NATO's supremacy in the security and defence structures of the Euro-Atlantic region during the Cold War era has prevented the development of a self-sustained European security mechanism. With the end of the Cold War specifically with the St. Malo Summit in 1998 which was a breakthrough in the advancement of the Common Security and Defence Policy the NATO-EU relationship became pronounced. Since then opportunities for and difficulties of collaboration have both defined this inter-institutional relationship between NATO and the EU. Despite a series of arrangements for strengthening the institutional framework of NATO-EU relations as well as the Berlin-plus agreements the argument of an effective cooperation between two organizations would be misguided. Particularly discrimination against the non-EU NATO allies as well as the existence of challenges such as decoupling and duplication are hampering progress in NATO-EU relations. This article aims at shedding a light on the limited cooperation between these two organizations by focusing on the current challenges.

Yüksek LisansTezi ; Uluslararası işbirliği bağlamında yaşanan değişmelerin en geniş çerçevesini sunan, eşit aktörler arasında, iki yönlü ve hiyerarşik olmayan diyalog vurgusu ile işbirliğinin yeni formu olarak formüle edilen Güney- Güney işbirliği bu çalışmanın konusunu oluşturmaktadır. Çalışmanın temel sorusu; coğrafi referansla sosyo- ekonomik bir kategori olarak sunulan Güney ülkeleri grubundaki ülkelerin esasında homojen değil heterojen bir grup oluşturduğundan yola çıkarak, sınırlı sayıda ortak özellikleri olan bu ülkelerin neden ve nasıl bir işbirliğine yöneldikleridir. Çalışma, tarihsel perspektiften Güney- Güney işbirliğinin nasıl doğduğunu, nasıl geliştiğini ve kurumsal çerçevesini ele almaktadır. Bu çerçevede çalışmada, Güney ülkeleri kavramı nasıl ortaya çıkmıştır, Güney ülkelerini işbirliğine yönelten temel dinamikler nelerdir, Güney- Güney işbirliğini ortaya çıkaran etmenler nelerdir ve kurumsal çerçevesi nedir sorularına cevap aranmaktadır. Dekolonizasyon süreci sonrasında hegemon kutuplardan uzaklaşmak isteyen ülkelerin bir araya gelmesi ile ortaya çıkan Bağlantısızlar Hareketi ile Güney ülkelerinin politika üretebilecekleri platformlar sağlama amacıyla hareket eden Birleşmiş Milletler'in ilgili kurumları, Güney- Güney işbirliğinin gelişimini tarihsel olarak besleyen iki farklı ana damar olarak düşünülmektedir. Bağlantısızlar Hareketi ve Birleşmiş Milletler kurumları toplantıları kronolojik olarak incelenerek, Güney- Güney işbirliğinin gelişimini sağlayan ip uçları aranmıştır. 1960'lı yıllardan başlayan bu toplantılarda Güney'e ve Güney- Güney işbirliğine dair atıflar ideolojik etkenler içerirken, bu atıflar zamanla ekonomik kaygılara dönüşmüştür. Günümüzde Güney- Güney işbirliği, karşılıklı fayda ve dayanışma vurgusu odaklı kalkınma projelerini ve politikalarını içermektedir. Georgia's inclusion in the agenda of international relations can be assessed from various angles. To properly understand the current situation in Georgia, it is necessary to first assess its knowledge of geopolitics, geoculture and geoeconomics. This study analyzes the political situation in the South Caucasus at the beginning of the XXI century, the process of bilateral and multilateral integration of the region's states and the conditions necessary for the implementation of this process, the place and importance of the region in the "New Great Game". The article also examines the difficult issues in the South Caucasus, the Turkish-Russian competition in the face of promising potential, and the place and importance of this competition in their regional policy. The results of the Azerbaijani-Armenian war were analyzed in the regional policy of Turkey and Russia. The article aims to explain the dynamics and development of the region, where, in addition to global actors, there is serious competition, including the countries of the region.

Iran-China cooperation is not one-dimensional that based only on the economic interests of the two parties. It has other dimensions such as seeking new strategies to minimize the domination of the United States in Central Asia and the Middle East to ensure the efficient operation of their future political, economic, and strategic policies. In 2013, with the declaration of the Belt and Road Initiative (BRI), Iran-China cooperation increasingly became more critical for the two countries' political, national, and international interests. To this end, Iran and China have decided to sign a long-term (25 years) strategic cooperation agreement and Iran was admitted to the Shanghai Cooperation Organization (SCO) as a full member in September 2021. Since Iran and China have common interests in political, economic, security, and military cooperation, it is predicted that the strategic and long-standing cooperation between Iran and China will be one of the most significant factors to change the balance of the Middle East and Central Asia both politically and economically. From this point of view, this study aims to explore the dynamics affecting Iran-China strategic cooperation and analyze the core factors behind this rapprochement.
Son yıllarda Azerbaycan ile İsrail gibi etnik, dini, sosyal, kültürel ve ekonomik anlamda birbirinden oldukça farklı iki ülke arasında gözlemlenen yakınlaşma, Kafkasların ve Ortadoğu'nun geleceği kadar küresel siyaset hakkında düşünen uzmanların ilgisini çekmiştir. Aralarında başarılı uluslararası entegrasyon örneklerini yakından takip edenlerin de bulunduğu bu uzmanlar için ortaya çıkan gelişme, Azerbaycan ile İran gibi aralarında pek çok ortak yönü bulunan iki devletin giderek birbirinden uzaklaştığı bir süreçte oldukça şaşırtıcı gelmiştir. Dolayısıyla, biri Yahudi, diğeri Müslüman nüfus ağırlıklı iki ülke arasındaki yakınlaşmanın, İsrail'in Azerbaycan topraklarını olası bir İran saldırısı için kullanmak istemesi gibi bir temel gerekçeye dayandırılıp dayandırılamayacağı esaslı bir merak konusu olmuştur. Ancak bu çalışmada, Azerbaycan-İsrail ilişkilerinin tarihsel seyri ile bu ilişkilerin temel niteliğini belirleyen strateji-güvenlik, diplomasi ve ekonomi gibi konulara odaklanılarak, iki ülke arasındaki yakınlaşmanın daha rasyonel gerekçelerinin aranması gerektiğine işaret edilmektedir. ; The ever increasing rapprochement between two countries as diverse as Azerbaijan and Israel in terms of ethnicity, religion, culture and economy has attracted the attention of many specialists who ponder over the future of Caucasia, the Middle East and global politics. The same development added to the existing confusion when it appeared to occur at a time when Iran and Azerbaijan, both of which share several similarities, have slowly begun to drift away from each other. With that a critical question as to whether this aforementioned rapprochement between a Muslim and Jewish dominated country could be attributed to mainly Israel's attempt to win over Azerbaijan's approval for letting her to use the latter's territory for a potential attack towards Iran. Yet, a study over the historical settings of the Azerbaijani-Israeli relations as well as on the subject of strategy-security, diplomacy and economy, all of which appear to have determined the primary attributes of those relations, reveal that the more rational causes of the said rapprochement should be looked in these areas.

1980'lerden itibaren İran tehdidi çerçevesinde stratejik işbirliğine giden ABD ve Körfez İşbirliği Konseyi (KİK), zaman içerisinde bu ülkeye yönelik politikalarında fikir ayrılığına düşmüşlerdir. Washington ile bağları koparmadan, şartlara uygun olarak kendi çıkarlarını gözetmeye çalışan Konsey, İran'ı diplomatik yollarla sisteme dâhil etmeye yönelik bir duruş sergilemektedir. Ancak Konsey ülkelerinin gerek İran gerekse ABD politikalarını etkileme gücü sınırlıdır. Bölgedeki çok boyutlu güvenlik meselelerinin Konsey ülkelerini ABD savunma yeteneklerine bağımlı kıldığı bir dönemde, ABD, KİK ve İran ortak bir zemin oluşturmakta zorlanmaktadır. ; Being strategic partners as of 1980s against the common threat of Iran, the USA and the Gulf Cooperation Council (GCC) have diverged in time as regards how to treat this country. The GCC has sought to protect their interests and cultivated dialogue with Iran, while trying not to break relations with Washington. The Council insists on reintegrating Iran into the system through diplomatic means. However, the ability of the GCC to influence Iranian and USA policies are limited. At a time when multidimensional security issues render the GCC dependent upon USA defence capabilities, the USA, GCC and Iran face difficulties in reaching a common ground.
