During the survey conducted in 2012, 2013 and 2014, 67 specimens of common nase, chub and wels catfish were collected on the Medjuvršje reservoir. In the muscle tissue of the individual, the level of accumulation of hazardous elements (As, Cd, Cu, Fe, Hg, Pb, Zn) is determined and compared with the MAC values established by the national regulations and legislation, as well as FAO and EU. Muscle samples were tested for the presence and concentration of selected elements using optical emission spectroscopy (ICP-OES). Collection of ichthyological material on the reservoir was carried out using a set of fishing nets with a diameter of 10-80 mm. Reservoir Međuvršje is located in the outlet of the Ovčarsko-Kablar gorge. The Zapadna Morava river upstream of the accumulation is characterized by an intensive emission of industrial, communal and wastewater from rural households, since no settlements or factories do not have systems for water purification. The fish species used in this research are the most frequently fished and most attractive fishing types of Međuvršje reservoir used in human nutrition. The aim of the paper is to examine the safety of meat use of three fish species in human nutrition from the point of view of the hazardous elements presence and comparison with the prescribed limit values (MAC). The measured values of the elements were several times below the prescribed MAC values. Arsenic values were in the range 0.057-0.153 μg/g and the highest values were recorded in common nase. Cadmium was only registered in 2013 in the chub muscle tissue (0.002 μg/g). Copper values ranged 0.006-0.132 μg/g and the highest values were in chub; Fe was in the range 0.503-8.79 μg/g and the highest values were in the wels catfish; Hg was in the range 0.043-0.077 μg/g and the highest values were in chub; Pb was in the range 0.03-0.134 μg/g and the highest values were in the wels catfish, and Zn was in the range 1.387-20.049 μg/g and the highest values were in chub. The results show a safe use of the analysed fish species for human consumption. ; Tokom istraživanja sprovedenih 2012, 2013 i 2014. godine na akumulaciji Međuvršje prikupljeno je 67 jedinki skobalja, klena i soma. U mišićnom tkivu jedinki utvrđen je nivo akumulacije hazardnih elemenata (As, Cd, Cu, Fe, Hg, Pb, Zn) i upoređen sa MDK vrednostima propisanim regulativama i propisima naše zemlje, kao i FAO i EU. Uzorci mišića su testirani na prisustvo i koncentraciju odabranih elemenata primenom optičke emisione spektroskometrije (ICP-OES). Prikupljanje ihtiološkog materijala na akumulaciji vršeno je pomoću seta stajaćih ribarskih mreža promera okaca 10–80 mm. Akumulacija Međuvršje se nalazi u izlaznom delu Ovčarsko-kablarske klisure. Tok Zapadne Morava uzvodno od akumulacije karakteriše intenzivna emisija industrijskih, komunalnih i otpadnih voda iz seoskih domaćinstava s obzirom da nijedno naselje niti fabrika ne poseduju sisteme za prečišćavanje vode. Riblje vrste korišćene u ovom istraživanju predstavljaju najčešće lovljene i najatraktivnije ribolovne vrste akumulacije Međuvršje koje se koriste u ljudskoj ishrani. Cilj rada je sagledavanje bezbednosti upotrebe mesa tri vrste riba u ljudskoj ishrani sa stanovišta prisustva hazardnih elemenata i poređenje sa propisanim graničnim vrednostima (MDK). Izmerene vrednosti elemenata su bile višestruko ispod propisanih MDK vrednosti. Vrednosti arsena bile su u opsegu 0,057-0,153 μg/g, a najviše vrednosti zabeležene su kod skobalja. Kadmijum je registrovan samo 2013. godine u mišićnom tkivu klena (0,002 μg/g). Vrednosti bakra kretale su se u opsegu 0,006-0,132 μg/g, a najviše vrednosti bile su kod klena; Fe je bio u opsegu 0,503-8,79 μg/g, a najviše vrednosti su bile kod soma; Hg je bio u opsegu 0,043-0,077 μg/g, a najviše vrednosti bile su kod klena; Pb je bio u opsegu 0,03-0,134 μg/g, a najviše vrednosti bile su kod soma, a Zn je bio u opsegu 1,387-20,049 μg/g, a najviše vrednosti bile su kod klena. The aim of this paper is to investigate the directions of changes in the Common Agricultural Policy of the European Union for the period from 2021 to 2027. For the Republic of Serbia, as a candidate country for membership, it is important to monitor the changes that are taking place within the European agricultural policy. Analyzing the available literature and regulations of the European Commission, the authors look at the essence of the Common Agricultural Policy reforms in the upcoming seven-year period, with special reference to the aims, planned financial framework, "greening" of the CAP, as well as implementation of measures in rural development policy segment. Insisting on ecologically sustainable development of agriculture, along with greater institutional authority of the member states, are the key ideas that will guide the Common Agricultural Policy in the upcoming period.

What are the doctrinal implications of international responses to the demise of the Socialist Federal Republic of Yugoslavia (SFRY)? Faced with harshly conflicting internal visions of Yugoslav self-determination, the international order - taking direction from the Badinter Commission - reacted in an essentially ad hoc manner against the most manifestly virulent of the competing ethno-nationalisms. In ascribing international legal status to a particular set of constitutionally-established internal boundaries, the Badinter Commission gave a rationale that masked rather than highlighted its departure from existing doctrine, seeking thereby to minimize any implications for the future of sovereignty and s elf-determination. Any effort to invoke the Badinter Commission judgments as evidence of a broader doctrinal transformation, attributing international legal personality to constitutionally-delineated sub-national units more generally, neglects the peculiar context of those judgments and threatens to lend undue support to externally-promoted secessionist projects. The study is a contribution to the discussion on the definition of war in modern era and focuses on contemporary debates. By exploring the essence of politics and nation, in line with Carl Schmitt's theory of politics and by taking into consideration the forms of national liberation wars, the author points to the inadequacy of von Clausewitz's instrumental/political definition of war and lists most critical remarks to this theory. The author describes other theories, such as the pure war theory (war separated from politics) and the existential war theory (a political entity is being shaped and coming into being). Then he systematically lays out the modern concept of the nation and the corresponding definition of war. In defining wars, the author relies on the modern philosophy of the subject, particularly by G.W.F. Hegel, and on Scheler's theory of nation and war. Finally, the study shows that international relations are still to a large extent determined by the nationally-based politics, and that contemporary wars include many features of international and national-liberation wars. Taking into consideration all the benefits and pitfalls of its political, economic, military, and cultural legacies, the People's Republic of China has adopted a policy of reliance on rapid economic growth and improvement of the standard of living, conducive to political and social stability of Chinese society and state. This goal has been accomplished only temporarily and partially, while the final result primarily depends on the ability of the Chinese leadership to find the golden mean between the two opposites: the closed political system and the need to maintain an open economy. In its search for a place in today's world, the People's Republic of China is faced with the central choice of the equitable participation in global community: full acceptance of its mechanisms and principles (beginning with the United Nations) and international trade norms, the protection of human rights, armament control, environmental protection and so on. However, the Chinese see in this a threat of the erosion of Chinese independence and the possibility of choice and political independence of the Chinese state. (SOI : PM: S. 44)

Until their arrival to the territories they occupy today, Croats were greatly dependent on Danube, the region of their settlements, wars, and life in general. However, they were not the leading political group, and they were not merchants. These two facts made the great nations which decide on the world's fate to forget that Croatia was not only a maritime, but also a Danubian country, and that its future rested primarily on the development of its border-line position between East and West. From the rich history of Danubian region the author of the present paper offers a few ideas and several facts, not taking into account the whole scope of this problem in the present day and also in the history of Croats on the shores of Danube. This problem can and should be investigated multidisciplinary, confronting the actual economic analyses with the past events, which would allow to make at least some conclusions about the importance of Danube region for Croatia as an unavoidable determinant of Croatian state and its inalienable borders. The paper deals with three aspects of teaching political education: 1. problems of teaching social sciences in Croatia regarding their content, method and instruction; 2. the quality of teaching according to the ISO 9000 norm; and the study of the quality of the programme of teaching politics and economy to secondary school pupils. The methods of work chosen have made it possible to give an account of the contemporary developments in the world in the field of methodology and instruction regarding this subject. All suggested solutions and models have not simply been copied, but adapted to the existing conditions of secondary education in Croatia. The intention is to activate fresh forces with Croatian school system that will, taking into account the realities of our situation find new education paths, aware that the sole way out is the quality of learning and the complete satisfaction of pupils, parents and the society. This approach does not seek unobtainable material resources, but demands much effort and numerous changes in the policies and the work of all those directly or indirectly involved in teaching. Корупција представља једну од најважнијих тема међународне политике сузбијања криминалитета. Управо нас она упућује, заједно са савременим облицима коруптивног деловања, на потребу увођења одговорности правних лица за дела корупције. Дуго година владајућа максима societas delinquere non potest, која је одбацивала идеју о кривичној одговорности правних лица, у савременом кривичном законодавству је доведена у питање. О неопходности законског уређења проблематике одговорности правних лица за кривична дела говоре многобројни међународни документи које је наша земља ратификовала и на тај начин преузела обавезу имплементације норми међународног права. Овом приликом проблематизујемо питање које се односи на одговорност правних лица за кривична дела и кривичноправно сузбијање корупције. На овом месту размотрићемо да ли је потребно да се говори о кривичној одговорности правних лица, или је примереније терминолошки и са становишта теорије говорити о казненој одговорности правних лица. ; Corruption is considered a social problem not only in Serbia. This phenomenon is given more and more attention at the international level as well. This primarily means coordinated efforts in opposing this obstacle and threat to the development of every country. It is surprising how material-criminal legal norms were narrowly determined in the field of one of the most important topics of international and national policy of crime suppression. For decades, and particularly thanks to sensations of the last years, the practitioners, especially those in the field of judiciary and police, have been warning of corruption and the need of its suppression and limiting. The connection between corruption and organized crime has intensified even more the discussions on counter measures that could be incorporated into the existing laws and remove their weaknesses. Every country should undertake a number of measures and activities in the field of battle against corruption taking into account the international standards in this field. These measures may be of preventive or repressive character. This paper deals with criminal legal intervention that represents ultima ratio, i.e. the last resort that should not be used until all other means and manners to protect someone have been exhausted. Our legislator has responded in the meantime, removed the most important flaws that distort the picture about our criminal legal regulations and incriminated corruptive behaviour, taking into account at that the obligations undertaken based on international conventions. Very delicate field of the responsibility of legal persons for criminal act remains unregulated. In this paper we point out to the need and state the reasons, with parallel study of the achieved solutions in some countries and Anglo-Saxon and continental legal culture, why the issue of responsibilities of legal persons for acts of corruption and even more widely should be regulated by a separate law.

After twenty five years since the introduction of the semi-presidential system in Serbia and in the region, this text attempt to reassess its performance, achievements and limits. It analyses the factors which the power of the directly elected president depends on (constitutional competences, manner of election, whether he is a party president, whether his party has majority in the parliament). The text explains the origin of the concept and institution, reasons for introduction, criteria for maximalist and minimalist understandings of semi-presidentialism. In new democracies the semi-presidential system faces additional challenges and temptations: 'the third mandate', absence of reelection-related incentives in the second mandate, manner of inclusion in/exclusion from the creation of politics and whether the directly elected president is in the same time the party president. Possible redesign of this political institution would require taking care that the manner of election is only one of the dimensions important for functioning of this system. The issue of the level of competences is of no less importance. The key is in the careful balance of power among the three branches of power, but above else between the president of the state and the prime minister.

If we take political economy to be concerned with the way a society satisfies its needs, we would expect that an account of Marx's critique of political economy of art should begin with a critique of the way a need for art is perceived within capitalistic production relations. We will try to provide a sketch of such a critique in this paper, taking various accounts of the place and role of art within a system of human needs as a context in which art works and artistic creation are connected with categories of commodity, production, labour, market etc. Then we will turn to an account of human needs, provided by Agnes Heller, that are not limited to political economy and aim to show that the need for art is properly located within that system of "non-alienated" needs and human self-determination. ; Ako znamo da politička ekonomija proučava način na koji društvo zadovoljava svoje potrebe, očekivali bismo da će prikaz Marxove kritike političke ekonomije umjetnosti krenuti od kritike načina na koji se potreba za umjetnošću percipira unutar kapitalističkih proizvodnih odnosa. U ovom radu pokušat ćemo skicirati takvu kritiku, uzimajući različite prikaze položaja i uloge umjetnosti u sustavu ljudskih potreba kao kontekst u kojem su umjetnička djela i stvaralaštvo povezani s kategorijama robe, proizvodnje, rada, tržišta itd. Zatim ćemo se okrenuti prikazu ljudskih potreba kako ih vidi Agnes Heller, a koje nisu ograničene na političku ekonomiju, i pokušati pokazati da je potreba za umjetnošću s pravom smještena u sustav "neotuđenih" potreba i ljudskog samoodređenja.

The author presents the literature on the problem of history of ISC published between 1991 and 1995. With the fall of ideological barriers and bans in 1990 and opening the opportunity of free researches on the history of ISC, Croatian general and scientific public manifested an extremely great interest in this topic, which reflected ina large number of published works, associated, entirely or partly, with the period of ISC. Unfortunately, partly due also to the lack of systematic scientific researches of that period, only a part of the cited works can be included into the group of scientific works (in fact, some of them are prints of the works published in emigration). Most of the titles the author deals with in the present paper are characterized by a popular-journalistic approach to the theme. However, here too one can find interesting information and observations. Finally, mention should be made of a group of works with characteristics of memoires. In the end, looking at this period as a whole, one could hardly give a completely satisfactory evaluation of all the literature so far. Yet, it should be noticed that recently (in 1995) quite a number of works on the Independent State of Croatia was published, which by their quality and extensiveness almost exceeded most of the titles published before this five-year period. Taking this fact and also increased interest in systematic scientific investigations of the problems of ISC into account, we can only hope that the future will bring much high-grade contributions on this subject. This work is aimed at analysing the factors imposing limitations on the legislative function of parliament in the modern constitutional state. The legislative function has clearly been loosing its initial quality of the original and exclusive parliamentary function, because there is a number of legal and political limitations: the judicial review by the constitutional court; the role of the government in the legislative process; the internal organization of parliament, as well as the position of a member of parliament in the parliamentary groups. The constitutional court, through its interactive relation with parliament, has specific task to have a retroactive influence on the lawmakers. The strong domination of the government over the legislative activity expressed through the legislative initiative, an influence on the order of priorities in decision-making processes, to participate in discussions without any limitations and to eventually influence the outcome of the decision-making process using the motion of censure as a means of exerting pressure on the members of parliament, especially those belonging to the parliamentary majority. Taking into account the range and the strength of the impact that the parliamentary committees have, parliaments could be divided into 'the working assemblies' and 'the talking assemblies'. Finally, the nature of the parliamentary mandate (an MP's term of office) is no longer related to certain traditional values of the representative democracy. The significance and the character of the term of office are adjusted to the political framework of parliament in a contemporary constitutional state. It is the question of the relation between the people represented and the ones who represent them. .

Bioethanol is a biofuel that is mostly used as a replacement for fossil fuels worldwide with yearly production reaching nearly 110 billion liters in 2019. Trends of producing this alternative fuel are rising and maize is considered as one of the best renewable raw materials for the production of fuel ethanol due to the high content of starch in the grain. Taking into account that Serbia is one of the most prominent maize producers in Europe, the surpluses of this crop could be directed toward bioethanol production. Even though there is no organized production and consumption of bioethanol as an automotive fuel in Serbia, the Serbian Government has recently introduced some new regulations regarding biofuels. However, due to the reduction of economic activities since the onset of the COVID-19 pandemic in 2020, the global demand for crude oil has fallen sharply, negatively affecting the gasoline demand, and thus bioethanol, which makes the future of this alternative fuel production notably uncertain. ; Bioetanol je biogorivo koje se uglavnom koristi kao zamena za fosilna goriva širom sveta, a godišnja proizvodnja dostigla je gotovo 110 milijardi litara u 2019. godini. Trendovi proizvodnje ovog alternativnog goriva rastu, a kukuruz se smatra jednom od najboljih obnovljivih sirovina za proizvodnju bioetanola zahvaljujući visokom sadržaju skroba u zrnu. Uzimajući u obzir da je Srbija jedan od najistaknutijih proizvođača kukuruza u Evropi, viškovi useva ove poljoprivredne kulture mogli bi se usmeriti ka proizvodnji bioetanola. Iako u Srbiji ne postoji organizovana proizvodnja i potrošnja bioetanola kao transportnog goriva, Vlada Republike Srbije nedavno je usvojila nekoliko novih uredbi u vezi sa stavljanjem u promet, obeležavanjem i potrošnjom biogoriva. Međutim, zbog smanjenja ekonomskih aktivnosti od početka pandemije virusa COVID-19 tokom 2020. godine, globalna potražnja za sirovom naftom naglo je opala, što je negativno uticalo na potražnju za benzinom, a time i za bioetanolom, zbog čega je budućnost proizvodnje ovog alternativnog goriva za sada u velikoj meri neizvesna.

Примена обновљивих извора енергије на зградама школа, фискултурних сала и предшколских установа представља студију у којој су дефинисани могући модалитети и домети примене различитих расположивих видова обновљивих извора енергије у Србији, уз ограничења која намећу бројни затечени услови, пре свега локације. У уводном делу описан је значај примене обновљивих извора у глобалним и локалним тенденцијама одрживог развоја, као и главни међународни и домаћи легислативни акти. Потом је дефинисана методологија прорачуна потребних капацитета и енергетских добитака за сваку од анализираних технологија примене обновљивих извора енергије. Анализирани су системи топлотних пумпи, могућност примене енергије биомасе, као и могућност примене соларне енергије путем термалних соларних колектора и фотонапонских система. Могућност примене дефинисане методологије у теоретском делу илустрована је кроз конкретне случајеве школских и предшколских зграда, као и зграда школских фискултурних сала, у складу са претходно дефинисаним типологијама и условима конкретних локација. ; Application of renewable energy sources in school, gym and kindergarten buildings is a study where a multidisciplinary team of experts defined possible modalities and scopes of application of different available types of renewable energy sources in Serbia, taking into account the limitations imposed by the numerous conditions, primarily locations. The introductory part describes the importance of renewable sources implementation in global and local sustainable development tendencies, same as the applicable international and domestic legislation. This is followed by the defined calculation methodology of required capacities and energy gains for each of the analysed technologies underlying the application of renewable energy sources. The analysis encompassed heat pump systems, possibility of biomass energy implementation, and the possibility for solar energy implementation via thermal solar collectors and photovoltaic systems. The possibility for implementation of the defined methodology in theoretical part is illustrated by specific cases of school and kindergarten buildings, but also school gym buildings, in line with the previously defined typologies and conditions in specific locations.
