We develop a model of crisis stability based on a deterrence game. Players are assumed to be able to choose any level of initial cooperation or noncooperation; the more cooperative player (if there is one) may then choose to retaliate. In a crisis, players are assumed to have escalated their conflict and desire to stabilize it before it explodes. Players can, by threatening their opponent, stabilize the new status quo. In addition, points of threat escalation are identified at which neither player can prevent the opponent from escalating further without threatening the opponent more severely than before the crisis erupted, thereby heating up an already tense situation. Crisis stabilization is aided by being close to the full-cooperation position, though, paradoxically, both players may benefit from having created a crisis that only escalating threats may resolve. We discuss ways of avoiding threat escalation and the increased risk of war that it entails, especially in conflicts between the superpowers.
AbstractUsing a modified version of Chicken, referred to as the Threat Game, Brams and Kilgour have developed a theoretical model of threat escalation and stability in superpower crises. More specifically, they derive explicit thresholds for sufficient pre-emption to stabilize a crisis before it escalates out of control. An appropriate degree of coercion thereby is designated for the response to an adversary, in order to deter further escalation. The overall objective of this study is to use data on superpower crises to test a modified version of the model developed by Brams and Kilgour. Mixed results emerge from testing the most general propositions. The choice of response level usually does not surpass the model's recommended value. However, stabilization is feasible in virtually all crises and, when an actor does meet the threshold, satisfaction with the outcome occurs more frequently than otherwise. Two more specific hypotheses also are tested, with partial support for the model once again being the result.

MIXED RESULTS EMERGE FROM TESTING THE MOST GENERAL PROPOSITIONS. THE CHOICE OF RESPONSE LEVEL USUALLY DOES NOT SURPASS THE MODEL'S RECOMMENDED VALUE. HOWEVER, STABILIZATION IS FEASIBLE IN VIRTUALLY ALL CRISES AND, WHEN AN ACTOR DOES MEET THE THRESHOLD, SATISFACTION WITH THE OUTCOME OCCURS MORE FREQUENTLY THAN OTHERWISE. TWO MORE SPECIFIC HYPOTHESES ALSO ARE TESTED, WITH PARTIAL SUPPORT FOR THE MODEL ONCE AGAIN BEING THE RESULT.
Transformational changes have been taking place in the political systems in many countries of the world over the last few decades. This issue arouses the great interest of scientists and researchers. In the article, I pay particular attention to the study of the "traditional" and "new" party systems and their role in the country's contemporary political life. Given the challenge of the day, I see populism as a problem with its impact on democracy along with such issues as the role of populist parties and the citizens' attitude to them; the analysis of problems developing in the political process, particularly, in parties and movements of the populist type; the formation and development of multi-party systems and democracy as a whole.Populism is considered in the article as a political ideology. This phenomenon is investigated as a component of the political parties' activities, especially, of the Ukrainian parties. A comparative analysis of populist parties in the European Union and Ukraine has been carried out.I analyze the main factors of populism's influence on the party-political system on the examples of the European countries and Ukraine. I also prove that populism has always occupied a special place in the implementation of programs of political leaders and parties. It is noted that populism remains the current day phenomenon of both the party-political system and the socio-economic life of the countries in the world. Having a considerable influence over the politics of the countries, where functioning of democratic institutions is relatively inexperienced, populism has a rather clear manifestation in the modern political space and the "old" democracies. There is a clear link between increasing populism and exacerbating socio-economic problems. The inability of the political establishment, including the democratic one, to respond effectively to new problems and challenges is an important factor contributing to the emergence and growth of populist influence.The in-depth analysis of the populist rhetorical and political effects on the development of modern democracy is particularly important, i. e. the margins between the reality and virtuality, truth and falsehood are leveling; facts lose their value; deconstruction of truth takes place; traditional ideologies are destroyed; moral relativism, hypocrisy and double standards are spreading out. ; Обґрунтовується, що за останні кілька десятиліть у політичних системах багатьох країн світу відбулися і продовжують відбуватися трансформаційні зміни, які викликають неабиякий інтерес науковців, дослідників цієї проблематики. The evolution of crises depends upon interpreting intentions under uncertainty. We model crisis as a game of two-sided incomplete information. Players are uncertain about their own payoffs from war because of differences between observable and actual capabilities. We derive four hypotheses, testing them against crises in Europe between 1815 and 1970. We show a nonmonotonic relationship between ex ante observable capabilities and the likelihood of violence in a crisis, as well as the ex ante likelihood of a negotiated settlement. We answer five questions: (1) How do differences in observable capabilities between rivals influence the likelihood of a crisis and the escalation to violence? (2) How do intangible capabilities alter the effects of observable capabilities on the likelihood of conflict and violence? (3) What do national leaders learn from the responses of their adversaries in crises? (4) Under what conditions can deterrence succeed? How can an escalation of conflict lead to negotiation? In this systematic study, Zartman and Faure bring together European and American scholars to examine this important topic and to define the point where the concepts and practices of escalation and negotiation meet. Political scientists, sociologists, social psychologists, and war-making and peace-making strategists, among others, examine the various forms escalation can take and relate them to conceptual advances in the analysis of negotiation. They argue that structures, crises, turning points, demands, readiness and ripeness can often define the conditions where the two concepts can meet and the authors take this opportunity to offer lessons for theory and practice. By relating negotiation to conflict escalation, two processes that have traditionally been studied separately, this book fills a significant gap in the existing knowledge and is directly relevant to the many ongoing conflicts and conflict patterns in the world today

FY: 2014-2015. Principal Investigator: Feroz Khan ; This exercise builds upon the findings of the first iteration of the event, held March 19-22, 2013, in Colombo, Sri Lanka. The project will explore the fundamentals of regional military crises and escalation thresholds, as well as the role of the international community in crisis management and prevention. Lessons learned from this event will help identify escalation ladders, bridge strategic communication gaps, and nurture areas of cooperation among the United States, India, and Pakistan. The simulation will be set in a conjectural geopolitical scenario in the year 2020. The scenario will emphasize cross-domain crisis escalation (land, sea, and air) and examine nuclear force deployment and employment pressures. Discussions and deliberations will take place at the operational/strategic level, as opposed to the tactical level.
