İnsanlığın varlığından günümüze kadar birçok sorun ve problem yaratıldı ve bunların çok büyük bir kısmının temelinde insanoğlunun hatası yatmaktadır. Terörizm bu sorunlardan biridir ve belki de en önemlisidir. İnsanları göç etmeye zorlayan ve devletleri değişik politikalar yaratmaya iten bir güçtür. Terörizmle mücadele de sınır güvenliği çok önemli bir yere sahiptir. Ülkeler sınırlarını güvenli hale getirerek terörizmden ve onun yarattığı tehlikelerden korunduklarını düşünürler. Bunun için birçok fiziki güvenlik yöntemlerine başvururlar sınır duvarı, tel örgü, hendek ve insansız hava araçları gibi. Fakat bu tip tedbirler terörizmi önlemez sadece etkilerini kısa bir süreliğine azaltır. Bununla beraber insan hakları ihlallerine de sebebiyet verilir. Fiziki sınır güvenlik tedbirleri kaçakçılık ve yasa dışı geçişleri önlemek adına fayda sağlar. Terörizmle mücadele etmek için sınır güvenliği gerekli ve bu sınır güvenliği devlet tarafından sadece fiziki tedbirler ile değil aynı zamanda doğal yollar ile almak gereklidir. Yani sınır komşuları ile iyi ilişkiler kurarak terörizmin ülke içine sızmasına mâni olmak ve sınır bölgelerinde yaşayan insanları terörizme karşı cephe almalarını sağlayarak. Türkiye Fırat Kalkanı Harekâtı ile sınır bölgesinde böyle bir tedbir alma yoluna gitmiştir. Terör unsurları (YPG, PKK, IŞID) ile sınır hattı arasında güvenli bölge oluşturmaya çalışmıştır. Oluşturulan bu güvenli bölgelere Türkiye'ye dost olan gruplar yerleştirilerek terör örgütlerinin ülke içine sızması engellenmiş olacaktır. Entegre fiziki sınır güvenlik yöntemleri ve doğru politikalar ile terörizmle mücadele daha etkili olacaktır. Sınır güvenliği konusu farklı boyutlarda tartışılmaya başlanacaktır ; A lot of problems were created by people since the existence of humanity and majority of them depend on the failure of mankind. Terrorism is one of these problems and maybe it is the most important. Terrorism is a kind of power which force people to move and change of goverments' policy.Border security has a crucial place about counter terrorism. Countries think that they are avoiding from terrrorism and its dangers by making safe their borders. Because of that, they use many methods such as border wall, wire mesh, ditch and unmanned aerial vehicle. These type protection methods can't obviate, only it reduces effects for a short time. Physical protection methods can be useful to prevent illegal migration and smuggling. Counter terrorism depend on border security and not only physical measure but also natural methods should be used by goverments. İn other words each goverment had better create good relations with their border countries thus they are able to prevent terrorism action on the way to homeland. Also people who live in the border region, should be organised against terror foundations. By starting Fırat Kalkanı Harekatı, Turkey goverment took this type precaution on the border line. Turkey would like to create safe zone between terror organizations (PKK, IŞIS, YPG,) and border line. Harmless groups will be inserted in to the safe zone so terror organizations can't enter Turkey. In briefly, integrated border security methods and true political relations are able to apply more effective counter-terrorism. Border security issue will be discussed on different dimensions.

Devletlerin desteklediği terörizmle (dış terörizmle) mücadelenin hükûmetler tarafından bir iç güvenlik meselesi olarak kurumsallaştırılması millî sınırlar içerisinde önemli sosyal maliyetlere sebep olabilir. Sosyal maliyetler yıpratıcı sonuçlar ortaya çıkardığında devletler terörizmi daha fazla destekleyebilirler. Uluslararası sistemin anarşik niteliği ise bu desteği kolaylaştırabilir. Sebep-sonuç ilişkisinin biçimlendirdiği bu döngüdeki "sosyal maliyet" gerçeğinin iç güvenlik yönetimlerinde dikkat çekmesi terörizmle etkili mücadelenin gereğidir. Zira terörizmle mücadeleye aslında katkı sunmayan, mevcut sorunları çeşitlendiren ya da derinleştiren yaklaşımlar bu sayede sorgulanabilecektir. Terörizmle manipülasyon etkisindeki yapay yöntemlerle mücadele edilirken bazı devletlerin sosyal maliyetler oluşmasını destekleyen girişimler içinde olabileceklerine dair farkındalık da bu sayede daha fazla gelişebilecektir. Bu olası kazanımlar nedeniyle "sosyal maliyet" terörizmle mücadelenin önemli bir meselesi olarak kabul görmelidir. Bu minvalde, devlet destekli dış terörizme karşı işe koşulan iç güvenlik yönetimlerinin bu terörizm türüyle mücadelenin yaratabileceği sosyal maliyetleri dikkate alan yaklaşımlar çerçevesinde yapılandırılması konusunda hükûmetleri teşvik edebilecek sonuçlar üretmek bu çalışmanın amacıdır. Alan yazın araştırmasına dayanacak olan çalışmada terörizmle mücadelenin sosyal maliyetleri "terörizm korkusu", "hak ve özgürlük ihlâlleri", "iç düşman üretimi", "meşruiyet kaybı" ve "demokratik gerileme" olmak üzere beş kavram üzerinden incelenecektir. Kuramsal temelde yapılacak incelemeler sonucunda ise hükûmetlere öneriler sunulacaktır. Çalışmanın kültürel çeşitliliğe sahip olan ulus-devletlerin özellikle dış terörizmle mücadelesi için değer içerebileceği düşünülmektedir. Çalışmanın ayrıca hem devletler tarafından kullanılan meşru şiddetin toplumun aleyhinde haksız sonuçlar üretmemesi için kontrol altında tutulabilmesine hem de sona erebileceği öngörülemeyen terörizmin gelecekte alabileceği yeni biçimleriyle mücadele edilmesine ışık tutabileceği değerlendirilmektedir. ; Institutionalizing the fight against state-sponsored terrorism (foreign terrorism) by governments as a matter of internal security can result in significant social costs within national borders. States may be more likely to support terrorism when the social costs have dire consequences. Furthermore, the anarchic nature of the international system can facilitate this support. The fact that the "social cost" in this cycle shaped by the cause-effect relationship draws attention in the internal security administrations is a requirement of the effective counterterrorism. The approaches that do not actually contribute to the counterterrorism and that diversify or deepen existing problems can be questioned in this way. While counterterrorism continues with artificial methods under the influence of manipulation, awareness that some states may be involved in initiatives that support the creation of social costs can also be able to develop more in this way. Because of these possible gains, the "social cost" should be recognized as an important issue in the counterterrorism. In this respect, the aim of this study is to produce results that can encourage governments to structure the internal security administrations employed against state-sponsored foreign terrorism within the framework of approaches that take into account the social costs of combating this type of terrorism. In the study, which will be based on the literature research, the social costs of the counterterrorism will be examined through five concepts: "fear of terrorism", "violations of rights and freedoms", "production of internal enemies", "loss of legitimacy" and "democratic backsliding". It will be present suggestions to the governments on the result of the examinations on the theoretical basis. It is thought that the study may contain value for the nation-states with cultural diversity, especially for the countering foreign terrorism. It is also considered that the study can shed light on both keeping the legitimate violence used by states under control so that it does not produce unjust results against the society, and countering new forms of terrorism, which cannot be predicted to come to an end.

11 Eylül saldırılarından sonra terörün sınır aşan etkileri tüm dünyada hissedilmiştir. Terörizm ve terörizmin finansmanıyla mücadele kavramı ise özellikle 11 Eylül sonrası uluslararası güvenlikle ilgili her platformda sıkça kullanılmaya başlanmıştır. Ancak terör kavramı üzerinde uluslararası platformda kabul görmüş mevcut bir fikir birliği yoktur. Kimilerine göre terörist sayılanlar başkalarına göre özgürlük savaşçısı olarak da kabul edilebilmektedir. Terör kavramı üzerindeki bu anlaşmazlık ise terörizmle mücadelede geniş kapsamlı, genel bir uluslararası anlaşmanın hazırlanmasını engellemektedir. Terörizmle mücadelede silahlı güç kullanımı çoğu kez kaçınılmazdır. Ancak, sadece askeri kuvvet kullanarak terörizmle mücadele etmek ve bu mücadelede başarılı olmak oldukça zordur. Terör örgütleri; uyuşturucu ticareti, silah kaçakçılığı, sigara kaçakçılığı, akaryakıt kaçakçılığı, gasp, yağma ve haraç toplama başta olmak üzere pek çok yasadışı eylemden ve yine birçok yasal görünümlü faaliyetlerden elde ettikleri gelirlerle devamlılıklarını sağlayarak eylemlerini gerçekleştirmektedir. Bu nedenle terörizmle mücadelede terör örgütlerinin gelir kaynaklarının kurutulmasının ve bu alanda yapılacak mücadelenin önemi artmaktadır. ; After ?September 11 Attacks? the transboundary effects of terrorism are being perceived all over the world. Concepts ?Terrorism and combating against the financing of terrorism? are being frequently used in all fields related with international security, especially after September 11 Attacks. However, there isn?t a consensus of opinions over the concept of terrorism, which is generally accepted on the international stage. People those are considered by a country as ?terrorist organization? could be considered as ?independency warriors? by another country. This conflict about the concept of terrorism is hindering the preparation of a large convention on combating against terrorism. In most cases, use of armed forces is unavoidable. However, only use of armed forces on combating against terrorism could be difficult to bring off a difficult task. Terrorist organizations make their acts and provide the continuity with the money gained not only from illegal acts like exaction, arms trafficking, smuggling of drugs, oil, cigarette but also from illegal acts, those camouflaged as legal acts. This fact shows that; a great importance must be attached to combat against the financing of terrorism.

Terör örgütleri kendi ideolojilerini ve varlıklarını kabul ettirmek için bir mücadele içerisine girmişler ve devletleşme amacı gütmüşlerdir. Dünya'nın kuruluşundan bu yana terör örgütleri farklı ülkelerde, farklı isimler altında terör eylemlerini günümüze kadar sürdürmelerine rağmen, 11 Eylül 2001'de ABD'de ki ikiz kulelere yapılan saldırılardan sonra uluslararası terörizme bakış açısı farklı boyutlara ulaşmıştır. Dünya üzerinde ki teknolojik gelişmelerin sürekli ilerleyerek devam etmesi, terörizm ile mücadele etmenin ve işbirliği olmadan bir ülkenin bu konuda başarıya ulaşmasının zorluklarını gözler önüne sermiştir. Terör örgütleri gelişen teknolojik ilerlemeler ekseninde kendilerini yenilemişler ve daha farklı ve daha etkili terör saldırıları düzenlemeye başlamışlardır. Bu ve daha birçok nedenlerden dolayı,terörizm ile mücadele de uluslararası işbirliğinin zorunluluğu ortaya çıkmıştır. Türkiye, otuz yıldan uzun bir süredir çeşitli terör örgütlerinin saldırılarına uğramış ve bu saldırılar günümüze kadar devam ederek gelmiştir. Türkiye üzerine terör saldırıları düzenleyen örgütlerinin başında PKK gelmektedir. Türkiye'nin konumu itibari ile dünya üzerinde stratejik bir noktada bulunması, bu saldırıların temel kaynağını oluşturmuştur. Türkiye gelişen teknolojisi ve ekonomisi çerçevesinde, terörizmle yapılan mücadele de daha güçlü bir duruma gelmiştir. Son zamanlarda teröre karşı daha etkili sonuçlar alınmaya başlanmış ve PKK terör örgütüne akan finansın önü büyük ölçüde kesilmeye başlanmış ve aynı zamanda askeri önemli operasyonlarda etkisini göstermeye başlamıştır. Terrorist organizations have entered into a struggle to impose their own ideologies and assets, and they have sought to achieve nationalism. Since the foundation of the world, terrorist organizations have maintained different levels of international terrorism after the attacks on twin towers in the United States on September 11, 2001, despite the fact that terrorist organizations continue their terrorist activities under different names under different names. Continued progress in technological developments around the world reveals the difficulties of struggling with terrorism and the success of an individual country with out cooperation. Terrorist organizations have renewed themselves in the direction of technological advances and started to organize different and more effective terrorist attacks. Because of this and many other reasons, international cooperation in combating terrorism has become a necessity. Turkey is a long thirty years suffered attacks by various terrorist attacks and this has continued until today. The PKK is one of the organization from the terrorist attacks on Turkey. Turkey's position on the world with a nominal presence in a strategic position, is the main source of these attacks. Turkey in the framework of developing technology and economy, the fight against terrorism has become a stronger case. Recently, more effective results have been received against terrorism, and the financing flowing in to the PKK terrorist organization has started to cutto a large extent, and at the same time, it has begun to show its influence in military important operations. The study national and international problems that terrorism concept, the structure of the terrorist organization, financial resources, nationalization studies and initiatives, the PKK terrorist organization of the terrorist activities in Turkey, is assessing what can be done in the fight against terrorism.

Terörizmin demokratik toplumlarda mı, yoksa otoriter ya da totaliter hükûmetlerin iktidarda olduğu toplumlarda mı daha fazla imkânlar bulabildiği konusunda görüş farklılıkları vardır. Hâkim görüş demokrasinin terörizm için diğerlerinden daha fazla imkânlar sunduğu yönündedir. Bu halde demokrasiyi dünya üzerinde yaygınlaştırmaya matuf çabaların altında yatan niyetlerden birkaçının ülkedeki toplumsal gruplar arasında çatışmalar oluşturmak, siyasal, sosyal ve ekonomik istikrarsızlıklar yaratmak, devletleri/hükûmetleri güçsüzleştirmek vb. olduğu ileri sürülebilir. Nitekim bazı devletlerin hâlihazırda bir yandan demokrasiyi teşvik etmeleri diğer yandan ise terörizme ve terör örgütlerine destekler vermeleri, demokrasinin bu uğurda kullanılabileceğine dair iddiaları bir komplo teorisinin ürünü olmaktan çıkarmaktadır. İnsanın yaşam kalitesinin artırılabilmesi için önemi haiz olan demokrasi, bazı toplumlarda radikal fikirlerin oluşması için uygun zeminler sunabilir. Öyle bir zeminde radikalleşmeyi hızlandırıp aşırıcı davranışları teşvik ederek toplumlarda azınlık durumunda bulunan vatandaşlar ya da diğer gruplar aleyhinde aşırı sağ terörizmin gelişimini de kolaylaştırabilir. Terörizmin bu türü özellikle kültürel çeşitliliğe sahip olan toplumlarda toplumsal bütünleşmenin sağlanabilmesinin önündeki engellerden biridir. Bu nedenle özellikle bu tür toplumlarda demokratik polislik hizmetleri önem kazanmaktadır. Ancak polislik hizmetlerinde görev alacak olan kişilerin ideolojik kimlikleri, polislik hizmetlerini sunan kurumların yerleşik kurumsal kimlikleri, ülkedeki toplumsal gruplar arasında "hâkim" durumda bulunan grupların diğerlerine ilişkin algıları ve tutumları, tüm iyi niyetli çabalara rağmen, terörizmin bu türüyle mücadeleyi zorlaştırabilir. Zorluklarına rağmen demokrasilerde iç güvenlik yönetimleri ve polislik hizmetleri bu türdeki riskleri dikkate alan stratejilerin üretilmesi suretiyle yapılandırılmalıdır. Başka bir ifadeyle özellikle çokkültürlü toplumlarda polislik hizmetleri artık aşırı sağ terörizmle baş edebilecek nitelikte geliştirilmelidir. Çünkü aşırı sağ terörizmle mücadele meselesi hükûmetler için bir meşruiyet meselesi iken, devletler ve toplumları için bir beka meselesi olabilir. ; There are differences of opinion in whether terrorism finds more possibilities in democratic societies, authoritarian or totalitarian societies. The prevailing view is that democracy offers more opportunities for terrorism than others. In this case, it can argue some of the underlying intentions of the efforts to spread democracy around the world are to create conflicts between social groups in the country, to create political, social and economic instability, to weaken states/governments etc. As a matter of fact, the fact that some states are already promoting democracy on the one hand and supporting terrorism and terrorist organizations on the other hand makes the claims that democracy can be used for this purpose from being the product of a conspiracy theory. Democracy, which is important for increasing the quality of life of people, can provide suitable grounds for the formation of radical ideas in some societies. It can also facilitate the development of far-right terrorism against citizens or other groups who are in a minority position in societies by accelerating radicalization and encouraging extremist behavior on such a ground. This type of terrorism is one of the obstacles to social integration, especially in societies with cultural diversity. For this reason, democratic policing services gain importance especially in such societies. However, the ideological identities of the people who will take part in the police services, the established institutional identities of the institutions providing the policing services, the perceptions and attitudes of the groups that are in a "dominant" position among the social groups in state, may complicate the fight against this type of terrorism despite all well-intentioned efforts. Despite their difficulties, internal security administrations and policing services in democracies should be structured by producing strategies that take into account such risks. In other words, policing services, especially in multicultural societies, should be developed in a way that can cope with far-right terrorism. Because of while the issue of the fight against far-right terrorism is a matter of legitimacy for governments, it can be a matter of survival for states and their societies.

Terör, bir ülkede yasalara ve toplumsal düzene aykırı hareket etmek üzere bir araya gelmiş ve amaçları o ülkenin toplumsal ve siyasî bütünlüğüne zarar vererek düzenin değişmesi olan zarar verici eylemlerdir. Günümüz toplumlarında hemen hemen her ülkede farklı şekillerde görülmekte olup birçok yönetim erki yoğun mücadele içerisindedir. Terör eylemlerinde can kayıpları yaşanmakta ve toplumsal anlamda huzursuzluk yaşandığında yönetim erki terör ile mücadele için maddî ve manevî anlamda her alanda harcamalar yapmaktadır. Yapılan bu harcamalar ise ülke ekonomisine bir yük olmaktadır. Terör ile mücadele her ülkenin yoğun bir çaba ve harcama içerisinde olmasının nedenlerinden belki de en büyüğü, terörün her ülke için geçerli bir tanımının olmamasından kaynaklanmaktadır. Tek bir tanım etrafında birleşilememesi nedeni ile her ülke terörü farklı yorumlamakta ve ona göre mücadele etmektedir ki çoğu zaman özellikle maddi anlamdaki harcamaların boşa gitmesine neden olmaktadır. Terör eylemleri, ülke içerisinde gerçekleşirken diğer devletlerin desteği de söz konusu olmaktadır. Özellikle o ülkeye zarar vermek isteyen diğer devletler personel ve silah desteği sağlayarak terörü beslemektedir. Bu nedenle terör ile mücadelede zorluklar yaşanabilmektedir. Türkiye'de de son çeyrek asırdır özellikle doğu ve güney bölgelerinde PKK terör örgütü eylem yapmakta ve birçok can kaybı yaşanmaktadır. Yaşanan bu can kayıpları birçok politik ve ekonomik adımların atılması gerekliliğini ortaya koysa da bazı adımlar için geç kalındığı söylenebilir. Özellikle son 20 yıllık zaman diliminde gerçekleşen adımların çok daha önce atılması gerektiği düşünüldüğünde şu anda verilen mücadele oldukça zorlu şartlar altında gerçekleştiği bilinmesi gerekir. Bu çalışma, terör örgütlerine katılımda inanç, ideoloji ve etnik kökenin etkilerinin nasıl bir yol izleyerek ilerlediğini tespit etmeyi amaçlamaktadır. ; Terrorism are harmful actions that come together to act against the law and social order in a country, whose purpose is to change the order by damaging the social and political integrity of that country. It is seen in different ways in almost every country in today's societies and many management powers are in intense struggle. In terrorist acts, loss of life is experienced, and when social unrest occurs, management spends financially and spiritually in all areas to combat terrorism. These expenditures, on the other hand, are a burden on the country's economy. Fighting terrorism is perhaps the biggest reason why every country is in an intense effort and spending, because terrorism does not have a valid definition for every country. Since it cannot be united around a single definition, each country interprets terrorism differently and struggles accordingly, which often causes especially financial expenses to be wasted. While terrorist acts take place inside the country, there is also the support of other states. Especially, other states that want to harm the country feed terrorism by providing personnel and arms support. Therefore, there may be difficulties in combating terrorism. Turkey is also in the last quarter century, especially to the eastern and southern regions and the actions of the PKK terrorist organization is experienced in many lives. Although these casualties reveal the necessity of many political and economic steps, it can be said that it is too late for some steps. It should be known that the current struggle takes place under very challenging conditions, especially considering that the steps that have taken place in the last 20 years have been taken much earlier. This study aims to determine the way in which the effects of belief, ideology and ethnic origin progress in joining terrorist organizations.

Terörizmle mücadelede en önemli problem tanım sorunudur. Çünkü birinin kahramanı bir diğerinin teröristi olabilir. Ancak bu sorun, terörizm ile insanoğlu arasında süregelen yıkıcı ilişki gerçeğini değiştirmez.Terörizm, şiddet ve gücü, politik içeriği korku, terör ve tehdidi içerir ki tüm bu özellikler insanlığın ortak değerleri ile bağdaşmaz. Terörizm, bir ülke veya sistemi ayakta tutan değerlerin tümüne saldırır.Terörizm 11 Eylül saldırıları ile çok daha globalleşmiş ve dış destek almaksızın ve uluslar arası hale gelmeksizin yaşamını sürdüremeyeceğini ortaya koymuştur.Onlarca yıldır terörizmle mücadele eden Türkiye, bu beladan kurtulmak için tereddüt etmeksizin tüm kaynaklarını seferber etmektedir. Çözüme bugün dünden daha yakındır, ancak herkes ve tüm dost ülkeler bu süreçte başarılı olunabilmesi için üzerilerine düşen sorumlulukları tam anlamıyla yerine getirmelidirler.Unutulmamalıdır ki, Türkiye'de terörizme karşı kazanılacak zafer, tüm dünyada terörizme karşı mücadelede bir örnek teşkil edecek ve teröristlere kararlı bir mesaj olacaktır. ; The most important problem in the study of terrorism is the difficulty in reaching definition. Because one?s hero could be somebody else?s terrorist. However, that difficulty does not change the reality of devastating relationship between terrorism and human being.Terrorism, consists of violence and force, political content, fear, terror and threat almost all of which are going that common values of humanity. It attacks anything that holds up a modern state or a system.Terrorism is much more globalize with 11 September assaults and proving that it cannot survive without getting external support and being international.Turkey, in its fight against terrorism for decades, mobilizes all of its resources without hesitating to get rid of it. Turkey is much closer to the solution today than yesterday; however, everybody in the country and other countries should fully meet their responsibilities to reach that goal with fewer casualties.It should be remembered that a victory against terrorism in Turkey would set a perfect example for the world and would send a strong and decisive message to terrorists.

Birinci Körfez Savaşı ile Irak'ı yıpratan ve ağır ekonomik ambargolarla bu ülkeyi iyice zayıflatan ABD, 11 Eylül saldırılarından sonra bu ülkede kitle imha silahları olduğunu iddia ederek baskılarını arttırmıştır. Saddam Hüseyin rejimini devirip Irak'ı demokratikleştirmeye karar veren ABD, 2003 yılında bu ülkeyi işgal etmeden önce Türkiye üzerinden bir cephe açmak istemiştir. Bunun için Türkiye'den yeni üsler istemiş, Türk topraklarında yaklaşık 62.000 Amerikan askerinin konuşlanmasını talep etmiştir. Bunun karşılığında ABD, Türkiye'ye Kuzey Irak'ta aynı sayıda askerle tampon bölge oluşturmasına izin verebilecektir. Dolayısıyla Türkiye olası bir göçü burada karşılayabilecek, Irak'ın şekillenmesinde söz sahibi olabilecek, PKK/KONGRA-GEL terör örgütü mensuplarının Türkiye'ye sızması önlenecek ve örgütün baskı altına tutulması sağlanacaktır.Irak krizi konusunda Hükümet tarafından 1 Mart 2003 tarihinde yapılan gizli oturumla TBMM'ne sunulan 1 Mart Tezkeresi, Meclis tarafından kabul edilmemiştir. 1 Mart Tezkeresi'nin reddedilmesi ile ABD tarafı tam bir hayal kırıklığına uğramıştır. After September 11 attack, USA had put more pressure on Iraq and claimed that there are mass destruction weapons. Also USA has decided to bring down the regime of Saddam Hussein and wanted to open new war zones through Turkey, before occupation of Iraq. In order to do this, USA asked from Turkey for new bases and deployment of about 62.000 American soldiers to Turkish lands. As a return of this request, USA offered Turkey to giving permission of build up buffer zone in Northern Iraq. Thus, Turkey would prevent potential immigration, gain authority on restructuring activities on Iraq, prevent PKK/ KONGRA GEL terrorist group?s infiltration, and hold down of terrorist organization.After Iraq crisis, Memorandum of March 1st has been presented to Turkish Grand National Assembly in a secret session and rejected by the Council. By the rejection of Memorandum of March 1st, USA side had complete disappointment. This situation caused such a big crisis for Turkish American relationships. USA, which could not get their land force from North, attacked to Iraq on March 20, 2003. President of US George W. Bush announced that, Iraq War was over same year on May 1st. After that Turkey has confront of new situation. Its neighbor on south became USA not Iraq anymore. Thus, without agreeing with USA, it will not be possible to intervene to PKK terrorist organization, which has camps in Northern Iraq.How did the refusal Memorandum of March 1st affect Turkey for its struggle against PKK terrorism? According to some people, by refusing the memorandum Turkey missed the chance to end terrorism. According to other people, Turkey performed honorable attitude and got rid of USA occupation.
