The collapse of the world economy in the thirties was especially felt in Poland. In that situation the state had to undertake some efforts in order to lighten the course of events as well as to precipitate the end of crisis. These efforts were also directed towards the possibly rapid reconstruction of the devastations in Polish economy caused by that crisis. The intervention measures of the Polish government embraced the whole variety of steps which were undertaken in all branches of national economy. The author of this paper comes to the analysis and evaluation of control policy which — apart from the customs policy and the policy of export promotion — constituted in those times the substantial form of state intervention in the field of Polish foreign trade. The control of foreign traffic was reviewed from the point of view of numerous restrictions, import quotas and barter business. After a thorough examination of the process of rapid development of the foreign traffic control in Poland the author points at the double objective of introducing the import quotas. On one hand those above mentioned quotas can be considered as the repercussion and result of autarchic processes developed amongst the Poland's trade partners and increasing difficulties in international trade as well as the result of commonly used foreign exchange restrictions causing the freeze of credit balance from exports. Those import restrictions were introduced in order to weaken the disadvantegeous influence of the above mentioned events on Polish foreign trade and — indirectly — on the whole Poland's economy. On the other hand the control policy was also facilitating the inland's economic and financial policy. In the years 1929 - 1935 the system of quotas highly contributed to the achievement of favourable balance of foreign trade and international payments; in the next years that system constituted one of the most significant factors realization of foreign exchange control. In addition, in the whole period being the subject of the present analysis, the compensatory turnover greatly facilitated the realization of policy of export promotion. The mentioned motives of using the control policy caused the seizure of almost full control of foreign trade by state. In this article the author evaluates the control policy on the basis of the demonstrated uniformity of that policy with the general, economic policy of the state. As the deflation policy of the crisis years is evaluated rather negatively the same appraisal can be adopted to the control policy in foreign trade. They simultaneously began to develop adequate tools serving its implementation. Decisions were made to create organs and institutions and to develop appropriate procedures which would enable fast and accurate decision-making concerning planning and conducting activities in the fi eld of security and defence. Since that time the European Union and its crisis management capacities have undergone numerous transformations. The author, basing on research and own experiences of work in political-strategic planning structures of the European External Action Service, concisely presents trends in the European Union crisis management, which concern, among others, the evolution of the Union's organs and institutions, crisis management procedures, implementation of comprehensive approach and trends in the newly-deployed crisis intervention missions. ; В 1999 году, когда государства-члены Европейского Союза единогласно при- няли решение о создании «Европейской политики безопасности и обороны» (CSDP), вместе с тем они приступили к созданию соответствующих инструмен- тов способствующих ее реализации. Article describes a complex political crisis lasting in Mali and his probable implications. There were presented in detail two fundamental aspects of this crisis such as: the Tuareg (MNLA) and islamists rebellion started in January as well as military coup from march 2012. It was claimed that the military intervention at the beginning of 2013 r., in which French army was involved, was an indispensable solution – but insufficient. It was found that sweeping reforms are needed to value Tuareg participation in political and economic life of the country (for eg. in the form of autonomy). It was demonstrated that labile interior situation in Mali might destabilize all order in Western and Sub-Saharan Africa as well as in Sahel area by increasing the threat of terrorism, Islamic fundamentalism and crime (especially by AKIM, Boko Haram and MUJAO). Not to mention the safety of North Africa, where the situation after the Arab Spring is still fragile, and in the longer term, Europe and the USA.
The novel coronavirus pandemic has triggered an economic slowdown worldwide, aggravating those steadily accumulated inequalities in income and wealth redistribution. Western-type capitalism, international cooperation, and European integration have found themselves at risk. This article points out the resemblances and dissimilarities in policies combating the recessions of 2008 and 2020 on both sides of the Atlantic, focusing specifically on the EU and Canada. It assesses the rising popularity of the welfarestate concept applied both to individuals and entire businesses deemed essential for democracy, notably in the EU, for which the protection of citizens' well-being and solidarity values are at the core of bloc integration. Conceptually conflicting solutions for those crises reflect a profound shift in policy making, reinforcing state interventions vs the neoliberal approach and intensifying discussions on a universal basic income as a tool in redressing socio-economic inequalities. This paper highlights the need for a trans-disciplinary approach to benefi t policy making.
The European Union is a space within which the freedom of movement of citizens is exercised and expressed through the freedom of travel, work, studying, or living in a chosen country of the Union. The exercise of this freedom occurred as a result of the abolition of controls at the internal borders of the Union. The European Union, thanks to the inclusion of the Schengen Agreement and the Executive Convention into the EU law, has created institutions and measures for the protection of external borders (European Border and Coast Guard Agency, European Patrols Network, Rapid Border Intervention Teams, European Border Surveillance System) in terms of ensuring security for Member States and their citizens. The current migration crisis is a major verification for the evaluation of the effectiveness of these institutions and in this respect indicates the importance of adequate protection of external borders for the security of the Union's states and their citizens. The aim of the article is to analyze the problem of the functioning of institutions and other measures ensuring protection of the European Union's external borders in terms of guaranteeing the security of its states in the context of contemporary challenges. Until the emergence of the migration crisis, there was a conviction that the European Union had created institutional and operational conditions for effective ensuring of security of its borders. ; Celem artykułu jest analiza problemu funkcjonowania instytucji zapewniających ochronę zewnętrznych granic Unii Europejskiej pod kątem zagwarantowania bezpieczeństwa jej państwom w kontekście współczesnych wyzwań. Do chwili, kiedy zaistniał kryzys migracyjny istniało bowiem przekonanie, że Unia Europejska stworzyła instytucjonalne warunki dla skutecznego zapewnienia bezpieczeństwa swoich granic. UE to przestrzeń, w obrębie której realizowana jest swoboda przemieszczania się obywateli, wyrażona poprzez swobodę podróżowania, podejmowania pracy, studiowania czy zamieszkiwania w wybranym kraju Unii. Realizacja tej swobody nastąpiła w wyniku zniesienia kontroli na wewnętrznych granicach UE. Jednak dla państw Unii Europejskiej ceną tej wolności jest zapewnienie bezpieczeństwa narodowego, co czyni szczególnym ochronę granic zewnętrznych. Unia Europejska, dzięki włączeniu Układu z Schengen i Konwencji Wykonawczej do prawa UE, stworzyła instytucje dla ochrony granic zewnętrznych (Europejska Agencja Straży Granicznej i Przybrzeżnej, Europejska Sieć Patroli, Zespoły Szybkiej Interwencji na Granicy, Europejski System Nadzoru Granicznego) pod kątem zapewnienia bezpieczeństwa państwom członkowskim oraz ich obywatelom. Obecny kryzys migracyjny stanowi poważną weryfikację dla oceny skuteczności działania tych instytucji i w tym względzie wskazuje, jak istotne znaczenie dla bezpieczeństwa państw Unii i ich obywateli, ma odpowiednia ochrona granic zewnętrznych.
Diplomatic representatives and communist functionaries from People's Republic of Poland towards political development in Slovakia in the period of Czechoslovak reform in the years 1968–1969(Summary)Slovakia and the structures of Communist Party of Slovakia (CPS), local branch of statewide Communist Party of Czechoslovakia (CPC), played an important role in the period of attempts to reform the communist political system in Czechoslovakia in the years 1968–1969. The effort to gain an equal position to Slovakia in the common state catalyzed the crisis in the ruling establishment that led to election of Slovak communists' leader Alexander Dubček to the post ofFirst Secretary of CC CPC. Dubček became a symbol of reform movement in the party. In Bratislava he was succeded by Vasil Biľak, one of the main supporters of Warsaw Pact's military intervention in Czechoslovakia. After invasion in the August 1968 the leadership in CPS was taken over by Gustáv Husák, who suppressed the freedoms in Slovakia, and after becoming First Secretary of CC CPC in April 1969 continued the "normalization" in the rest of the country. The situation in Slovakia was observed by the diplomats of People's Republic of Poland and functionaries of Polish United Workers' Party especially from regions bordering with Slovakia, who maintained contacts with Slovak comrades. A lot of attention to Slovak problems was given by Władysław Kruczek, First Secretary of Rzeszów Voivodship party organization, who obtained news about situation in neighbouring country from the communists of Eastern Slovakia. The documents are bringing a lot of detailed information, reveal the backstage of some aspects of Czechoslovak politics. They are reflecting the mood in Slovakia, especially among the party functionaries at different levels, but are presenting ideologically deformed outlook and are written from the standpoint that was inimical to democratic changes, which were described accordingly to official attitude as a work of "reaction" and "zionists". The information sent to Warsaw supported the opinion of PUWP leadership that the Czechoslovak reform must be stopped, because it is dangerous to the monopoly of communist power in the whole Soviet block.

In theory, the art of war can meet different approach to the characteristics of the phenomenon of war and peace. Until recently the phenomenon of war and peace could be compared to a magnet, creating a single entity, but having two opposite poles. The new realities of social, economic, political and military relationships between the phenomena of war and peace can be compared to the spectrum of visible light, where peace and war still represent opposite poles, but in between there is the phenomenon (concept) intermediate. Study aims to analyze the situation in the Persian Gulf in the twenty-first century. The article consists of three parts. The first presents the results of research on the origin of the conflict and the assumed political and military objectives. In the second, the conclusions of the Iraqi Freedom operation have been formulated in the context of the goals achieved and their impact on peace-building in the Gulf region. In the last one, an attempt was made to answer the question whether the military intervention of coalition forces in Iraq has led to a solution of the crisis, or rather it has been the beginning of the current problems Europe is facing. ; W teorii operacji wojskowych, sztuce wojennej oraz naukach politycznych można spotkać różne podejścia do pokoju i wojny. Do niedawna jeszcze oba zjawiska porównywano do magnesu, tworzącego jedną całość, posiadającego jednak dwa przeciwstawne bieguny. W nowych realiach społecznych, ekonomicznych, politycznych i militarnych wzajemne relacje pomiędzy wojną i pokojem można porównać do widma światła widzialnego, gdzie oba nadal stanowią przeciwstawne bieguny, ale pomiędzy nimi pojawiły się zjawiska (pojęcia) pośrednie. Celem artykułu jest analiza sytuacji konfliktowej w Zatoce Perskiej w XXI. Artykuł składa się z trzech części. W pierwszej przedstawiono wyniki badań dotyczących genezy konfliktu oraz zakładanych celów politycznych i militarnych. W drugiej, sformułowano wnioski z przeprowadzonej operacji Iracka Wolność, w kontekście sposobów osiągania tychże celów i ich wpływu na kształtowanie pokoju w regionie Zatoki Perskiej. W ostatniej, zaprezentowano próbę odpowiedzi na pytanie: czy interwencja zbrojna sił koalicyjnych w I raku doprowadziła do rozwiązania kryzysu, czy raczej stała się początkiem obecnych problemów z jakimi zmaga się Europa.

Szczególnie zobligowane do działania wydają się być jednak Stany Zjednoczone i Wielka Brytania, które - wraz z Rosją - są od 1994 r. gwarantami bezpieczeństwa, integralności terytorialnej i niezależności Ukrainy. Do¬trzymanie przez nie złożonych obietnic można traktować jako probierz dotrzymania innych zobowiązań, w tym także tych, które wynikają z układów sojuszniczych. Międzynarodowe reperkusje zbrojnego konfliktu na Ukrainie mogą więc dotyczyć nie tylko przyszłego statusu Krymu i Ukrainy, ale także wiarygodności NATO, Unii Europejskiej (w tym Wielkiej Brytanii) oraz Stanów Zjednoczonych. Immediately after the dicision of the Ambasador's Council of July 28, 1920,concerning the division of the Cieszyn Silesia, it became clear thet the said delimitation did not win the acceptance of any serious political forces in Poland. The Polish state's difficult international situation, however, made the Polish authorities abandon the idea of resolving the Zaolzie question by force. Fruitless negotiations were, at the same time, conducted to obtain the cossion of at least a part of the disputed territory in Poland's favour and various diplomatic interventions were undertaken to improve the situation of the Polish population inhabiting the Zaolzie Silesia. In spite of the low efficiency of such initiatives, in 1925 the political relation between Poland and Czechoslovakia were normalised and a liquidation agreement was signed, which led to a normalisation of mutual relations in the divided area. The actions of the Polish Republic in relation to the Zaolzie were influenced by various factors that were difficult to harmonise. One of them was the necessity to subjugate the Zaolzie question to the atate's general interests, which included an acceptance of the Versailles status quo, and attempts to find a platform of co-operation with Czechoslovakia in view of the growing German threat. Another factor was the desire to maintain the Polish national character of the Zaolzie motivated by the reluctance to give up that territory in an unequivocal way. The expectation of a cooperation with Czechoslovakia in the international context led to the policy of letting bygones be bygones. The democratic nature of the Chechoslovak state afforded a possibility of making the defence of the Polish national rights the responsibility of the Polish deputies in the parliament in Prague. The Polish Ministry of Foreign Affairs tried then to persuade the leaders of the Polish community in the Zaolzie to assume a more activistic attitude. At the same time, the Polish Consul in Moravska Ostrava supported financially the institutions of the Polish national life nad tried to resist the assimilating policy of the Czech authorities. This tactics brought, up to a point, some results, but it did not prevent all attempts at an assimilation on the part of influential Czech organisations and bussiness circles, neither did it safeguard the conditions of the national life in the Zaolzie so as to obviate the need for the steady flow of the Polish financial aid without which the Polish educational and cultural institutions would not survive. In the late 1920s and early 1930s a rapprochement between Warsaw and Prague seemed to substantiate the hopes for a betterment of the situation of the Poles in the Zaolzie. In the wake of such hopes there appeared Polish-Czechoslovak societies and Czechoslovak-Polish clubs. These clubs reised high expectations in the consular centre in Moravska Ostrava, which hoped that they would help to break down the barriers between the Polish and Czech population and to obtain the support of influential Czech circles for the postulates of the Polish minority. The most committed members of the clubs (just like all, with no exceptions, Polish cosuits in Moravska Ostrava) were treated, however, with great suspicion and aversion by the Czech nationalist circles, as well as by the personalities representing the views of the Czechoslovak Ministry of Foreign Affairs. The most far-reaching initiative, that is the idea of calling a reconciliation conference concerning the matters of the Cieszyn Silesia in 1932, ended in a fiasco. Such factors as the way the 1930 sensus was carried out, the obvious deterioration of the living standards at the time of the Great Depression, and the attitude of the persons responsible for the Czech foreign policy who insisted on all Polish citizens leaving Czechoslovakia before "equitable" negotiations with Poland could begin, signalled the end of the period in which a positive and active conduct of the Polish population could seem an efficient antidote to the growing pressure for assimilation. The political events of 1933 changed the perception of the chances for a cooperation between Poland and Czechoslovakia, both of them being situated between Germany and the Soviet Union, which, in early 1934, made the representatives of the Polish Republic change their policy in the Zaolzie. From then, on the support of the Polish authorities and society for the Polish minority was emphasised, also a pressure was being exerted on the Czechoslovak government by means of an organised press campaign in Poland. The Czechoslovak government, however, did not yield under pressure, and assumed an intransigent attitude, taking this opportunity to get rid of a certain number of the Poles in the Zaolzie. The assimilation of the local Poles both of a natural kind and enforced by political and economic pressure seemed to the Czech authorities to be the best way to pacify this important borderline region. The tactics to which the Polish side resorted did not then lead to an improvement of the situation of the ethnic Poles in Czechoslovakia, it had, however, a different result, namely it aroused the national feelings and kindled the hopes for the Polish state's stronger support for the minority aspirations. In Poland, on the other hand, the internal situation in Poland's southern neighbour state, beginning with the elections of 1935, started to be looked at from the perspective of the apparently imminent crisis. In view of this, while the idea of an intensive propaganda camping was abandoned, the Czech policy in relation to the ethnic minorities was carefully watched, and the internal integration of the Polish community in the Zaolzie was strongly supported.
W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. Po upadku komunizmu i zakończeniu zimnej wojny wydawało się, że świat na trwałe wchodzi w okres stabilizacji, pokoju i współpracy. Szybko jednak okazało się, że świat narastającej globalizacji ma różne oblicza, także negatywne, co rzutuje na prawie każdą sferę życia, także na bezpieczeństwo. Spadło co prawda zagrożenie nuklearne, ale pojawiły się nowe zagrożenia oraz nasiliły te, które przedtem przesłonięte były rywalizacją Wschód – Zachód. Chodzi głównie o konfl ikty etniczno- -religijne, kulturowe i cywilizacyjne, w tym rozlewające się konfl ikty wewnętrzne w państwach słabych i upadłych, proliferację broni masowego rażenia, niebezpieczne ambicje państw dyktatorskich. Ogromny wpływ na ład międzynarodowy i bezpieczeństwo miały zamachy 11 września 2001. Zmieniły one percepcję zagrożeń dla bezpieczeństwa. Terroryzm uznany został za największe zagrożenie dla bezpieczeństwa, a ogłoszona przez prezydenta Busha walka z terroryzmem doprowadziła Stany Zjednoczone i prawie cały Zachód do zaangażowania w dwie wojny: w Iraku i w Afganistanie. O ile interwencję w Afganistanie i obalenie reżimu Talibów można uznać za swoiste prawo do samoobrony Stanów Zjednoczonych (a właściwie po uruchomieniu art. 5 traktatu waszyngtońskiego za sprawę całego NATO), bo Al-Kaida, która była organizatorem zamachów 11 września, za przyzwoleniem tego reżimu była na stałe zainstalowana w tym kraju, to już interwencja w Iraku miała wątpliwe podstawy prawne, a właściwie była ona jednostronną decyzją USA, podjętą mimo protestów połowy sojuszników NATO. To co nastąpiło potem, w ramach wojny z terroryzmem, przekształciło się w totalny chaos, przypominający wojnę domową, w Iraku obecnie wygasającą, w Afganistanie zaś, już w warunkach obecności tam Międzynarodowych Sił Wsparcia Bezpieczeństwa (ISAF), coraz bardziej nasilającą się. W ostatnich dwóch latach warunki bezpieczeństwa w Afganistanie, za które w praktyce, w ramach ISAF, odpowiedzialne jest NATO, gwałtownie się pogorszyły. Gwałtownie wzrosła liczba zamachów terrorystycznych, a talibowie odzyskują pozycje, kontrolując już prawie 40% obszaru Afganistanu. Sytuacja w Afganistanie i odpowiedzialność NATO za bezpieczeństwo tego kraju budzi ogromne zaniepokojenie przywódców państw natowskich oraz kierownictwa sojuszu. Staje się to również jednym z centralnych problemów nowej administracji waszyngtońskiej. Trwające już siedem lat i rosnące zaangażowanie NATO i sił koalicyjnych w Afganistanie, pionierskie w ramach misji out of area, mimo zaangażowania ok. 64 tysięcy żołnierzy, sprzętu i idących w miliardy dolarów kosztów operacji nie przynosi jak dotąd, oczekiwanych rezultatów. Dlatego też przygotowana i realizowana jest nowa strategia obecności USA i NATO w Afganistanie. Zaangażowanie NATO w Afganistanie często interpretowane jest jako swoisty test dla Sojuszu, jako wyraz rosnącej odpowiedzialności za bezpieczeństwo globalne, w tym za zwalczanie nowych zagrożeń, takich jak terroryzm, których eskalacja jest także ubocznym skutkiem globalizacji. Autor nie w pełni podziela te opinie, choć niewątpliwie obecność NATO w Afganistanie jest ważną i trudną próbą dla Sojuszu, w tym także dla Polski ze względu na rosnące zaangażowanie sił zbrojnych naszego kraju w tę operację. Sprawa udziału NATO jednak rzutuje na stan bezpieczeństwa międzynarodowego, eskaluje napięcia i budzi negatywne emocje cywilizacyjno-kulturowe, utrudnia walkę z terroryzmem, kładzie się cieniem na i tak niejasny obraz sytuacji na Bliskim i Środkowym Wschodzie. Na wiele spraw z zakresu bezpieczeństwa globalnego i regionalnego, w tym narodowego poszczególnych krajów (choćby USA), patrzy się przez pryzmat Afganistanu. ; When the cold war ended, after the collapse of communism and when fi nally the Soviet Union disintegrated, there was a widespread feeling through the world that at long last universal peace had descended on earth. The fear of war in which weapons of mass destruction would be used had vanished. Today's world is a vastly different place. It is a world of globalization, which has both good and bad sides. This inexorable process has extended the opportunities of worldwide interchange. But this same globalization process and associated technology have also brought major new threats and intensifi ed existing ones. The threats we face are seamless, running across the boundaries of defence, foreign affairs, domestic and social life. It has left nations and peoples ever more vulnerable to phenomena ranging from international crime and terrorism through to cyber-attacks, health pandemics, energy politics, resource shortages and fi nancial crisis. We are facing the problem of failed states, WMD proliferations, rough countries challenges. We all have to agree that it was a great impact of 9/11 terrorist hijackers and attacks on security. The perception of international security threats has changed. Terrorism has been recognized as the biggest threat for security. The war on terrorism, declared by George W. Bush, has engaged United States and almost the whole West in two wars: in Iraq and in Afghanistan. As far as Afghanistan case is concerned, one has to recognize the legitimacy of American intervention (as did the UN Security Council), as U.S. had the right to self-defence after Al-Qaeda attacks, operating from Afghan territory. In the case of intervention in Iraq there are far going doubts about its legitimacy. The result was not only the overthrow of both regimes, of Saddam Hussein in Iraq and Taliban in Afghanistan, but a real mess – if not a civil war – in Iraq. Today, after seven years, the security situation in Iraq has much improved, but in Afghanistan there is ongoing process of violence escalation. In the last years the conditions of security in Afghanistan, for keeping which responsible is ISAF (and practically NATO, being a core of ISAF), has dramatically deteriorated. The number of terrorist attacks has enormously increased and Taliban have regained the control over 40% of Afghan territory. The security situation in Afghanistan and NATO's responsibility for that is the reason of deep concern for both the leaders of NATO member states and Alliance itself. The new American administration has made the confl ict a policy priority. President Obama announced a new strategy for Afghanistan, including the decision to commit an additional 30 000 U.S. military forces to address the confl ict. NATO's engagement in Afghanistan is treated as a kind of test for Alliance and a confi rmation of NATO's rising responsibility for global security, opening new out of area alliance missions. It is also important for Poland, taking in consideration the rising number of Polish troops in Afghanistan. Many questions of global and regional [Middle East] security are treated in the framework of Afghanistan case. ; Многие считали, что после падения коммунизма и окончания холодной войны, мир входит в период стабилизации, мира и сотрудничества. Однако вскоре ока- залось, что в эпоху глобализации мир имеет разные обличия, в том числе нега- тивные, что отражается почти на каждой сфере жизни, в том числе и на безопас- ности. Хотя и уменьшилась ядерная угроза, но появились новые угрозы, а также усилились те, которые ранее, в связи с соперничеством Востока и Запада, на- ходились на втором плане. Главным образом здесь необходимо иметь ввиду эт- ническо-религиозные, культурные и цивилизационные конфликты, в том числе, внутренние конфликты в слабых и распавшихся государствах, распространение оружия массового уничтожения, опасные шаги диктаторских государств. Огромное влияние на международный порядок и безопасность оказали террористические акты 11 сентября 2001 года. Они полностью изменили вос- приятие угроз безопасности. Терроризм был признан самой большой угрозой безопасности, а провозглашенная президентом Бушем война с терроризмом вовлекла Соединённые Штаты и почти весь Запад в ведение двух войн: в Ира- ке и в Афганистане. Если интервенцию в Афганистане и свержение режима та- либов еще можно признать своеобразным правом на самозащиту Соединённых Штатов (а имея ввиду 5 статью Вашингтонского договора делом всего НАТО), поскольку Аль-Каида, ответственная за организацию терактов 11 сентября, с согласия режима талибов имела постоянные базы в этой стране, то интер- венция в Ираке имела очень слабые юридические основания и в действитель- ности она была односторонним решением США, принятым вопреки протестам половины союзников НАТО. То, что произошло в рамках войны с терроризмом, позже превратилось в тотальный хаос, приведший к ослабевающей гражданс- кой войне в Ираке, и усиливающейся войне в Афганистане, происходящей в ус- ловиях присутствия там Международных сил содействия безопасности (ISAF). В последние два года безопасность в Афганистане, за которую в действитель- ности в рамках ISAF, несет ответственность НАТО, сильно ухудшилась. Возрос- ло количество террористических актов, а талибы контролируют уже почти 40% территории Афганистана. Ситуация в Афганистане и ответственность НАТО за безопасность этой стра- ны, вызывает огромное беспокойство глав государств членов НАТО, руководс- тва союза, а также становиться одной из главных проблем новой вашингтон- ской администрации. Продолжающееся уже семь лет и растущее присутствие НАТО и коалиционных сил в Афганистане, не взирая на контингент численностью около 64 тысяч солдат, современную технику и исчисляющуюся в миллиар- дах долларов стоимость операции, пока не принесло ожидаемых результатов. В связи с чем, подготавливается и реализуется новая стратегия присутствия США и НАТО в Афганистане. Действия НАТО в Афганистане часто интерпретированы как своеобразный тест для союза, как проявление растущей ответственности за глобальную бе- зопасность, в том числе за борьбу с новыми угрозами, такими как терроризм, эскалация которого в какой-то степени является побочным следствием глоба- лизации. Автор не полностью разделяет такое мнение, хотя, несомненно, при- сутствие НАТО в Афганистане – это важное и тяжелое испытание для союза, в том числе также для Польши, ввиду возрастающего присутствия вооружён- ных сил Польши в этой операции. Вопрос участия в операции НАТО, хотим мы этого или нет, отражается на состоянии международной безопасности, вызыва- ет напряжения и отрицательные цивилизационно-культурные эмоции, затруд- няет борьбу с терроризмом, оказывает влияние на и так непростую ситуацию на Ближнем и Среднем Востоке. На многие вопросы в сфере глобальной и ре- гиональной безопасности, в том числе и национальной, отдельных стран (даже США), нужно смотреть сквозь призму Афганистана.
