Seit den späten 1970er Jahren hat eine Welle von Reformen die öffentliche Verwaltung in Ländern aller Erdteile tiefgreifend verändert. Unter dem Schlagwort New Public Management (NPM) führen staatliche Organisationen unternehmerische und marktwirtschaftliche Elemente in ihre Planungs-, Steuerungs-, Leistungs- und Kontrollabläufe ein. Die Reformen zielen vor allem auf die Steigerung der Effizienz und der Effektivität staatlichen Handelns ab und reichen von der Ausrichtung der Organisationen auf neue strategische Grundsätze (Kunden-, Output-, Wettbewerbs-, Qualitätsorientierung) bis zu konkret-technischen Neuerungen, die sich aus dieser Neuausrichtung ableiten (E-Government, Umstellung von kameralem auf doppisches Rechnungswesen, leistungsorientierte Bezahlung des Personals usw.). In Lateinamerika setzte die Reformwelle Ende der 1980er Jahre ein. Es drängt sich jedoch die Frage auf, ob NPM in Ländern wie den lateinamerikanischen, in denen die Bürokratie im Sinne Max Webers nie real existiert hat, überhaupt sinnvoll und erfolgreich sein kann. Dies wird in der vorliegenden Arbeit sowohl überblicksartig für Lateinamerika, als auch detailliert anhand des Länderfalls Mexiko untersucht. Im Mittelpunkt der Analyse zu Mexiko steht dabei ein gesellschaftliches und politisches Phänomen, das als eines der zentralen Legitimitäts-, Effektivitäts- und Effizienzdefizite staatlichen Handelns in jenem Land gilt: der Klientelismus. Bei der Beurteilung der Sinnhaftigkeit und des Erfolgs von NPM-Reformen in lateinamerikanischen Ländern ist zu berücksichtigen, dass dort neben der angestrebten Effizienz- und Leistungssteigerung immer auch die Vertiefung der Demokratie zu den Zielen der NPM-Verfechter gehört. Diese demokratieorientierte Zielsetzung von NPM haben die lateinamerikanischen Regierungen selbst explizit formuliert: 1998 veröffentlichten sie eine Art Manifest mit einem starken Bekenntnis zu NPM; darin heißt es unter anderem, NPM habe 'a direct impact on the consolidation of democracy.' Die Resultate der NPM-Reformen in Lateinamerika müssen sich folglich auch an dieser demokratiebezogenen Zielsetzung messen lassen. Die gegenseitige Beeinflussung von NPM und (defekter) Demokratie in Lateinamerika ist Gegenstand dieser Arbeit. Die zentrale These lautet, dass das Wechselverhältnis von NPM und Demokratie in Lateinamerika stark durch die Existenz informeller Institutionen wie des Klientelismus geprägt ist.

The aim of this study is to understand the effects of traditional and long-term group relations on elections in modern society. It focuses on intermediary actors who exert a great influence on the formation of political opinions in everyday life as well as in election campaigns. Based on the case of South Korea, the functions and forms of intermediary actors are examined. The questions are as follows: To what extent do previous and long-term institutions have a lasting influence on elections? Who are the intermediary actors involved in the process of democratization? How do old and new intermediary actors interact? In the first step, this study identifies three types of intermediary actors behind the scene of democratic elections in South Korea: (1) clientelistic networks, (2) civil society organizations, and (3) politician fan clubs. In the second step, it outlines four fields of interaction between them.

Every major paradigm in the social sciences since the 1950s has offered its own explanation for the varying incidence of party patronage & political clientelism in modern democracies. Today the two main contenders are (RC-based) positive political economy & historical institutionalism. Positive political economy emphasizes the crucial importance of effective political competition as a control device against the ever-present temptation for politicians to use "improper political practices" like patronage or clientelism. Historical institutionalism highlights the importance of formative moments in the history of mass democratization & party formation. The article argues that both approaches suffer from considerable weaknesses. The article proposes a modified historical-institutionalist explanation, which emphasizes the importance of state formation rather than party formation & which explains varying degrees & different forms of political patronage in Europe with different paths of modern state-building. 3 Tables, 1 Illustration, 1 Appendix, 73 References. The phenomena of post-socialist informality, such as the shadow economy, clientelism or corruption, resulted from the specific structures & means of functioning that arose in socialist socialization. Analysis of the Soviet Union shows that socialist society functioned along the lines of a decentralized centralization of economic & social activities. This emerged as unofficial networks of relations within the complex hierarchies of the party-state apparatus formed. Griechenland wurde in den letzten sechs Jahren zum Symbol der Wirtschaftskrise in Europa. Was aber hat Griechenland zu dieser tiefen wirtschaftlichen bzw. sozialen Krise geführt? Die vorliegende Masterarbeit untersucht die Folgen des Beitritts Griechenlands zur europäischen Wirtschafts- und Währungsunion im Jahr 2001. Die zentrale Frage befasst sich mit dem Zusammenhang der Einführung des Euros und dem Ausmaß der Korruption sowie deren Auswirkung auf den Wandel der sozialen Schichtung. Die Probleme der Korruption und des Klientelismus wurden anhand ausgewählter griechischer, deutscher und englischer Literatur theoretisch dargestellt und anhand von Sekundäranalysen mittels Daten bereits durchgeführter Studien sowie eigener Berechnungen in Beziehung gesetzt.Ein kurzer historischer Rückblick auf die griechische politische Kultur seit der Gründung des Staates im Jahr 1830 wird als Ausgangspunkt genommen. Nach der Beschreibung des politischen Parteiensystems werden die Begriffe "Korruption" und "Klientelismus" dargestellt und soziologisch reflektiert. Im empirischen Teil der vorliegenden Arbeit wird der Frage nachgegangen, wie sich die politische und bürokratische Korruption unter dem Einfluss des Euros auf die Landwirtschaft, die Industrie, die EU-Subventionen bzw. die staatliche Verschuldung, des privaten Konsums und schließlich auf die griechische Gesellschaft auswirkten.Anhand der Sekundäranalyse konnte verifiziert werden, dass die Einführung des Euros zur aktuellen wirtschaftlichen und sozialen Krise des Landes beigetragen hat und die Korruption und der Klientelismus dadurch verstärkt wurden. Allerdings ist festzuhalten, dass einen wesentlichen Grund für den Wandel der griechischen Gesellschaft die Transformation von einer Agrargesellschaft zu einer Dienstleistungsgesellschaft darstellt. Dies passierte allerdings bereits vor der Einführung des Euros. ; Greece became during the last six years symbol of economic crisis in Europe. What has Greece led, however, to this deep economic or rather social crisis? This master thesis examines the effects of the entry of Greece to European Economic and Monetary Union in 2001. The central question deals with the connection of the introduction of Euro and the magnitude of corruption as well as their effect on the Greek social structure. The problems of corruption and clientelism were posed theoretically according to well-chosen Greek, German and English literature. Furthermore these were put on the basis of secondary analysis of already conducted studies and personal calculations grounded on these data.A short historical review on the Greek political culture since the foundation of the state in 1830 is taken as a starting point. Subsequently the concepts "corruption" and "clientelism" are shown and sociological reflected, followed by an analytical review of Greek political party system. In the empirical part of the present work political and bureaucratic corruption are inquired under the influence of Euro on agriculture, industry, EU subsidies, private consumption and Greek society. After the secondary analysis could be verified that the introduction of Euro contributed to the current economic and social crisis in Greece. Corruption and clientelism were thereby strengthened. It was only when domination was no longer seen as legitimising private appropriation that "corruption" and "political scandal" became topics of political debate. The constitution of the modern (bourgeois) state separated the competition for power from the competition for profit or for means of living. Only then became the concept of "public service" a structural element of the political system. Today we observe new forms of clientelism, i.e. the furthering of one's interests through personal connections, a new culture of privileges for the political class and systemic corruption in many branches of the state apparatus. These developments have been furthered by the dynamics of modern mass parties, especially their alimentation through the state, by dense administrative regulation and by the transformation of the political culture in post-bourgeois nation-states.
