İnsanlık tarihi boyunca hemen her toplumda yönetenler ve yönetilenler olmuştur. Yöneticilerin otoritesinin baskınlığı zamanla kendi muhaliflerini yaratmıştır. Yönetim biçiminin monarşi, oligarşi ya da demokrasi oluşu bu durumu değiştirmeye yetmemiştir. Tarihsel süreçte, çağdaş hukuk devleti düşüncesinin temelinde yatan insanın onurunun koşulsuz dokunulmazlığı ilkesi, çeşitli direniş biçimlerinin ortaya çıkmasına sebep olmuştur. Sivil itaatsizlik eylemi bu direniş biçimlerinden biridir fakat en belirgin özelliği her türlü şiddeti reddetmesidir. Sivil itaatsizlik; yönetimin, halkın çağrılarına kayıtsız kaldığı ve bireylerin tüm yasal yolları tükettiği noktada başvurulan bir eylem türüdür. Yönetimlerde; ahlak ile yasallık, vicdan ile anayasa arasında kalınan durumlar ortaya çıktığında, sivil itaatsizlik eylemcisi kamuoyuna ahlaki ve vicdani bir çağrı yapmaktadır. Bu çalışmada sivil itaatsizlik kavramının tanımı, yöntemi ve özellikleri ayrıntılı biçimde ele alınmıştır. Sivil itaatsizliğin diğer eylem biçimlerinden farkı belirlenmiş ve hangi eylemlerin sivil itaatsizlik olarak adlandırılabileceği ortaya konmuştur. Farklı siyasal sistemlerde sivil itaatsizliğin politik anlamı, çeşitli siyaset bilimci ve düşünürlerin görüşleri bağlamında değerlendirilmiştir. ; Throughout human history, there have been rulers and large percentage of people ruled by that class in society. Dominance of the ruler"s authority has always created it"s own dissidents. The monarchy, the oligarchy or the democracy is not enough to change this situation. In the historical process, the principle of unconditional inviolability of the dignity of the human being underlying the idea of a contemporary state of law has created dissent and resistance in different ways. Civil disobedience is one of these forms of resistance, but it"s most prominent feature is the rejection of all forms of violence. Civil disobedience is a type of action taken at the point where the administration is indifferent to the calls of the people and the individuals exhaust all legal means. When there are situations between morality and legality, conscience and constitution, the civil disobedience activist makes a moral and conscientious appeal to the public. In this study, the definition, method and characteristics of the concept of civil disobedience are discussed in detail. The difference between civil disobedience and other forms of action has been determined and which actions could be called as civil disobedience is discussed. The political meaning of civil disobedience in different political systems has been evaluated in the context of the views of various political scientists and thinkers.

Günümüzde Sivil Toplum Kuruluşları, demokratikleşmenin başlıca sebebi olmasa da, demokrasinin temel taşı olarak görülmektedir. STK'ların, devlet ile arasında çift taraflı bir ilişki bulunması, başka bir deyişle, STK'lar, devletin demokrasisini daha şeffaf bir hale getirirken devletin de sivil toplum alanındaki örgütler arası güç dengesini koruması beklenmektedir. STK'lar, devlet ve toplum arasında çok yönlü bir köprü görevi görmektedir. Yurttaşların STK'lar aracılığıyla, savunuculuk faaliyetlerine ve dolayısıyla, demokratik yönetim sürecine katılmalarının toplumsal dengeye katkısı yadsınamaz. Özellikle savunu yapan sivil toplum kuruluşlarının, Doğası gereği toplumu sosyal refah açısından dönüştürme ve politika etkileme faaliyetlerine katılmaları söz konusudur. Bu noktada, sivil toplum kuruluşlarının da hak temelli savunuculuk kavramı hakkındaki anlayışları ve toplumdaki görev ve sorulumlulukları hakkındaki yaklaşımları önem kazanmaktadır. Bu nedenle, STK'ların, karar mekanizmasının en önemli bileşenlerinden biri olan yöneticilerin, hak temelli savunuculuk perspektifinden halkla ilişkiler algısının ne olduğu, iletişim politikasını doğrudan etkileyeceği için son derece önemlidir. Çalışmada, çocuk hakları alanında savunuculuk yapan yerel STK'ların yöneticilerinin, hak temellilik ve halkla ilişkiler algıları, derinlemesine görüşme yöntemiyle ölçülmüş ve betimsel olarak analiz edilmiştir. ; Today, non-governmental organizations are seen as the cornerstone of democracy, though not a leading cause of democratization. NGOs are expected to have a bilateral relationship with the state. in other words, they are expected to make the state's democracy more transparent, while the state is expected to maintain a balance of inter-organizational power in the field of civil society. NGOs act as a multidimensional bridge between the state and society. The social balance and transformation power cannot be denied. When advocacy activities are considered as the participation of citizens in the democratic management process through CSOs. Particularly the rights-based non-governmental organizations, by their nature, have the need to transform the society in favor of social welfare and influence policy. At this point, the perceptions of civil society organizations about rights-based advocacy and their duties and responsibilities in society gains importance. Therefore, the public relations perception from the perspective of rigts-based advocacy of the NGO managers, which is one of the most important component of the decision-making mechanism of the NGO, will directly affect the communication policy of the NGO. In this study, the perceptions of rights and public relations of the executives of local NGOs advocating in the field of children's rights were measured and analyzed descriptively through in-depth interviews.

Bu çalışmanın amacı, Türkiye'de yurttaşlık haklarının olgunlaşmasının, özellikle yazılı basındaki gelişmelere koşut bir paralellik gösterdiğinin irdelenmesidir. Betimleyici bir yaklaşımın sergilendiği çalışmanın başlangıç noktasını, Osmanlı'nın son dönemindeki Batılılaşma hareketleri ve basının üstlendiği misyon oluşturmuştur. Bu dönemde, yüzü Batı'ya dönük gazetecilerin yenileşme ve hak arayışları ön plana çıkarken; karşılaştıkları önemli engellemeler, sağlanan kazanımların sınırlılığına neden olmuştur. Bağımsızlık savaşı sonrasında kurulan Türkiye Cumhuriyeti döneminde ise, Batı'lı anlamda bir toplum projesi oluşturulmuştur. Bir yandan temel hak ve özgürlükler anayasal güvence altına alınırken; diğer yandan modern bir yurttaş profili gerçekleştirilmiştir. Bununla birlikte, dönemin gerek iç gerekse dış politikasındaki konjonktürel gelişmeler demokrasi fikrinin yaşama geçirilmesinde gecikmelere yol açmıştır. Özellikle bu dönemde, basından beklenilen işlev, kurulan yeni düzeni ve devrimleri desteklemesi ve bu konuda halkı bilinçlendirmesi olmuştur. Kuşkusuz bu dönemde, Cumhuriyet idealine muhalif olan basın üzerinde önemli kısıtlamalara gidilmiştir. Sonuç olarak çok partili siyasal hayata geçiş öncesindeki dönemin ele alındığı bu çalışmada, basının kimi zaman karşılaştığı sınırlamalara rağmen, yurttaşlık haklarının gelişiminde önemli ancak yeterli olmayan bir rol oynadığı vurgulanmıştır. ; Press is to be taken part in the gravity's center of the triangle of state-civil society- democracy that has been contributed directly to the development of citizenship rights in Turkey like western countries. The aim of this study, it is mentioned that the development of citizenship rights shows a conditioned parallellism towards the development of the written press. In the last period of the Ottoman's westernization movements and mission of the press have constituted the begin-ning point of this study that has been exhibited a descriptive approach. At this term, when jour-nalists whose faces became towards West, surpassed their modernization and right seeking, the limitations of the acquired rights were caused by the importance prohibitions. After Independence War and the Republician of Turkey was established, a social project was formed in Western context. Fundemental right and freedoms were taken by constitutional guaranty. And also, the profile of modern compatriot was constituted. However, the concept of democracy was constituted to be delayed by the conjuncturel developments about both internal and external pol-itics. Especially at this period, it was expected that the function of the press supported the estab-lishing, new deal and revolutions and also, educated to public about this subject. Definitely at this term, importance prohibitions on the press which was related to opposition of the ideal of republician, were constituted by the government. As a result of this study which was related to the term about before the plural political life, although the press was confronted with limitations from time to time, it played a significant role about the development of citizenship rights. But, this role did not become efficent for citizenship rights and democracy.

Bir kimsenin doğru olan bir şeyi yapması için belli bir hakka sahip olması gerekmez. Doğru olması, kişiye ihtiyaç duyduğu tüm yetkiyi verir. Ancak kişinin yapmaması gereken şeyi yapabilmesi için birtakım gerekçelere sahip olması gerekir. Antik Yunan'dan günümüze kadar adil olmayan yönetimlere karşı, kendilerine bunu yapmamaları gerektiğini söyleyen yasaları ihlal ederek, kişilere doğru olduklarına inandıkları şeyleri yapma şansını sağlayan şey sivil itaatsizlik kavramıdır. Bu tezde öncelikle sivil itaatsizliğin teorik kurucusu olarak kabul edilen Henry David Thoreau'nun görüşleri incelenmiştir. Bunun yanında sivil itaatsizliğin ne olduğu konusunda literatürde kesin bir fikir birliğine varılamamasından dolayı Thoreau'dan sonra geliştirilen farklı sivil itaatsizlik tanımlarına yer verilerek, sivil itaatsizliğin farklı bakış açılarına göre de değerlendirilmesi sağlanmıştır. Bir eylemin sivil itaatsizlik olması için gerekli unsurlar incelenerek sivil itaatsizliği, ahlaki ve siyasi gerekçelerle girişilen diğer eylemlerden ayıracak hususlar vurgulanmıştır. Son olarak sivil itaatsizliğin günümüz koşullarında neden ve nasıl gerçekleşeceğini göstermek için demokrasilerde sivil itaatsizliğin yeri ele alınmıştır. ; An individual doesn't have to have a certain right to do something that's right. It is the concept of civil disobedience that gives people the chance to do what they believe is right, against unjust governments from ancient Greece to the present day, by violating laws that tell them not to do it. In this thesis, first of all, the views of Henry David Thoreau, who is accepted as the theoretical founder of civil disobedience, were examined. The current political climate appears to create accentuated divisions among various incompatible world views. In a globalized world, faster dissemination of information is much faster via social media and other sources like has never experienced before. A local incident may rapidly turned into an international crisis. For instance, a civil war in Syria now has deeply impacted the politics and social structures of many counties around the world. In this social environment tacking with various types of violent extremism and radical popularism have become increasingly challenging. These radical worldviews may be manifested in either end of the political spectrum, namely right or left, based on ethnicity or exploitation of religion. Following the terror attacks of 9/11 security services and public have focused on the threat posed by terrorist groups such as DAESH and Al-Qaeda. However, threats of violence also remain significant in the case of violent extreme right as well as left group. Challenges in tackling violent right-wind extremism is a complicated matter as they may not be seen as a significant security threat in the west. For example, despite a number of terror attacks carried by right supremacists in the USA, this group has not been listed as a terror group by the state. Also, the terror suspects are more likely to be described as mentally disturbed and disgruntled people should they be white. In other to counter violent extremism, whether based on ideology, ethnicity, or exploitation of religion, we need to systematically examine the root cause of such violent tendencies. In this regard, rising radical right popularism in the West calls for a comprehensive examination of this social movement.
