Sistem nacionalnih računa (SNR) nastao je i više puta unapreĎivan na meĎunarodnom nivou sa ciljem da omogući, izmeĎu ostalog, što potpuniju osnovu za analizu ekonomske politike. Polazeći od činjenice da će se u Srbiji nakon pribliţavanja standardima Evropske unije izraĎivati celokupan SNR, što trenutno nije slučaj, i od teze holandskog autora Bosa da će vlade sve manje koristiti SNR, u radu je ispitano koju ulogu nacionalni računi trenutno imaju u analizi ekonomske politike. Cilj istraţivanja je bio da se utvrde načini unapreĎenja upotrebe nacionalnih računa u Srbiji nakon njegove dopune, po oblastima upotrebe. Korišćenjem postojećih podataka, intervjua i kvantitativne analize, to jest ekonometrijske analize vremenskih serija, utvrĎeno je da se u tri oblasti upotrebe SNR, analizi putem indikatora, analizi tokova sredstava i makroekonometrijskom modeliranju, moţe ostvariti napredak već i sada, a posebno nakon dopune statističke produkcije. Posebno je vaţno da će biti moguće unaprediti makroekonometrijsko modeliranje u Srbiji, što je pokazano na primeru funkcije potrošnje. Komparativna analiza imovinskog efekta u Srbiji, Sloveniji, Češkoj i Holandiji pokazala je da varijabla stambene imovine nije značajna u funkciji potrošnje u Srbiji jer ne dominiraju hipoteke u svojinskoj strukturi stambenog fonda i nema finansijskih inovacija kao u razvijenim zemljama. SNR i njegovo stalno unapreĎivanje je potreban ali ne i dovoljan uslov dobre ekonomske politike. SNRje bio dovoljno razvijen za analizu za potrebe voĎenja ekonomske politike u sprečavanju neravnoteţa koje su u poslednjoj krizi imale udela, ali je tek analiza podataka nacionalnih računa eks-post omogućila unapreĎenje analize putem indikatora i standarda na osnovu kojih se mogu sprečiti neki budući mehurovi i neravnoteţe. ; The System of National Accounts (SNA) was designed and has been improved several times on the international level with the aim to provide the best possible complete basis for the economic policy analysis. Starting from the fact that after the transition to the standards of the European Union in Serbia the whole system of national accounts will be compiled, which currently is not the case, and from the thesis of the Dutch author Bos that SNA will be less used by the governments, in this dissertation the current role of the SNA in economic policy analysis has been analyzed. The aim of the research was to establish the ways of improvement in different areas of the use of SNA in Serbia, after its completion. By using the existing data, interview and quantitative i.e. econometric analysis of the time series, it has been concluded that in three areas of the use of SNA - indicator analysis, flow of funds analysis and macroeconometric modeling, the improvement is possible even now, and especially after the completion of statistical production. It is especially important that it will be possible to improve the macroeconomic modeling in Serbia, which has been shown on the example of consumption function. The comparative analysis of the wealth effect in Serbia, Slovenia, Czech Republic and the Netherlands has shown that the housing wealth variable is not significant in consumption function in Serbia, because mortgages are not dominant in the ownership structure of the housing wealth, and there are no financial innovations present, as it is the case in the developed countries. The SNA and its constant improvement is a necessary but not sufficient condition for a good economic policy. The SNA has been developed enough for the economic policy analysis to prevent imbalances which took part in the last crisis, but only the ex post analysis of the SNA data has enabled improvement of the indicator analysis and standards as the basis which may prevent future bubbles and imbalances.

The article is dedicated to Professor Richard Wisser. It is a critical analysis of Husserl's essay "The crisis of European sciences and transcendental phenomenology". The author first outlines Husserl's diagnosis of the crisis of science, philosophy and culture, followed by the elements and the mechanisms of that crisis. The root of the crisis of European science and culture lies in foregoing the genuine productive humanity. The authentic humanity cannot be based nor explained from its objectivizations but solely through the analysis of its productive imagination. The author also deals with the crisis of spiritual sciences, which he claims have brought about the loss of insight into the ultimate purpose of the existence of Europe as a brainchild of the historical humanity. Demokratski optimizam devedestih godina prošlog veka zamenjuje osobita forma javnog razočarenja u demokratiju. Kriza demokratije praćena institucionalnim deficitima, konfuzijom, niskim stepenom upravljačke sposobnosti da se rešavaju pitanja siromaštva, nezaposlenosti, imigracije, korupcije, simptomi su ovoga stanja. Globalni val populizma najizoštreniji je izraz ove političke patologije. Početak novoga veka rađa uzlet otvorenog neprijateljstva prema demokratiji. Deskriptivni pristupi oslonjeni na proceduralnu dimenziju režima moći ("hibridni režimi", "ograničena demokratija" "iliberalna demokratija", "kompetitivni autoritarizam" ) pokazuju se nedostatnim. U ovome radu autor se vraća klasičnom konceptu "despotizma" i pokazuje normative i teorisjke prednosti ovoga koncepta ("novi despotizam") u analizi novoga režima moći koji izrasta na pretpostvkama sve šireg nepoverenja u demokratske instituciije. ; The democratic optimism of the 1990s has been replaced by a particular form of public disillusionment with democracy. The crisis of democracy, accompanied by institutional deficits, confusion, low levels of management capacity to tackle poverty, unemployment, immigration, corruption, are symptoms of this condition. The global wave of populism is the sharpest expression of this political pathology. The beginning of the new century has given birth to an open hostility to democracy. Descriptive approaches based on the procedural dimension of the regime of power ("hybrid regimes", "limited democracy", "liberal democracy", "competitive authoritarianism") are proving insufficient to capture the new political system. In this paper, the author returns to the classical concept of "despotism" and shows the normative and theoretical advantages of this concept ("new despotism") in the analysis of a new regime of power that grows on the premise of growing distrust of democratic institutions.

Foreign investment fund in the world has multiplied several times in the last twodecades. However, growing trend of foreign investments fl ow has been broken by the recentfi nancial crisis in the world. Lower infl ow of foreign investments into the developingcountries has made the funding of their current accounts diffi cult, because it becamemore diffi cult for them to get loans in the international capital market. Most net importersof capital are net debtors in the international capital market, which made them increaseinvestment attractiveness for international investors. Thus they tried to decrease theirexposure to the loan market. Although foreign investments are desirable source of fundingthe current account defi cit, net infl ow of these funds generates negative balance in theincome account and puts pressure on the balance of payments of the country. World investmentfl ows have returned to the upward trend in 2013.This paper analyses foreign investments fl ow in the world, by groups of countries.The groups of countries, the subject analysis of this paper, are: Asia, Latin America,Africa, countries in transition and developed countries. The most signifi cant countriesthat are net exporters of capital in the world are the European Union and USA, while thebiggest importers are the growing Asian countries. Starting period for this analysis is1990, and ending period is 2013. Therefore, time series of the analysis covers economiccycles, i.e. rise from the nineties of the last century, then the period of global fi nancial andeconomical crisis that lasted all the ay until the end of 2012.

The financial crisis has adversely affected all the countries of the world in the conditions of globalization with different intensity, no matter if it is higher or lower level of development and different economic structures. In the context of globalization in the countries in transition, the banking system was reformed, thus creating a new financial market. The International Monetary Fund has taken an active part in the transition process of Eastern European countries by providing advice and approving financial arrangements. Developed countries of the world have implemented measures of non-standard monetary policy to overcome the global financial crisis. In some parts of Central and Eastern Europe, in addition to the general corporate identity (bank name, abbreviated name, trademark and slogan of the bank), the countries also applied qualitative features of the bank's corporate identity (image, reputation and goodwill). As they enter the 21st century, banks in developed countries are increasingly emphasizing the corporate culture and style of business of the bank. In the practice of banks, the following performances are most often present: financial, marketing, performance management, employee performance, business philosophy, reputation and the image of the bank. The banks' performance analysis included 13 Central and Eastern European countries divided into three groups. Performance over the period 2008-2018 is analyzed, related to: share of total assets in GDP, share of total loans in GDP, share of total deposit in GDP and level of capital adequacy of Central and Eastern European countries. The analysis shows that the central banks of the countries of Central Europe are dominant, and that in certain performances they are approached by the banks of the countries of Eastern Europe (members of the European Union and the Western Balkans). ; Finansijska kriza je negativno uticala na sve zemlje sveta u uslovima globalizacije sa različitim intezitetom, bez razlike da li se radi o višem ili nižem nivou razvijenosti i različitim privrednim strukturama. U uslovima globalizacije u zemljama u tranziciji izvršena je reforma bankarskog sistema i na taj način je započeto stvaranje novog finansijskog tržišta. Međunarodni monetarni fond uzeo je aktivno učešće u procesu tranzicije zemalja istočne Evrope pružanjem saveta i odobravanjem finansijskih aranžmana. Razvijene zemlje sveta su radi prevazilaženja svetske finansijske krize primenile mere nestandardne monetarne politike.Zemlje centralne i istočne Evrope su u određenom delu pored opšteg korporativnog identiteta (naziv banke, skraćenog imena, zaštitnog znaka i slogana banke) primenjivale i kvalitativna obeležja korporativnog identiteta (imidž, reputacije i gudvila) banke. Ulaskom u 21. vek banke razvijenih zemalja sve više stavljaju naglasak na korporativnu kulturu i stil poslovanja banke. U praksi banaka najčešće su prisutne sledeće performanse: finansijske, marketing, menadžment performanse, performanse zaposlenih, poslovne filozofije, ugleda, reputacije i imidža banke. Analiza performansi banaka obuhvatila je 13 zemalja centralne i istočne Evrope podeljenih u tri grupe. Analizirane su performanse u vremenskom periodu od 2008-2018. godine koje se odnose na: učešće ukupne aktive u BDP-u, učešće ukupnih kredita u BDP-u, učešće ukupnog depozita u BDP-u i nivo adekvatnosti kapitala zemalja centralne i istočne Evrope. Analiza pokazuje da su dominantne banke zemalja centralne Evrope, a da se njima u određenim performansama približavaju banke zemalja istočne Evrope (članice Evropske Unije i zapadnog Balkana).

In this text the author deals with the analysis of the fundamental legal text regulating local self-government and administration in the Republic of Croatia and to what extent they are 'the fall guys' to be blamed for the state the systems of local self-government and administration are in. He concludes that these laws are a major generator (though not the only one) of the crisis of local self-government and administration in the Republic of Croatia. (SOI : PM: S. 108)

Predmet istraživanja u ovom radu je izgradnja identiteta NATO, koji danas sebe određuje kao političko-vojnu organizaciju i već šest i po decenija, ponekad i presudno, utiče na međunarodne odnose i bezbednosne procese u svetu. Cilj rada je da se na osnovu teorijske i praktične deskripcije i analize procesa konstituisanja identiteta NATO, uočavanjem različitih dometa pojedinih teorija međunarodnih odnosa i studija bezbednosti u opisivanju, objašnjenju i prognoziranju društvenih pojava i uloge Alijanse u njihovom oblikovanju, pokaže dostignuti nivo izgradnje činilaca identiteta NATO. Da bi se odgovorilo ovom zadatku, u prvom poglavlju izlažu se osnovni koncepti identiteta i bezbednosti kao ključnih kategorija, koje se posmatraju u dinamičnom uzajamnom odnosu, smisao dobijaju društvenom konstrukcijom i proizvodnjom značenja, socijalno su uslovljene i promenljive zavisno od konteksta. U drugom poglavlju izlažu se stavovi tri uticajne teorije međunarodnih odnosa: realizma, liberalizma i socijalnog konstruktivizma, o karakteru, ulozi i budućnosti NATO. U trećem i četvrtom poglavlju, teorijski uvidi iz prva dva poglavlja primenjuju se u studiji slučaja izgradnje identiteta NATO posle Hladnog rata, a težište analize je na promenama karaktera bezbednosnih pretnji i odgovorima NATO koji se opredeljuje za širenje i vojno delovanje izvan svoje teritorije. Peto poglavlje posvećeno je analizi činilaca identiteta NATO: političkog jedinstva, vojnih sposobnosti, razvijene institucionalne infrastrukture i nove bezbednosne kulture. Zbirnim delovanjem grade NATO, koji u novom multipolarnom nadmetanju za raspodelu moći i kontrolu resursa i teritorija, predvođen najjačom silom – SAD, nastoji da spreči opadanje, sačuva i unapredi dostignutu moć i uticaj. ; This paper studies building the identity of NATO, which now defines itself as a politico-military organization and, for the past six and a half decades, has had, sometimes decisive, influence over the international relations and security processes in the world. The aim of this paper is to show the achieved level of building the NATO identity factors, on the basis of theoretical and practical description and analysis of the process of NATO identity constitution, noticing different range of certain theories of international relations and security studies in describing, explaining and forecasting of social phenomena and the role of the Alliance in their design. In order to accomplish this task, the first chapter addresses the basic concepts of identity and security as key categories, which are viewed in a dynamic correlation, receiving its meaning through social construction and production of meanings, are socially conditioned and variable depending on the context. The second chapter presents the views of three prominent theories of international relations: realism, liberalism and social constructivism, the character, the role and future of NATO. In the third and the fourth chapter, the theoretical insights from the first two chapters are applied in the case study of building NATO identity after the Cold War, and the focus of the analysis is on changing the character of security threats and responses of NATO which opts for the expansion and military action outside its territory. The fifth chapter is devoted to the analysis of NATO identity factors: political unity, military capabilities, developed institutional infrastructure and new security culture; their aggregate action builds NATO, which, in the new multipolar competition for the distribution of power and control of resources and territories, led by the strongest power – the United States, seeks to prevent degradation, preserve and improve the achieved power and influence.

Summary: Establishing of the New institutional economics as dominant institutional theoretical perspective, has contributed to the theoretical affirmation of the institution and to the recognition that institutions and institutional changes are an important part of the overall dynamics of economic reality. Therefore, the importance of defining the "new" institutional paradigm is reflected not only in the "endogenization" of the institutions as the relevant economic variables, but also in the possibilities of a broader consideration of the potential contribution of institutions to the overall macroeconomic performances. However, despite to the significant theoretical achievements in the economic recognition of the multiple institutional importances, in the observation of institutional change as a determinant of economic development, many questions remain open. For instance, it is still not known which institutions, in which specific forms required, or rather useful for economic development, or in which context. Although it is known the role that specific institutions can play in the process of the economic development, the problem is how to build such institutions. If developmental effects generally depend on the quantity and quality of institutional changes, than how to explain the fact that the establishment of the same institutional forms in the countries with approximate developmental preconditions, usually in practice does not led to the equal developmental results? This study, in form of a doctoral dissertation, is exactly driven by such issues. Therefore, as its primary goal assumes the theoretical development of the concept of institutional contributions to the development and identification of institutional criteria and mechanisms for improving economic performance. The basic assumption on which this dissertation is based implies that institutions and institutional changes are necessary, but not sufficient condition for good macroeconomic performance of the country. This additional requirement is contained precisely in the implementation of "good governance", namely the establishment of the basic principles of this concept. The research is based on an analytical basis of the theoretical framework of the New institutional economics. Starting of the known information about the nature of institutions and institutional change, as well as on the basic assumptions of institutional sustainability and efficiency, there are theoretical elaborated concept of the institutional contributions to the development. Special attention was given to comparative institutional analysis. By combining information from different comparative economics, there are studied the relationship between institutional quality and economic efficiency. An attempt was made in order to identify main channels through which institutional quality determined economic performance, and therefore which is a possible causes of institutional inefficiency. Through the analysis of several representative cases in practice, the empirical validity of the findings is further checked. Since development issues become topical, especially during the crisis, it is clear incentives to explore the institutions and mechanisms of institutional change and use this knowledge in achieving, in a greater degree, controlled development.

Ekološke i klimatske promene na planeti postoje koliko i sama planeta, a čovek se od svog postanka prilagođavao ovim promenama. Jedan od načina adaptacije jesu migracije stanovništva u potrazi za hranom, boljim uslovima života i prijatnijim vremenskim uslovima za život. Posebnu pažnju u poslednjoj deceniji izazivaju takozvane ekološke izbeglice. Faktori sredine su oduvek pokretači ljudskih kretanja, a sa porastom svesti o promenama koje se dešavaju u prirodnoj sredini i aktuelnog problema klimatskih promena povećalo se interesovanje za moguće obrasce po kojima će se odvijati kretanja u budućnosti. U ovoj doktorskoj disertaciji ćemo se baviti uzrocima nastanka ekoloških katastrofa, njihovim političkim, ali i drugim posledicama. Takođe ćemo proučiti migracije stanovništva koje nastaju pod uticajem ekoloških katastrofa. Uticaj čoveka na promenu uslova života vrlo je veliki, a stepen uticaja se povišavao zajedno sa razvojem civilizacije, kako u pozitivnom tako i u negativnom smislu. Čovek je uspeo da veliki deo prirode vremenom potčini svojim potrebama, što je dovelo i do kumulativnog efekta u vidu neželjenih posledica za životnu sredinu u formi prirodnih i tehnološki prouzrokovanih katastrofa. Uvodna razmatranja u doktorskoj disertaciji biće posvećena globalnom problemu zagađenja životne sredine, ekološkim katastrofama okvirno i problemu migracija, a u prvom delu će biti razrađen metodološki okvir po kojem će se odvijati istraživanje. Drugi deo teze odnosiće se na teorijski okvir istraživanja, sa akcentom na pojmovnom definisanju ekoloških katastrofa uopšte, njihovim potencijalnim uzrocima i posledicama kroz istoriju čovečanstva, kao i uticaju ekoloških katastrofa na pokretanje migracije stanovništva. Treći deo doktorske teze obuhvataće problem miigracija, teorijsko određenje, komparativnu analizu uslova pod kojima su nastale najveće migracije pokrenute ekološkim katastrofama u svetu, političke, socijalne, kulturalne i ekonomske posledice kakve su nastupile u zemljama koje su naselili ljudi izbegli sa tih područja. Četvrti deo ove teze odnosiće se na pripremljenost Evrope za slučaj iznenadne ekološke katastrofe, sa akcentom na empirijskom istraživanju uticaja trenutne krize sa izbeglicama iz severne Afrike, na Evropu kao krajnje odredište ljudi koji napuštaju svoje domove zbog nemogućih uslova za život, politiku koju sprovodi Evropska unija prema izbeglicama; nastale i očekivane političke, socijalne, ekonomske i kulturološke posledice ove tzv. "migrantske krize". Dobijeni podaci će se analizirati i poslužiti u izvođenju zaključaka iz rezultata empirijskog istraživanja. U petom delu ćemo razmatrati uslove pod kojima može doći do pojave konflikta na teritoriji koju naseljavaju imigranti. Šesti deo će sadržati predlog modela za rešavanje tekuće migrantske krize, a sedmi će sadržati istraživanje o tome koliko je javnost uopšte upoznata sa terminologijom i problemima kojima se bavimo u ovoj doktorskoj disertaciji, kao i odnosu javnosti prema trenutnoj situaciji sa migrantima. U osmom delu biće izneta sistematizovana zaključna razmatranja o onome što smo utvrdili i šta smo postigli izradom ove teze. ; Environmental and climate change on the Earth is as old as the planet itself, but the man from its inception adapted to these changes. One way of adapting to these changes is the migration of people in search of food, better living conditions and pleasant weather circumstances for life. A special attention in the last decade has been devoted to so-called environmental refugees. Environmental factors have always triggered human movement, with increasing awareness of the changes that occur in the natural environment and the current problems of climate change, which has increased interest in possible patterns of movement that will take place in the future. In this doctoral thesis we deal with the causes of ecological disasters, but also their political and other consequences. We will also study the migration of population that occured under the influence of environmental disasters. The impact of man on the changing conditions of life is high and the degree of influence has evolved along with the development of civilization, both in a positive and in a negative way. The man managed to a large part of nature eventually submit to its needs, which led to a cumulative effect in the form of adverse consequences for the environment in the form of natural and technological disasters. Preliminary thoughts in this doctoral dissertation will be devoted to the global problem of environmental pollution, ecological disasters framework, and the problem of migration, and in part one the methodological framework will be worked out according to which the research will take place. The second part of the thesis refers to the theoretical framework of research with emphasis on the conceptual definition of ecological disasters in general, their potential causes, and consequences throughout the history of mankind, as well as the impact of environmental disasters on the launch of the migration of the population. The third part of the doctoral thesis will include migration problem, theoretical determination, a comparative analysis of the conditions under which they incurred the largest migration initiated environmental disasters in the world, political, social, cultural and economic consequences that followed in countries that are settled people fled from those areas. The fourth part of this thesis will relate to the preparation of Europe in case of sudden environmental disasters, with an emphasis on empirical study of the impact of the current crisis with refugees from the Northern Africa to Europe as the final destination of people who leave their homes because of the impossible conditions of life, the policy implemented by the European Union for refugees; incurred and expected political, social, economic and cultural consequences of this so-called "Migrant crisis". The data will be analyzed and used in the performance of drawing conclusions from the results of empirical research. In the fifth section, we discuss the conditions under which a conflict may occur on the territory inhabited by immigrants. The sixth part will contain a model for resolving the current crisis, migrant, a seventh part will include research abou how much the general public is familiar with the terminology and the problems we deal with in this dissertation, as well as public attitudes towards the current situation with migrants. In the eighth part there will be presented systematized concluding observations about what we have established and what we have achieved by doing this thesis.

Autor se bavi odnosima Sjedinjenih Država i Venezuele zaključno sa aktuelnom‎ predsedničkom krizom ne bi li odgovorio na pitanje kako i zašto je Venezuela‎ postala problem za spoljnu politiku SAD koji zahteva pojačanu pažnju‎ i radikalne mere. Analiza ovih odnosa u toku 20. veka pokazuje da su oni zasnovani‎ na naftnoj međuzavisnosti dveju država. Kada je krajem veka višedecenijsko‎ loše upravljanje naftnim bogatstvom u Venezueli izazvalo društvenu‎ i ekonomsku krizu koja je dovela na vlast Huga Cháveza, spremnog da koristi‎ prihode od nafte protiv interesa regionalne hegemonije SAD, ove su Venezuelu‎ označile kao problem. Američki establišment je prema tom problemu nastupio‎ oportunistički – naftna međuzavisnost je sprečavala da sukob eskalira‎ sve dok aktuelna ekonomsko-politička kriza u Venezueli nakon Chávezove‎ smrti nije dala Washingtonu priliku za konačni obračun sa režimom, po cenu‎ privremenog prekida u trgovini naftom. Godinu i po dana od izbijanja predsednička‎ kriza u Venezueli još nije razrešena, jer se čavistički režim održao, a‎ SAD odustale od vojne intervencije, pa autor nastoji da ukaže na perspektive‎ problema i mogućnosti njegovog prevazilaženja nakon što tekuća pandemija‎ korona virusa bude obuzdana.‎ ; The author deals with the United States and Venezuela relations up to the‎ current presidential crisis, in order to answer how and why Venezuela became‎ a problem for U.S. foreign policy which requires increased attention‎ and radical measures. The analysis of these relations during the 20th century‎ shows that they were based on oil interdependence of the two states.‎ When a decades-long mismanagement of oil riches in Venezuela at the end‎ of the century caused a social and economic crisis that brought to power‎ Hugo Chávez, who was ready to use oil revenues against U.S. regional hegemonic‎ interests, it marked Venezuela as a problem. American establishment‎ treated the problem with opportunism – oil interdependence prevented‎ the conflict from escalating until the current economic and political crisis in‎ Venezuela after the death of Chávez gave Washington an opportunity for the‎ final clash with the regime at the price of a temporary break in the oil trade.‎ A year and a half after the presidential crisis in Venezuela erupted, it has not‎ been resolved yet, for the chavista regime remained in place, while the U.S. gave up on military intervention. The author points to the perspectives of the‎ problem and the possibilities of its overcoming once the current coronavirus‎ pandemic gets contained.‎

Urban shrinkage is a process that many European countries have been facing in recent decades. It had started in highly developed regions at the time of deindustrialisation, but since the 1990s, this process has also affected Central, Eastern and South-eastern Europe, with different patterns and dynamics of urban shrinkage. The political and economic crisis in Serbia during the 1990s, as well as the transition from a centrally governed and urban-based industrialisation to a neoliberal market economy, has brought significant changes in the development of cities, which faced declining demographic and economic vitality. This paper is focused on the analysis of the intensity and dynamics of demographic and economic aspects of urban shrinkage in Serbia and on classification of cities according to the different phases of urban shrinkage. Typological classification was performed using the K-means clustering algorithm. The cluster analysis is based on the use of relevant demographic and socio-economic indicators, for the period from 2002 to 2011. After identifying cities that recorded an increase in total population and relatively stable economic development, three types of shrinking cities were determined according to the intensity of demographic and economic shrinkage - cities with low, medium and high shrinkage intensity. The analysis of the main patterns and factors that influenced the different levels of urban shrinkage enabled a better understanding of this phenomenon in Serbia. The paper analyses the problems that have been undermining the US recruitment policy for the last two decades - which is aimed at providing soldiers for imperial disciplining wars waged on the planetary periphery - as a case study to test the validity of theoretical assumptions about the transition to the age of post-heroic warfare. The departing hypothesis is based on stance that the United States, being the only remained superpower, experience a gradual and less visible process of losing popular support for military conscription, which the author employs here as an ideal of national vitality and a pillar of modern citizenship, as well as a feature of masculinity and the realm for self-realisation. The analysis takes place primarily in the field of anthropology and sociology and employs theoretical positions of social constructivism to complement narrow theoretical and methodological approaches of political science which are typically applied in the study of international relations. The analysis focuses on the "cracks" and deformations in the construction of ideals of warfare and heroism, which emerge as a result of the interaction of man - both as an individual and a member of the political community - the public, and the US foreign policy decisions designed to meet the needs and requirements of successful disciplinary imperial warfare. The author concludes that theoretical assumptions about entering the age of post-heroic warfare are valid due to the recruitment crisis in the US military, the unpopularity of the military profession, the commodification of warfare and death, the transformation of war into an industrial process, and misleading media portrayals of dead and wounded soldiers.

Osnovni cilj doktorske disertacije predstavlja analiza činilaca nastanka i održivosti radničkog samoupravljanja, kao oblika kolektivnog delanja radničke klase. U cilju utvrđivanja determinističke vrednosti različitih faktora analiza je smeštena u uporedni okvir. Model radničkog samoupravljanja u obliku 'oporavljenih preduzeća' (Empresas recuperadas por sus trabajadores – ERT) u Argentini do čije pojave je došlo u jeku dramatične ekonomske krize početkom dvehiljaditih izabran je kao iskustveni okvir na čijem primeru su empirijskim istraživanjem analizirani faktori održivosti. Pored usmerenosti analize na 'oporavljena preduzeća' u Argentini, predmet razmatranja predstavljao je i model radničkog samoupravljanja u Jugoslaviji. U radu se pošlo od hipoteze da su nastanak i održivost radničkog samoupravljanja uslovljeni kombinacijom unutrašnjih i spoljašnjih činilaca (odnosno činilaca unutar i izvan preduzeća). Preciznije, testirana je hipoteza da spoljašnji činioci osiguravaju opšte okvire pojave radničkog samoupravljanja, dok mogućnost njegove konsolidacije počiva na konstelaciji niza unutrašnjih faktora. Rezultati analize radničkog samoupravljanja u Jugoslaviji i Argentini pokazali su da je hipoteza o činiocima uspostavljanja i učvršćivanja radničkog samoupravljanja u velikoj meri potvrđena. Na osnovu relativno opširne istorijske i empirijske analize donosi se zaključak da spoljašnji faktori obezbeđuju opšte pretpostavke za pojavu radničkog samoupravljanja, dok unutrašnji ostvaruju direktan uticaj na održivost ovakvog jednog procesa. Preciznije, spoljašnje pretpostavke u vidu sistemskih i strukturalnih činilaca stvaraju opštu mogućnost nastanka radničkog samoupravljanja, dok je veza između ove grupe faktora i održivosti radničkog samoupravljanja posredovana organizacijskim i akcijskim činiocima koji imaju neposredan uticaj. Ipak, kao osnovni faktori koji organizuju i oblikuju ostale faktore ističu se sistemski činioci. U sklopu unutrašnjih faktora, poredbeni plan analize je pokazao da ekonomski, organizacijski i vrednosni činioci (u smislu vrednosne i interesne konzistentnosti) imaju posebnu važnost za održivost radničkog samoupravljanja. ; The primary objective of the doctoral dissertation is to analyze factors related to the emergence and sustainability of workers' self-management, as a form of the collective action of the working class. In order to establish the deterministic values of different factors, the analysis was set within a comparative framework. A model of workers' self-management in the form of "worker- recuperated enterprises" (Empresas recuperadas por sus trabajadores – ERT) in Argentina, which emerged in the midst of the dramatic economic crisis in early 2000, was chosen as an experiential framework in which sustainability factors were analyzed applying empirical research. In addition to the focus on "worker-recuperated enterprises" in Argentina, the analysis also considered the workers' self-management model in Yugoslavia. The dissertation started from the hypothesis that the sustainability of workers' self-management is conditioned by a combination of internal and external factors (i.e. factors within and out of the company). More specifically, it tested the hypothesis that external factors ensure the general framework supporting the emergence of workers' self-management, while the possibility of its consolidation relies on the constellation of a number of internal factors. The analysis of workers' self-management in Yugoslavia and Argentina resulted in confirming the hypothesis about the factors affecting establishment and consolidation of workers' self-management to a great extent. A relatively extensive historical and empirical analysis led to the conclusion that external factors ensure the general assumptions for the emergence of workers' self-management, while internal factors have direct effects on the sustainability of such a process. In other words, external assumptions in the form of systemic and structural factors create the general possibility of the emergence of workers' self-management, whereas the interconnection between these groups of factors and the sustainability of workers' self-management are interposed by organizational and activity factors which have direct influence. Nevertheless, systemic factors stand out as key factors that organize and shape other factors. As regards internal factors, a comparative analysis plan showed that economic, organizational and value factors (in terms of value and interest consistency) have a special significance in the sustainability of workers' self-management.

Within contemporary geopolitical processes, respect for the rights of national minorities is no longer the discretion of a state, but rather is an indirect or direct international regulation of the minority issue. In the beginning of the 1990s, the political economical crisis and disintegration of the former SFRY opened the national question, that was considered to be permanently and successfully solved, in the most dramatic way, and ethnic conflicts and clashes followed the desintegration of the country. With the formation of a new states on the territory of the former Yugoslavia, the existence of numerous and different national minorities ("old" and "new") required a different approach to their protection and integration in complex political circumstances. Thus, the position of the so called new minorities drastically changed since they formed constituent nations in the former SFRY, while after secession they remained separated from their home nations and became national minorities almost overnight. Out of Serbia, in former Yugoslav republics live nearly half a million persons belonging to Serbian nationality as new national minority. The paper discusses the position and rights of the Serbian minority in the post Yugoslav states (Slovenia, Croatia, Northern Macedonia, Montenegro) as well as in some neighboring member states of the European Union (Hungary, Romania, Bulgaria). In addition to the analysis of basic demographic indicators (number and spatial distribution) that determine the realization of the rights and freedoms of each minority, the paper examines the issue of protecting the national, cultural and linguistic identity of Serbs, as well as the ways of its preservation and improvement. Although the social and legal status of the Serbian minority is determined by European standards, the analysis points to their undefined status, since they still do not recognize the status of a national minority in some countries, and that they are in practice faced with more or less assimilation. In order to fully realize minority rights and improve the position of the Serb minority, ratified international documents, bilateral agreements, national laws, as well as well-designed policies and assistance from the home state are of great importance.Respecting basic human rights and freedom, as well as national minority protection, represent the basic factors of stability, security and democratic and socio-economic development of every country.
