Objective: Testing and validating the application of Intervention in Crisis theory as an approach in mental health on HIV/AIDS patients care who are interned at a general hospital. Method: Help Interview has been accomplished as an activity for Mental Health subject according to an applied guide by graduation in nursing students in order to identify this illness psycho-social repercussion and draft therapeutic plan for patients under their care. The outcomes were the reports results presented by the students, and document analysis of 144 applied tools between 2006 and 2010. Results: Theory has been validated for enabling graduation students to: identifying this illness psycho-social repercussions; patient confrontation mechanisms and therapeutic plan construction. Kosovo is the largest per capita recipient of EU financial aid in the world, and is home to the largest civilian crisis management mission ever launched by the EU (EULEX). However, it is questionable whether or not this assistance has been sufficiently effective. The judiciary continues to suffer from political interference, inefficiency and a lack of transparency and enforcement. The Kosovar authorities do not prioritize sufficiently the rule of law and the disagreement over the recognition of Kosovo jeopardizes the incentive for EU accession. This paper considers the EU's assistance to Kosovo in the field of the rule of law and assesses its success in achieving its intended results. The Lisbon Treaty settled a new balance of power within the EU political process, through the so-called institutional reform. However, the Lisbon balance of power was changed by the Euro crisis, which saw the strengthening of member states' influence within the Union. The greater role taken by the European Council on crisis management went along with a new balance of power between member states, with Germany acting as a hegemonic power, and a group of countries taking political benefits from the crisis. Introduction: the public health crisis caused by COVID-19, a disease caused by SARS-CoV-2, has imposed physical threats and psychological suffering on both infected patients and individuals who experience social isolation and various governmental restrictions, leading to the appearance of symptoms like anxiety, depression, as well as insomnia, stress, and changes in biological rhythm. In face of this stressful scenario, interventions based on mindfulness (MBIs) have proved to be potentially adequate tools in reducing psychological suffering and generating well-being in the general population. Objective: to describe the effects of mindfulness-based interventions during the COVID-19 pandemic. Methods: A systematic literature review was conducted on the effects of mindfulness intervention in times of COVID-19. The articles were searched in four databases (Pubmed, Embase, Scopus, and Science direct) and the PRISMA protocol was used to conduct this review. In total, fourteen articles were included in the study. Results: the use of mindfulness techniques in the population with impaired mental health because of the COVID-19 pandemic proved to be beneficial, with improvement in emotional stress scores and reduction in anxiety symptoms, through formal mindfulness meditation practices such as mindful breathing, body scanning, and application of the mindfulness-based stress reduction strategy (MBSR). Strategies were also applied through smartphone applications that had the objective of promoting the increase of mindfulness and the development of the acceptance without judgment of the traumatic experiences already lived, in addition to an integrated intervention on the internet with the use of mindfulness, the training of respiratory relaxation, refuge skills and Butterfly Hug Method. Este artigo aborda criticamente algumas questões de natureza jurídica e política, necessariamente polémicas, colocadas pela integração de Portugal na UE e pela própria ação política desta União, com o objetivo de chamar a atenção para os aspetos que nos pareceram mais relevantesnos 40/30 anos da Constituição e da integração europeia. De entre estas questões assinalamos as seguintes: 1) perceção e modo de acolhimento da integração europeia na Constituição da República Portuguesa, 2) degradação do princípio de democrático e da representação política por força da intervenção da UE na política dos Estados-Membros ou o efeito de esvaziamento da na política interna dos Estados produzido pela ação da UE, 3) globalização, neoliberalismo e a crise poder democrático: produção do efeito de deslocação do locus do poder democrático e da erosão das relações da UE com os Estados-Membros, 4) a UE como espaço de ação dos mercados contra as pessoas. Pretende-se, assim, provocar o debate sobre estes relevantes problemas da integração da UE. ; This article critically approaches some issues of legal and political nature, necessarily controversial, raised by the Portuguese accession to the EU and the own political action of the Union, with the purpose to draw attention to the aspects that seem to be the most relevant in the 40/30 years milestone of the Constitution and the European integration. Amongst these issues I point out the followings: 1) perception and way of receiving the European integration by the Constitution of the Portuguese Republic, 2) degradation of the democratic principle and of the political representation due to the intervention of the EU in the member states politics or the effect of empting the internal politics caused by the action of the EU, 3) globalisation, neoliberalism and the crisis of the democratic power: producing the effect of moving the locus of the democratic powerand the erosion in the relations of the EU with the member states, 4) the EU as a space of action of the market against people. I intend, then, to provoke the debate on these relevant problems of the EU integration.
Thirty years ago at the time of their independence the leaderships of Guinea Bissau & Cape Verde united under the single party banner of the PAIGC & declared their joint political objective of the unification of both territories. It is an objective which today, considering the vastly different circumstances of each country, seems almost bizarre. While Guinea-Bissau appears to stagger between political crisis & military interventions on a permanent basis, Cape Verde seems to be extracting itself from the "African space" altogether. This article tracks the widening trajectories of both countries since their independence in an effort to understand why, at the beginning of the new millennium, they appear to face utterly different political & economic prospects. Faced with the Covid-19 pandemic caused by the SARS-CoV-2 virus that put workers in the Latin American region in a more vulnerable condition, this article considers some of the responses provided by conventional industrial-organizational psychology, which have been characterized by their technical and uncritical emphasis aiming at holding workers accountable for the current situation. Also, the proposals constructed by critical psychology are analyzed to indicate that these collective solutions appeal to State, organizational, union and group instances to design interventions that contribute to mitigate the situation of greater vulnerability at work. Finally, the responses derived from perspectives external to psychology that critically examine this discipline are considered to show the government operations that are possible through psychological interventions related to the containment of the pandemic. It is pointed out how the so-called crisis of criticism is permeating those psychologies that assume non-hegemonic perspectives, as well as in the criticism of psychology itself when they consider the current situation. ; Ante la pandemia de Covid-19 causada por el vírus SARS-CoV-2 que puso a los trabajadores de la región lationamericana en una condición de mayor vulnerabildad, en este artículo se consideran algunas de las respuestas proporcionadas por la psicología convencional de corte industrial-organizacional, las cuales han estado caracterizadas por su enfasis técnico y acrítico dirigido a responsabilizar a los trabajadores de la actual situación. Tambien son analizadas las propuestas construidas por la psicología crítica descritas como soluciones colectivas que convocan instancias Estatales, organizacionales, sindicales y gremiales para diseñar intervencinoes que contribuyan a mitigar la situacion de mayor vulnerabilidad laboral. Por último, son consideradas las respuestas derivadas de perspectivas externas a la psicologia que examinan criticamente esta disciplina para mostrar las operaciones de gobierno que son posibles gracias a las intervenciones psicológicas referidas a la contencion de la pandemia. The purpose of this article is to explain why decision-making decision-making about sending Bundeswehr troops to peacekeeping, stabilization and combat missions abroad remains a problem for German foreign and security policy. The article argues that a paradox prevails in Berlin's foreign policy, which is also reflected in its security policy, between Germany as the central geo-economic European power, as the ongoing crisis in the eurozone shows, and its obvious discomfort in assuming a more assertive role in security policy, based on a more engaged security strategy, more like its European partners. OBJETIVO Analisar o efeito de uma intervenção multifacetada no cuidado das gestantes com sífilis na atenção primária à saúde. MÉTODOS Trata-se de projeto de melhoria da qualidade realizado em 26 unidades básicas de saúde do município do Rio de Janeiro, entre janeiro e dezembro de 2017. O desenho foi quase-experimental misto, com análises anteriores, posteriores e de série temporal. Avaliou-se o cuidado prestado a todas as gestantes com sífilis e pré-natal encerrado no período, mediante dez critérios de qualidade e um indicador. A intervenção foi multifacetada, abrangendo educação permanente, melhoria dos registros e sistemas de informação, auditoria e feedback, educação do paciente, mudanças organizacionais e nos processos de trabalho. Estimaram-se as melhorias absoluta e relativa dos critérios e sua significância estatística (α = 5%). Os facilitadores e dificultadores da intervenção foram analisados segundo o Model for Understanding Success in Quality. RESULTADOS Após a intervenção, observou-se melhoria absoluta total de 6,7% (64,4% versus 71,0%) e relativa de 28,8% (p > 0,05). Oito dos dez critérios de qualidade tiveram melhoria, sendo esta significativa em quatro deles (p 0.05). Eight of the ten quality criteria had an improvement, which was significant in four of them (p < 0.05). The monthly indicator of adequate treatment also improved (p < 0.05), but maintained low performance throughout the project. The increase in the compliance of the treatment scheme with the protocol (91.4% versus 99.1%) positively stood out, but the main opportunities for improvement were testing (42.8% versus 48.5%) and treatment of sexual partnerships (42.8% versus 44.2%). Regulatory pressures to improve the monthly indicator and the political-economic crisis experienced by the municipality modulated the effect of the intervention. CONCLUSION The project was useful to identify priorities and guide interventions to improve the quality of care for syphilis, although there is still ample room for improvement. The identified problems, as well as the contextual modulators of the effect, should be considered in future interventions.
This article aims to analyze the intervention strategies adopted by public management during the COVID-19 pandemic to reduce food insecurity, based on a case study in the Brazilian state of Rio Grande do Norte. The study used a qualitative approach based on Program Theory and the multiple streams model to analyze the actions. In the state, the pandemic brought a window of opportunity, showing the importance of public policy in the government agenda, such as the program "Restaurante Popular," which offers low-cost meals, and favors quick response and adequacy of means of implementation. The study highlights best practices, inspiring actions all over the country. ; Este artículo tiene como objetivo analizar las estrategias de intervención adoptadas por la administración pública frente a la crisis desencadenada por la COVID-19 para reducir la inseguridad alimentaria, con base en un estudio de caso en Río Grande do Norte. Con un enfoque cualitativo, se utilizaron la teoría del programa y el enfoque de múltiples flujos para el análisis de acciones de emergencia. En el estado, la pandemia se convirtió en una ventana de oportunidad, destacando el importante papel de las políticas públicas en la agenda gubernamental, como el Programa Restaurante Popular, y favoreciendo la elaboración de respuestas rápidas y de medidas de adecuación en la implementación de las políticas. Objetivo: Este estudo tem como propósito a abordagem brasileira das gestões tributária e financeira pública em âmbito federal, tendo por foco a crise econômica e os impactos de endividamento público verificados em função da pandemia decorrente do COVID-19, considerando, principalmente, a declaração de calamidade pública e as medidas restritivas de isolamento/distanciamento social e paralização das atividades econômicas em quarentena adotadas em todo o País para combate e contenção à disseminação exponencial da doença. Metodologia: Segundo uma metodologia própria para lidar com temas interdisciplinares específicos, como de Direito Tributário, Financeiro, Constitucional e Gestão Pública, parte-se de um recorte crítico da realidade exposta, tendo-se como marco teórico a doutrina contemporânea referida, ao adotar-se o método dedutivo, com apoio da exploração bibliográfica e documental enquanto técnica de abordagem, para se comprovarem as premissas levantadas e se alcançarem os objetivos propostos. Resultados: Divisa, sob tal contextura, as formas adotadas, no ensejo da pandemia por COVID-19 pelo governo federal, para obtenção de um equilíbrio entre a ordem econômica e a ordem social, isto é, de sorte a ter-se, de um lado, a preservação o sistema de saúde (público e privado) de um colapso imediato ante o excesso abrupto de demanda e, de outro lado, o resguardo das forças produtivas pátrias da recessão e endividamento público causados pela paralisação forçada das atividades econômicas e do isolamento social/distanciamento social imposto pela quarentena. Contribuições: O estudo aponta, segundo a metodologia adotada, a necessidade de uma concomitante e correlata intervenção estatal de regulação macroprudencial no domínio econômico (com determinações financeiras, tributárias e assistenciais) para um reequilíbrio do desenvolvimento sustentável em função do desbalanceamento advindo da intervenção na ordem social com a imposição de medidas sanitárias tão austeras (de isolamento social/distanciamento social e paralização de atividades econômicas ante a quarentena infligida) para contenção da pandemia que afastem recessão e endividamento público descontrolado, de maneira a ter-se, em conclusão, um sustentável planejamento estratégico estatal de recuperação e reestruturação desenvolvimentista pátrio à luz de um concerto democrático com a sociedade. ABSTRACT Objective: This study aims to approach the Brazilian public tax and public financial management, at the federal level, focusing on the economic crisis and the impacts of public indebtedness verified due to the pandemic resulting from COVID-19, considering mainly the declaration of public calamity and restrictive measures of social isolation/distancing and paralysis of economic activities in quarantine adopted throughout the Country to combat and contain the exponential spread of the disease. Methodology: According to an appropriate methodology to deal with specific interdisciplinary themes, such as Tax Law, Financial Law, Constitutional Law and Public Management, it is from a critical view of the exposed reality, taking as a theoretical framework the contemporary doctrine referred to, when adopting the deductive method, with the support of bibliographic and documentary exploration as an approach technique to prove the premises raised and to achieve the proposed objectives. Results: Under such a context, the paper identifies the forms adopted, in the occasion of the pandemic by COVID-19 by the federal government to obtain a balance between the economic system and the social order, that is, in order to have, on the one hand, the preservation of the health system (public and private) from an immediate collapse in view of an abrupt excess of demand and, on the other hand, the protection of the national productive forces of the recession and public indebtedness caused by the forced paralysis of economic activities and social isolation/distancing imposed by quarantine. Contributions: This paper notes, according to the adopted methodology, the need for a simultaneous and correlated state intervention of macroprudential regulation in the economic domain (with financial, tax and assistance determinations) for a rebalancing in sustainable development due to the lack of harmony arising from the intervention in the social system with the imposition of such austere sanitary measures (of social isolation/distancing and paralysis of economic activities in quarantine) to contain the pandemic that would remove recession and uncontrolled public indebtedness, in order to have, in conclusion, a sustainable state strategic planning for national developmental recovery and restructuring in light of a democratic concert with society. Esses mecanismos são cruciais, pois a democracia depende da participação cívica na vida política. No entanto, na era do big data, a participação não é possível sem o acesso e controle de dados por parte das pessoas; isto é, os direitos civis tornam-se direitos digitais. Este artigo trata da literacia de dados como um filtro para a participação e do papel das pessoas comuns no ambiente e nos processos de datificação.Como a participação num mundo datificado depende da capacidade das pessoas de entrar na contenda, questões sobre onde se estabelecem as linhas de separação entre especialistas e não especialistas (ou seja, cidadãos comuns) e se a intervenção na infraestrutura de dados requer um grau de literacia de dados para participação efetiva constituem uma discussão relevante para a prática e teoria do ativismo como uma forma de envolvimento político ou cívico. O envolvimento político é entendido aqui como uma ação coordenada voltada para a resolução de problemas, campanhas e assistência aos cidadãos. Because participation in a datafied world depends of people's ability to enter the fray, questions about where lines can be drawn to separate experts from non-experts (i.e. ordinary citizens) and whether intervention in the data infrastructure requires a degree of data literacy for effective participation constitute a relevant discussion for the practice and theory of activism as a form of political or civic engagement. Political engagement is understood here as coordinated action aimed at problem-solving, campaigning and assisting others. Namely, to rescue political participation in a datafied domain, a degree of skill is necessary. Drawing from a taxonomy of data mining involvement (Kennedy, 2016) and empirical cases of crisis mapping (Gutierrez, 2018a; 2018b), this theoretical article offers conceptualisations to think about what participation entails today.
