"Drawing on the debate on mediatization of politics this study identifies cultural meanings, institutional practices and styles of argumentation as three theoretical dimensions that illuminate both the construction of journalistic publicity and its potential uses in political action. Based on the theoretical model, environmental politics is identified as a specific context for mediatization. In environmental politics, the interplay of cultural meanings, institutional practices and styles of argumentation define the construction and use of journalistic publicity in a way that differs from other fields of politics.
The empirical part of this study analyzes the newspaper coverage of three Finnish environmental conflicts from 1971, 1994 and 2012. The theoretical model is transformed into an analytical framework that focuses on discursive construction of the conflicts (cultural meanings), journalistic frames, narration and opinion-giving in the coverage of the conflicts and the publicity practices adopted by actors during the conflicts (institutional practices) and legitimation of arguments (styles of argumentation).
According to this study, the relation between media and politics in the field of environmental politics is defined by the increasing cultural significance of environmental protection from the 1970s to the present. In the newspaper coverage of the three environmental conflicts studied, changes on the frames, narration and opinion-giving of journalism resonated with this cultural change. However, the significance of environmental protection in the framing, narration and opinion-giving of journalism was greater in the national newspaper studied compared to the local newspapers selected based on their proximity to the conflict sites. Styles of argumentation appeared to be more case dependent. The increasing cultural significance of environmental protection did not have a clear effect on how arguments were legitimated. "
Ympäristökysymys ja aseveliakseli on tutkimus suomalaisen kaupunkiympäristön politisoitumisesta. Väitöskirja vastaa kysymykseen miten ympäristöstä tuli politiikkaa? piirtämällä tarkan kuvan neljästä ympäristön politisoitumisen vuosikymmenestä 1960-luvulta lähtien, kasvukonsensuksesta ympäristökiistoihin. Tamperelaisia ympäristökiistoja ja paikallista politiikkaa käytetään teoksessa laboratoriona, jossa tiivistyy laajempia suomalaisen lähihistorian muutostrendejä. Paikallisten ympäristöongelmien synty kietoutuu muuttuvan yhteiskunnan arvostuksiin ja puhetapoihin sekä sukupolvien välisiin jännitteisiin. Erityisesti teos analysoi jännitteitä, joita voimistuva ympäristöliikehdintä synnytti haastaessaan Tampereella pitkään vaikuttaneen valtakoalition, ns. aseveliakselin, paikallisen hallintatavan. Ympäristökysymys ja aseveliakseli sukeltaa ympäristön politisoitumiseen viiden tamperelaisen tapauksen kautta: 1. Pyynikin moottoritiehanke (1959 - 1974) 2. Näsijärven saastuminen ja vedenoton siirtäminen Roineeseen (1960 - 1972) 3. Kauppahallin virastotalon purkamiseen liittynyt kiista (1972 - 1983) 4. Epilän kivihiilivoimalahankkeeseen liittynyt kiista (1981 - 1984) 5. Tampellan alueen kaavoituskiista (1989 - 1995) Tapaukset kertovat ympäristöongelmien yhteiskunnallisesta muotoutumisesta ja oman aikansa toiveista, tavoitteista ja ristiriidoista. Ympäristön pilaantumisen ja -suojelun nousu yhteiskunnalliseksi kysymykseksi liittyy kiinteästi Suomen ja Tampereen sodanjälkeiseen kehitykseen ja vaurastumiseen, jonka kääntöpuolena ympäristöhaittoja voidaan pitää. Useamman paikallisen tapaustutkimuksen yhdistäminen paikallisen hallintatavan analyysiin tuo uuden näkökulman ympäristöongelmien ja paikallisen poliittisen kulttuurin historiallisen rakentumiseen. Ympäristöongelmia käsitellään yhteiskunnallisina ongelmina, joille toimijoiden väliset jännitteet ja määrittelykamppailut sekä erilaisten vaatimusten esittäminen ovat ominaisia. Politisoitumisen analyysissä tukeudutaan sosiologi Pierre Bourdieun ja politiikantutkija Kari Palosen käsitteisiin. Politisoitumisen käsitteellä ei viitata puoluepolitiikkaan, vaan pikemminkin vakiintuneiden ajatus- ja toimintamallien kyseenalaistumiseen. Tutkimus etenee teoreettisten ja metodologisten lähtökohtien kautta tapaustutkimuksiin, joiden lomassa taustoitetaan ympäristöliikehdinnän historiaa paikallisella tasolla. Tapausten jälkeen käsitellään paikallisen hallintatavan teoreettista näkökulmaa ja paikallisen hallinnan historiallisia muotoja Tampereella. Ympäristön politisoituminen tapahtui Tampereella vaiheittain. Ensimmäiset ympäristöliikehdinnän merkit näkyivät Tampereella ns. ympäristöherätyksen myötä 1960- ja 70-luvun taitteessa. Ympäristöliikkeen jakautuminen oikeisto-vasemmisto -ulottuvuudella kuitenkin jarrutti ympäristöjärjestöjen kasvua 1970-luvun puolivälissä. Vuosikymmenen lopulta lähtien alkoi uusi ympäristöprotestien vaihe. Jännite suoraviivaisen johtajakeskeisen hallintavan ja uusien, rauhan aikana kasvaneiden sukupolvien edustajien kuten vihreän liikkeen välillä kävi ilmeiseksi paikallisissa ympäristökiistoissa 1980-luvun alusta alkaen. Tämä jännite huipentui tutkimuksen viimeisessä tapauksessa, Tampellan kiistassa 1980- ja 90-lukujen taitteessa. Sosiaalidemokraattien ja Kokoomuksen muodostaman kunnallispolitiikan valtakoalition, aseveliakselin, näkökulmasta ympäristöprotestit näyttäytyivät vastustuksena, ei uutena yhteiskunnallisena kysymyksenä. Väitämme, että tämä johtui sekä aseveliakselin historiallisesti muodostuneista arvostuksista ja suhtautumistavoista että tamperelaisen politiikan kentän jakautumisesta aseveliakselikoalition ja sen vastustajien välillä. Nämä tekijät vaikeuttivat ympäristökysymysten nostamista paikallisen päätöksenteon piiriin ja supistivat ympäristöliikehdinnän toimintatilaa. Ympäristön politisoituminen ilmeni Tampereella useammalla ulottuvuudella, joista ensimmäisenä voi pitää ympäristöherätyksen synnyttämää uutta tulkintakehystä. Se antoi kaikupohjaa paikallisille ympäristön muuttamista politisoiville vaatimuksille. Luonto politisoitui ympäristöksi ja ympäristö politisoitui yhteiskunnalliseksi protestiksi ja kritiikiksi, joka ilmeni vaatimuksina paikallisissa ympäristökiistoissa. Toiseksi politisoiminen liittyi yksittäisten ympäristön muutoksia koskevien suunnitelmien kyseenalaistamiseen. Tätä tapahtui Tampereella 1970-luvulta alkaen ja selvemmin 1980-luvun ympäristökiistoissa. Määrittelykamppailut koskivat esim. Kauppahallin virastotalon tapauksessa paitsi talon purkusuunnitelmia, myös talon esteettistä arvoa kaupunkimaisemassa. Tampereen kasvoja voimakkaasti muuttanut modernisaatiokehitys ei enää näyttänytkään väistämättömältä. Samalla voidaan puhua myös laajemmasta kaupunkimaiseman muutosten kyseenalaistumisesta. Ympäristöherätys ja yksittäiset tapahtumat kuten Verkatehtaan purkaminen 1970-luvun lopulla muuttivat tamperelaisten tapaa katsoa kaupunkiaan. Kolmanneksi kiistoissa nousi esiin tiedon ja asiantuntemuksen politiikka. Tiedon politiikka ilmeni selvästi 1980-luvun kiistoissa, joissa (tieteellisen) tiedon ja asiantuntijuuden rooli kyseenalaistui. Kauppahallin virastotalon kiistassa kyseenalaistettiin rakennusten huonokuntoisuuden kriteerit. Epilän voimalakiistassa politisoitui asiantuntijoiden tuottama tieto voimalavaihtoehtojen edullisuudesta. Tampellan kiistassa kriisiytyi kaupunkisuunnittelijoiden asiantuntemus ja rooli yleisen edun vaalijoina. Neljäs politisoitumisen ulottuvuus koskee yksittäisten kysymysten toimintavaihtoehtojen kyseenalaistamisen laajenemista koskemaan koko paikallista hallintatapaa ja paikallista poliittista kulttuuria. Selvimmin yksittäiseksi hallintatavan kyseenalaistumisen tapaukseksi muodostui tutkimuksessamme Tampellan tapaus, jossa suuret rakentamissuunnitelmat ja paikallisten poliittisten eliittien toimintamallit joutuivat ennen näkemättömän kritiikin kohteeksi. Paikallinen hallintatapa ei kyseenalaistunut vain ympäristökysymysten vaikutuksesta, mutta ympäristökonfliktit näyttäytyvät kiinnostavina teollisuuskaupungin perinteiden rapautumista ilmentävinä tapahtumina. Viidenneksi ympäristön politisoituminen kosketti laajemmin kaupungin habitusta kaupunkimaiseman, paikallisen perinteen ja itseymmärryksen tasoilla. Kyse ei ole vain ympäristökohteista vaan laajemmin paikallisesta kulttuurista ja identiteetistä. Paikalliset ympäristöliikkeet toimivat kuten yhteiskunnallisilta kaupunkiliikkeiltä voidaan odottaa: ne synnyttivät konflikteja ja muuttivat osaltaan kaupungin merkityksiä. Kaupungin habituksen muutokseen liittyy selvästi perinteisen tamperelaisen ns. savupiipputeollisuuden hiipuminen. Jälkiteollistuvan kaupungin ympäristökonfliktit olivat sekä tämän yhteiskunnallisen murroksen indikaattoreita että sen katalysaattoreita. Teollisuuskaupungin traditioiden kyseenalaistuminen voidaan nähdä osana laajempaa yksinkertaisen modernin projektin kritiikkiä. Tutkimus perustuu laajaan asiakirja- ja lehtiaineistoon sekä ympäristökiistojen ytimessä vaikuttaneiden kansalaisaktivistien ja paikallisten päättäjien haastatteluihin. Paikallisen historian kuvauksessa on käytetty sekundaarilähteitä ja haastatteluja, tapaustutkimukset perustuvat pääasiassa lehti -ja asiakirja-aineistoihin ja haastatteluihin. Tapausten käännekohtia on lisäksi analysoitu määrällisellä sisällönerittelyllä sekä diskurssi -ja argumentaatioanalyysin keinoin. ; ENVIRONMENTAL ISSUES AND THE "BROTHERS IN ARMS AXIS" POLITICISATION OF THE ENVIRONMENT IN TAMPERE FROM 1959 TO 1995 This study examines the politicisation of the environment in the context of one Finnish locality, Tampere. It is a study on the politics of the environment, i.e. the historical developments and contestations that preceded the institutionalisation of environmental policy. The politics of the environment is examined at the local level in the context of the tension between the rise of environmentalism and the traditions of local politics and governance. The locality of Tampere, thus provides a laboratory for understanding how environmentalism took place and what kind of tensions it caused. Theoretically the study draws on both sociology and political science. The theoretical frame is set by combining Kari Palonen s terminology of politics and Pierre Bourdieu s theory of action. Politicisation is a central notion in the study. It is understood as a process of questioning the rules of the game, i.e. claiming something to be playable and contingent. In Bourdieu s terms this implies a process of questioning the givenness of the doxa and provoking orthodox arguments from the political elite. Politicisation may take place at different scales, from the local disputes to broader patterns of governance and political culture. The central research question was the following: ·How has the environment become politicised at the local level? This question was divided into the following questions: ·What events have contributed to the politicisation of the environment? ·What kinds of disputes and actor coalitions emerged in these events? ·How did the patterns of local governance influence the definition of environmental problems? And, vice versa, how did the environmental problems effect local governance? ·What was the role of environmental movements in the politicisation of the environment? The research was carried out in the form of five case studies, all in the same locality, touching on different aspects of environmental issues, and covering the temporal scope of the study, from the 1960s to the 1990s. The cases studied were the following: 1. The Pyynikki highway construction plan (1959-1974) 2. The pollution of lake Näsijärvi by a local pulp plant and the moving the municipal water intake to lake Roine (1960-1972) 3. The dispute over the planned demolition of the old Jugendstil Office block in the city center (1972-1983) 4. The dispute over the plan to build a coal power plant in Epilä (1981-1984) 5. The conflict over the planning of the Tampella industrial area in the city center (1989-1995) The cases cover the time from the pre-history of environmentalism, i.e. when the environment was still a non-issue, through the rise of environmentalism (the so called environmental awakening ) to the institutionalisation of environmental issues in the 1990s. The research data comprised sources on local history including archives and official documents, newspaper materials and 35 interviews of local actors. Methodologically, the study was structured in relation to different levels: 1) in the context of local history (secondary sources on local history and interviews), 2) the case studies using thick description out of which, 3) detailed instances of discourse analysis, especially argumentation (or claims-making ) were extracted. Environmental problems were studied in a contextual constructivist frame as social problems constructed in processes of claims-making, involving argumentation and discursive struggle. Local environmental movements were studied as urban social movements whose activities affect the collective production of the city while being aimed at contesting and challenging the prevailing social order. The local movements in Tampere were key actors in politicising the environment, contributing to a change whereby previously undisputed environmental change and related social practices were no longer seen as inevitable or normal. Movements created new meanings not only for their participants, but for the larger community, also extending beyond the time frame of their most active presence. Since the late 1960s, the rise of environmentalism became manifest through locally based movements and organizations. The purely scientific orientations of local conservationist associations were challenged by more socially and politically oriented civic activities and associations. An important milestone was the founding of Pirkanmaa nature conservation association in 1969. Since 1970, environmentalism gathered momentum with rapidly growing membership figures and local initiatives. It soon suffered, however, from ideological divisions in the mid-1970s, as the radical left-wing students took over the nature conservation association. The divisions started to recede when the Koijärvi bird lake conflict (in Forssa) marked the rise of the Finnish green movement. This had its effect in Tampere as well: the ideological divisions between right- and leftwing environmentalists were reconciled in the early 1980s, which marked the beginning of an active period of environmental contestation. The emergence of the Finnish Green movement in the 1980s made such contestation increasingly visible at the local level. In Tampere, the first greens were elected in the local council in 1984. During the different disputes beginning from the 1970s, but especially in the 1980s, environmental protest challenged local political traditions and political culture, especially the traditions of the local governance. In Tampere, the scene of local politics in Tampere had virtually ever since the Second World War been dominated by a particular, unofficial institutional arrangement, which was commonly known as the brothers-in-arms axis. Adopted in the mid-1950s, the notion referred to the co-operation between the conservative National Coalition party and the Social Democrats in local politics and municipal government. This coalition was held together through a shared habitus based on wartime experiences and held a promise of welfare. The brothers-in-arms axis became an important player in local politics in the 1960s when the central figures of the coalition gained important position in city government. The study examines both the processes that enabled the stabilization of this co-operation into a local growth regime and those that have, especially since the 1980s, contributed to its weakening. The politicisation of the environment was a novelty in the modernist political landscape of Tampere. In the eyes of the governing coalition, however, environmental protest was perceived as mere opposition, not as a new issue on the agenda. We argue that this was due to the local traditions of an industrial city, divided between left and right and a political sphere divided between the brothers-in-arms coalition and the communists, which allowed little space for new social movements. Environmental protest, however, was not the only factor to challenge the regime. The regime was also weakened through the loosening of ideological division s between the left and the right, as the communists had gradually lost political ground. The politicisation of the environment gathered momentum in the late 1970s when the growth of Tampere had slowed down and when there was a growing discrepancy between the mode of governance and its increasingly postindustrial social environment. This tension, and the inertia of the closed style of governance, became visible in the Tampella dispute in 1989, the biggest local environmental conflict to date. The politicization of the environment took place at different levels. It happened both at the level of individual disputes as alternatives were demanded to the straightforward mode of local planning, but it also expanded into a broader critique of local governance. Furthermore, we argue that the politicisation of the environment was not only an agent-driven phenomenon, since it depended on the cultural resonance of claims presented in local disputes. The study allows us to indicate critical events in the politicization of the environment. These were events sine qua non, i.e. events that set the stage and sensitized local actors for future contestations. The demolition of the old broadcloth factory (Verkatehdas) in 1976 and the dispute over Tampella were critical events in this sense. The former was retained in the memory of then activists-to-be and the latter both signaled the crisis of the closed-style decision-making and served to stabilize the local greens as a credible political alternative. Finally, the contestations, together with the restructuration of the locality, resulted in altering the modern industrial habitus of the city.

Sote-palvelut markkinoilla -teos kokoaa yhteen ALIS-hankkeen keskeiset havainnot ja
johtopäätökset. Kirja jakaantuu neljään osakokonaisuuteen, jotka koostuvat itsenäisistä tieteellisistä artikkeleista. Ensimmäinen osa käsittelee kuntia sote-markkinoiden toimijoina ja hahmottelee uuden elinvoimakunnan toimintamallia. Toinen osa avaa osallisuuden ja asiakaslähtöisyyden teemoja osana palvelujen kehittämistä. Kolmannessa osassa tarkastellaan hankintoja ja erityisesti tulosperusteista hankintaa, joka on verraten uusi palvelujen hankintatapa. Neljäs osa haastaa lukijaa markkinoiden laajempaan tarkasteluun astetta filosofisemmin ja liberalistisemmin. Kokonaisuudessaan teos tarjoaa monipuolisen näkymän sosiaali- ja terveyspalveluihin sekä -markkinoihin.

Työyhteisösovittelu on tuore ja vähän tutkittu sovittelun osa-alue, joka ottaa oppia rikos- ja koulusovittelun tuloksellisista kokemuksista. Kilpailu- ja suoriteyhteiskunnan kielteisten ilmiöiden vastapainoksi tarvitaan hyvinvointia edistäviä välineitä, toivon näkökulmaa ja uskoa ihmisyyteen. Tutkimuksessa kuvataan työyhteisösovittelun mallin muodostuminen kuntatyöyhteisössä ja työyhteisösovitteluun osallistuneiden kokemuksia työyhteisösovittelusta ristiriita- ja ongelmatilanteiden ratkaisumenetelmänä. Työyhteisösovittelua lähestytään postmodernin organisaatioajattelun ja tulkinnallisen paradigman näkökulmasta kvalitatiivisella tutkimusotteella. Tutkimuksen aineistona on kuusamolaisen työyhteisösovitteluhankkeen ohjausryhmässä sekä hankkeen tiedotus- ja koulutustilaisuuksissa käydyt keskustelut, jotka katsotaan narraatioiksi. Saatua aineistoa täydennetään haastattelemalla työyhteisösovitteluun osallistuneita narraatiossa syntyneiden teemojen pohjalta. Tutkimusaineisto analysoidaan käyttäen narratiivista ja sisällön analyysiä. Tutkimuksen päätuloksena esitetään työyhteisösovittelun malli kuntatyöyhteisössä liittäen sen organisaatioteoreettisen ajattelun kehittymiseen modernista postmodernin moniäänisyyteen. Parhaimmillaan työyhteisön destruktiivinen ristiriita muuttuu konstruktiiviseksi dialogiksi työyhteisösovittelun keinoin. Fasilitaattorina toimiva sovittelija voi arvostavana kuuntelijana tukea niiden äänien vahvistumista, joilla henkilöt eheyttäen koostavat yhteistä todellisuuttaan. Työyhteisösovittelun jatkuvuus turvataan työsuojelun ja työterveyshuollon organisaatioiden koordinointivastuun myötä. Saadun tiedon avulla lisätään työhyvinvointia ja sitä kautta työn tuottavuutta, tuloksellisuutta ja vaikuttavuutta. Lisää hallintotieteellistä tutkimusta tarvitaan työyhteisösovittelun mallin ja periaatteiden toimivuudesta ja yleistettävyydestä monenlaisissa organisaatioissa, kuten myös työyhteisösovittelun tuotteistamisen mahdollisuudesta Britannian ja USA:n tapaan. ; Workplace mediation is a fresh and less studied part of mediation. The excellent results of crime and school mediation is encouragment to move towards this type of mediation in regards to workplace conflicts. As a counterbalance for the disadvantages of the competative society we live in, a balance of wellbeing, hope and trust among peers is needed. The purpose of this study is to describe how the model of workplace mediation is formed in a municipality workplace and how the people taking part in this mediation, experience it as a dispute resolution model. Workplace mediation is approached from the aspect of postmodern organization theory with qualitative research method. The empirical evidence for this study is collected from the discussions within guidance group meetings and also complemented with interviews from participants of the workplace mediation meetings. The collected evidence was analyzed by narrative and content analysis. The main result of this study is itself the model of the workplace mediation in municipal workplaces connecting it to the development of the organization theory from modern to postmodern diversity. The most encouraging result of the mediation is that the destructive conflict then turns into constructive dialogue with the help of the facilitative mediators present. Respecting listener can reinforce those voices the participants use to build their common reality. Workplace mediation is seen as a possible dispute resolution method within the workplace environment. The results of this study within the workplace wellbeing and results of the work can be approved. Further research would be beneficial in finding out if these same results can be achieved within other organizations. As well the possibility to make business of workplace mediation would be interesting.

Hallinnon uudistaminen liian yksiäänistä ja kaavamaista Jenni Airaksisen väitöskirja Hankala hallintouudistus kohdistuu suomalaisen kunnallishallinnon uudistamiseen. Tutkimus osoittaa, että kaavamaisuuteen ja liialliseen konsensukseen perustuva uudistaminen voi pahimmillaan johtaa toiminnan taantumiseen tai jopa estää muutoksia. Poliittis-hallinnollisella eliitillä on pyrkimys ylläpitää sisäistä kiinteyttään ja tämä estää erilaisten näkökulmien esiintulon uudistamiskeskustelussa. Tämä puolestaan johtaa yksiääniseen uudistamiseen ja liialliseen konsensukseen. Tutkimuksen perusteella uudistuksissa mukana olevilla ihmisillä oli hyvin erilaisia käsityksiä uudistuksen tavoitteesta ja tehtävästä. Nämä käsitykset olivat keskenään osin voimakkaassakin ristiriidassa. Hallintouudistus tulkittiin kuntien haasteiden kannalta oikeanlaisena ja tarpeellisena toimintana, mutta samaan aikaan sen pelättiin johtavan kuntien päätösvallan ja itsenäisyyden menettämiseen. Ristiriitaiset käsitykset eivät kuitenkaan nousseet keskusteluun vaan uudistuksen läpikäyväksi teemaksi nousi konfliktien välttäminen ja konsensuksen tavoittelu, mikä käytännössä johti siihen, että uudistuksen tavoitteet jäivät saavuttamatta. Vaikeiden asioiden välttely johti siihen, että käytännön uudistaminen osoittautui liian hankalaksi. Yksiäänisyyteen pyrkivän ja kaavamaisen uudistamisen mahdollisuudet saada aikaan muutoksia ovat hyvin rajalliset. Rajallisuus korostuu entisestään, mikäli päätöksenteossa pyritään erilaisten mielipiteiden peittämiseen ja uudistusta eteenpäin vievien eliittiryhmien kiinteyden ylläpitämiseen. Hallinnon uudistamisessa tarvitaan uusia ja luovia tapoja ratkaista ongelmia. Uudet ratkaisut voivat kuitenkin syntyä vain, jos uudistamisessa kyetään luopumaan yhden yhteisen päämäärän ja sen tavoittelun ihanteesta ja hyväksytään uudistamiseen liittyvä moniäänisyys. Hallinnon uudistamista tulisi tutkimuksen mukaan tarkastella prosessina, jossa erilaisten tulkintojen ja preferenssien kamppailu on normaalia toimintaa. Tällainen lähestymistapa voidaan suomalaisessa kompromissi- ja konsensushakuisessa kulttuurissa kokea vaikeaksi, mutta mikäli hallinnon uudistamisessa toimivat ryhmät jättävät vaikeat asiat pois agendaltaan konsensustavoitteen nimissä, päädytään hallinnon uudistamisessa helposti hankalaan hallinnon uudistamiseen. HANKALA HALLINNON UUDISTAMINEN näkyy pienten askeleiden kautta tapahtuvina, kompromissiratkaisuista kehittyneinä, pirstaleisina hallinnon uudistamisen osahankkeina, joiden kautta voidaan muutosten toteuttamisen sijaan ylläpitää olemassaolevia rakenteita ja vältellä muutosta. ; Troublesome Nature of Administrative Reform The topic of my research is an administrative reform which is studied as a dynamic and contextualised phenomenon. The aim was to understand the nature and the essence of an administrative reform in the context of local government in Finland. The Regional Support Project (Seutukuntien tuki -hanke) was chosen as an empirical example of a reform in this study. The project was launched by the national government in 2000 as a response to the transition process of local governance of Finland. In this context the municipalities were trying to solve the contradiction of their diminishing resources and increasing demands by increasing voluntary cooperation in service provision and regional development. The aim of the project was to promote inter-municipal cooperation by means of state support and permissive legislation. The empirical data is qualitative and the method of analysis is based on grounded theory. The purpose of the method is to produce a practical theory derived from the experiences of those people who have lived through the administrative reform. The process of analysis was to define emerging concepts and make continuous comparisons to the empirical data and to other conceptual innovations. By linking the discovered concepts to each other, the patterns of social behavior and meaning of action were generated. The empirical data of the study was collected during 2000 2005. The primary data consists of 154 interviews and approximately 60 pages of observation material. The data was collected in the national level steering group of the reform and in all of the eight districts (comprising 55 municipalities) taking part in the project. The secondary data includes official documents of the Regional Support Project produced by the central government, different districts and the municipalities. The grounded theory -procedure revealed four partly conflicting frames. The different frames are the rhetoric and the reality of governance practices, national government as the reformer of autonomous local government, the fear of hollowing out local government and the gap between the elite and the masses. The phenomenon of administrative reform is experienced and interpreted differently depending on the frame adopted. In a situation, where contradicting frames are visible, a conflict is possible and even probable. However, this was not the case in the administrative reform studied. Instead, the most evident patterns of behavior in the reform process were pronounced pursuit of consensus, compromise seeking and avoidance of conflict. My research shows that the core process of an administrative reform is maintaining the cohesion of the elite . With this concept it was possible to connect the discovered contradicting frames to each other. Through an analysis of the interplay between the different frames and the core process, the dynamics of the administrative reform are unfolded. Essential in understranding the dynamics of an administrative reform is the existence of the conflicting frames and coincident objective of maintaining the cohesion of the elite. This combination is likely to lead to a wobbly and slow process and shows the troublesome nature of an administrative reform. The theoretical model created in this research, shows the process of an administrative reform as an application of unisonous instrumental-rational patterns. The possibilities of the above-mentioned approach are highly limited in producing new ways of function. Such limitedness is even more problematic in a multi-actor, network-type situation, where different interpretations of situations are not confronted but concealed in the fear of conflicts. Instead, administrative reform practices could be seen as historically and culturally defined processes of production of meanings, where the struggle of different ideas and interpretations is considered normal. The acceptance of struggle as a part of administrative reform requires that the individuals of the decision-making elites are ready to function in groups, where anxiety is allowed to be present at times. The groups the decision-making elites in administrative reforms are trying to find new creative solutions to the problems they face. Creative solutions develop in situations where genuine negotiation between different meanings and interpretations is present. Negotiation is however not possible in a situation where the fundamental objective of an elite-group is to prevent the individuals of the group from exposing to anxiety. If this is accepted, it is likely to lead to small steps, bad compromises and fragmented application of reform practices. In the context of administrative reforms this is problematic for it can lead to the regression of action or actually supporting the practices already functioning. These insights indicate why the nature of administrative reform is troublesome.

Food justice denotes both a social movement and an academic discourse of theorizing what constitutes a fair food system where the benefits and harms of food production and consumption are distributed equally and where every human being has a right to food. In the general discourse of food justice, a just food system is also assumed to promote the sustainability of food systems. In this article, I point out the problems of this assumption by revealing the tensions between the social and environmental aspects of justice in food systems. They relate largely to the fact that local food is not synonymous for environmentally sustainable and low-carbon food, yet the food justice discourse has assumed that re-localization of food systems guarantees its environmental soundness. Another, related tension concerns the democratization of the food system that may aggravate the environmental burdens of the food system in certain conditions when not paired with education and scientific knowledge. I illustrate how the conflicts between various claims for justice emerge, how they could be avoided, and I also discuss how the society could foster the emergence of food citizenship that would promote justice and sustainability in food systems. Ruokaoikeudenmukaisuuden diskurssissa on vallinnut oletus, että ruokajärjestelmän oikeudenmukaisuus kulkee käsi kädessä järjestelmän kestävyyden kanssa. Tässä artikkelissa tarkastelen ruokaoikeudenmukaisuuden suhdetta ruokajärjestelmän ekologiseen kestävyyteen ja osoitan suhteen olevan jännitteinen tavoilla, jotka ovat toistaiseksi jääneet lähes huomiotta. Erityisesti tarkastelen lähiruoan ekologista kestävyyttä, joka on otettu usein annettuna oikeudenmukaisuuden diskursseissa: artikkelissa osoitan tämän oletuksen ongelmallisuuden. Toinen samankaltainen jännite liittyy ruokademokratian lisäämiseen, joka ei välttämättä paranna ruokajärjestelmän kestävyyttä vaan saattaa joissain tapauksissa jopa hidastaa ruokajärjestelmän kestävyystransitiota. Tutkimuksessa tarkastellaan erästä Euroopan integraation vähemmän tutkittua ulottuvuutta: integraation vaikutuksia jälkikommunistisen yhteiskunnan kansalaisjärjestöihin. Liettualainen ympäristöjärjestösektori ja Ignalinan ydinvoimalan tapaus tarjoavat rajallisen, mutta samalla hyvin konkreettisen näkökulman kysymyksen tarkastelemiseksi. Tutkimus nojaa vuosina 2001-2003 kerätyn haastatteluaineiston laadulliseen analyysiin. Ignalinan ydinvoimalan tapauksen perusteella voidaan tulkita liettualaisten ympäristöjärjestöjen kohtaamia muutospaineita neuvostoajan lopulta aina Liettuan EU-jäsenyyteen saakka. Ignalinan ydinvoimalan ympärille keskittynyt liikehdintä oli yksi keskeisimmistä neuvostovallan vastaisen protestin välineistä 1980-luvun lopun Liettuassa. Ignalinan ydinvoimalasta muodostui tuolloin neuvostovallan poliittinen symboli; protestointi ydinvoimalaa vastaan oli samalla vastalause Moskovan sanelupolitiikalle ja vallitsevalle yhteiskunnalliselle järjestykselle. Ignalinan poliittinen symboliasema kuitenkin muuttui radikaalisti Liettuan itsenäisyysjulistuksen myötä: voimalasta muodostui niin taloudellisesti kuin poliittisestikin tärkeä kansallisen suvereniteetin osa. 1990-luvun lopulla ydinvoimalan poliittisen symboliaseman muutos sai yhä vahvemman ilmentymän EU:n esittäessä Ignalinan molempien reaktoreiden alasajoa ennen niiden lasketun käyttöiän umpeutumista. Eräät liettualaiset ympäristöjärjestöt toimivat aktiivisesti osana laajempia eurooppalaisia kansalaisjärjestöverkostoja vaatien itäisen Keski-Euroopan neuvostomallisten ydinvoimaloiden välitöntä sulkemista. Siten Ignalinan tapaus aiheuttaa monissa tapauksissa järjestöidentiteetin epävarmuutta: Yhtäältä ympäristöjärjestöidentiteetti vaatii kriittistä suhtautumista ydinvoimaan, erityisesti neuvostomallisiin RBMK-reaktoreihin. Toisaalta taas Ignalinan ydinvoimala koetaan Liettuan taloudellisen ja poliittisen omavaraisuuden takaajaksi. Ignalinan tapauksen ympärille rakentuva identiteettipoliittinen asetelma voidaan yksinkertaistaa tilanteeksi, jossa ympäristöjärjestöt hapuilevat kahden yhteensopimattoman toimintamallin välillä: järjestöt toivovat voivansa toteuttaa rooliaan ympäristöjärjestöinä, usein laajempien eurooppalaisten ympäristöjärjestöverkostojen mallin mukaisesti, mutta samalla kansallisen suvereniteettipolitiikan tuottamat mallit ovat vahvasti läsnä järjestöjen määrittäessä perusluonnettaan. Ignalinan tapauksen pohjalta tutkimuksessa tarkastellaan myös laajempia Euroopan integraatioon ja jälkikommunistiseen kansalaisjärjestötoimintaan liittyviä kehityskulkuja. Tutkimus tuo esiin, että Euroopan integraatio on luonut monitasoisen institutionaalisen järjestyksen, joka määrittää oman vaikutuspiirinsä säännöt. Euroopan integraatio on samalla ilmiö, joka toteutuu myös hyvin arkipäiväisissä asioissa se on läsnä monissa mikrotason käytännöissä vaikuttaen siis myös ympäristöjärjestöjen toimintaan. Samalla voidaan havaita, että politiikan muodot ja tyylit eivät synny tyhjiössä tai pelkästään rationaalisten valintojen tuloksena; historia, sen tuottamat tulkinnat sekä rutiineihin perustuvat säännönmukaisuudet ovat läsnä poliittisessa elämässä, niin kansalaisjärjestötoiminnassa kuin muussakin yhteiskunnallisessa aktivismissa, samoin kuin hallinnollisissa käytännöissä. ; The colourful, sometimes even dramatic, history of Lithuanian environmental non-governmental organisations (NGOs) makes them an interesting subject of political science research. During the past fifteen years the role of the Lithuanian environmental movement has changed quite radically. The environmental movement had a central political role at the time of the Lithuanian independence activism in the late 1980s, but the movement later lost its mobilising potential and was marginalised by the beginning of the 1990s. Since then the environmental NGOs have been strongly affected by the process of European integration. Environmental NGOs have served both as agents and indicators of the institutional change taking place in Lithuania. The dynamics of this change can be analysed through the case of Ignalina in the course of the past couple of decades the nuclear power plant of Ignalina in the north-east corner of Lithuania has been a reference point for a number of political discussions and processes. During the Lithuanian independence movement the nuclear power plant became a symbol of Soviet rule. As Ignalina was strongly associated with the hegemony of Moscow over Lithuania the plant occupied a central role in the fight towards national sovereignty. Independence activism took the form of environmental protests, especially in the early stages of the Lithuanian reform movement, and a large number of environmental organisations were established all over Lithuania. The political context provided an opportunity to address sensitive political questions through environmental activism. For instance, in September 1988 thousands of protesters formed a human chain the ring of life around the two units of Ignalina as a manifestation of Lithuanian national sovereignty and identity. The symbolic position of Ignalina changed radically after Lithuania s independence declaration in March 1990. As Moscow imposed an energy embargo on Lithuania it soon became clear that the country was dependent on its own sources of energy, of which the nuclear power plant of Ignalina was the most important one. Although Ignalina had only recently served as the symbol of Soviet oppression, the plant suddenly proved indispensable in the reconstruction of the nation and its material well-being. In 1995 the Lithuanian government tabled a EU membership application. Towards the end of the decade Ignalina was brought on the political agenda of the EU it soon became evident to Lithuanians that the closure of the nuclear power plant would be considered a de facto prerequisite for EU membership. As a result, the question of Ignalina was highly politicised the setting gave Ignalina a positions as the symbol of national sovereignty. There had been a radical shift in the political symbolism surrounding the plant. Meanwhile, the environmental NGOs faced a dilemma: Some of the environmental activists were closely linked to European anti-nuclear NGO networks and were strongly in favour of the decommissioning of Ignalina. However, many of the environmental NGOs also carried with them a long tradition of ethno-cultural thinking thus connecting the organisations closely to the notion of Lithuanian national sovereignty. Against this background it proved difficult for many organisations to define their role in view with the question of Ignalina what would be appropriate political action? As a result, there remained a great deal of indecisiveness and confusion among the environmental NGOs as to the decommissioning plans of Ignalina, and more generally as to the role of the environmental organisations in the Lithuanian society. The case of Ignalina provides a framework within which it is possible to analyse certain dimensions of national sovereignty in an integrating, post-Cold War Europe. The integration of Central and Eastern Europe into the EU has produced a situation in which many of the expectations attached to national sovereignty are being challenged. The research also brings forward a topic that has received only limited attention in the past, namely the effects of European integration on non-governmental organisations in Central and Eastern Europe. By focusing on a specific sector of Lithuanian NGO activity it is possible to analyse the dynamics of europeanisation on a very concrete level. The case of Ignalina suggests that the activists of Lithuanian environmental NGOs are forced to ponder the raison d être of their organisations in the face of different, often conflicting institutional pressures. The expectations drawn from fresh national sovereignty are not always compatible with the models of action produced by the European integration process. The case evidences a conflict between post-Communist nation-building and the institutional limitations brought about by EU membership. Simply put, the idea of national sovereignty on the one hand and European integration on the other offer environmental NGOs distinctive, often conflicting, models of appropriate political action. The models of action created by the institutional framework of the EU are not easily compatible with the norms typical of a newly independent state. This identity political conflict is especially pronounced whenever national and European norms are placed in direct opposition with each other. However, it should be noted that the national and European levels of politics cannot be completely distinguished from each other. It is interesting to notice how models of action drawn from the EU system often form the very basis of national or local political action. Therefore it can be stated that the separation between European and national models of appropriate action is not always feasible. It is possible to approach most political questions, including the encounter of Lithuanian environmental NGOs and the EU, from an institutional perspective. The theoretical framework of the study is based on new institutionalism , and the notion of logic of appropriateness is central to the study political institutions are analysed as collections of norms that define the rules of appropriate political action in different situations. In essence, politics is about appropriate action. The research seeks to explain the logic of appropriateness being followed by Lithuanian environmental NGOs. The research problem is approached through a set of questions: (1) How does the colourful history of the Lithuanian environmental movement affect the political characteristics of today s environmental NGOs? (2) What does the specific case of Ignalina tell us about the institutional contexts in which the Lithuanian environmental NGOs operate? (3) How to define the relationship between Lithuanian environmental NGOs and the politics of national sovereignty? (4) What is the relevance of the institutional framework of the EU to Lithuanian environmental NGOs? The study suggests that the rules of appropriateness change depending on the political context. At the same time, the conflicts produced by differing, overlapping institutional environments are reflected in the inner dynamics of political actors, resulting to indecisiveness and confusion. Since political action is first and foremost directed by the logic of appropriateness, the interpretations of political contexts are of central relevance. Therefore it is possible that a single object, such as a nuclear power plant, can be given a variety of interpretations in the realm of identity politics. The case of Ignalina evidences that symbolism and interpretation form the core of political life.

Tutkimuksen tarkoituksena on vallankäytön luonteen ja sen ilmenemisen tulkinta ja ymmärtäminen ammattikorkeakoulujen vakinaistamis- ja laajentumisprosessissa vuosina 1995-2000. Tutkimus jakautuu kahteen pääosaan: teoreettiseen ja tapausesimerkkinä toteutettavaan empiiriseen osaan. Työn lähtökohtana on teoreettisen viitekehyksen kautta jäsentää, tulkita ja ymmärtää tutkimuskohteena olevaa ilmiötä eli vakinaistamis- ja laajentumisprosessiin liittynyttä vallankäyttöä. Työn metodinen painopiste lähenee teoriaperusteista analyysia ja arviointia. Tiivistäen ilmaistuna teoria saa työssä tulkintavälineen aseman. Tavoitteena on teorian ja sen pohjalta luodun viitekehyksen ja aineiston välinen dialogimainen vuoropuhelu, jota täydennetään eri tutkijoiden esittämillä näkemyksillä. Työn dokumenttiaineisto painottuu kirjoitetussa muodossa olevaan, aitoon ja alkuperäiseen sekä selkeästi rajattuun tekstikorpukseen, jolle annettiin ja jolle muodostui keskeinen asema korkeakoulupoliittisia ratkaisuja tehtäessä. Työn tulkintaprosessin myötä voidaan päätyä mm. toteamaan, että valta ei paikantunut tai sijoittunut ammattikorkeakoululaitoksen luomisen prosessin osalta ainoastaan valtakunnan tason toimijoille ja päätöksentekijöille eli suunta ei ole yksinomaan ylhäältä alhaalle. Kokonaisuuden onnistuminen ja toimivuuden turvaaminen jäivät ja jäävät pitkälti anojien eli paikallistason vastuulle. Vaihtoon liittyvää ulottuvuutta ja vuorovaikutusta tarvitaan prosessin jatkokehittämisen onnistumiseksi. Tarkasteltavassa prosessitodellisuudessa ilman paikallistason työpanosta ja muutoksen syvällisyyttä ja hallintaa - nimenomaan ammatillisen korkeakoulutuksen näkökulmasta - todellinen muutos jää puutteelliseksi. Viitekehyksen keskeisimmät ulottuvuudet nousevat selkeästi esille empiirisen aineiston tulkinnan myötä; vallankäyttö prosessitodellisuuden eri toimijatasojen menettelyjen osalta liikkui nollasummapeli - positiv-summekonflikt -ulottuvuudella, kuten myös mahdollistamisen ja antienergisoinnin ja toimintaa hankaloittavien ratkaisujen puitteissa. Vallankäyttö seurauksineen liikkui ylivallan ja yhteistoiminnallisen vallan kentissä. Valta kapasiteettina ja kykynä tulkita sekä omaa että toisten todellisuutta sekä kokonaisuuden hallintana - jopa edellä mainittujen ulottuvuuksien puutteenakin - saa keskeisen sisällön tarkasteltavan tapausesimerkin puitteissa. Vallan suhdeperusteinen ja muuttuva luonne tulee selvästi esille. Vallankäyttö näkyy selkeästi konkreettisessa toiminnassa paikallisella, alueellisella ja valtakunnallisella toimijatasolla. Kun tilannetta tarkastellaan työn viitekehyksestä käsin, paljastuu valtakäsitteen hyödyntämisen ja tulkinnan jääneen prosessin kuluessa osittain rajautuneeksi. Työn pohjalta voi tulkita vallankäytön heijastusvaikutusten ja mahdollistamisulottuvuuden pohdinnan jääneen osittain keskeneräiseksi. Tehtyjen ratkaisujen ja valittujen periaatteiden seurauksena vallankäyttöön olennaisesti liittyvä kokonaisuuden hallinta ja kyky taata muutoksen syvällisyys eivät olleet ongelmattomia. Kaiken kaikkiaan kyse on työn otsikon mukaisesti vallankäytön oppimisesta. Samalla paljastuu vallankäytön haasteellisuus korkeakoulupolitiikkaa laajemminkin hallinnon kannalta. Valtaan liittyvän todellisuuden tulkinta laajentaa prosessin ymmärtämistä. Samalla paljastuu viitekehyksen laajempi sovellettavuus ja tutkimuksen käyttökelpoisuus sekä vallan suhdeperusteinen ja muuttuva luonne. Perehtyminen työ viitekehykseen ja sen pohjalta tehtyyn empiiriseen tarkasteluun voi edistää muutosta ja sen hallittavuutta. Työ viitekehyksenä oleva mallikombinaatio, synteesi mahdollistaa suoraa vallan harjoittamista laajemman prosessinäkökulman ja auttaa ymmärtämään laaja-alaisemmin organisationaaliseen vallankäyttöön liittyvän toiminnan seurauksia. Siten käytetty malli monipuolistaa vallan tulkintaa. ; The purpose of this study is to interpret and understand the nature and presence of the use of power in polytechnics during the years 1995 - 2000 when they were both being made permanent and undergoing expansion. The study is divided into two main parts: the theoretical and the empirical case study. The use of power within the process examined is interpreted through the theoretical part. Put concisely the theory becomes an interpretative tool in this study. The study concerns itself with two principle levels, the national and the provincial / local: the relationship between and within these two is analysed and interpreted from the viewpoint of the use of power. The basic arrangement of the study is to consider the use of power through and with the help of the two earlier mentioned levels. The workings of the evaluation board of the polytechnics and its licensing section (initially a separate working group), government, parliament, the commission of education and culture, and the ministry of education form the national level of the empirical part of the study. These bodies can be broadly divided into two working groups: the political decision makers, and the specialists. The second level is made up of local and provincial questions of power, resources and dependency. North Savo Polytechnic and Pirkanmaa Polytechnic, both of which could not get permanent official status immediately on first application, have been chosen as examples of the local level. During the period studied North Savo Polytechnic applied for permanent status three times and made one application to broaden the mandate sought. Thus the process reality and entirety and its power dimensions and its changes can be seen. After these submissions the process continued in North Savo provisionally or as education based on agreement making certain units permanent. Pirkanmaa Polytechnic was assessed at the start of the process and again at the end of it when it got provisional approval for making the school permanent. Thus in the time period studied we can examine two different cases as examples within the local process. The study covers issues on both micro and macro levels. The central theme is to look at the process and its content dimension in its entirety. The views of both local and national influencers have been included to make the research more substantive. The use of power as part of process reality is modelled with the aid of two intersecting lines. At the ends of the horizontal line there are the power dimensions of authoritarian (power over) and co-operative (power with). The vertical line describes energy and anti-energy power dimensions; empowerment and action that hinders or even blocks it. Thus we have a four-field model that describes power dimensions in the building process and serves as a technical tool for the study and its theoretical framework. The starting point of the study is that "power moves" as a result of actions in the aforementioned four-field model even during the same process reality, and then the use of power takes different forms and has different consequences. The positions of the power wielders and power targets vary during social interaction and action. Power as a phenomenon manifests itself in varying non-static process relationships and a conclusion as a nil sum game or open conflict is not enough to keep the process developing positively. They are counterbalanced by reciprocal exchange relationships and the positive sum conflict dimension. The interpretation of process reality, securing a change, and management of the entirety become central. The starting point of the study is, through the above-mentioned theoretical framework, to analyse, interpret and understand the phenomenon studied, i.e. the use of power in the process of awarding permanent status and broadening a mandate already received. The methodological emphasis comes close to theory based analyses and evaluation. The aim is a dialogue between on one hand the theory and the framework it's based on and on the other hand the data. This dialogue is then completed with views from various researchers. The documentary data consists mainly of written original, genuine and clearly defined bodies of text which were submitted and which formed a central part in the making of political decisions in the polytechnic field. Through the interpretation process of the study it can be stated that as regards the creation of the polytechnics that power was not only located at the level of national decision makers i.e. the direction is not only from the top to the bottom. Successful implementation and feasibility were and still are the contributory responsibility of the local level applicants. Interaction and reciprocity exchange are needed to make further development successful. Real change in the process reality will be incomplete if local level work input, management and depth of the change - especially from the viewpoint of the polytechnics - are not taken into consideration. The most central dimensions of the framework are brought out with the interpretation of the empirical data; the use of power in the differing action levels of the process reality was moving in the nil sum game - positive sum conflict dimension, as also in the facilitating / empowering and anti-energising / solution retardation dimension. The use of power with its results was moving in the fields of authoritarian (power over) and co-operative (power with). Power as capacity and as ability to interpret one's own and others´ reality and also as management of the entirety - even lacking of all the before mentioned dimensions - receives a central role in the case study examined. The changing and relationship based nature of power is brought out. The use of power can be seen clearly in the tangible actions at the local, provincial and national levels. When the situation is looked at from the framework of the study it can be seen that the utilisation and interpretation of the concept of power has remained partly limited in the course of the process or that the decision makers have not thought about it from the viewpoint of the framework. On the basis of the study it can be interpreted that the study of the reflex effects and facilitating / empowering dimension of the use of power has remained somewhat incomplete or that at least the knock on effects have not been studied in all aspects. As a result of the decisions made and the principles chosen the management of the entirety and the ability to secure the depth of the change that essentially go together with the use of power were not problem free. All in all it is about, in accordance with the title of the study, learning to use power. At the same time the challenging nature of the use of power in administration other than in the polytechnics is revealed.

Tämän laadullisen tutkimuksen tarkoituksena on kuvailla terveydenhuollon lähiesimiesten kokemuksia ennakoivasta päätöksentekosta työssään. Ennakointi on tärkeää ja ilman sitä työn suunnittelu on haastavaa. Ennakoiva päätöksenteko on lähiesimiehelle tärkeä työkalu toimintaa suunnitellessa. Aineistona käytettiin kirjallisuuskatsausta ja kymmenen (n=10) lähiesimiehen haastattelua. Haastattelujen analyysi tehtiin sisällönanalyysin avulla. Tutkimustehtävä oli seuraava: Minkälaisia mahdollisuuksia terveydenhuollon lähiesimiehillä on ennakoivaan päätöksentekoon työssään? Tutkimuksessa tuli esille ennakoinnin tärkeys lähiesimiehen työssä. Ennakointi on arkipäivää. Kun muutoksia tulee paljon ja nopeassa aikataulussa, lähiesimieheltä vaaditaan kykyä reagoida muutoksiin nopeasti. Mahdollisuudet ennakoivaan päätöksentekoon ovat pääsääntöisesti hyvät. Lähiesimiehellä on paras tieto oman yksikkönsä vahvuuksista ja heikkouksista ja näitä tietoja hän pystyy hyödyntämään ennakoinnissa. Oman esimiehen antama tuki vaikuttaa suuresti ennakoivaan päätöksentekoon. Jos yhteistyö oman esimiehen kanssa toimii huonosti, päätöksentekomahdollisuudet koetaan heikkoina. Hyvä yhteistyö oman esimiehen kanssa puolestaan helpottaa ennakoivaa päätöksentekoa. Myös kollegiaalinen tuki ja moniammatillinen yhteistyö koetaan ensiarvoisen tärkeäksi työssä. Ilman näitä ennakoiva päätöksenteko on hankalaa ja työhyvinvointi heikkenee. Haasteena lähiesimiehet kokevat heikon tuensaannin omalta esimieheltä, arvoristiriidat, henkilökunnan odotukset ja suuren työmäärän. Tutkimustuloksia voidaan hyödyntää yhteistyön kehittämisessä ja ne voivat nostaa lähiesimiehen työn arvostusta. ; This qualitative study focuses on immediate superiors' experiences of applying anticipatory decision making in healthcare. Anticipatory decision making in superior's work is important. Without it, planning the work would be challenging. It can be considered as an important tool for the immediate superior when planning the course of actions. The material consisted of a literature review and ten (n=10) interviews with immediate supervisors. Content analysis was applied to examine the interviews. The research question was as follows: How are immediate superiors in healthcare able to apply anticipatory decision making in their work? The study pointed out the importance of anticipation in the work of one's closest superior. It is part of everyday routines. In general, the possibilities of applying anticipatory decision making are good. A great number of changes emerge with a tight schedule and thus, the immediate superior must be able to react quickly to them. The immediate superior has the best knowledge of the strengths and weaknesses of his/her unit, and this knowledge can be utilized in anticipatory action. Getting support from one's own superior has a great influence on decision making. If the level of cooperation with one's superior is not good, possibilities to make anticipatory decisions are weak. On the contrary, good cooperation makes anticipatory decision making easier. In addition, collegial support and multiprofessional collaboration are deemed important in work. Without these, anticipatory decision making is cumbersome and wellbeing at work declines. On the other hand, weak support from one's own superior, value conflicts, personnel's expectations and extensive work loads are considered as challenges. The results of the thesis may be used to advance collaboration and to increase the status of the work of immediate superiors.

Jotkut marxismin tukijat jakavat keskiluokan talonpojistoon ja muuhun keskiluokkaan. Talonpojisto on vähenevä luokka. Koska marxismin luokkateorian mukaan poliittiset puolueet vaalivat yhteiskuntaluokien intressejä, tutkin pitääkö tämä väite paikkansa. Ensin selvitin marxilaisen teorian luokista ja niiden intresseistä eli eduista, joiden puolustamiseski luokat järjestäytyvät poliittisiksi puolueiksi. Ne laativat itselleen yhteiskuntapoliittiset ohjelmansa, joita ne pyrkivät politiikansa avulla toteuttamaan. Tutkimusaineistona käytän Suomen eduskunnassa tutkimusvuosina edustettina olelleiden puolueiden tavoite- ja yleisohjelmia, joista selvitän sisällön analyysiä käyttäen niiden sisällön ja julkilausutut tavoitteet. Erityisesti pyrin selvittämään orientoituvatko puolueet ohjelmissaan tiettyjen luokkien etujen puolustajiksi vai missä määrin ne esiintyvät yhteiskunnan yleisten etujen vaalijoina. Tutkimus tapahtuu toisaalta puolueiden eduskuntoimintaa selvittämällä. Tällöin pyrin saamaan selville sen toimivatko puolueet periaate- ja tavoiteohjelmiensa mukaisesti laatiessaan lakialoitteita eduskunnassa. Kolmantena tutkimuskohteena on hallituksen esitysten sisällön eritteleminen intressiorientaation pojalta. Kysymys kuuluu palvelevatko hallituksen esitykset yleistä vai luokkien erityisetuja. Tutkimuksessa selvisi, että puolueet niin ohjelmalausumissaan kuin eduskuntatoiminnassaan vaalivat sekä yleistä etu, josta käytän nimitystä luokkien yhteisetu, että luokkien erityisetuja. Eniten puolueet vaalivat yhteisetua. Erityiseduista puolueet vaalivat kukin tiettyä luokkaetua enemmän kuin toista. Tämän perusteella puolueet jakaantuvat ensijaisesti porvariston, keskiluokan ja työväenluokanetuja vaaliviksi. Hallituksen esityksissä luokkaorientaatio on heikompaa kuin kansanedustajien lakialoitteissa. Tutkimustuloksistani selviää myös se, että vaikka puolueet ovat viime vuosikymmeninä ottaneet vaaliakseen aikaisempaa enemmän kaikkien luokkien intressejä ja niiden yleispuolueominaisuudet ovat lisääntyneet, tietty luokkaorientaatio on säilynyt. ; Classes continually alter and influence party strategies and also the behaviour of voters. The members of classes form economic, professional and political organisations. Every class aims to exert the greatest influence upon the state with the help of its political party. This study researches the class basis of political competition, the effect of class interests on the policies of nine Finnish parties in their political programmes and initiative work in the Parliament. The investigation is based on historical materialism and its class structure theory developed by Karl Marx, Friedrich Engels and other Marxists. The aim of study is to estimate how appropriate the class schema of historical materialism is for analysing the political partisanships and ideological conflicts in advanced industrial society. The statements and aims of political party programmes are put into practice in Parliament. This research analyses how parties represent their aims in their political programmes and what their parliamentarians do in Parliament. Is a party the representative of one class or does it equally promote the interests of many classes? Is it a class party or a generally oriented party? As in historical materialism, the programmes and legislative initiatives have been classified into five groups. The first group contains general class interest, oriented towards the common good. The next four groups comprise bills with a specific class interest orientation: bourgeoisie, the middle class, farmers and workers. The parties investigated are The National Coalition Party /The Conservative Party, The Swedish People`s Party, The Finnish Centre Party, The Finnish Social Democratic Party, The Left Alliance, The Liberals, The True Finns, The Christian Democratic Party and The Greens. The changes in politics and in party relationships over thirty years are investigated by comparing the parliamentary actions of parties from the 1960´s to the 1990´s. The study concerns the legislative initiatives of the years 1965, 1972, 1988 and 1999. The data on the programmes were collected from the two political programmes of nine parties from the years 1950 2003. The programmes of political parties are the public flag of the party as Engels expressed it, although their programmes have lost some of their class orientation. In the programmes of all nine political parties the contents aiming at the common good are the first, most important aim, the percentages being 76 98 %. Differences in the programmes of the political parties can still be found. The political parties emphasise their interests and aims in their own ways. The Conservative Party, The Swedish People´s Party and The Liberals have the next important interest in the bourgeoisie. The Swedish People´s Party, The Finnish Centre Party and The True Finns emphasise the middle class and the farmers. The Finnish Social Democratic Party, The Left Alliance and The Greens take care of working class. The main task of Parliament is to enact legislation. Bills can be submitted to Parliament by the Government or as private members bills. In this process the class interests notably emerge in private members bills of plenary sessions. The main Finnish political parties took into consideration the interests of all classes. All nine parties have made in the largest extent common good legislative initiatives. For all nine parties, the most prevalent type of legislative initiatives was those for the common good (84 -67 %). At the same time they tended to favour special class interests. The least specific class parties were The Christian Democratic Party, The Green Party and The Swedish People´s Party. Among special class interests all the parties oriented more to middle class interests in Parliament than in their declared objectives (18.8 7.0 %). The Liberals, The Conservative Party, The Social Democratic Party, The Left Alliance and The True Finns had the strongest middle class orientation. The Conservative Party were the most bourgeois party (10.2%). The strongest working class interest was found in The Left Alliance, The Social Democratic Party and The Green Party (18.8 13.1 %). The Finnish Centre Party and The Social Democratic party, The Left Alliance and The True Finns were closest to working class interests. Are there class oriented differences in the contents of the legislative initiatives and political programmes of the nine political parties? The contents were classified into eleven groups: administration, civil rights, nature conservation, economics, occupation structure, social policy, public health, education, culture, labour market and international affairs. All nine parties have the same three most important contents of legislative initiatives. These were finance/economics, social policy and administration systems. And all nine parties were more interested in financial and economic aims than their political manifestos suggest. The fourth important content for The Conservative Party, The Swedish People`s Party, The Liberals and The Christian Democratic Party was education. Employment was the fourth aim of The Finnish Centre Party and The True Finns. The Labour Market was also important to The Finnish Social Democratic Party, The Left Alliance and The Greens. Nature conservation was important to The Greens, too. The contents of government bills are more oriented towards the common good than are the private members bills. The conclusion is that the main Finnish political parties took the interests of all classes into consideration. At the same time they reveal preferences for special class interests. This emerges in political manifestos and legislative initiatives and government proposals. The Finnish political parties are not purely general parties devoid of class background. Finance and economics was the basis upon which the people arranged their lives and formed political opinions. The class structure of historical materialism is suitable to demonstrate political partisanship in Finland during the second half of the twentieth century. Social changes affect both the class structures and the political aims of parties and give rise to social and ideological conflicts in advanced industrial societies. The consensus policy is one appearance of civilized class struggle.

It can be called silent, passive, invisible or everyday resistance. Silent resistance is a way of the subjugated or otherwise marginalised to challenge the dominant rules or systems. Because it does not proclaim resistance but rather tries to stay out of publicity, it is risk-free and low-profile activity that is seemingly non-political – and you can get away with it.
Silent resistance can take many different forms: it may appear, for example, as silence and grumbling, isolation, avoiding and hindering issues or shifting attention to something irrelevant. The importance of everyday resistance rises from the signals of small networks in a situation where open confrontation is not possible or desired, but total inactivity is not an option either. Moreover, silent resistance remaining in the margin cannot be considered separate from open resistance, but as an important part in the process of realising more open resistance. Although power relations serve as the event framework of the phenomenon, silent resistance is a weapon not only in the hands of the subjugated. Its tactics can also be used by those who hold power.

Marginaaliin jäävää hiljaista vastarintaa ei myöskään voida nähdä erillisenä avoimesta vastarinnasta, vaan se on tärkeä osa avoimemman vastarinnan aktualisoitumisen prosessia. Vaikka valtasuhteet toimivat ilmiön tapahtumakehyksinä, hiljainen vastarinta ei ole ainoastaan alistettujen toimintaa. Sen taktiikoita voivat käyttää myös valtaapitävät.

Tutkimuksen tavoitteena oli selvittää poliittisen eliitin toimintaa ja työmoraalia Suomen eduskunnassa. Tutkimus tehtiin kvantitatiivisen ja kvalitatiivisen aineiston pohjalta ja soveltamalla yhteiskuntatieteen ja oikeustieteen tutkimusmetodeja. Tilastotietoa kerättiin kahdeksientoista (18) valtiopäivien täysistunnoista vuosien 1970-1998 väliltä. Valiokunnista kohteena oli vaalikausi 1991-1994. Yhteensä aineistoon sisältyi 6 078 pöytäkirjaa ja näiden 520 869 läsnä- ja poissaolomerkintää. Lisäksi tarkasteltiin valtiopäivien historiaa, sekä lobbausta eli valiokuntien kestityksiä. Tärkeimmät säädökset olivat valtiopäiväjärjestys, Suomen perustuslaki ja eduskunnan työjärjestys. Tutkimustuloksena todettiin mm. seuraavaa. Kansanedustajan toimi ei ole enää perinteinen luottamustehtävä. Kansanedustaja on ammattipoliitikko, ja hänen toimensa nimikkeeksi sopisi käsite 'luottamusvirka'. 'Edustajanpalkkiokaan' ei ole 'palkkio' vaan kuukausitulo, ja siihen voisi soveltaa vanhaa virkamiespalkan elatusteoriaa. Kansanedustaja saa elatusta siitä, että hän antaa työvoimansa valtion, puolueen ja kansan käytettäväksi. Eduskuntatyö kaipaisi perusteellista remonttia. Tulisi pohtia ainakin välikysymyksen tarpeellisuutta, täysistuntojen päätösvaltaisuusrajaa, varamiesjärjestelmää ja valiokuntien asiantuntijakuulemisia. Asiantuntijat ovat liian usein samoja henkilöitä, he edustavat julkista valtaa, ay-liikettä ja erilaisia etujärjestöjä. Puhemiesneuvoston valtaa - ja henkilöön perustuvaa auktoritatiivista valtaa - voisi rajoittaa asettamalla puhemiehen (ja varapuhemiesten) toimikaudelle määräaika. Eduskunnan kollektiivinen moraali muodostuu majoriteetti- ja senioriteettiperiaatteen pohjalta ja ilmentää usein kokeneempien edustajien käsitystä oikeasta ja väärästä. Taustajoukoista ja puolueensa tuesta riippuvainen ammattipoliitikko menettää herkästi yhteyden äänestäjiensä arkipäivään. Tällöin "oikea" voi hämärtyä ja edustajan etu nousee tärkeimmäksi. Esimerkiksi valiokuntien kestitysten suhteen on tulevan korruptiolain aikana syytä olla takavuosia varovaisempi. Kollektiivinen työmoraali näkyy edustajien tekemistä päätöksistä ja siitä, miten eduskunta tulkitsee, toteuttaa ja uudistaa instituutiota itseään koskevaa lainsäädäntöä. Yhtenä trendinä ilmenee eduskuntatyöhön kohdistuvien kontrollinormien lieventäminen, toisena demokratian vaatima mutta käytännössä paikoin näennäiseksi jäävä avoimuus. Eduskunnan sisäisten sääntömuutosten yhtenä funktiona voi olla jopa tarkoitus antaa suojaa kansalaiskontrollia vastaan. Poissaoloja on ollut eduskunnan alkuvuosista lähtien. Kaikki edustajat eivät saavu ajoissa valtiopäiville eivätkä kaikki osallistu äänestyksiin, vaikka ilmoittautuvat läsnäoleviksi. Salista poistumisen yhtenä syynä voi olla halu välttyä poliittiselta kannanotolta. Suuria poissaoloja ovat aiheuttaneet yöistunnot, maanantaipäivät, istuntokausien loppumiskiireet ja välikysymysten ministerivastaukset. Runsaita henkilöpoissaoloja ovat aiheuttaneet sairaus, virka- ja ministerintehtävät, 1990-luvun alussa myös loikkaukset ja ristiriidat puoleen kanssa. Aineiston valiokuntakokouksista päätösvaltaisena oli alkanut noin 70 % ja loppunut noin 65 %. Suurin vajaavaltaisuuden aiheuttaja oli asiantuntijakuuleminen. Ratkaiseva hallituksen esityksen toinen käsittely oli tehty päätösvaltaisesti, mutta muuten asioita oli viety eteenpäin vajaavaltaisena. Jos päätösvalta-vaatimus olisi ollut ehdoton, asia olisi voinut jumiutua valiokuntaan ja hidastaa eduskuntatyötä. Poikkeuksena päätösvaltaongelmiin oli toimintatavoiltaan erilainen, edustajia ministeristöön nostava valtiovarainvaliokunta. Eduskunnassa on hiljaisia puurtajia eli lainsäädäntötyön tekijöitä, mutta myös poissaolijoita. Poissaolijat jakautuvat puolueensa hyväksi työtä tekeviin poliitikkoihin ja edustajiin, joiden poissaoloihin löytyy ehkä selitys mutta ei puolustusta. Hiljaisen puurtajan työpanos jää usein näkymättä, ja julkinen kuva muodostuu tunnetuista poliitikoista. Ajan mittaan hiljainen puurtaja voi kuitenkin tulla palkituksi arvostetulla eduskunta- tai ministeritehtävällä. Eduskunnassa on korkeaa kollektiivista ja korkeaa yksilöllistä työmoraalia, mutta myös päinvastaisia ilmentymiä. Työmoraalilla ei ole keskimäärää, sillä on kasvot. Poliittiseen eliittiin kuuluu henkilöitä, jotka käyttäytyvät epäeettisesti jos heitä ei valvota - mutta niin heitä kuuluu kaikkialle yhteiskuntaan, äänestäjiinkin. Yleistää ei pidä; jokaista on kohdeltava omana henkilönään. 1980-luvun alkupuolella keskimääräinen poissaolo täysistunnon nimenhuudosta oli noin 20 henkilöä (10 %). Vuonna 1989 työjärjestykseen lisättiin mahdollisuus ilmoittautua läsnäolevaksi nimenhuudon jälkeen. Samana vuonna keskimääräinen poissaolo oli jo 31 henkilöä (15 %). Valtiopäiviin 1994 vaikutti mm. liittyminen Euroopan unioniin, ja silloin nimenhuudosta oli poissa keskimäärin 36 henkilöä (18 %). Sama 36 henkilöä toistui vuonna 1997, jolloin yhtenä syynä olivat äitiyslomat. Vuonna 1998 eduskunta muutti tilastonsa julkisiksi ja syksyn poissaolot lähtivät jyrkkään laskuun. Vuoden keskimääräinen poissaolo nimenhuudosta oli 29 edustajaa (14 %). ; The purpose of the research was to examine the operation of the political elite in the Finnish Parliament.The study is based on both quantitative and qualitative data, and the research methods used are derived from jurisprudence and the social sciences. The statistical data of plenary sessions were collected from 18 parliaments in years 1970-1998, and the data of parliamentary committees from the legislative period of 1991-1994. In all, the data consisted of 6,078 recorded minutes and 520,869 registrations of attendance and non-attendance. The qualitative data consisted of historical surveys of parliament's early years and of surveys of lobbying parliamentary committees. The most important statutes in the normative examination were Parliament Act, the Finnish Constitution and the Parliamentary Order of the Day. The actual work of a parliament member is no longer based on the position of trust. The position has now a more professional character, and the representative has in a way become a professional politician. In fact, the term "office of trust" might most appropriately describe an elected representative's work at present. Even today representatives are paid a "reward" for their services. The use of the term "subsistence" could better refer to the total sum of a monthly income and various other benefits. Subsistence, it also could imply that the representatives contribute their work for the use of the state, of the party and the people. Parliamentary regulations still need a fundamental restructuring. More widely it should be discussed the usefulness of interpellation, the quorum of plenary sessions, the system of deputy members and the system of hearing outside experts at the committee work. The power of the Speakers could be reduced by limiting the office years of the Speaker (and Deputy Speakers). In a parliament, collective morale is moulded by the principle of majority and seniority. Members with fewer years of service have to accept the decisions taken by the more experienced colleagues. Therefore, the collective morale mainly reflects the senior representative's perceptions of right and wrong. A professional politician, depending on political background and party, lost readily genuine contact with the everyday life of voters. Therefore the meaning of the word "right" can be obscured. For example, in committee work they should be more careful with lobbyism in future, when parliament pass a law for representative's corruption. The collective work morale of parliament manifests in the decisions taken. It is also visible in how the members interpret, implement and reform legislation concerning parliament institution. One trend seems to be moderating the norms used in controlling parliamentary work. Another trend is the requirement of openness, demanded by democracy, which, however, often remains quite superficial. It actually seems some times that the internal reforms of parliamentary regulations have been made to protect parliament against its control by citizens. Absences have always been there and they have been discussed since early days of parliament. All the representatives do not turn up in time when parliament begins its work, and some representatives leave the main auditorium as soon as the roll call is over. One reason for an early departure may be try to avoid taking political stand. In the years examined major non-attendance have been caused by night sessions, Monday sessions, ending of term of parliamentary sessions and interpellations debates during Cabinet minister's respond. As to individual representatives non-attendance have been increased by illness, ministerial and official duties or official journeys. In the early 1990s some non-attendance were caused by representatives who went over to another party or had conflicts with their own party. In research material some 70% of committee meetings had started with the presence of a quorum, but when they were adjourned the quorum had dropped to 65%. Hearing outside experts was the major reason for non-quorum meetings. In the decisive second reading of a government proposal there was always the presence of a quorum. If the demand for a quorum had been applied faithfully in all cases, the matter under discussion would probably have delayed the work of parliament as a whole. In this respect, the state financial committee was an exception, because it operates different and helps parliament members in their political career by promoting them to ministerial positions. In parliament work some of the members can be clearly identified as the quiet hard workers. On the other hand, the degree of non-attendance can be high. The conscientious representatives who attend meetings actively are "legislators", while the absent could be divided into "professional politicians" working for their own party or representatives whose absence can be explained but not really defended. The input of a single, hard- working representative often remains invisible. The public image of parliament is primarily created by the well-known professional politicians. A quiet hard-working can, however, in the long run be rewarded with visible parliamentary or ministerial duties. High collective and individual work morale is still to be seen in parliament, but just the opposite may also manifest itself. Morale is something that cannot be expressed in terms of an average, since morale has a face. There will always be members of the political elite who, if uncontrolled, will act unethically. But the same holds true for the rest of society, including the voters. Therefore we should avoid making generalisations and, instead, we should regard each member of parliament as an individual person with his or her own human characteristics. As the early 1980s the average number of absentees in the roll call of plenary sessions was 20 members (10%). In 1989, after an order reform, it became possible to register as present even after the roll call of plenary sessions. In that year 31 members on average (15%) were absent during the roll call. In 1994, when Finland was negotiating its membership in the European Union, on average 36 members (18%) were absent during the roll call. In 1997 the same 36 was caused by a large number of maternity leaves. In 1998 when parliamentary statistics were made public, the average number of absentees was 29 members (14%).
