Ausgehend von zwei Möglichkeiten, die Civil Society zu zerstören (einerseits durch den Abbau sozialer Organisationen und Institutionen, andererseits durch die Aufhebung der Rechte des Volkes) wird in dem Beitrag nach dem Aufbau der Civil Society im Europa von heute gefragt: Wie kann eine Civil Society in Ländern geschaffen werden, wo sie vernichtet wurde oder noch nie bestanden hat? Wie gelang dies in Westdeutschland nach dem Krieg? Was geschah in Spanien nach Franco? Wie sind die Erfolgsaussichten in Polen oder Ungarn? Gibt es Gefährdungen der Civil Society in Westeuropa? Das Problem der Civil Society im Westen wird als ein soziales Problem identifiziert. Als ungleich komplizierter werden die Probleme der Übergangsprozesse beispielsweise in Osteuropa bezeichnet. Die Analysen führen zu dem Ergebnis, daß eine freiheitliche Verfassung sich nur dann am Leben erhalten kann, wenn die Demokratie fest in einer Civil Society verankert ist, wobei Civil Society mehr ist als das in der Verfassung enthaltene Versprechen staatsbürgerlicher Rechte. Der Beitrag setzt sich mit dem Begriff der Civil Society und seiner Renaissance auseinander. Die verschiedenen theoretischen Ansätze und Bedeutungen von Civil Society werden aufgezeigt. Drei Bedeutungen werden identifiziert und genauer betrachtet: (1) In einem allgemeinen Sinn gibt es Civil Society dort, wo es freie Vereinigungen gibt, die nicht von der Staatsmacht bevormundet werden. (2) Im engeren Sinn gibt es Civil Society nur dort, wo die Gesellschaft als ganze sich durch Vereinigungen, die nicht von der Staatsmacht bevormundet werden, strukturieren und ihre Handlungen koordinieren kann. (3) Alternativ und ergänzend zur zweiten Bedeutung wird von Civil Society immer dort gesprochen, wo die Gesamtheit der Vereinigungen den Gang der staatlichen Politik signifikant bestimmen oder modulieren kann. Zwei verschiedene Stränge der Civil Society, die zum Teil auch miteinander verbunden sind, finden sich bei Locke und Montesquieu. Ausgehend von diesen Erkenntnissen wird gefragt, ob im Westen tatsächlich eine funktionierende, unabhängige Civil Society existiert. Es wird deutlich, daß beide Stränge einbezogen werden müssen. The article is aimed at providing arguments in favor of the vital role of civil society in the institutional infrastructure of socio-economic development. Civil society is explored both as a social phenomenon and as a theoretical concept. Civilization-based and formation-based characteristics underlying forms and contents of civil society in different countries are highlighted. Some conclusions regarding the future prospects of civil society development in Russia and around the world are suggested.

Burma's leaders and the people themselves need to understand that people are the essential element for building a nation. Without contributions and cooperation from people, change cannot happen. For our country to develop, we need an informed and engaged citizenry. Citizens also need to have the skill, knowledge, and freedom to question those in power -- and to do so publicly, without fear. Abstract
Both the concept and the issue of civil society is a matter of dispute in respect of theory and practice alike. The present paper has a triple ambition: outlining the history of ideas behind the concept, providing an interpretation, and carrying out a distinct analysis of the processes characteristic of the East-Central European region. Owing to the unrealistic expectations formed around the concept, mystification poses a great danger to present-day civil society. In what follows, we will analyse the dilemmas evolved around the issue of civil society.

Die Untersuchung der palästinensischen gesellschaftlichen Vereinigungen in den besetzten Gebieten unter dem Aspekt des Verhältnisses zueinander und zur PLO als "parastaatlichem" Gebilde sowie der Rolle des Islams führt zu der Einschätzung, daß sie in ihrer Gesamtheit als "civil society" das Fundament eines künftigen palästinensischen Staates bilden könnten. Just as domestic civil society is widely regarded as serving the greater common good of a national democratic political community, global civil society is also promoted as a vehicle through which a host of humanity's ills may be remedied. This article argues that the pinning of such high hopes on global civil society is mistaken, for its proponents have failed to recognise that global civil society is insufficiently analogous to domestic civil society for it to be a similarly positive force. At the national level, civil society functions in a balanced interdependence with the state. At the global level there is no equivalent of the state to provide the necessary scrutiny and regulation that at the national level prevents constituents of domestic civil society from committing injustices.
