En la cooperación al desarrollo se considera cada vez más que la cooperación triangular (CTr) tiene el potencial no solo de lograr impactos en los países receptores, sino también de contribuir a la mejora de las relaciones de cooperación y de las alianzas a nivel estratégico, especialmente entre los donantes del CAD y los países emergentes. La presente evaluación examina en qué medida se logran los objetivos y las expectativas de los actores involucrados en la CTr en la cooperación alemana al desarrollo. Además del análisis del portafolio alemán de CTr y la literatura especializada, la base de datos para la evaluación la aportan numerosos estudios de casos en América Latina y el Caribe, el Sudeste Asiático y África subsahariana.
We experimentally study causal effects of competitive experience in markets with a short and a long side on efficiency levels attained in a subsequent social dilemma. We find that market experience affects efficiency when traders previously competed in the same market on the same side. The effect is strong for market-loser pairs and also exists for market-winner pairs, albeit to a lesser extent. Cooperation efficiency is unaffected for pairs consisting of a market-winner and a market-loser. When traders did not interact on the same market before, efficiency of cooperation is higher for market-winner pairs, but only in the short run. Abstract This paper aims to reflect about the contradictions of international cooperation for development in Haiti that can be summarized in two perspectives: the North-South cooperation (NSC) and South-South cooperation (SSC). The dynamics of relationships can mix them (N-SSC). We identified governmental and nongovernmental particularly in health, linked to the OECD, the ALBA-TCP and UNASUR as empirical sources for reflection. The OECD privileges the perspective of NSC: commitment of developed nations with undeveloped. It operates mainly through NGOs. The ALBA-TCP and UNASUR have followed the perspective of SSC: commitment and solidarity among nations alike. They emphasize the horizontal partnership based on solidarity, respect for national sovereignty and peculiarities of each country. The resumption of the categories imperialism and internationalism may contribute to the understanding and analysis the contradictions in the international development agenda, illustrated by how these different actor in Haiti organize their actions. While the first one indicates bonding mechanisms geopolitical hierarchy, the latter suggests possibilities for overcoming these mechanisms. Resumo Este artigo objetiva refletir sobre contradições da cooperação internacional para o desenvolvimento no Haiti, resumidas em duas perspectivas: cooperação Norte-Sul (CNS) e cooperação Sul-Sul (CSS). A dinâmica das relações pode misturá-las (CN-SS). Identificamos atores governamentais e não governamentais, na área da saúde, vinculados à OCDE, à ALBA-TCP e à UNASUL como fontes empíricas para a reflexão. A OCDE se orienta, predominantemente pela CNS, ou seja, pelo compromisso de assistência que os países desenvolvidos oferecem aos subdesenvolvidos. Opera principalmente através de ONGs. Nas ações da ALBA-TCP e da Unasul predominam a perspectiva da CSS: comprometimento solidário entre nações iguais. Enfatizam a parceria horizontal baseada na solidariedade, no respeito à soberania e peculiaridades de cada país. A retomada das categorias imperialismo e internacionalismo contribui para compreensão e análise das contradições na agenda internacional do desenvolvimento, ilustradas pelas formas mediante as quais esses diferentes atores organizam suas ações no Haiti. Enquanto as dos países da OCDE denotam mecanismos geopolíticos hierárquicos, as ações dos países vinculados à ALBA-TCP e da UNASUR sugerem possibilidades de superação desses mecanismos, buscando a cooperação genuína e autodeterminada. The article is devoted to the analysis of the main vectors of technical-military cooperation of the Republic of Uzbekistan within the framework of the Shanghai Cooperation Organization (SCO) in the Central Asia region. The SCO is widely believed to have been part of the Asian version of the North Atlantic Bloc and represents an organization with many areas of activity, where the technical-military cooperation of member countries plays an important role. The main objectives of the organization are to promote peace and stability in one more context, book the development of terrorism, separatism, extremism and drug trafficking, economic cooperation and energy partnership, cooperation and scientific. The purpose of the article is to focus on the need to strengthen the interaction of the law enforcement agencies of various states, highlighting the role of financial institutions in this process, to find optimal ways to improve international cooperation. The study is based on the methods of systemic and critical analysis, as well as a formal logical method. The article confirms that the need to strengthen international cooperation is explained by the existence of certain factors that determine the possibility of money laundering. It has been established that without adequate cooperation between law enforcement agencies and financial institutions at the national level, it is quite difficult to detect crime and prevent money laundering at the initial stage. As a conclusion of the investigation, it is proposed to develop a methodology for the interaction of the law enforcement agencies of several states to counteract money laundering. The results obtained can also become the basis for developing legislative proposals to improve international cooperation in law enforcement and, at the same time, they can be used to increase the efficiency of their anti-money laundering activities.
National governments are keenly aware of the need for investment in space. Canada, as a formal cooperating state in the European Space Agency (ESA), and Germany, as a leading member state of ESA, are interlinked in Europe's space endeavours. Beyond ESA, Germany and Canada additionally have a strong history of bilateral cooperation on a range of space projects. This paper discusses the novel interdependencies between clear national and now supranational space policies, using the examples of the Canada-European Union (EU) Comprehensive Economic and Trade Agreement (CETA). The agreement covers most aspects of the EU-Canada bilateral economic relationship and includes space. The paper focuses on international space policies, strategic bilateral co-operation, and technical accomplishments. It takes a closer look at German-Canadian collaboration in space programs and offers some reflection on the effect of both the EU and ESA'S transatlantic involvement in space.
The purpose of the research is to highlight international cooperation in investigation of economic crimes of a transnational nature. The main content. It is emphasized that the concept of "international cooperation in fight against crimes" is in the sphere of action of various legal systems of both international public law and domestic law of states (countries) taking part in cooperation.". It is established that it is necessary to clearly delineate the subject of international legal regulation of this type of interaction between states and international organizations. Methodology. Review of materials and methods based on analyzing documentary materials of international cooperation in investigating economic crimes of transnational nature. Conclusions. Due to objective reasons and circumstances modern international relations are characterized by expansion of legal cooperation in investigating economic crimes of transnational nature. At the same time, certain entities can be clearly distinguished in the circle of participants of such cooperation. Considering their goals of creation, their range of powers and features of their implementation such entities operate only in the fight against crimes at the international level - these are international law enforcement organizations.
Historical civilizations have evidenced different routes to the collapse mainly due to political, warfare, cultural and environmental damages. This has animated modern researches to study and understand social, economic, and environmental challenges that modern societies must adopt in order to avoid history from repeat itself, and even worst, irreversibly. Many of these researches are focused on modelling through sets of ordinary differential equations (ODE's) representing the dynamic interaction between natural resources and population in an isolated society. In this work, we introduce the fact of cooperation between two similar societies, modelled as sets of ODE's of the type Brander and Taylor (1998), in the sense that economical exchange can exist between them. We couple two societies by introducing a simple receive-and-protect rule in which one society receive the other's help under the condition of protecting its own resources. We set that this cooperation may be constant, when it does not change all over the time, or changes intermittently depending on the level of resources each society has at any time. When cooperation is constant, the resulting system is a 4-dimensional system of ODE's that evolves smoothly, but if cooperation is intermittent, the coupled 4-dimensional system becomes a Filippov system. In both cases, we found that under economic cooperation, societies can survive at least in the long run, different from what happens when both societies are treated in isolation for the same parameter values.

The objective of the research was to reveal the experience in the legal regulation of international collaboration in the police and further define opportunities to use this experience in Ukraine. The need to study the successful experience of administrative and legal regulation of international police cooperation, is emphasized in order to determine the possibility of using this experience proactively, and developing ways to improve the quality of administrative and legal regulation of international police cooperation in Ukraine. Materials and methods based on the analysis of documentary sources were used. It is concluded that the main advantages of administrative and legal regulation of international police cooperation in the investigated countries, should be taken into account to improve the mechanism of administrative and legal regulation of international cooperation in the National Police of Ukraine, with respect to implementing better and more effective provisions of its activities, which includes: introduction of special international training programs, retraining, advanced training (internship) of police personnel for the creation of an institute for international cooperation in various spheres of its activity.
El artículo analiza la cooperación interparlamentaria como un mecanismo importante en el proceso de globalización, no solo porque garantiza la armonización jurídica, sino porque constituye un medio de intercambio de experiencias legislativas conducentes al mejoramiento de la legislación nacional y por ende a la revalorización del Legislativo como institución política. Para tal efecto en este artículo se analiza, por una parte, la dimensión parlamentaria de la integración regional sumada a la constitución de organizaciones y foros parlamentarios regionales como instrumentos de cooperación interparlamentaria; y por otra, se analiza la cooperación entre los Parlamentos regionales, su relación con los Parlamentos nacionales y acuerdos bilaterales, poniendo énfasis en el apoyo al fortalecimiento y mejoramiento de la labor legislativa de los Parlamentos nacionales de cada uno de los casos estudiados. ; This paper analyzes the inter-parliamentary cooperation as an important mechanism in the process of globalization, not only because it guarantees the legal harmonization of the efforts of the National Parliaments, but because, it is a way to exchange legislative experiences leading the improvement of national legislation, and thus, the re-legitimation of the Latin American National Parliament as a political institution. In order to study this process, this article analyzes, in one hand, the parliamentary dimension of regional integration, the constitution of organizations and regional forums as instruments of cooperation. In the other hand, I analyzed the cooperation among regional Parliaments, its relationship with National Parliaments and bilateral agreements. I emphasized the support that those Regional Parliaments gives to the improvement of the legislative work of the National Parliaments.
