Um die Beziehungen zwischen Konfuzianismus und Civil Society zu analysieren, wird in dem Beitrag zunächst einmal auf begriffliche Schwierigkeiten hingewiesen: Den Begriff "Civil Society" gibt es im Chinesischen nicht; ebensowenig können chinesische Begriffe einfach mit "bürgerlich" übersetzt werden. Es wird herausgearbeitet, in welchen konfuzianischen Elementen zivile Tugenden auftauchen bzw. enthalten sind. Dabei wird festgestellt, daß in den Sprüchen des Konfuzius implizit eine Pyramide staatlicher Macht unterstellt wird. Vor diesem Hintergrund wird die konfuzianische Denkweise erläutert. Es wird gezeigt, daß die Haltung des Konfuzius fast ausnahmslos die einer Sympathie mit dem einfachen Volk ist, während er dem Herrscher gegenüber als Mahner auftritt. Die Verantwortung für die Welt wird dem Herrscher zugeschrieben. Der zentrale konfuzianische Begriff der Selbstkultivierung wird beschrieben. Bei der Analyse der Civil Society im China von heute wird festgestellt, daß etwas von der chinesischen Zivilität und Solidarität die Katastrophen der Befreiung und der Kulturrevolution überdauert hat. Just as domestic civil society is widely regarded as serving the greater common good of a national democratic political community, global civil society is also promoted as a vehicle through which a host of humanity's ills may be remedied. This article argues that the pinning of such high hopes on global civil society is mistaken, for its proponents have failed to recognise that global civil society is insufficiently analogous to domestic civil society for it to be a similarly positive force. At the national level, civil society functions in a balanced interdependence with the state. At the global level there is no equivalent of the state to provide the necessary scrutiny and regulation that at the national level prevents constituents of domestic civil society from committing injustices.

The European Union (EU) has clearly made a difference for Civil Society Organizations (CSOs). EU officials and European political entrepreneurs have been crucial in the promotion of funding and access opportunities, but they have been proven to have little capacity to create CSOs from scratch or to use CSOs too bluntly for their own purposes. This book brings Europeanization studies closer to society by providing a sociologically-informed analysis, which challenges current assumptions and highlights neglected areas of study. It also addresses many of the methodological challenges in the empirical study of the Europeanization of interest groups, including a comparative analysis over a long time period. The book provides a comparison across three countries, France, UK and Spain, and two policy sectors, international solidarity and social CSOs.

'Democracy', though acceptable as a shorthand term for participatory and accountable government, carries with it a model which is less useful than the one suggested by 'civil society'. In previous situations of liberation from right-wing dictatorships, civil society was a question of strengthening something that already existed. Not so in the to date unique situation faced during the collapse of left dictatorships in Eastern Europe. Islamic society may yet face similar problems. (SJK)
