilationist approaches, and supports the ability to know, appreciate and enhance the differences (of ethnicity, social origin, gender, ability). In other words, the school should promote inclusion and social cohesion processes by assuming diversity as a paradigm of its own identity. This perspective requires planning initial and in-service training for the teachers that go beyond informative content and enables the development of reflective habits. The professional's reflective attitude supports the development of intercultural competence and socio-emotional skills that make him an effective and inclusive teacher. ; La scuola rappresenta il contesto ideale per contrastare e ridurre le disuguaglianze, costruire una società pluralista, equa e democratica, formare cittadini consapevoli, responsabili, intelligenti. Questo obiettivo può essere raggiunto solo adottando una prospettiva interculturale, che abbandoni la logica delle misure compensatorie di carattere speciale, rifiuti gli approcci assimilazionisti, supporti la capacità di conoscere, apprezzare e valorizzare le differenze (di etnia, di provenienza sociale, di genere, di abilità). In altri termini, la scuola dovrebbe promuovere processi di inclusione e coesione sociale assumendo la diversità come paradigma della propria identità. Questa prospettiva richiede la progettazione di una formazione, iniziale e in servizio, del personale docente che superi la dimensione informativa e trasmissiva e miri all'acquisizione di abiti riflessivi. L'atteggiamento riflessivo del professionista supporta lo sviluppo della competenza interculturale e delle competenze socio-emotive che lo rendono un insegnante efficace e inclusivo.
How educational systems participate in the training of young adults active in the community is one of the ques-tions that large-scale standardized surveys have been posing since the first comparative studies were carried out (Torney et alii, 1975; Husén, 1979). In fact, in recent decades, civic education has become increasingly important due to the globalized, multicultural and fast-moving world in which we live (Schulz et alii, 2010; 2018; OECD, 2019a; 2019b). The objective of this paper is to trace the path of citizenship skills in international surveys and community policies, reviewing the most salient aspects and focusing on present and future perspectives: today more than ever, being in possession of key skills enables the citizen to access democratic society and participate in their personal, social and work growth (Dewey, 1916; Losito, 2014; EC, 2017; Giancola, Viteritti, 2019). ; In che modo i sistemi educativi contribuiscono alla formazione dei giovani adulti attivi nella comunità è una delle domande che dai primi studi comparativi realizzati si pongono le indagini standardizzate su larga scala (Torney et alii, 1975Husén, 1979;). Negli ultimi decenni, inoltre, l'educazione civica e alla cittadinanza ha assunto sempre più importanza in virtù del mondo globalizzato, multiculturale, eterogeneo e in rapido movimento nel quale ci troviamo a vivere (Schulz et alii, 2010; 2018; OECD, 2019a; 2019b). L'obiettivo del presente contributo è tracciare il percorso compiuto dalle competenze di cittadinanza nelle indagini internazionali e nelle politiche comunitarie, passando in rassegna gli aspetti più salienti e ponendo l'attenzione sulle prospettive presenti e future: oggi più che mai essere in possesso di queste competenze permette al cittadino di inserirsi nella società democratica e di com-partecipare alla propria crescita personale, sociale e lavorativa (Dewey, 1916; Losito, 2014; EC, 2017; Giancola, Viteritti, 2019).
The paper inquires how Italian political institutions have coped with the Covid-19 emergency, on the ground of the restrictions of fundamental rights that have been provided on the whole territory of the State during the months of March, April and May 2020, as well as of the management of health care, where the division of competences between the central State and the Regions has engendered a series of troubles both for citizens and for doctors
Esta tesis de investigación tiene como objetivo mostrar que la musicalidad favorece, en cada ser humano la formación no sólo de los estudiantes con talento, sino para todos los seres humanos, con especial atención a la edad preadolescente teniendo en cuenta que los cambios sociales y culturales rápidos de la sociedad contemporánea lo que resulta en la pérdida de los dogmas y valores junto con el aporte científico de la pedagogía, que han dado lugar a nuevas fronteras de la investigación de la música. La música como ayuda a la docencia. En esta perspectiva, el objetivo principal, entonces, de esta tesis es colocar la música dentro del área pedagógica, que establece los objetivos, que determinan la evolución, que traerá el espacio de operación y las posibles relaciones interdisciplinarias para llevar a cabo los tiempos de calificación que permiten el crecimiento y desarrollo de la personalidad pre-adolescente con el consiguiente fortalecimiento de su identidad musical, social y cultural. Un aspecto importante a destacar es el mestizaje cultural que requiere un análisis más cercana a la realidad y coloca la educación musical como un paso fundamental para facilitar una sociedad más inclusiva a través del conocimiento del patrimonio musical europeo, por lo que es un poderoso instrumento de conquista de la ciudadanía y unos grupos no europeos clave para entender y Europa se mueven para el estudio y la supervivencia. Sólo recientemente, los analistas se han centrado en el valor social de la educación musical Sufragios la hipótesis que establece que los grandes autores y hacer música en un grupo promueve el desarrollo de la inteligencia, así como un importante equilibrio afectivo y emocional. Autonomía significa el pensamiento crítico, libre de prejuicios o conformaciones; no hace falta decir la llamada a Adorno (1971,1990), a su sueño de un individuo que tiene acceso a la auténtica crítica de la cultura y la formación filosófica "para preservar a ese mundo administrado que tiende a él y la industria cultural que es ahora aplastar el volante de ese mundo "(Cambi de 2005, P.186). El maestro debe tira de la figura de un dispensador de soluciones, convirtiéndose en profesor particular, dejando a los estudiantes para evaluar por sí mismo el proceso de composición ", que es la forma correcta para acostumbrarse a la crítica y al tomar posesión de las herramientas necesarias para fomentar la cultura auténtica "(Dalmonte y Jacoboni, 1978, P.10). No es casualidad que las directrices ministeriales invitan al profesor de música en la búsqueda de alternativas adecuadas para elaborar en los estudiantes un "pensamiento flexible, intuitiva, creativa" (Ministerio de Educación, 2007, p.64). Las conclusiones finales de esta investigación que quieren, por lo tanto, contribuyen a valorar la importancia de la educación musical para el desarrollo de la persona y de su identidad musical, social y cultural: si los seres humanos son capaces de aprender sobre el mundo a través de los sentidos , las emociones y el intelecto, la música es, inevitablemente, una contribución decisiva en este proceso de integración d 'a través de un análisis de algunos puntos epistemológicos de la totalidad de los desafíos educativos relacionados con la disciplina. ; Aim of this work is to demonstrate how the key skills of citizenship, identified by the European Parliament and the Council of Europe, involve not only the fields of the knowledge and competencies, but also of the field of "knowing how to be", since they were designed in the light of the education of the European citizens. Education is crucial to ensure that citizens acquire the key skills needed to flexibly adapt to changes. Thus it is necessary proposing an educational plan useful to the achievement of these skills. In particular, we tried to meet the different needs of learners ensuring equality and free access to those groups who, due to some educational disadvantages caused by various circumstances, need particular support to fulfill their educational potential. This study sought to answer the questions: "Why? To what purpose the basic music education?" That is: "If and how music has contributed to the education of peolple and citizens?" The education of the person and the citizen can only occur retracing the way in which everyone builds its own musical identity thanks to the memory that brings back experiences and feelings. This can be obtained through a historical and autobiographical process through a historical and autobiographical process not only at the individual level but also collective. This hypothesis has been validated by my research work and its success. In fact conducting experimental trial represents the best way to improve the educational proposal. On this line I have done. The workshop on musical poetic narrative techniques of the Sicilian storytellers aimed at promoting the self-affirmation of learners' identity, even through writing. The planned path has addressed the issue of the oral tradition with students, driving the learners towards the research of their own identity as a citizens also by comparison with "others' stories". From the results obtained it can be assumed that the core of the educational purpose, knowledge and expression of the personality of each student as a part of today's society.
The paper presents a pedagogical approach to civic education characterized by the combination of the dialectical (or Socratic) method and theatrical techniques and then it reflects on the effectiveness of the teaching approach in the light of its experimentation in the classroom with students. The teach-ing strategy was developed within the European project Forming active European Citizens through the dialectical method and theater (EAR) in order to promote the skills, attitudes, knowledge and values mentioned in the Competence Framework for Democratic Culture published in 2018. The contribution focuses on the discussion of the results of a participatory actionresearch carried out in two Italian Comprehensive Schools, demonstrating how the EAR teaching methodology has contributed to consolidate and develop some important citizenship competences, in particular inclusive cooperation, empathy, active listening and civic-mindedness. ; L'articolo presenta una metodologia didattica di educazione civica caratterizzata dall'impiego congiunto del metodo dialettico (o socratico) e delle tecniche teatrali per poi riflettere sull'efficacia dell'approccio didattico alla luce della sua sperimentazione in aula con gli studenti. La metodologia didattica è stata elaborata nell'ambito del progetto europeo Forming active European Citizens through the dialectical method and theater (EAR) al fine di promuovere le abilità, le attitudini, le conoscenze e i valori menzionati nel Quadro di competenze per la cultura democratica del 2018. Il contributo si sofferma sulla discussione dei risultati di una ricerca-azione partecipativa condotta in due Istituti Comprensivi italiani andando a dimostrare in che modo la metodologia didattica EAR abbia contribuito a consolidare e sviluppare alcune importanti competenze di cittadinanza, in particolare la capacità di cooperazione inclusiva, l'empatia, l'ascolto attivo e il senso civico.
The introduction of Law 92/2019 has renewed attention on the goals not only of Civic Education itself, but also of the whole school system, on its being truly democratic, equal and inclusive, issues that have become even more urgent with the emergence of the pandemic that has amplified inequalities. Already the 2016 Council of Europe document Competences for Democratic Culture had stressed the fundamental need to take «measures to tackle social inequalities and structural disadvantages». The paper presents a thematic analysis of the text of the law, the guidelines and the goals in order to identify, on the one hand, the fundamental conceptual cores that guided the legislator in the selection of the topics to be taught and its objectives and, on the other hand, whether and how the underlying concepts of citizenship and citizen are consistent with the urgent need to tackle growing social inequality. ; L'introduzione della legge 92/2019 ha riacceso l'attenzione sugli obiettivi non solo dell'Educazione civica, ma anche del sistema scolastico nel suo insieme, sul suo essere realmente democratico, equo e inclusivo, questioni diventate ancora più urgenti con l'insorgere della pandemia che ha amplificato le iniquità. Già il documento del Consiglio d'Europa del 2016 sulle Competenze per una cultura della democrazia aveva ribadito la necessità fondamentale di adottare "misure per risolvere i problemi delle disuguaglianze sociali e degli svantaggi strutturali". Nel contributo si restituisce un'analisi tematica del testo della legge, delle linee guida e dei traguardi al fine di identificare, da un lato, i nuclei concettuali fondanti che hanno guidato il legislatore nella selezione dei temi oggetto dell'insegnamento e dei suoi obiettivi e, dall'altro, se e come i concetti di cittadinanza e cittadino a essi sottesi siano coerenti con l'urgenza di contrastare la crescente iniquità sociale.
The administration of the first COVID-19 vaccines to the EU citizens has fueled the debate about the possibility that the European Union might introduce a vaccination obligation.In this regard, the principle of conferral represents a key point. It requires on one side that an explicit competence is conferred to the European Union; and on the other, any act must have a legal basis, specifically an article of Treaty that gives the EU the legal right to the exercise of competences from European Institutions.This contribution aims to analyse if the European Union could adopt a legal act to impose a mandatory vaccination in the Member States, according to the legal basis. ; La somministrazione delle prime dosi di vaccino ai cittadini degli Stati membri dell'Unione europea ha alimentato il dibattito in merito all'eventualità di un obbligo di vaccinazione di derivazione europea.A tale proposito, la centralità del principio di attribuzione delle competenze impone che all'Unione, non solo sia attribuita una competenza in merito, ma che ogni iniziativa sia puntualmente fondata su una base giuridica, cioè su una norma del Trattato che legittima l'esercizio della competenza da parte delle Istituzioni sovranazionali.Il presente contributo ha lo scopo di condurre un'analisi sulle basi giuridiche in virtù delle quali l'Unione europea potrebbe adottare un atto normativo impositivo di un obbligo di vaccinazione negli Stati membri.
The essay proposes a reflection on the theme of digital awareness within the normative and socio-cultural context of child protection, with respect to the rapid and continuous transformation of digital media in contemporary society and the intensification of the dynamics of domestication of socio-cultural practices mediated by technological devices (Silverstone, 1995). Specifically, the reflection on digital awareness in this essay proposes an interpretative key of protection of a sociological nature, mainly focused on information and education, i.e. on the enhancement of cognitive and metacognitive tools of the individual, especially in the age of development, to safeguard their emotional, psychological and social integrity when establishing relationships and socio-cultural interactions through the media device. Starting from the definition of digital awareness, within the theoretical framework on digital skills, shared by the European Union in recent years (DigComp 2.0), we will try to reflect on the degree of diffusion and rooting of this same competence in the new generations, starting from the presentation of a research of the observatory Mediamonitor Minori, and then propose recommendations and educational suggestions in order to allow and encourage a process of development of this type of competence in the new generations, as well as raise awareness of the institutional bodies to activate more systematic educational and information policies for citizens.
Over the last decades, European education policies have encouraged the Member States to develop training programs to raise the instructional levels of the population and to foster the acquisition of key competences, in order to ensure lifelong learning for all citizens (Europe 2020). However, there is still greater attention to knowledge transfer and a lesser emphasis on metacognitive and affective-motivational dimensions in formal learning contexts. While, theselatest factors are strongly related to the development of strategic skills and the ability to project into the future.This research shows the results found from administering two questionnaires to 500 students from General Didactics Course of Roma Tre University: the «Learning Strategies Questionnaire» (Pellerey & Orio, 1996) and the «Zimbardo Time Perspective Inventory» (Zimbardo & Boyd, 1999; Tr. it. M. Riccucci, 2009). The project is aimed at stimulating University students' reflection and self-assessment on learning strategies and time perspectives and promoting theability to direct themselves in study and work. The results show how academic success is related both to good strategic competences and to the future time perspective. ; Le politiche educative europee invitano, da alcuni decenni, i Paesi membri a sviluppare programmi per innalzare i livelli d'istruzione della popolazione e porre maggiore attenzione sulla formazione delle competenze chiave per garantire a tutti i cittadini un apprendimento permanente (Europa 2020). Il costituzionalismo dei diritti limita i poteri delle autorità obbligandole al rispetto dei diritti fondamentali, nonché ad agire secondo le procedure ed entro le competenze prescritte assumendo che ciò sia necessario al fine di massimizzare, nel complesso, la protezione dei diritti; in virtù del medesimo fine, obbliga i cittadini ad osservare le direttive delle autorità delegando ad esse la tutela dei loro diritti. Ciò comprime ma non elimina la possibilità di giustificare lo stato di eccezione o il diritto di resistenza: si potrà infatti rivendicare il diritto eccezionale delle autorità a violare i limiti dei propri poteri, ovvero il diritto eccezionale a rovesciare un'autorità legittimamente istituita, per ripristinare una condizione di fatto in cui i diritti siano nel complesso garantiti. ; Rights constitutionalism limits the power of authorities by requiring them to respect the fundamental rights and to operate according to prescribed procedures within the limits of recognized competences. It is assumed to be necessary in order to protect the fundamental rights as much as possible. In order to achieve the same goal, rights constitutionalism requires citizens to observe the prescriptions of authorities and to delegate them the safeguard of their rights. In this way the chances of justifying a state of exception or a right of resistance are reduced but not completely eradicated. In order to restore a condition in which the fundamental rights are overall guaranteed, it may in fact be claimed in favour of the authorities the exceptional right to violate the limits to their own powers, or against a legally established authority the exceptional right to overthrow it.
The paper explores the relationship between information, creativity and innovation focusing on libraries (especially school libraries) and highlighting their role in supporting creativity and key competences for the 21st century. Creativity is the outcome of a learning process that requires a large amount of information. In the dynamic path from creativity to economic growth, innovation is a necessary condition, central to the economy and the social development. Libraries contribute to creativity and to the development of innovative procedures thanks to the pluralism they assure: they are an environment and a key tool for an effective education to information and awareness. The school library, as a result of three basic elements – staff, spaces and collections – has a specific educational and pedagogical role. Together with the school it belongs to, it aims at raising informed citizens able to take an active part in society. These skills are also detectable in the three main categories defined by the OECD, and in the eight key competences for the 21st Century established by the European Union. The introduction of the eight key competences in the Italian school curriculum has so far paid a particular attention to the digital ones, but the contribution of the library is ignored. During such a crucial developmental phase for children and young people, school library services of good quality are to be provided to pupils (and the school community). The school library should be a welcoming environment that stimulates curiosity and interests and communicates warmth, comfort, variety and functionality in order to establish that "third space" where the curricular knowledge meets and merges with the knowledge of which students are carriers, enhancing the personal knowledge and divergent thinking. In order to abridge the social gap and foster inclusion and innovation, more investments should be put – even in hard times like the current ones – in the school library (especially in governmental schools) because the education of young people affects the future of society. ; L'intervento esplora il complesso rapporto tra informazioni, creatività e innovazione soffermandosi sulle biblioteche – in particolar modo quelle scolastiche – per evidenziarne il ruolo a sostegno della creatività e delle competenze giudicate essenziali per il 21° secolo. La creatività è il risultato di un processo di apprendimento che richiede una grande quantità di informazioni e, nel percorso dinamico che va dalla creatività alla crescita economica, l'innovazione è inserita quale condizione necessaria e centrale per l'economia e lo sviluppo sociale. Garantendo il pluralismo, le biblioteche contribuiscono alla creatività e allo sviluppo e costituiscono un ambiente e uno strumento essenziale per un'efficace educazione all'informazione e alla responsabilità. La biblioteca scolastica, intesa come insieme di tre elementi base – personale, spazi, collezioni – ha un compito prevalentemente educativo e pedagogico poiché, assieme alla scuola di cui fa parte, mira a formare cittadini informati e in grado di partecipare attivamente alla società. Queste competenze sono rintracciabili anche nelle tre categorie indicate dall'OECD (Organizzazione per la cooperazione e lo sviluppo economico) e nelle otto competenze chiave per il 21° secolo individuate dall'Unione Europea. Di queste otto competenze chiave, nel curriculum scolastico italiano hanno ricevuto particolare attenzione soprattutto quelle digitali, ma è stato ignorato il potenziale apporto strategico della biblioteca. In una fase così cruciale dello sviluppo dei bambini e dei ragazzi è necessario invece assicurare agli allievi (e a tutta la comunità scolastica) servizi bibliotecari scolastici di qualità, erogati in ambienti capaci di stimolare curiosità e interessi, di comunicare accoglienza, agio e funzionalità, e di costituire quel "terzo spazio" in cui il sapere curricolare incontra e si fonde con il sapere di cui gli allievi sono portatori, secondo un sistema di apprendimento che valorizza i saperi personali e il pensiero divergente.Anche in tempi di ristrettezze come quelli attuali, per evitare il divaricarsi della forbice sociale e sostenere l'inclusione e l'innovazione si dovrebbe investire di più nella biblioteca scolastica, particolarmente nella scuola pubblica, perché la formazione dei giovani influisce sul futuro della società.
The extremism of individualism, uncontrolled globalization, social-economic inequality and the informative overdose which we continually come across, have lead to a crisis of political representation which has given birth to an uncontrolled spreading of populism and royalism which has resulted in anti-systemic methods which generate a condition of the pulverization of society. It is important to say that the democratic Ethos as it is understood is a real cultural fact which goes beyond the political sphere alone. Here we find the intense role of the school which, being an intentionally formative agency, has to take on the job of implementing and spreading education towards and for democracy To this end, the European Council deems citizenship education fundamental when it comprises the four Cs of learning: critical thinking, creativity, communication and collaboration. It is therefore necessary to look towards the realization of formative routes founded on didactic models which aim at the acquisition of knowledge and essential abilities, learning towards the reaching of those basic competences which allow a person to become an active citizen with a wide and transversal dimension able to understand, evaluate and make decisions in a selfmade, critical, responsible and solidarity way. ; L'estremizzazione dell'individualismo, la globalizzazione incontrollata, le di-seguaglianze socio-economiche e l'overdose informativa a cui siamo sotto-posti continuamente hanno condotto ad una crisi della rappresentanza politica sfociata nella diffusione incontrollata di populismi e sovranismi che si affermano come metodi antisistema che generano una condizione di pol-verizzazione della società. Diventa cogente affermare il senso dell'Ethos democratico inteso come vero e proprio fatto culturale che travalica la sola sfera politica. Entra in campo prepotentemente il ruolo della scuola che, in quanto agenzia intenzionalmente formativa, deve assumere il compito di im-plementare e diffondere l'educazione alla e per la democrazia. Das Schulregister des Kultusministeriums MIUR verzeichnet, dass mehr als jede/r zehnte aller Schüler/innen in Italien keine italienische Staatsbürgerschaft hat, obwohl sie mehrheitlich dort geboren wurden. Zahlreiche Erhebungen weisen für sie im Vergleich zu den italienischen Mitschülern/innen geringere Italienischkenntnisse und weniger schulischen Erfolg auf. Innerhalb dieser explorativen Feldforschung haben Einzelinterviews mit 121 Schülern/innen (5.-8. Klasse) in Turiner Schulen und mit 26 Eltern, sowie die Auswertung von 141 an 27 Italienisch- und Herkunftsprachlehrer/innen verteilten Fragebögen ergeben, dass viele Schüler/innen "zweisprachige Natives" sind, da sie mit Italienisch und einer anderen Sprache aufwachsen. Dieser Polyglottismus, den die Interviewten sehr positiv bewerteten, findet jedoch in der Schulpraxis keine Entsprechung: Gezielte Förderung im Italienischen und der Unterricht der Familiensprache sind meist Wunschdenken. In der Kohorte haben die Schüler/innen mit den besten Italienischkenntnissen einen italophonen Elternteil bzw. kamen im Vorschulalter nach Italien und besuchten dort den Kindergarten. Dagegen sind, wie auch bei den INVALSI-Tests, die in Italien geborenen und die dann die Krippe besuchten, leicht benachteiligt. Was die Familiensprache angeht, verbessert ihr Erlernen die Kompetenzen darin, ohne dem Italienischen zu schaden: Im Gegenteil. Diese Ergebnisse bestätigen die wichtige Rolle der "anderen" Sprache für einen gelungen Spracherwerb. Das MIUR sollte also sein Schulregister mit Sprachdaten ergänzen, um die Curricula im Sinn der EU-Vorgaben umzuschreiben und den sprachlich heterogenen Klassen gezielte Ressourcen und definierte Vorgehensweisen zur Verfügung zu stellen. Mit geringeren Mitteln, im Vergleich zu den jetzigen Kosten für Herunterstufung, Klassenwiederholung und Schulabbruch würde man Schulerfolg, Chancengerechtigkeit und Mehrsprachigkeit fördern, mit positiven Folgen für den Einzelnen sowie für die Volkswirtschaft. ; The Italian Ministry of Education (MIUR) student register records that today in Italy more than one out of ten students is not an Italian citizen, although the majority of them were born there. Several statistical surveys indicate that "foreign" students, when compared to native students, show a poorer performance in Italian and in academic achievement. This exploratory fieldwork carried out in schools in Turin (5th to 8th grade) analyzed data obtained through semi-structured interviews with 121 students and 26 parents as well as 141 questionnaires filled in by 27 teachers of Italian and family language. It showed that many students are "bilingual natives", as they grow up acquiring both Italian and another language; however, despite the fact that the interviewees rate polyglottism positively, schools don't usually offer targeted support in either language. Within the cohort the broadest range of competences in Italian are found first among those with an Italian-speaking parent, then among those who arrived in Italy at pre-school age attending kindergarten there; this latter group shows higher competences than those born in Italy attending nursery there, as also in the INVALSI tests. As far as family language is concerned, data illustrate that its teaching increases its competences without affecting those in Italian: quite the opposite in fact. These results confirm the remarkable role played by the "other" language in successful language education. MIUR is therefore called upon to include also linguistic data in its student register, so as to redefine its curricula according to EU Guidelines, and to identify specific procedures and resources for multilingual classes. This new policy would reduce the current cost of placing students in a lower grade, grade retention and drop-outs, and would promote school success, equal opportunities and multilingualism, with positive consequences both for the individuals and for the national economy. ; L'anagrafe studenti del MIUR registra come oggi in Italia più di uno studente su dieci non è cittadino italiano, pur essendo la maggioranza di loro nata in questo paese. Numerose indagini statistiche mostrano come gli allievi "stranieri" presentino, rispetto a quelli italiani, ridotte competenze in italiano e minore successo scolastico. Questa ricerca esplorativa svolta in alcune scuole di Torino (V elementare-III media) ha analizzato dati ottenuti tramite interviste semi-strutturate a 121 studenti e 26 genitori e 141 questionari compilati da 27 insegnanti di italiano e di lingua di famiglia. Da essa è emerso che molti studenti sono "nativi bilingui", poiché crescono usando l'italiano e un'altra lingua. Questo poliglottismo, valutato dagli intervistati assai positivamente, non si rispecchia però nella prassi scolastica: un supporto mirato in italiano e l'insegnamento della lingua di famiglia sono di regola una chimera. All'interno del campione le più ampie competenze in italiano si trovano fra chi ha un genitore italofono e chi è arrivato in Italia in età prescolare frequentandovi la scuola materna; come constatato anche nei test INVALSI, chi è nato in Italia e vi ha frequentato l'asilo nido è leggermente svantaggiato. Rispetto alla lingua di famiglia risulta che il suo studio porta a migliori competenze in essa, senza nuocere all'italiano: anzi. Emerge quindi il ruolo significativo della lingua "altra" per un'educazione linguistica efficace. L'invito al MIUR è quindi di integrare la propria anagrafe con dati linguistici, così da ridefinire i propri curricula secondo le Linee Guida Comunitarie, individuando procedure e risorse specifiche per le classi multilingui. Con un investimento ridotto, paragonato con il costo attuale dato da retrocessioni, ripetenze e abbandono scolastico, si riuscirebbe a sostenere il successo scolastico, le pari opportunità e il plurilinguismo, con conseguenze positive per i singoli e per l'economia nazionale.
