Lombardy is one of the most densely populated and industrialized regions in Europe, where nearly 280 Seveso sites are located. The issue of risk communication, as set by the European Seveso Directive is therefore of high relevance in this region. Nevertheless, the Lombardy Region Authorities consider that the implementation of the Directive's provisions is too weak. Therefore, the Lombardy Region financed an exploratory research in November 2009 and all the research activities ended in February 2011. (Éupolis Lombardia 2011). The research was conducted in order to estimate the existing gaps in risk communication, the subsequent conflicts and to evaluate how to improve the participation of the population in the emergency preparedness activities. The main goal of the project was to improve the communication of risk to the population exposed to industrial risks, hence to mitigate the related social conflict on the basis of an institutional learning process involving governmental bodies industrial organizations and the population. The project was supported by a multidisciplinary research group, which investigated the following aspects:- the regional activities regarding the risk communication at local level;- the nature and status of the main stakeholders groups' perception of the industrial risks and the existing conflicts, collected through interviews and groups' discussions;- the analysis of the gaps and ways of improvement related to an effective strategy of communication between industry, population and emergency services. A forum involving all the institutional stakeholders was set to discuss this issue.The paper reports the main results of the research and illustrates the potential strategies to improve the risk communication and the population participation and preparedness for the Lombardy Region. The results showed that the level of risk perception of the population in Lombardy is still too low to define a program of communication without having considered in more detail the mode of involvement of the population. In a context characterized by a distorted perception of risk, the low risk perception could be a sensitive issue that may impend the start of the communication process because it could generate anxiety, alarmism or unnecessary conflicts. Nevertheless, the experiments carried out showed that the population potentially exposed to the industrial risks, if properly involved, shows particular interest in issues related to prevention and self-protection. According to the main results of research project, the involvement of population into a dedicated programme on risk communication should not present a significant concern and the conflict between the industries and the population does not appear to be a particular obstacle to risk communication. In the last decades or so, Discourses on Livy has become the book where Machiavelli theorizes that political freedom is a result of social conflict. An increasing number of scholars have argued, and argue, that this issue has to be taken as one of Machiavelli's major contributions to political thought. What our thesis tries to demonstrate is that this statement has no real textual basis. And the reason is – we argue - that when you have a very close and deep look on the Discourses, you have to recognize that it's not clear at all what Machiavelli thinks about social conflict, as he comes out with so many contradictory statements on the subject that make it impossible to talk of any kind of a theory. ; Dans les dernières décennies, les Discours sur la première décade de Tite-Live ont été lus comme le traité dans lequel Machiavel livre sa théorie de la liberté politique en tant que résultat du conflit social. Un nombre toujours grandissant de chercheurs estime en effet que c'est en cela que consiste la contribution la plus importante du Florentin à la pensée politique. Notre thèse essaie de démontrer que cette position exégétique ne dispose pas de réels fondements dans l'œuvre machiavélienne. Une lecture ponctuelle des Discours atteste bien que la pensée machiavélienne est tout sauf univoque à ce sujet et le nombre de contradictions dans lesquelles l'auteur s'engouffre finit par rendre impossible la constitution d'une quelconque théorie.

For ages economists, philosophers, historians, political scientists and many other thinkers and scholars have argued about the connections between world economy and international relations. Within this broad subject, two related and prolific debates exist: the possible peacekeeping or warmongering effects of trade and, inversely, the influences of warfare and peace on commerce. The present dissertation introduces a theoretical and empirical assessment about the interdependence between international trade and interstate conflict. In particular, a causal perspective on the issue is adopted. The first part presents the most renown theories about trade and conflict, trying to extrapolate the alleged casual linkages behind them. In the second part, a detailed review of the previous empirical studies is provided. Furthermore, an empirical analysis on the interdependence between international trade and militarized interstate disputes (MIDs) is attempted employing a vector autoregression (VAR) model. Finally, personal considerations about the examined arguments conclude the thesis.

The purpose of this paper is to provide the reader with a brief historical and historiographical summary of the main features of the cultural, political and social contexts in which Adam Smith develops his thought on human nature. There are two hypotheses to be demonstrated: 1) The need to talk about plural contexts rather than a single context in reference to the Scottish Eighteenth Century; 2) The fact that these contexts are characterized by three main elements: transition, progress and conflict. ; Scopo di questo scritto è fornire al lettore una breve sintesi storica e storiografica dei caratteri salienti dei contesti culturali, politici e sociali in cui Adam Smith sviluppa il suo pensiero sulla natura umana. Sono due le ipotesi da dimostrare: 1) La necessità di parlare di contesti al plurale, anziché di un singolo contesto, in riferimento al Settecento scozzese; 2) Il fatto che questi contesti siano caratterizzati da tre elementi principali: transizione, progresso e conflitto.
