Navigating LGBT+ ageing inequalities during challenging times: A case study of UK LGBT+ community organisations

The COVID-19 pandemic has had a significant impact on older people's lives on a global scale but for some marginalised communities have seen a marked exacerbation of health and other inequalities. Research has highlighted the impact of the pandemic on lesbian, gay, bisexual and trans (LGBT+) people's lives, but less has been documented about the experiences of LGBT+ older communities and how their specific needs have been mediated. Community-based advocacy organisations are central to promoting LGBT+ human rights in the UK through its social movements, and this paper explores their role and significance during a distinct period of the UK mandatory isolation. Drawing on a case study approach based on qualitative interviews with six key LGBT+ community organisations in the UK, we captured their insights into how they navigated support for older people when faced with limited resources and the challenges posed by mandatory physical and social distancing. We position these events in current discourse about structural and health inequalities for LGBT+ ageing in the UK.

Varnost v cestnem prometu je pomemben dejavnik, ki preprečuje ogrožanje ljudi, saj je promet stalnica v našem življenju. Vsakodnevno v prometnih nesrečah ugašajo življenja, posledice nesreč pa so psihološke, finančne in pogosto nepopravljive. Zagotavljanje varnosti v cestnem prometu tako ostaja ena od prednostnih nalog. Odgovornost za varni promet je na plečih vsake države, saj mora ta na nacionalni ravni poskrbeti za varnost svojih prebivalcev. Država zagotavlja varnost na državnih cestah, za občinske ceste pa so odgovorne občine in so na njih po zakonu odgovorne zagotavljati prometno varnost. Ob tem dejstvu se poraja vprašanje, ali niso ravno lokalne skupnosti tiste, ki lahko cestnoprometno varnost zagotavljajo učinkovitejše kot država sama. Smiselno je raziskati, kako lahko lokalna skupnost na svoji ravni zagotavlja prometno varnost na območju skupnosti in kateri so njeni temeljni nosilci. Želeli smo ugotoviti, kakšne pristojnosti imajo občine pri zagotavljanju prometne varnosti glede na zakonodajni okvir in kateri občinski organi so za to pristojni. V empiričnem delu pa smo na primeru Mestne občine Ljubljana z analizo podatkov ugotavljali, kako uspešne so lahko občine pri zagotavljanju varnosti v cestnem prometu. Izvedli smo analizo stanja prometne varnosti v Mestni občini Ljubljana, zagotavljanja varne cestne infrastrukture vsem udeležencem v prometu, izvajanja preventive in prometne vzgoje ter vlogo Mestnega redarstva Mestne občine Ljubljana v izboljšanju prometne varnosti na območju Ljubljane. Analiza je pokazala, da se prometna varnost v Ljubljani izboljšuje, da občina skrbi za urejanje in vzdrževanje občinskih cest in da opravljeno delo s področja preventive v cestnem prometu posebno pozornost posveča najranljivejšim udeležencem v prometu. Ljubljansko Mestno redarstvo igra pomembno vlogo tako pri nadzoru kršitev s področja cestnoprometnih predpisov kot pri izvajanju preventivnih dejavnosti, kateri obseg se povečuje. ; Road traffic safety represents one of the important factors of threats to human, while traffic is a constant in our lives. On daily basis, many lives are lost in traffic accidents ; their consequences are psychological, financial and often irreversible. Ensuring road safety remains one of the priorities in the field of ensuring security. Responsibility for road traffic safety lays in the hand of every country, as it has to ensure safety of their citizens. The state provides safety on state road, on the other hand, safety of municipal road are responsibility of municipalities themselves. Moreover, they are obligated by laws to ensure road safety in municipality. Considering those facts, raises the question of whether local communities are not those, who can assure road safety in more effective way than state itself. It is worthwhile to research, how can local community on their level ensure road traffic safety on their area, as well as which are its basic institutions for ensuring safety. We wanted to define responsibilities of municipalities in ensuring traffic safety in relation of legislative framework and also which authorities have powers for that. In the empirical part, we choose the Municipality of Ljubljana and by analyzing data define how successful can municipalities be in ensuring road safety. We carried out an analysis of traffic safety in the Municipality of Ljubljana, ensuring a safe road infrastructure for all participants in traffic, how affective is the implementation of prevention and traffic education and the role of Municipal wardens in the Municipality of Ljubljana. Analysis has shown, that traffic safety in Ljubljana is improving, that the municipality take care of regulation and maintenance of municipal roads and that implementation of prevention pays special attention to the most vulnerable participants in traffic. Municipal wardens of Municipality of Ljubljana play an important role in exercising control over traffic road offences, as well as in the implementation of prevention activities.

Organizacija združenih narodov in Milenijski razvojni cilji: prispevek k stabilnosti mednarodne skupnosti ; United Nations and the Millennium Development Goals: the contribution to the stability of the international community
Magistrsko delo v ospredje postavlja razvojno tematiko, ki predstavlja enega izmed najpomembnejših področij Organizacije združenih narodov. Zametki oblikovanja organizacije segajo že v čas druge svetovne vojne, ustanovljena pa je bila po koncu vojne z namenom ohranjati mir in varnost v svetu. Čeprav je organizacija najbolj prepoznavna po mirovnih operacijah, pa največji delež sredstev nameni ekonomskemu in socialnemu razvoju. Razvojna desetletja, ki jih je organizacija postopno oblikovala in uresničevala, so prinesla velik premik v razumevanju koncepta razvoja (od strogo ekonomskega do multidisciplinarnega). Ta desetletja so nasledili Milenijski razvojni cilji. Bili so prvi merljivi cilji – s kazalniki je bilo mogoče meriti in ocenjevati njihov napredek. Leta 2015 so jih nasledili Cilji trajnostnega razvoja. Ne razvojna desetletja ne Milenijski razvojni cilji niso uspeli v celoti uresničiti zastavljenih ciljev. Vzroki za to so različni, magistrsko delo pa ponuja še dodaten vidik razumevanja delovanja Organizacije združenih narodov in njene nezmožnosti uresničevanja zastavljenih ciljev. Izmerjeno elektromagnetno polje organizacije pokaže, da organizacija zaradi nepretočnosti energij ni zmožna delovati skladno z zastavljenimi načeli in cilji, zapisanimi v Ustanovni listini. Ta problem pa je mogoče rešiti le s transformacijo zavesti ljudi in s srčno (ne le razumsko) zavezanostjo k uresničevanju ciljev. ; The Master's thesis focuses on the topic of development which represents one of the most important areas of the United Nations. The organization was formally established after the Second World War with the aim to preserve peace and security in the world, but its conception had already began during the war. Although the organization is best known for peacekeeping operations, it devotes the largest share of resources to economic and social development. The development decades, that the organization gradually developed and realised, were a major contribution to the understanding of the concept of development (from a strictly economic to multidisciplinary). These decades were followed by the Millennium Development Goals. They were the first measurable goals – with the help of indicators it was possible to measure and assess their progress. In 2015 they were replaced by the Sustainable Development Goals. Neither the development decades nor the Millennium Development Goals were able to fully realize the set goals. There are various reasons for this, but this Master's thesis offers an additional aspect of understanding the functioning of the United Nations and its inability to meet the set goals. The measured electromagnetic field of the organization shows that it is unable to function in accordance with the principles and goals written in the Charter due to a lack of energy flow. This problem can only be solved by transforming the people's consciousness and by a heartful (not only rational) commitment to the attainment of goals.

The local geodetic service systematically provides information that is relevant to the implementation of the strategic policies of the sustainable development & rational management of space, municipality environment & wider local communities. It is also important as a public service for supplying data to the professional & interested public in their further work, as well as for providing information at the state level & within the framework of the European integrations. The paper explains why the institute of the local geodetic service differs in individual local communities. The central part of the paper deals with some additional possibilities of using the services from the area of the local geodetic service. Older gays and lesbians are one of the most invisible social groups as they experience "double invisibility": in Western societies that celebrate youth, they are invisible as older and as older homosexuals. Existing research shows a different structure of social networks of older gays and lesbians compared to older heterosexuals, it points to fears of discrimination in care activities and feelings of exclusion from the LGBT community, which, like society at large, is defined by youth. This exploratory study for Slovenia identifies similar trends, with the key problem being the tension between an individual's stigmatized homosexual identity, which the elderly still mostly hide, and the LGBT community, which is not inclusive for older gays and lesbians. The purpose of the research was to identify key characteristics of everyday life of older gays and lesbians in the period before the existence of activism in Slovenia and the characteristics of the current position of older gays and lesbians in the LGBTIQ + community and society at large.

In its introduction, the paper defines the meanings of the words 'safety' and 'police'. Then it deals with different police organizations, their organizational structure and different police models of operation with the emphasis on studying the latest approach to the police work called community policing that is being introduced also in the Slovene police lately. Since the central topic here is local community safety, the paper deals with the community at which police work must be targeted. Then follows a study and analysis overview regarding the population's readiness to co-operate with the police. The empirical part of the paper presents an opinion survey among the Podravje Region population to find out to what extent people trust the police, how they are satisfied with the police work, what is the discrepancy between estimation and the expectations the Podravje population has for police officers, and how safe they feel. The survey shows the following: the Podravje population feels safe, people trust the police and they are ready to co-operate in solving safety problems. It has been ascertained that police officers fulfill people's expectations, because in dealing with people, the police were better than expected. Adapted from the source document.

An overview of the results of the final theses of students of the Faculty of Social Work on social work with people with dementia
A meta-analysis of students' theses from the past five years (2016–2020) on the topic of social work with people with dementia is presented. Among the themes explored, work in institutions as well as work in the family setting of people with dementia predominate; community work topics emerge to a lesser extent. Thus, the role of social work and the use of social work methods are researched somewhat more in institutions, but again, only in individual institutions. However, this topic does not appear in research on people with dementia in the home setting. Most research is qualitative and based on non-random convenience samples using interviews as the method of data collection. Often, students explore the challenges and needs of those involved in caring for people with dementia, but with less emphasis on numbers. In the future, the focus will need to be on research on community and on (social) work with people with dementia in their home environments, and the use of social work methods and other forms of work with people with dementia need to be explored in more depth.

Different organizational structures of the Catholic Church in Slovenia were a reflection of the circumstances in the Christian community in the Central European region. Being a basic structure, a diocese has existed since the antique period. The diocese is a religious community with a centre in a large settlement (civitas). With the spread of Christianity into the rural areas and into the peasant environment, parishes began to come into existence. In historiography, the terms 'primitive parishes' began to be used to refer to the oldest parishes. They were characterized by their vastness. The number of primitive parishes increased in the 12th century. Due to remoteness of diocesan centres from the communities in rural areas and because of the inability of bishops to be in touch with the priests in rural areas, intermediate stages of organization were coming into existence during centuries, i.e., archdeaconries and deaneries at some places. Some important changes occurred in the operation of the Catholic Church and in its organization in Slovenia during the years after the Second World War. New parishes were established. The change of the state boundaries required changing the diocesan boundaries. Finally, the creation of the independent state of the Republic of Slovenia required a new setting up of the pastoral work and a new territorial organization of dioceses. The need for legal regulation of essential local community relations derives from the nature of these relations, because vital conditions for life & work are regulated in a local community. In a locally conditioned form of association of people, the relative stability & predictability of relationships, which present a potential conflict of interest, can be achieved through the legal institutionalization of citizens' communication. The necessity for rationalizing the legal regulation of social relations has been emphasized lately. These trends need to be followed also in legal defining of regions. A detailed normative definition & over-organization of local self-government & performing governmental functions represent an obstacle to the implementation of authentic interests of local residents. The very satisfaction of the common needs & interests of the population in the future region represents a functional element in the legal image of the regional self-government. This image includes also territorial & organizational components. From this point of view, it is necessary to very carefully analyze the new Article 143 of the Constitution of the Republic of Slovenia that allows starting establishing regions as a second level of local self-government. In adopting acts that define system frameworks of regions, particular attention needs to be paid to the process of forming regions, to their financing & to delegating some tasks from the state competence to regions. This essay is an attempt to explore the status of otherness in politics & psychoanalysis by analyzing & bringing into question the seemingly self-evident relationship of the mutual exclusion between politics & psychoanalysis. In an attempt to move beyond the traditionally hostile polarities of the singular & the universal & to reverse the usual perspective, the author considers the relationship between psychoanalysis & politics from the point of view of the community "for all" constituted through a complex practice of disidentification & production of the "whatever" singularities. The author starts with the relationship between Badiou's otherwise severe critique of democracy & Lefort's theory of democracy. Though accused of not being democratic, Badiou's theory in a certain sense presupposes democracy & even deepens it, yet not the democracy of today, the democracy of consensus, but a democracy that is not based on exclusion. Through the comparison of Badious's & Deleuze's critiques of representation, the author shows some consequences of Badiou's starting-point that "people think" for the conceptualization of the community, equality, & universality. Dementia – a reason for deinstitutionalisation
Dementia is often the ultimate argument for the need of institutions. However, dementia is not a "disease" that would need an institutional care, and institutions are not an environment of decisive advantage, and the placement in an institution is not the result of a "deterioration" of the state – it is a consequence of the discontinuity of the system, the lack of intensive services in the community, the "drama of institutionalisation" accompanied by reification of human beings and encouraged by the quest for profit. Quite the contrary, institutions can be described as a "machine of oblivion", a foundation of alienation, passivation and intensification of the very difficulties that are usually attributed to the disease process. On the basis of this critique, the author sketches specific elements of deinstitutionalisation in the case of dementia and proposes a heuristic theorem for the research and action in this field. The transition to the community means transforming the modelling of dementia, providing a safe space, adequate intensity of support, a conjunction of informal care and professional interventions, enabling alternative subjectivity and new solidarity. Research and action in the field of dementia should stem from the life-world of so labelled people, and transversely address the variety of plateaus of action. It should focus on the equally transversal phenomena of supplanting the loss of subjectivity and territorial insertion, while also addressing the more fundamental issues of the bifurcation of contemplative and action identity.

Abstract. The article explores the significance held by political myths for
legitimacy and politics. To that end, we examine political myth in line with
the contemporary theory of political myth, which understands political
myths as an integral part of all political communities that is not inherent
to just authoritarian and totalitarian regimes. Every political community
has their own stories/narratives that are accepted by most of the population and form the base of the legitimacy of the political order, whether it be a democratic or a non-democratic political order. In the final part of the article, we examine which narratives had such a legitimising power by analysing the political speeches of Franjo Tuđman while he was in office.
