Kolektif Güvenlik Antlaşması Örgütü (KGAÖ- CSTO) , Sovyetler Birliğinin dağılmasından sonra oluşturulan Bağımsız Devletler Topluluğu tarafından oluşturulan temeli barış ortamının devamı ve savunma anlayışına dayanan bir uluslararası işbirliği örgütüdür. Örgütün temel amacı, kendisine üye olan ülkelerin bağımsızlığını ve toprak bütünlüğünü korumak, bu hususta meydana gelebilecek askeri tehditleri ortadan kaldırmak ve çıkabilecek olası tehlikeleri, müşterek biçimde ortadan kaldırmaktır. KGAÖ üyesi olan devletlerin ulusal güvenliklerini sağlamak amacıyla askeri ve politik çok yönlü, karşılıklı iş birliğini yürütmeyi hedeflemektedir. Bu tezin amacı, bölge güvenliğinin sağlanması amacıyla 1992 yılında Rusya, Ermenistan, Kazakistan, Kızgızistan, Tacikistan ve Özbekistan liderlerinin imzalayarak kurmuş olduğu daha sonra diğer bölge ülkelerinin de katılımı ile genişleyen Kolektif Güvenlik Anlaşması Örgütünün kuruluş süreci, Örgütün yapısı, genişlemesi, faaliyet alanları ve üye ülkelerin askeri yapıları üzerine değinilerek üye ülkelerden ancak sonradan örgütten ayrılan, bölgede stratejik açıdan büyük öneme sahip Özbekistan'ın durumunu ayrıntılı olarak ele almaktır. ; The Collective Security Treaty Organization (CSTO), the Commonwealth of Independent States established after the collapse of the Soviet Union, which was created on the basis of the continuation of international cooperation based on the idea of defense of peace and cooperation. The main objective of the organization is the independence and territorial integrity of the Member States about any military threats that may arise and to eliminate and prevent from threats that may arise through joint efforts. CSTO aims mutual cooperation in terms of military and versatile political issues in order to ensure member states's national security. The purpose of this thesis is to work through the structure, expansion, spheres of influence and the process of the establishment of the collective security agreement which was founded in 1992 by the leaders of Russia, Armenia, Kazakhstan, Kirghizistan, Tajikistan and Uzbekistan in order to keep secure throughout the region and then expanded with the participation of other countries in the region, the situation of Uzbekistan which retired from the member countries has great importance in strategic terms in the region, by touching upon the military construction of the member states.

Terörizm, siyasi, tarihsel, kültürel, ekonomik, ideolojik ve dini inancı kapsayan, son derece karmaşık ve farklı bir olgudur. Yaşandığı ülkelerde önemli bir sorun olan terörün nedenlerine bakıldığında, karşımıza çıkan tüm nedenlerin o ülkenin sahip olduğu kurumsal yapıyı işaret ettiği görülmektedir. Mevcut kurumsal yapı- da yaşanan bozulmalar veya söz konusu kurumsal yapının hiç tesis edilememiş olması, terör olaylarının ortaya çıkmasına zemin hazırlamaktadır. Terör eylemle- ri yaşandığı toplumlarda yatırımların azalması, yasalara(devlete) olan güvenin düşmesi ve işlem maliyetlerinin artması gibi ekonomik sorunlara yol açmaktadır. Toplumun kurumsal yapısının güçlü olması halinde terörizm eylemlerini gerçek- leştireceği uygun ortamı bulmakta zorlanacaktır. Bu nedenle ülkelerin kurumsal yapılarında gerekli düzenlemeleri yaparak, güçlü kurumlara sahip olmaları terör sorununu çözmelerini sağlayacaktır. ; Terrorism is an extremely complex concept that encompasses political, historical, cultural, economic, ideological and religious beliefs. When we look at the root ca- uses of terrorism that poses significant problems to the countries that experience it, we see that all these causes point to the institutional structure of the country in question. The degeneration of the existing institutional structures or the lack of such structures prepares the ground for emergence of terrorist acts. Acts of ter- rorism cause economic problems such as decline in investments, loss of confi- dence to the state and to the rule of law as well to an augmentation in transacti- on costs in the societies that experience it. When the institutional structure is strong, terrorism would have difficulties in ha- ving an appropriate ground to realize its acts. Therefore, the undertaking of the required measures in institutional structures in order to have strong institutions would enable countries to overcome the problem of terrorism.

Yerel yönetim alanında yapılanmevzuat değişiklikleri göz ününe alındığındamahalle yönetimleri, merkez ve yerel arasındakalan bir yer teşkil etmektedir. Mahalleyönetimleri konusunda herhangi bir değişikliğinyapılmamış olması, mahallelerin anakronik birmesele olarak kalmasına neden olmuştur. Yerelyönetim mevzuatlarında birçok değişiklikyapılmasına rağmen yerel demokrasininbe şiğini t e şkil eden köy ve maha ll eyönetimlerine bigane kalınması kentselalanların temelini teşkil eden mahalleyönetimlerini birçok sorunla karşı karşıyabırakmıştır. Diğer yerel yönetim birimleridevingen bir mevzuat değişikliğine tabiiolurken, yerel demokrasinin ilk sacayağınıteşkil eden bu birimler 65 yılı aşan kanunlarlayönetilmektedirler. Birçok benzerliğe karşınmahalle yönetiminin sahip olduğu sorunlar onuköy yönetiminden ayırarak sahip olduğuproblemleri sistematik hale getirmektedir. Buamaçla çalışmada; Osmanlıdan Cumhuriyeteintikal eden tarihsel misyonuyla mahalleyönetiminin gelişimi ve Cumhuriyet dönemindeyaşadığı mevzuat değişikliklerinin yanı sıra,"kimlik sorunu" başta olmak üzere, "nüfus" veyeni büyükşehir mevzuatı çerçevesindekisorunları ele alınmıştır. Mahalle yönetimininbizce en önemli sorunu olarak görülen busorunlar, mahalle yönetimlerini birçoktartışmanın odağına taşımış bulunmaktadır. Buhedefle mahalle yönetimlerine ilişkin birtakımöneriler tartışılmıştır ; Given the legislative changes made in the local administration area, it is seen that the neighborhood administrations remain between the center and the local. The fact that no changes have been made regarding neighborhood administrations caused the neighborhoods to turn into an anachronical problem. Although many changes have been made in local government regulations, the lack of interest in the village and neighborhood administrations that form the basis of local democracy has left the neighborhood administrations that constitute the basis of the urban areas facing many problems. While other local government units are subject to dynamic legislation neighborhood governments, which constitute the first pillar of local democracy, are governed by laws over 65 years. Despite many similarities, the problems of the neighborhood administration make it systematic by separating it from the village administration. In this study, firstly, the development of neighborhood management is discussed with its historical mission from the Ottoman to the Republic. In addition to the legislative changes made in the Republican period, the problems within the framework of "population" and the new metropolitan legislation, especially the "identity problem", have been discussed. These topics, which constitute the main problems of neighborhood management, have been examined in detail and some solutions for these problems have been presented.
