The article presents a meta-analysis of academic articles using the European Social Survey Climate Change module. It summarises the key individual and country-level factors that shape climate beliefs, behaviours, and policy support, aiming to mitigate the problem of the fragmentation of findings when informing policymakers. The results, depicted in a heuristic model, underscore the significance of awareness, trust, and socio-political contexts, illustrating the intricate interplay of climate change beliefs, emotional engagement and policy preferences. By consolidating the scattered research through a meta-analytical approach, the study efficiently identifies key obstacles encountered by European decision-makers while implementing climate mitigation measures and policies. Abstract. The purpose of the article is to open up epistemological space for revitalising the idea of democratic economic planning as a viable alternative vision. It argues that a proper development of the idea must be preceded by a comprehensive critical interrogation of a hegemonic multidimensional ideological mystification of capitalism and its markets. By utilizing Marxist and eco-socialist insights the article identifies and analyses several central ideological mystifications that enact an epistemic closure. These range from the obfuscation of capitalism's role in creating the climate crisis as an inherently unsustainable system, to the mystification of its non-evolutionary origins, to the obfuscation of the role economic planning plays in contemporary capitalism, to the mystification of markets as ideal spaces of freedom and innovation obfuscating the ever present market-related oppression, exploitation and environmental devastation, and to silencing concrete historical examples of democratic economic planning such as project Cybersyn that should serve as an inspiration for imagining an alternative order. Ta brošura predstavlja primere dobrih praks sodelovanja pri prilagajanju podnebnim spremembam v Alpskem prostoru. Namenjena je predvsem zainteresiranim akterjem iz javne uprave in organizacijam civilne družbe, zlasti na lokalni in regionalni ravni. Primeri naj bi navdihnili zasnovo in izvajanje različnih oblik sodelovanja in ponudili namige za uspešno izvajanje. V publikaciji so predstavljeni rezultati projekta "GoApply – Multidimensional Governance of Climate Change Adaptation in Policy Making and Practice", ki ga podpira EU program Območje Alp.
Članek predstavlja ugotovitve raziskave o odnosu javnosti do obnovljivih virov energije – OVE (SJM 2019/1) in jih postavlja v kontekst mednarodne primerjave stališč o podnebnih spremembah, kot se kažejo iz podatkov Evropske družboslovne raziskave ESS 2016 (modul: Climate Change). Rezultati kažejo na splošno visoko stopnjo soglašanja javnosti s podnebno paradigmo, pri konkretnejših okoljskih ukrepih pa je (tudi evropsko) javno mnenje nekoliko bolj zadržano. Podobne ugotovitve najdemo v študiji OVE. Ta pokaže izrazito favoriziranje vetrnega in sončnega scenarija, ki sta s stališča javnosti podrobneje predstavljena s prednostmi in slabostmi. Pri obravnavi konkretne prostorske umestitve pa se kaže, kako javnomnenjski razmislek počasi drsi iz polja okoljske v polje ekonomske, tržne miselnosti. Primerjalna analiza podatkov ESS kaže podobno sliko, še posebej, ko opazujemo razlike med okoljsko razvitejšimi zahodnoevropskimi in nordijskimi državami ter državami srednje in vzhodne Evrope. Avtorja v zaključku poudarita, da okoljska transformacija (tudi z implementacijo OVE) ne bo uspešna brez širše družbene transformacije, ki bo zagotovila pravično porazdelitev koristi in tveganj. V okviru aktualnih procesov v mednarodni skupnosti je mogoče opaziti večje poudarjanje vloge nedržavnih akterjev v tradicionalnih državocentričnih oblikah vladanja. Aktivnosti slednjih so zaznane na področju problematike, povezane z oskrbo z globalnimi okoljskimi dobrinami. Magistrsko delo poskuša ovrednotiti vlogo nedržavnih akterjev, natančneje mednarodnih nevladnih okoljskih organizacij (MNVOO) v okviru mednarodnih okoljskih režimov, saj lahko aktivnosti MNVOO kritično vplivajo na učinkovito delovanje režimov samih. Predmet proučevanja je vpliv MNVOO v državocentričnih mednarodnih okoljskih režimih, primarni cilj pa je ovrednotenje vpliva MNVOO na spremembe v teh režimih. Vplive MNVOO bomo ovrednotili skozi zrcalo treh teoretskih perspektiv mednarodnih režimov. S podrobnejšo analizo Evropske unije kot pomembnega akterja mednarodnega režima za boj proti podnebnim spremembam, konkretno njenega sistema za trgovanje z emisijami (EU ETS), – in s to analizo povezanimi odzivi evropskih MNVOO na delovanje EU ETS – bomo dosegali cilj magistrskega dela. Ugotovitve pokažejo, da je vloga MNVOO v fazi oblikovanja mednarodnih okoljskih režimov manj pomembna kot v fazi implementacije. Realizem se pokaže kot najprimernejša teoretska perspektiva v fazi oblikovanja mednarodnih okoljskih režimov, saj ti kažejo posledice strukturnega izražanja moči med državami. Ker liberalizem poudarja pomen večjega vključevanja nevladnih akterjev v fazi implementacije mednarodnih režimov, se ta teoretska perspektiva izkaže kot najbolj primerna za obravnavo izbranega mednarodnega okoljskega režima. Liberalizmu se pridruži šibkejši kognitivizem, saj temelji na medsebojnem učenju ter delitvi informacij. ; Within the current processes of the contemporary international community, academic research observes a greater emphasis being placed on the role of international non-state actors in generally state-centered forms of governance. Their activities are manifested in the field of problems related to the supply of global environmental goods. This master's thesis aims to evaluate the role of non-state actors, (i.e. environmental non-governmental organizations (ENGOs)) in internationalenvironmental regimes (IERs), as ENGOs' activities can significantly contribute to a more effective operation of IERs. Thesis seeks to examine the impact of ENGOs on IERs, whereby its primary goal is to assess the actual ENGOs' influence on changes within state-centric IERs. ENGOs influence will be evaluated through the lens of three theoretical perspectives on international regimes. The set goal will be achived through detailed analysis of the European Union – and its emissions trading system (EU ETS), respectively – as one of the leading players within the international climate change regime – and through associated response of European ENGOs on EU ETS. Thesis shows that ENGOs play greater role at the IERs implementation phase in comparison to IERs formation phase. Realism proves to be the most applicable theoretical perspective at the IERs formation phase, as newly established IERs demonstrate structural power relations between the states. Placing greater emphasis on the ENGOs involvement at the IERs implementation phase, liberalism attests to be the most suitable theoretical perspective for this master's thesis case study. Being based on mutual learning and information sharing, liberalism is joined by weak cognitivism.
Zadnje desetletje se veliko govori o ogroženosti našega planeta, ki je zaradi vse hitrejšega razvoja industrij in čedalje večje gostote prometa posledica onesnaževanja okolja. Zaradi tega se dandanes srečujemo z enim izmed glavnih okoljskih izzivov, podnebnimi spremembami. Vemo, da onesnaževanje povzročajo vse oblike transporta, a vendar smo se v nalogi omejili samo na cestni promet. In kako bi rešili ta problem? Seveda z uporabo okolju prijaznih vozil. A vendar se tukaj potem srečamo z drugim problemom, kako kupca prepričati v takšen nakup. Zato se bomo v magistrski nalogi osredotočili na dejavnike, ki vplivajo na odločitve o nakupu okolju prijaznih vozil. Reševanja, kako bi kupca pripravili za nakup okolju prijaznega vozila, smo se lotili s spletno anketo (glede različnih okoljskih vprašanj ter nefinančnih in finančnih vidikov). Ker smo želeli videti, kako razmišljajo ljudje izven Slovenije, smo si izbrali dve državi ‒ Španijo in Poljsko (z različnih koncev Evrope). V naši spletni anketi je sodelovalo okoli 350 anketirancev v vsaki državi. Na podlagi okoljskih vprašanj smo anketirance razdelili v tri skupine, kar je bilo zelo smiselno, saj smo tako prišli do njihovih mnenj o okolju in okolju prijaznih vozilih. ; Last decade, there is a lot of talking about the endangerment of our planet due to faster industry development and heavy traffic pollution. Regarding the pollution problem, today we are facing one of the main environment challenges – climate changes. We know, that all kinds of transport causes the pollution, but we nevertheless limited only to road traffic. And how to solve this problem? With use of environmentally friendly vehicles. But again there is another problem, how to convince a consumer to buy that kind of vehicle. That is why we focused on factors that influence on decisions of buying eco-friendly vehicles in our paper work. For solving the problem regarding the decision of buying eco-friendly vehicle, we used a web survey. It contained several different environmental questions and none financial and financial point of views. We wanted to see how people outside of Slovenia are thinking, so we have chosen two countries from different parts of Europe, Spain and Poland. In our web survey, there were about 350 people questioned from each country. Regarding the environmental questions, we divided the interviewees into three groups. That is how we got their opinion about environment and eco-friendly vehicles.
Sub-Saharan Africa is a very diverse region with extensive natural wealth, great human potential, and a rich history. However, the majority of its countries are among the poorest in the world and about half of its 800 million inhabitants live in extreme poverty. Sub-Saharan Africa produces only 1.5% of the world's GDP and its share in world trade has fallen from 6% in 1980 to 2% today. The region's exports remain dominated by primary goods (fuels, ores, and agricultural products). The roots of the region's economic weakness lie variously in the past colonial relationships with European countries and in unjust global trade patterns as well as in misuse of power by ruling political elites in the post-independence era. Numerous civil wars and other conflicts have fragmented the sub-Saharan countries into many factions and parties fighting for domination. The region is lagging behind developed countries because of corruption, lack of infrastructure, weakness of its institutions, heavy indebtedness, lack of education and health services, and unfavorable natural conditions, among other factors. Subsistence agriculture is the source of livelihood for most Africans. Nevertheless, average yields per hectare are low and heavily dependent on climatic conditions. Compared to urban areas (except for slums), people living in rural areas have worse infrastructure and are further from achieving the UN's Millennium Development Goals. The recent increase in food prices is threatening the limited progress in reducing hunger and malnutrition (28% of children under age five are underweight and particularly vulnerable to infectious diseases). Little progress has been made in reducing child and maternal mortality; mortality rates remain the highest in the world. In the previous decade, life expectancy in sub-Saharan countries has fallen due to the spread of HIV/AIDS and it still remains below fifty. In addition, many negative socioeconomic effects are the result of malaria, which kills approximately one million people every year, 91% of whom live in sub-Saharan Africa. In order to promote gender equality and empower women, education is of vital importance. Compared to other (especially developed) regions, school enrollment rates are considerably lower and dropout rates considerably higher, particularly for girls. The majority of countries in subSaharan Africa will not be able to achieve their educational goals by 2015. Despite the fact that the region is not exceeding the carrying capacities of its environment (as measured by its ecological footprint), environmental problems in some areas are severe. Deforestation, desertification, coral bleaching, negative effects of climate changes (sea level rise, reduced freshwater availability, extreme weather events, etc.), loss of biodiversity, and soil degradation are the most worrying. Population growth is exacerbating these environmental problems and is making it more difficult to achieve a higher standard of living for all. Owing to the complexity of developmental problems, sub-Saharan Africa will have to use its own resources very wisely and make the most of development aid from developed countries.
Izgorevanje fosilnih energentov negativno vpliva na naš planet in v veliki meri pripomore k negativnim spremembam našega okolja. Z namenom preprečitve teh sprememb se od devetdesetih let prejšnjega stoletja v svetu, tudi v političnem opredeljevanju, vse bolj krepi zavedanje, da je treba ukrepati in s tem namenom svetovne politike vse več pozornosti posvečajo uvajanju programov, s katerimi bi te spremembe preprečili oziroma jih vsaj omilili. Evropska unija ima pri aktivnostih varovanja okolja vodilno vlogo v svetu. Predvsem pa znotraj unije skrbi za uresničevanje zastavljenih ciljev varstva okolja in državam članicam nalaga obveze za izpolnjevanje skupnih ciljev in dopušča ukrepe, ki naj bi zagotovili izpolnitev zadanih ciljev. S tem namenom dopušča tudi izjeme od načelne prepovedi dodeljevanja državnih pomoči. Le te so dopustne le, če so skladne s pravili, ki opredeljujejo njihovo dodelitev, katera so v izključni pristojnosti Evropske komisije, in uresničujejo cilje skupnega interesa, kar skrb za varstvo okolja zagotovo je. Tako je, dodeljena skladno z enimi od takšnih pravil, to je s smernicami o državni pomoči za varstvo okolja in (energijo) , izjemoma dopustna tudi državna pomoč proizvajalcem, ki proizvajajo električno energijo iz obnovljivih virov, če je predhodno tudi potrjena s strani Evropske komisije. Takšna državna pomoč, je bila leta 2009 z Energetskim zakonom uveljavljena tudi v Republiki Sloveniji, kot podpora za električno energijo, proizvedeno iz obnovljivih virov v okviru podporne sheme. Uveljavitev podporne sheme je bila smiselna in predvsem potrebna z namenom spodbuditi potencialne investitorje k investicijam, ki bodo prispevale k razvoju oziroma povečanju deleža električne energije, proizvedene iz obnovljivih virov, v skupni bruto končni rabi električne energije. Evropska unija je Republiko slovenijo z Direktivo 2009/28/ES Evropskega parlamenta in sveta o spodbujanju uporabe energije iz obnovljivih virov namreč obvezala do leta 2020 doseči 25 odstotni delež energije iz obnovljivih virov v skupni bruto končni rabi energije. Proizvajalci, ki so zgradili oziroma namestili proizvodne naprave za proizvodnjo električne energije iz obnovljivih virov so tako lahko v okviru podporne sheme pridobili podpore, namenjene za pokritje razlike med stroški proizvodnje, vključno z normalnim donosom na vložena sredstva, in prihodki od prodaje te proizvedene električne energije na trgu. Ker so bile vrednosti podpor določene administrativno, na podlagi vrednosti primerljivih investicij pred uveljavitvijo podporne sheme, in v obdobju med leti 2010 in 2012 niso bile usklajene z razmerami enakih investicij posameznih tehnologij na trgu (katerih cene so se bolj ali manj prepolovile), so v mnogih primerih proizvajalcem dodeljene podpore, za katere se izkazuje, da niso sorazmerne in presegajo dopusten obseg državne pomoči opredeljen tako v smernicah o državni pomoči za varstvo okolja in (energijo), kot tudi v nacionalni zakonodaji. V takšnih primerih bi država načeloma morala poseči v že dodeljene državne pomoči, ki se bodo proizvajalcem izplačevale za vso proizvedeno električno energijo v obdobju 15 let od namestitve proizvodne naprave, in jih, skladno z zakonodajnimi določbami, korigirati tako, da bodo služile svojemu namenu, to je pokritju razlike med stroški proizvodnje, vključno z normalnim donosom na vložena sredstva in prihodki od prodaje te energije na trgu. ; The combustion of fossil fuels has a negative impact on the environment and has become a major contributor to negative changes in our environment. To prevent these changes, the awareness that action must be taken has been present from the 1990s onward, including political actions. Global governance, therefore, pays more attention to the introduction of the programmes that prevent or at least mitigate these changes. The European Union has a leading role in the combat against climate changes. The Member States are responsible for meeting common objectives to protect the environment and to implement the measures for the fulfilment of these objectives. In this view, exceptions to the general prohibition on state aid are allowed. These exceptions are allowed only if they are in compliance with the rules that determine their allocation and falling within the exclusive jurisdiction of the European Commission, as well as if they meet the common targets related to environmental protection. In lines with one of these rules, Guidelines on State aid for environmental protection and energy, a state aid for the production of electricity from renewable sources is permitted. This state aid must be previously approved by the European Commission. By implementing the Energy Act in 2009, Slovenia has established such state aid as a support for the production of electricity from renewable energy sources within the frame of the support scheme. The introduction of the support scheme was a sensible and above all the necessary solution to encourage investors for investments that will contribute to the development and to increasing the share of renewable electricity in the gross final electricity consumption. By the Directive 2009/28/EC of the European Parliament and of the Council on the promotion of the use of energy from renewable sources Slovenia become committed to achieve a 25 percent share of energy produced from renewable sources by 2020 in the gross final energy consumption. Producers who built or installed the facilities for the production of electricity from the renewable sources received the support within the support scheme ; the support was intended to cover the difference between the production costs, including a normal return on assets, and the revenues from the sale of electricity in the market. These supports were determined administratively on the basis of comparable investments before the support scheme was implemented ; in the period between 2010 and 2012 were not in compliance with the requirements for comparable investments in the market (prices of these investments were more or less halved). Due to that, many producers were granted the supports, which are not proportional and exceed the admissible amount of state aid determined by the Guidelines on State aid for environmental protection and energy, and national legislation. In such cases, the state should intervene in already granted supports, which are to be paid to producers for the produced electricity over the period of 15 years from the installation of the production facility. In accordance with the legislation, supports should be amend in a way to serve their purpose, that is to cover the difference between the production costs, including a normal return on assets, and the revenues from the sale of electricity in the market.
V prvem delu magistrskega dela sem se osredotočil na zgodovino in organiziranost gasilcev v Sloveniji in Združenih državah Amerike, predstavil sem požarno preventivo in vzroke za požare. V svetu požari postajajo vedno večji problem, saj zaradi klimatskih sprememb, staranja prebivalstva, malomarnosti ljudi, nepazljivosti, novih tehnologij, različnih novih materialov in zmanjševanja vlaganj v požarno varnost lahko povzročijo vse večjo premoženjsko, materialno in človeško škodo. S tem lahko opozorimo na dejstvo, da je gasilstvo zelo pomembna družbena panoga, ki pa je v Sloveniji slabše cenjena kot v Združenih državah Amerike. K znanju in usposobljenosti gasilcev izjemno pripomorejo zgodovina, organiziranost in vlaganje denarja. Seveda ne smemo pozabiti tudi na izboljševanje zakonodaje področja požarne varnosti, ki zajema tako načrtovanje požarne varnosti in tudi samo gašenje požarov. Organiziranost gasilcev v Sloveniji in Združenih državah Amerike je različno, saj se zdi da so ameriški gasilci bolje tehnično in organizacijsko izurjeni. V zgodovini obeh držav se je zgodilo mnogo uničujočih požarov, ki so terjali veliko smrtnih žrtev in premoženja. V drugem delu magistrskega dela sem opravil statistično analizo števila požarov in škode, ki je pri tem nastala v Sloveniji in v Združenih državah Amerike v obdobju od leta 1992 do leta 2018. V Sloveniji se vsako leto zgodi od 4000 do 6000 požarov, v Združenih državah Amerike pa se v zadnjih letih zgodi od 1,3 milijona do 1,6 milijona požarov letno. Najpogostejši požari so požari v objektih, v prometu, v naravi in v komunalnih ali drugih zabojnikih. V Sloveniji se skozi leta število požarov drastično ni spremenilo, vendar pa število ves čas niha. V Združenih državah Amerike se je število požarov iz leta 1992 zmanjšalo za okoli 25 %. Število poškodovanih v požarih se v Sloveniji v zadnjih letih malce zvišuje, število smrtnih žrtev požara pa ostaja dokaj konstantno. V Združenih državah Amerike obe ti številki skozi leta padata. Izjema je le leto 2001, ko se je zgodil napad na World Trade Center. Premoženjska škoda, ki je nastala v požarih, je v Sloveniji v zadnjih letih okoli 7 milijonov evrov, v Združenih državah Amerike pa se ta številka že več kot 15 let vrti okoli 15 milijard dolarjev. Spet pa je izjema leto 2001 zaradi napada v New Yorku, ki je povzročil več kot 30 milijard denarne škode. ; In the first part of the master's degree thesis, I focused on the history and organization of firefighters in Slovenia and United States of America, I presented fire prevention and the causes of fires. In the world, fires are becoming an increasing problem, as they can cause increasing property, material and human damage due to climate change, population aging, human negligence, carelessness, new technologies, various new materials and reduced investment in fire safety. Therefore, firefighting is a very important social sector, which is less valued in Slovenia than in the United States. History, organization and investment of money contribute enormously to the knowledge and skills of firefighters. Of course, we must not forget to improve the legislation in the field of fire safety, which includes both fire safety planning and firefighting itself. The organization of firefighters in Slovenia and the United States is different, it seems that American firefighters are better technically and organizationally trained. In addition, this profession is also more valued there. There have been many devastating fires in the history of both countries, claiming many lives and property. In the second part of my master's degree thesis, I performed a statistical analysis of the number of fires and damage that occurred in Slovenia and the United States in the period from 1992 to 2018. In Slovenia, between 4,000 and 6,000 fires occur every year. In the United States, however, 1.3 million to 1.6 million fires have occurred in recent years. The most common fires are fires in buildings, in traffic, in nature, and in communal or other containers. In Slovenia, the number of fires has not changed drastically over the years, the number fluctuates all the time. In the United States, however, the number of fires in 1992 fell by about 25 percents. The number of people injured in fires in Slovenia has been rising slightly in recent years, while the number of fatalities in fires has remained fairly constant. In the United States, however, both of these numbers have been falling over the years. The only exception is 2001, when the attack on the World Trade Center took place. The property damage caused by fires in Slovenia in recent years is around 7 million euros, and in the United States this figure has been hovering around 15 billion dollars for more than 15 years. Again, the exception is 2001 due to the attack in New York, which caused more than 30 billion in monetary damage.
V zadnjih desetletjih je opaziti močan porast neposrednih investicij v mednarodnem okolju. Zaradi ugotovljenih številnih pozitivnih učinkov, ki jih imajo na državo prejemnico, je v razvitih državah in državah v razvoju posledično prišlo do liberalizacije politike do TNI in zmanjševanja regulativnih ovir na številnih področjih, predvsem z namenom oblikovanja prijaznega poslovnega okolja za tuje investitorje in željo privabiti čim več investicij v državo. Zelo dober primer so države Srednje in Vzhodne Evrope, v katerih je prav na ta račun v zadnjem desetletju prišlo do močnega porasta TNI. To lahko opazimo še posebej na Češkem, Poljskem in Madžarskem. Slovenija pa je kljub svoji razvitosti po drugi strani država, kjer so prilivi vhodnih TNI še vedno zelo skromni. Cilj magistrske naloge je bil ugotoviti, katere so tiste pomanjkljivosti in prednosti slovenskega okolja v primerjavi s konkurenčnimi državami SVE regije, ki odvračajo tuje investitorje od Slovenije. Zanimalo nas je tudi, kako s politiko do TNI, ki jo izvaja država za privabljanje tujih investitorjev ugotovljene pomanjkljivosti popraviti. Politika do TNI, oziroma konkretneje, spodbude, ki jih vlada pripravlja za privabljanje TNI, so šele sekundarnega pomena pri odločanju investitorjev za določeno državo. Te pridejo do izraza, ko se investitorji odločajo med makroekonomsko podobnimi državami, ki že zadostijo njihovim primarnim tržnim potrebam. Kljub temu pa so z vidika države spodbude tisti instrument, s katerim je mogoče relativno hitro in enostavno povečati konkurenčnost poslovnega okolja ali privabiti investitorje v določene panoge. Zato predstavlja pomembno orodje pri izboljševanju elementov investicijske klime. Ugotovili smo, da v Sloveniji kljub majhnemu trgu največje pomanjkljivosti niso v tržnih dejavnikih (kot so dostop do trga ali naravnih virov), temveč v dejavnikih investicijske klime, predvsem ekonomsko-regulatornega okolja države ter podpore podjetništvu. Analizirane države se soočajo z nekaterimi zelo podobnimi ovirami, kot so administrativne ovire za tuje investitorje, nezaupanjem v vlado ter rigidnostjo trga delovne sile. V Sloveniji močno izstopajo še slabo makroekonomsko okolje, visoko obdavčenje delovne sile ter težavno pridobivanje dodatnih virov financiranja. Vendar ima Slovenija na drugi strani zelo kvalitetno delovno silo, inovativno moč, dobro kvaliteto življenja ter dokaj enostavno poslovanje v primerjavi z izbranimi državami, kar povečuje njeno konkurenčnost. Državne spodbude v Sloveniji so naravnane v smeri odpravljanja ugotovljenih tržnih pomanjkljivosti, vendar so te zastavljene preveč široko in so posledično neprilagodljive dejanskim potrebam investitorjev. Z njihovo primerjavo smo ugotovili, da bi jih bilo smiselno prestrukturirati v smeri individualnih paketov spodbud, večjega deleža povratnih sredstev ter jih ciljno usmeriti na nekaj ključnih področij. Zavedati se moramo, da državne spodbude same po sebi ne bodo naredile bistvene spremembe. Lahko pa s ciljno usmerjenim pristopom države in skupaj s preoblikovanjem ostalih elementov poslovnega okolja izboljšajo konkurenčnost in vplivajo na to, da Slovenija postane privlačnejša država za mednarodne investicijske projekte. ; Over the last decades there has been a sharp increase of the direct investments in international environment. In the developed and developing countries the process of liberalisation of policy towards FDI and the reduction of regulatory obstacles have been made in many areas due to numerous established positive effects which have impacted the recipient country. In particular, the aim is to create a friendly business environment for foreign investors and a desire to attract the largest possible number of investments to the country. A very good example of this practice are countries of the Central and Eastern Europe in which there has been an increase of FDI in the last decade. That was observed particularly in the Czech Republic, Poland and Hungary. On the other hand, despite its development, Slovenia is the country where the inflows of the inward FDI are still very modest. The purpose of the thesis was to determine which are these weaknesses and strengths of the Slovene environment in comparison with competitive countries of the CEE region, which discourage foreign investors from Slovenia. We were interested in knowing if these weaknesses can be improved with Slovenian policy toward FDI. The policy towards FDI or more specifically the incentives established by the Government to attract FDI are only of secondary importance in choosing investors for a particular country. These incentives become important when the investors decide between similar macroeconomic countries that already meet their primary market needs. Nevertheless, from the point of view of the state, the incentives are the instrument that can relatively quickly and easy increase the competitiveness of the business environment or attract investors to certain sectors. Therefore, it represents an important tool in improving elements of the investment's climate. We have noted that the biggest shortcomings in Slovenia are present in the factors of investment's climate and not in the market factors. Analysed countries are facing some similar obstacles, such as administrative obstacles for foreign investors, non-confidence to the government and rigidity of the labour market. In Slovenia there is a strong stand out of poor macroeconomic environment, higher taxation of labour and additional funding sources which are difficult to obtain. However, Slovenia has, on the other hand, a high quality workforce, innovative strength, good quality of life and fairly simple business in comparison with other countries of matter, which increases its competitiveness. In Slovenia, state incentives go in the direction of eliminating the identified deficiencies in the market. But the setting of these is too wide and consequently inflexible of real needs of investors. By comparing these, we reached findings that it would be reasonable to restructure it in the direction of the individual packages of incentives, with greater proportion of return funds and target them to focus on a few key areas. We need to be aware that state incentives by itself won't make any significant changes. But with more targeted approach of the state and together with the transformation of other elements of the business environment, we can improve the competitiveness and influence on Slovenia becoming more attractive country for international investment projects.
