Deutschland ist von Zuwanderung geprägt, ca. 20 Prozent der Menschen haben schon jetzt einen Migrationshintergrund. Die vielfältigen Kulturen bereichern unser Land und bringen internationale Akzente in unser Alltagsleben.Wie lassen sich die Brücken zwischen der zugewanderten und einheimischen Kulturszene ausbauen? Wie kann man Migrantinnen und Migranten den Zugang zu Kultureinrichtungen, Veranstaltungen und Förderprogrammen erleichtern? Wie kann man den Zugang zu den kulturellen Szenen der Zugewanderten für die Mehrheitsgesellschaft öffnen?Dieses Buch stellt Konzepte und Projekte vor, die institutionelle und freie Kultureinrichtungen und -verwaltungen sowie Künstler_innen mit Migrationshintergrund in ihrer Arbeit vor Ort unterstützen.Gezeigt wird ein Perspektivenwechsel: Kulturelle Vielfalt ist eine gesellschaftliche Ressource und Chance, denn die Innovationskraft und neue Perspektiven der Künstler_innen mit Migrationshintergrund sind wichtige Impulsgeber für die Zukunft der Kommunen.
Bu çalışma, geçmişten günümüze karşılaştırmalı edebiyat ve karşılaştırmalı (kültürel) çalışmalar alanında yapılan edebi çalışmalara odaklanarak, Türkçedeki karşılaştırmalı edebiyat çalışmalarının tarihsel ve eleştirel bir değerlendirmesini sunuyor. Türk akademisyenlerinin karşılaştırmalı edebiyata olan teorik ve uygulamalı yaklaşımlarının ne olduğu, karşılaştırmalı edebiyat disiplini ve yeni bir karşılaştırmalı (kültürel) edebiyat ışığında, nasıl bir karşılaştırmalı edebiyat algısı taşıdıkları da burada tartışılıyor. Diğer yandan, Türkiye"deki karşılaştırmalı edebiyatın durumu eksi ve artılarıyla, diğer ülkelerinkiyle karşılaştırılarak, karşılaştırmalı çalışmaların izi sürülüyor. Türkiye"de karşılaştırmalı edebiyat kürsülerinin kurulması 1990"lardan sonra mümkün olsa da geçmişi bin yıl öncesine dayanan karşılaştırmalı çalışmalar da gün ışığına çıkarılıyor ; This study presents a historical and critical evaluation of the studies of comparative literature in the Turkish, focusing on literary studies in the field of comparative literature and comparative (cultural) studies from the past to day. It is also discussed here what theoretical and practical approaches and perceptions of the Turkish academics related to comparative literature in a new comparative (cultural) literary light are. On the other hand, comparative studies are being observed comparing the situation of comparative literature in Turkey to the other countries? ones with minuses and pluses. Whereas, establishment of departments of Comparative literature in Turkey have been possible after the 1990s, comparative studies dating back a thousand years before the past are also brought to the light

Hitler'in 1934'te tam anlamıyla iktidara gelmesinden sonra, Almanya bir yaşam alanı (Lebensraum) yaratma ve yeniden bir Dünya Gücü (Weltmacht) olma politikasına geri dönmüştür. Bu politikalar çerçevesinde Almanya'nın kuruluşundan bu yana izlediği "doğuya doğru" politikası bağlamında bir kez daha dünya iletişiminde hayati öneme sahip stratejik bir bağlantı noktası olan Ortadoğu'ya yönelmiştir. Bu yönelimin en önemli nedeni, Adolf Hitler'in Almanya'nın Ortadoğu'da İngiltere ve Fransa'ya kıyasla ekonomik ve siyasi etki açısından çok geride olduğunu fark etmesidir. Dolayısıyla Hitler Hükümeti bu gerekliliği ve gerekliliği takdir etmiş, Almanya için de bir nüfuz bölgesi elde etmek için çalışmaya karar vermiştir. B bağlamda, zamanın gereklerine uygun bir şekilde nüfuz bölgesi Almanya'nın nüfuz bölgesi olarak; Avrupa'nın doğu ve güneydoğusu, Ön Asya ve Mısır olarak kararlaştırılmıştır. Almanya'nın Ortadoğu'ya yönelik nüfuz politikasında ekonomik propaganda ve araçların yetersiz kalacağının farkında olarak, kültürel propaganda ve kültürel genişleme ile birlikte ekonomik genişleme faaliyetleri yürütmesi gerektiği fark edilmiştir.
Bu çalışmada; Hitlerin iktidara gelmesinden sonra Almanya'nın II. Dünya Savaşı öncesinde Orta Doğu'ya yönelik "kültür politikası" konu edilmiştir. Bu bağlamda, Almanya'nın Ortadoğu ülkesi olarak kabul etmiş olduğu Türkiye, Mısır'a karşı takip edilmesi gereken kültür politikası ortaya konulmaya çalışılmıştır. Bu yapılırken, Alman bilim insanlarınca hazırlanılan ve Başbakanlık Cumhuriyet Arşivi'nde yer alan raporlar temel alınmıştır. Dr. Kurt Koehler (Deipzig), Dr. Oluf Kürkkmann (Jane) ve Dr. Wilhelm Eilers (Berlin) tarafından hazırlanılan raporlara göre Almanya'nın Türkiye'ye, Mısır'a yönelik kültür politikası açıklığa kavuşturulmaya çalışılmıştır. Bu bağlamda; konunun daha iyi anlaşılması için ilk olarak, Almanya'nın Orta Doğu'da takip etmek istediği "nüfuz mıntıkaları politikası" raporlar temel alınarak ortaya konulmuştur. Çalışmanın asıl kısmında; "Avrupaî Şarkın kapısı" olarak görülen Türkiye'ye karşı takip edilen kültür politikası üzerinde durulmuştur. Daha sonra ise "Müslüman Şark'a açılan kapı" şeklinde ifade edilen Mısır'a karşı yürütülen kültür politikası açıklığa kavuşturulmuştur. Çalışmanın sonuç kısmında ise varılan sonuçlara, değerlendirmelere, yorumlara yer verilmiş, bazı önerilerde bulunulmuştur.
Çağdaş barış çalışmaları, uzun yıllar boyunca makro (amaçlı) meseleler üzerinden yürümüştür. Silahsızlan(dır)ma, sivilleşme, paramiliterlerin topluma yeniden entegrasyonu ve hukuksal bazı metinler olarak maddeleştirebileceğimiz bu meseleler; çatışmanın sebepleri, çatışmanın sürdürülebilirliğini mümkün kılan araçların toplanması ve barışmanın teknik ve hukuksal mekanizmalarının oluşturulması temelinde ele alınmaktadır. Şiddetin sona ermesi veya sönümlenmesi için öncelikle bu makro konuların halledilmesi gerekir. Ancak kültürel şiddeti oluşturan ve ikincil konular olarak değerlendirilen sembol ve ritüellerin kullanımı da kesinlikle gözardı edilmemesi gereken bir konudur. Çünkü sembol ve sembolik eylemin siyasal kullanımı şiddetli çatışmayı toplumun en küçük birimine kadar taşır. Potansiyel şiddetin devam ettiği bir toplumsal alanda ise toplumsal barışın sürekli kılınması neredeyse imkansızlaşır. Barış çalışmaları literatüründe özellikle 2000li yıllardan sonra sembol ve sembolizmin politik kullanımına dair önemli çalışmalar yayınlanmıştır. Bu çalışmalarla birlikte konuyla ilgilenen teorisyenler artık, sembollerin pozitif veya negatif anlamda barış süreçleri için kritik değere sahip olduğunun farkına varmıştır. Peki bu güzergahı alternatif bir güzergah olarak kabul edebilir miyiz? Sembol ve sembolizmin politik kullanımına dair temel tartışma eksenleri nelerdir? Bu çalışmada dünyadaki barış süreci örneklerinin yol göstericiliğinde yukarıdaki sorulara yanıt aranmaya çalışılacaktır ; Contemporary peace studies have been laid emphasis on macro affairs for many years. These issues are disarmament, demilitarization, collective reintegration of paramilitaries and some legal texts. Also these technical and legal mechanisms are the main reasons of the conflict. So they need to be solved first for the end of the violence or for the damping of the violence. However, the use of symbols and rituals, which constitute cultural violence and are considered secondary issues, should certainly not be overlooked. Because the political use of symbols and symbolic action pushes violent conflict to the smallest unit of society. In a social context where potential violence continues, it is almost impossible to make social peace permanent. Important studies on the political use of symbols and symbolism have been published in the literature of peace studies especially after 2000 years. Theorists who are interested in the subject together with these studies now realize that symbols have critical value for peace processes in the positive or negative sense. Can we consider this route as an alternative route? What are the main axes of discussion about the symbolic and symbolic use of symbols? In this study, we will try to find answers to the above questions in the guidance of peace process examples in the world.

With worldwide progress, development and diversification come tensions between individual, local, national, and global identities, and the fight for equality and justice and opposition to discrimination. Iran is no different, but little has been written about the historical, current, and future identities of Iran's ethnic groups. This study looks at the Azeris, Kurds, Arabs, and Baloch alongside the Persian ethnic identity, which is predominant in modern Iran and which many claim is upheld politically and socially as the ideal for a future, collective Iranian ethnic identity, promoting discrimination against different ethnic identities. This theory is grounded by conducting and analysing in-depth questionnaires across 13 Iranian provinces in relation to religious, local, and national identities; inter-ethnic cultural borders; hindrances to progressive movements; the purging of certain ethnic cultures; and possible steps to resolve crises. Some data has been extracted from the author's recently published book, From Border to Border: Comprehensive research study on identity and ethnicity in Iran. This data presents practical steps to achieving stable, equitable and sustainable cultural, social, economic, legal, and political conditions in Iran, based on the results of questionnaires. Taken into consideration is the realization of economic, socio-cultural, and political justice and indiscriminate social welfare, promoting interethnic solidarity and justice in the media, separating the legal and political systems from religious and ethno-centric thought in acknowledgement of the diversity of religious identities in Iran, and implementing the pending articles of the Constitution.

In recent years, Kurdish folklore has seen extensive research and significant progress in analysis and classification. However, despite the magnitude and abundance of Kurdish folklore, scientific studies on the definition, differentiation, and determination of literary boundaries in oral literature genres have been inadequate. The most problematic issue in studies on Kurdish folklore has been the identification of specific genres and what to call them. The narrative genres are especially prone to obfuscate definitive genres and literary boundaries. Narrative types are long Kurdish narratives: epos (epic), bayt (with metres), and narrative songs (storytelling). Although the narrative types are divided into plain verse, plain prose, and verse-prose, plain prose is not examined in this article the aim of which is to introduce narrative genres per se, determine their literary boundaries, and reveal their characteristics. For this, the forms of epos, bayt, and narrative songs are compared and their similarities and differences are determined in terms of content, shape, performer, motif, theme, geography, and cultural region.

The aim of this study is to scrutinize the diplomatic relations between Turkiye and Sudan post the era of Omar al-Bashir. Historical relations between the Republic of Turkiye, established in 1923 as the successor to the Ottoman Empire, and Sudan have had a positive impact in contemporary times across political, economic, socio-cultural, and security domains. While the relations during the Republican era were relatively limited when Sudan gained independence from Britain, they saw a significant improvement with the administration of Omar al-Bashir and Hasan al-Turabi, who came to power in 1989. Following Turkiye's declaration of "Africa Year" in 2005, Sudan emerged as a prominent country in Ankara's Sub-Saharan Africa policy. Particularly, the African Opening Action Plan initiated in 1998 and the deepening of policies by AK Party governments strengthened relations with Sudan. However, following the overthrow of Omar al-Bashir in 2019, transitional periods and political crises in Sudan have adversely affected Turkiye – Sudan relations. This study will address these relations during this period, initially focusing on political, economic, security, and socio-cultural parameters. Subsequently, the study will examine the causes of the crisis in Sudan and the trajectory of the relations. Findings from the post-Bashir era indicate that despite challenges, the relations between the two countries have endured. Nevertheless, the escalation of internal disputes in Sudan into conflicts casts uncertainty on the future of these relations.

History comes across as a product of the effort to create social memory, written or verbal. It is based on information and documents and avoids emotional biases. Music, on the other hand, is a multifaceted phenomenon and its aim to entertain shapes it. On one hand, it interprets emotions, and on the other hand it bears the social, cultural and historical codes of the society to which it belongs. For this reason, it is possible to discover specific details of historical events in the kilams/songs of dengbêjs, important exponents of the Kurdish music of orality. This study focuses on unveiling traces of historical events in the songs of the dengbêjs, in context of the relationship between history and music. Information and documents dealing with the Kozanoğlu events in kilam/songs are compared. A good example of the importance of the dengbêjs in Kurdish history is taken from when in the 19th century, the Ottoman state established a military unit called Fırka-i Islahiye as a part of its policy of asserting its full dominance in rural areas, and also to carry out compulsory resettlement policies. In order to support the operation, the Kurdish chief Sürmeli Memed Pasha set out, taking with him under his auspices Evdale Zeynikê, a dengbej singer. However, the Kurdish troops reaching Kozan were defeated due to the climatic conditions and the cholera epidemic. Witnessing all the events, Evdale Zeynikê sang kilam/songs for every stop on the route and on the death of the Pasha. Throughout this account, which is based in Kurdish culture and immured with a strong dengbêj tradition, it is possible to find details of Kurdish history in the kilams/songs of the dengbêjs.

This paper analyzes the creative city policy for Istanbul, which has recently become a popular throughout the world. Cities are expected to be creative milieus that foster free circulation of people, ideas, and interactions for economic growth, global competitiveness, and social development. Drawing on Foucault and governmentality studies, this paper first argues that the creative city policy is a neoliberal political rationality that seeks to stimulate individuals' creative capacities through structuring urban space. Neoliberalism includes the de-governmentalization of state and the active participation of non-state actors in the governing processes. Second, using examples from street gentrification, industrial heritage re-functioning, and co-working spaces in Istanbul, this paper dissects how creativity, freedom, and economic growth intersect in urban space and how a broad coalition of political parties, state agencies, local authorities, non-governmental organizations, small-scale cultural entrepreneurs, and creative professionals have been formed around the creative city. As a result, creative city policy is a form of governmentality that includes official documents as well as spatial strategies of a heterogeneous coalition of state and non-state actors.
