The article outlines the results of the research on application of customer equity evaluation methods. In the study customer equity of Russian B2B-company was evaluated on the basis of the following metrics: customer lifetime value (CLV), past customer value (PCV), integrated index of customer equity (RFM). The evaluation is complemented with practical recommendations on metrics application for customer equity maximization. On the basis of the conducted research, toolkit of customer equity evaluation is developed. It involves a set of metrics, indicators for evaluation and data sources. This toolkit could be potentially adapted and employed by Russian B2B-companies.

В статье рассмотрены вопросы совершенствования таможенного законодательства Таможенного союза, инвентаризации имеющейся правовой базы. Автором уделено внимание процессу законотворческой деятельности, а также иным объективным обстоятельствам, корреспондирующим данный процесс. = The article deals with the issues of improving customs legislation of the Customs Union, inventory the existing legal framework. The author paid attention to the legislative process, as well as other objective circumstances, offsetting the process.

The article deals with the problems of customs tariff regulation of importing innovative goods using the example of "smart watches", proposes solutions for dealing with these problems. Until now, the question of the import customs duty rate remains urgent. The customs and tariff regulation of the import of goods into the customs territory of the EAEC should be flexible, comply with both the norms of international legislation and fulfill the tasks of national and supranational regulation of the external trade of the EAEC, and also meet the tasks and conditions for the formation of the financial system of Russia.

The authors put forward and consistently proved the hypothesis that changes in the structure of international trade (the development of electronic commerce, the active implementation of electronic cross-border payments), its legal regulation (the WTO Agreement on Trade Facilitation and the Framework Agreement on Paperless Cross-Border Trade, the entry into force of the Customs Code of the Eurasian Customs union) determine the need for changes in the paradigm of control and supervision activities in the sphere of charging, paying and collecting customs payments. We concluded that the tools introduced by the Federal Customs Service and the Federal Tax Service (electronic tracking of goods, electronic information exchange between tax and customs authorities, integrated information resource on international trade operators) are effective. The authors also present the results of the analysis of the economic effect of changes in the legal regulation of the accrual, payment, collection of customs payments, expressed in the growth of additional accrued and additional collected payments. Based on the analysis of the system of customs and tariff regulation, of the dynamics of the rates of the unified Customs Tariff of the EEu, and of the law enforcement practices, the authors formulated areas of risk that include the lack of uniform application of customs legislation and the strong influence of WTO law. The research carried out by the authors made it possible to forecast directions for improving the legal regulation and administration of the charging, paying and collecting customs payments. It includes: improving the unified mechanism of customs and tax administration, as well as foreign currency control based on the creation and application of integrated information technologies; implementation of international standards developed under the World Customs Organization; the existence of prerequisites for the possibility of payment of import customs duties and taxes after the release of goods for conscientious operators; redistribution of functions of customs and tax authorities (leaving control over the payment of import customs duty in the competence of customs authorities, with the possible transfer of control over the payment of indirect taxes (VAT and excise) payable in respect of imported goods). ; Авторами статьи выдвинута и последовательно доказана гипотеза о том, что изменения структуры международной торговли (развитие электронной коммерции, активное внедрение электронных трансграничных платежей), ее правового регулирования [действие Соглашения об упрощении торговли Всемирной торговой организации (ВТО) и Рамочного соглашения о безбумажной трансграничной торговле, вступление в силу Таможенного кодекса Евразийского экономического союза (ЕАЭС)] предопределяет необходимость изменений в парадигме контрольно-надзорной деятельности в сфере начисления, уплаты и взыскания таможенных платежей. Обоснован вывод об эффективности внедряемых Федеральной таможенной службой (ФТС) и Федеральной налоговой службой (ФНС) России инструментов (электронной прослеживаемости товаров; электронном информационном взаимодействии налоговых и таможенных органов; функционировании интегрированного информационного ресурса об участниках внешнеэкономической деятельности (ВЭД); представлены результаты анализа экономического эффекта изменений в правовом регулировании начисления, уплаты, взыскания таможенных платежей в ЕАЭС, выражающегося в росте доначисленных и довзысканных сумм. На основе анализа системы таможенно-тарифного регулирования, динамики ставок Единого таможенного тарифа ЕАЭС, правоприменительной практики в исследуемой сфере авторами сформулированы области риска, которые включают отсутствие единообразной практики применения таможенного законодательства и сильнейшее влияние права ВТО. Сформулированы перспективные направления повышения эффективности правового регулирования и администрирования исчисления, уплаты и взыскания таможенных платежей. Среди них: усовершенствование единого механизма таможенного и налогового администрирования, а также валютного контроля, основанных на использовании совместных баз данных и передовых информационных технологиях; имплементация международных стандартов, разработанных под эгидой Всемирной таможенной организации; существование предпосылок для возможности перехода к уплате ввозной таможенной пошлины и налогов после выпуска товаров для законопослушного бизнеса; перераспределение функций таможенных и налоговых органов (таможенные органы, как и ранее, будут контролировать уплату ввозной таможенной пошлины, при этом налоговым органам могут быть переданы полномочия по контролю уплаты косвенных налогов при ввозе товаров).

Раздел «Таможенные аспекты региональной интеграции» ; Статья посвящена исследованию и сравнению основных характеристик, правового и экономического содержания процедур транзита и переработки в законодательстве таможенных союзов Евразийского экономического союза и Европейского экономических сообществ. На основе анализа различных нормативных правовых актов дана общая правовая характеристика вышеуказанных таможенных процедур в данных интеграционных объединениях. Выделены общие тенденции развития, существенные различия. Определены преимущества и недостатки применения той или иной процедуры в обеих интеграционных группировках. ; The article is dedicated to investigation and comparison of main features, legal and economic basics of customs transit and customs processing according to the customs legislation of the Customs Unions of Eurasian Economic Community and European Union. General characteristic of foregoing customs procedures is made on the basis of the analysis of different legal acts of both integration unions. Common tendencies in development and essential distinctions are focused. Advantages and disadvantages of applying one or another procedure in both integration units are determined.

В статье рассмотрены основные новеллы, касающиеся регулирования таможенной процедуры таможенного транзита в рамках Таможенного кодекса Таможенного союза ЕАЭС. ; The article describes the main legislative innovations regulating the customs procedures of customs transit in the framework of the Customs Code of the Customs Union of the EAEU.

The authors have formulated and consistently proved the hypothesis that well-functioning interaction of tax and customs authorities is required to increase the effciency of the state revenues administration. The mechanism of this interaction should be formed when implementing the standards of the World Customs Organization and the World Trade Organization into the Russian legislation. The research is particularly relevant since Federal Law No. 289 of 03.08.2018 "On Customs Regulation" has entered into force. This law includes article 222 "Interaction and cooperation of customs and tax authorities". As scientifc and practical results, promising areas for development have been worked out: improving unifed mechanism of customs, tax administration and currency control based on integrated innovative technologies; implementing international standards developed under the auspices of the World Customs Organization; creating prerequisites for the transition to the payment of import customs duties and taxes after the release of goods for law-abiding business; redistributing functions of customs and tax authorities. The authors propose to leave the control of import duties payments for the customs authorities, and to delegate the control of VAT and excise taxes on imported goods payments to the tax authorities. The article includes the results of a comparative legal analysis of the acts of the World Customs Organization, the Financial Action Task Force on Money Laundering (FATF), the Organization for Economic Cooperation and Development (OECD) and the Agreement on Cooperation of the Federal Customs Service and the Federal Tax Service of Russia. It justifes the conclusion that the studied cooperation is the most important tool for the customs payments administration. This is confrmed by the statistics on additional and pre-leased revenues to the state budget based on the results of joint and coordinated verifcation activities. The result of the study is the formulation of promising areas for improving the interaction of customs and tax authorities in the Eurasian Economic union (EAEu) and Russia. ; Авторами сформулирована и последовательно доказана гипотеза о том, что для повышения эффективности администрирования государственных доходов требуется отлаженное взаимодействие налоговых и таможенных органов. Механизм этого взаимодействия должен формироваться в процессе имплементации в российское законодательство стандартов Всемирной таможенной организации и Всемирной торговой организации. Исследование особенно актуально в связи с вступлением в силу Федерального закона от 03.08.2018 № 289-ФЗ «О таможенном регулировании», включающего ст. 222 «Взаимодействие и сотрудничество таможенных и налоговых органов». В качестве научно-практических результатов были разработаны перспективные направления совершенствования в исследуемой сфере: совершенствование единого механизма таможенного, налогового администрирования и валютного контроля на основе интегрированных инновационных технологий; имплементация международных стандартов, разработанных под эгидой Всемирной таможенной организации; создание предпосылок для возможности перехода к уплате ввозной таможенной пошлины и налогов после выпуска товаров для законопослушного бизнеса; перераспределение функций таможенных и налоговых органов. Авторы предлагают оставить контроль уплаты ввозной таможенной пошлины в компетенции таможенных органов, а контроль уплаты НДС и акцизов в отношении ввозимых товаров делегировать налоговым органам. Статья включает результаты сравнительно-правового анализа актов Всемирной таможенной организации, Группы разработки финансовых мер борьбы с отмыванием денег (ФАТФ), Организации экономического сотрудничества и развития (ОЭСР) и Соглашения «О сотрудничестве Федеральной таможенной службы и Федеральной налоговой службы России». Обоснован вывод о том, что исследуемое сотрудничество выступает важнейшим инструментом администрирования таможенных платежей. Это подтверждено данными статистики о доначисленных и довзысканных доходах в государственный бюджет по результатам совместных и скоординированных проверочных мероприятий. Итогом исследования стала формулировка перспективных направлений совершенствования взаимодействия таможенных и налоговых органов в Евразийском экономическом союзе (ЕАЭС) и России.

Customs has a significant potential to protect the public against the proliferation ofpirate and fake goods, as it is the first barrier in front of them. The damage that theseproducts cause to the economy in general and the risk for consumers determine the ultimateresponsibility of the Customs authorities to prevent them. The purpose of this study is to track down and present: the historical development ofthe Customs administration; electronization of the Customs administration and Customsservices; advantages and disadvantages of electronic Customs services in facilitating tradewith goods which ensure the safety of goods and security of European citizens afterBulgaria's accession to the Community. The scientific methods used in the paper were as follows: characterization forexperience and observation, source criticism, deduction. Priority for the Bulgarian customs administration after the accession of Bulgaria tothe European Union is uniform application of European customs legislation, procedures andtools for customs control of the EU in different areas of customs law. Consequently, thefollowing actions are performed: optimizing the structure and composition of the customsadministration; electronization of customs administration; new electronic systems areintroduced, facilitating the processing, control and commercial operations of the flows ofgoods; Customs perform new tasks and responsibilities, on the one hand related to securingrevenues not only for the state budget but also for the European Union budget and on theother hand protecting the interests of the Community and its citizens from violations andsupply of contraband and fake goods. Customs gained paramount importance for theprotection of the EU - its financial interests and those of the Member States and itsprotection from unfair and illegal trade while supporting legitimate economic activity andits competitiveness. Together with the other law enforcement agencies, customsadministrations ensure the security and the safety of EU economic operators, citizens andthe environment in the EU. ; Таможенная служба имеет значительный потенциал для защиты населенияот распространения пиратских копий и поддельных товаров, поскольку она являетсяосновным препятствием для такого рода деятельности. Ущерб, который такиетовары причиняют экономике в целом, и существующие риски для потребителейопределяют ответственность таможенных органов за их предотвращение. Цель данного исследования – изучить и представить: историческое развитиетаможенной службы; процесс электронизации таможенной администрации итаможенных органов; преимущества и недостатки электронных таможенных услугв содействии торговле товарами для обеспечения безопасности товаров иевропейских граждан после присоединения Болгарии к Европейскому союзу. При написании статьи использовались следующие научные методы:наблюдение, практический опыт, анализ источников, дедукция. Приоритетом для болгарской таможенной службы после присоединенияБолгарии к Европейскому союзу является унифицированное применение европейскоготаможенного законодательства, процедур и инструментов таможенного контроля,принятых странами Европейского союза в различных областях таможенного права.Соответственно, осуществляются следующие действия: оптимизация структуры иличного состава таможенной службы; электронизация таможенной службы;введение новых электронных систем, облегчающих обработку, контроль икоммерческие операции с потоками товаров; таможенная служба выполняет новыезадачи и функции, с одной стороны, связанные с обеспечением доходов не только длягосударственного бюджета, но и для бюджета Европейского союза, а с другойстороны, с защитой интересов Европейского союза и его граждан от нарушений иввоза контрабандных и поддельных товаров. Таможенная служба приобрелапервостепенное значение для защиты финансовых интересов Европейского союза иинтересов его государств-членов, а также для защиты от несправедливой инезаконной торговли, одновременно поддерживая законную экономическуюдеятельность и ее конкурентоспособность. Вместе с другими правоохранительнымиорганами таможенные администрации обеспечивают безопасность экономическихоператоров Европейского союза, его граждан и окружающей среды.

Статья посвящена анализу производства таможенного декларирования, его проблемам и перспективам развития. Рассмотрены положения законодательства Европейского союза, регулирующие производство таможенного декларирования. Описан спектр услуг, предоставляемых в сфере таможенного декларирования. Рассмотрен механизм электронного декларирования и электронного предварительного информирования, используемый в Республике Беларусь, а также программа развития информационных таможенных технологий в Республике Беларусь.= The article is devoted to the analysis of the Customs declaration procedure, its problems and prospects. The provisions of the European Union legislation, regulating the Customs declaration procedure, are covered. The spectrum of services provided in the sphere of Customs declaration is described. The mechanism of electronic declaration and electronic pre-information, used in the Republic of Belarus, as well as the program of development of Customs information technology in Belarus are considered.

In this article, a comparative analysis of customs and tariff regulation of the aviation industry for the period from 2011 to 2017 is carried out. The main directions for strengthening the role of customs and tariff regulation in the protection of the priority high-tech industry are proposed. There is a gradual increase in the domestic production of passenger aircraft, as well as government support promotes the development of the domestic aviation industry. According to Boeing estimates that the share of Russian aircraft market will account for 10% of the world, and the share of new aircraft deliveries will amount to 6% of the global market for commercial aircraft manufacturing.

Customer orientation as one of the mainstream concepts of contemporary marketing has been actively developed since 1990s. The purpose of the article is to develop a conceptual model of customer orientation relationships in a company based on a systematic analysis of existing studies and their adaptation to practical use. As a result of the analysis, the approaches to determining customer orientation are systematized on the basis of two determinants: the level of customer orientation (personal, organizational) and the approach of customer orientation interpretation (value, process). To determine customer orientation, the author uses an integrated approach, which includes value and process characteristics of customer orientation, as it gives companies a more comprehensive understanding for the development of a customer-oriented approach. Within this approach, customer orientation is defined as activities of a company to collect information on existing and potential customers, disseminating this information in the company and developing actions to meet current and future customer needs by creating the highest value. The developed model reflects the relationship between customer orientation and various aspects of company's business and the prerequisites for its development. The data obtained show that customer orientation affects not only performance, but also employees, competitive advantage, customers and the choice of management strategies. The conceptual model allows to take an overall look at customer orientation in the company and devise a plan for its development.

In the article there is the analysis of modern practice of usage of technical means of a customs control which held by customs authorities of the Russian Federation within the customs control of amber. In accordance with an actual legislation and practice of a customs control of amber, it is determined that ultraviolet rays and X-ray radiation are most appropriate methods of a customs control of amber. It is determined that the perspective technical means of customs control in considered direction are express hardness meters (hardness testers), mass spectrometer (gas chromatography-mass spectrometry method) and Raman spectrometer. ; В статье представлен анализ современной практики использования технических средств таможенного контроля таможенными органами Российской Федерации в рамках таможенного контроля янтаря. В соответствии с актуальной нормативно-правовой базой, а также практикой таможенного контроля в отношении янтаря определено, что в отношении янтаря наиболее целесообразно применение ультрафиолетовых лучей, а также рентгеновского излучения. Определено, что перспективными техническими средствами таможенного контроля по данному направлению являются экспресс-измерители твердости (твердомеры), масс-спектрометр (метод газовой хроматографии-масс-спектрометрии), рамановский спектрометр.

The study presented in this paper was carried out in the framework of research of theDepartment of Public Management and Customs Administration on the topic "Developmentof institutions and mechanisms for the implementation of Customs and tax policy of Ukrainein the conditions of integration transformations" (state registration number: 0114U000646,fundamental). The paper deals with the problems faced by subjects of foreign economic activity,their authorized representatives as well as revenue agencies' staff during Customs controland Customs clearance of goods. The paper is also focused on the shortcomings of certain aspects of the nationalCustoms legislation related to the control of Customs value of goods, the need forapplication of Customs procedures in the conditions of maximum certainty, openness andtransparency. In addition, the direction of government regulation has been considered in the fieldof Customs control (control at the time of Customs clearance and control after release ofgoods for free circulation (post-clearance audit)), the development of which will provide asufficient level of coordination, planning and implementation of Customs procedures. This inturn will remove the tension in the sensitive issues of Customs value control and the use ofother control measures during Customs clearance of goods will significantly reduce theconsequences of incorrect decisions making and time spent on Customs formalities.The authors have made a comparative analysis of the problems that arise in theprocess of the state Customs policy implementation and Customs activities directed at thecontrol of Customs value and post-clearance audit. The study of the questions highlighted in this paper makes it possible for the authorsto assume that overcoming challenges and achieving results, which will bring Ukrainecloser to the European community and allow to accept the country as an equal tradingpartner, is possible in case of the current Customs legislation improvement, the use ofeffective management and coordination tools, monitoring of revenue agencies' activitiesduring the process of budget revenues collection. ; Исследования, представленные в данной статье, проводились в рамках научно-исследовательской работы кафедры публичного управления и таможенногоадминистрирования на тему "Развитие институтов и механизмов реализациитаможенной и налоговой политики Украины в условиях интеграционныхтрансформаций" (номер государственной регистрации: 0114U000646,фундаментальная). Статья посвящена проблемам, с которыми сталкиваются субъектывнешнеэкономической деятельности, их уполномоченные представители, а такжеработники органов доходов и сборов в процессе таможенного контроля итаможенного оформления товаров. В статье акцентировано внимание на несовершенстве отдельных аспектовнационального таможенного законодательства в отношении контроля таможеннойстоимости товаров, необходимости применения таможенных процедур в условияхмаксимальной определенности, открытости и транспарентности. Также были рассмотрены направления государственного регулирования всфере таможенного контроля (контроль во время таможенного оформлениятоваров и контроль после выпуска товаров в свободное обращение (пост-таможенный аудит)), развитие которых обеспечит достаточный уровенькоординации, планирования и выполнения таможенных процедур. Это, в своюочередь, снимет напряжение в острых вопросах контроля таможенной стоимости иприменения других мер контроля непосредственно в момент осуществлениятаможенного оформления товаров, значительно уменьшит последствия от невернопринятых решений, сократит время на проведение таможенних формальностей.В процессе исследования проведен компаративный анализ проблем, которыевозникают в процессе реализации государственной таможенной политики иосуществления таможенного дела в аспекте контроля таможенной стоимости ипост-таможенного аудита. Анализ вопросов, освещенных в статье, дает авторам основание считать,что преодоление проблем и достижение результатов, которые приблизят Украину кевропейскому сообществу и позволят принять страну в качестве равноправноготоргового партнера, возможно при условии усовершенствования действующеготаможенного законодательства, применения эффективных инструментов системыуправления, координации, контроля деятельности органов доходов и сборов в процессе формирования доходов бюджета.
