Gümrük Vergileri, geçmişten günümüze ülkelerin önemli gelir kaynaklarından biri olarak kabul edilmiştir. İlk olarak gümrük vergileri insanoğlunun varoluşu ile birlikte aile, kavim, toplum, devlet çerçevesinde oluşturdukları birlikler ile birlikte doğmaya başlamıştır. Ülkeler zamanla oluşan karşılıklı ilişkileri çerçevesinde birlikler oluşturmuş bu çerçevede gümrük vergilerinde düzenlemeler ve üçüncü ülkelere karşı vergilerin tarife, oran ve ayrıcalıklar kapsamında bazı düzenlemelere gidilmiştir. Bu çalışmada gümrük vergilerinin sistematik olarak tarihçesi ile birlikte mevzuat çerçevesinde uygulanış biçimi ele alınarak ülkemizdeki yapısı ele alınmıştır. Ülkemizde zamanla Avrupa Birliği'ne Gümrük Birliği ile birlikte yapısal değişikleri ve uygulanış biçimleri yıllar itibari ile ithalat ve ihracat rakamları ile ele alınılmaya çalışılmıştır. Bu kavramsal çerçevede gümrük istisna ve muafiyetleri, uygulanacak olan oran ve tarifelerindeki değişikler ortaya konulmaya çalışılmıştır. Başlangıcında verginin konusu, gümrük mevzuatına göre gümrük vergilerinin uygulanışı, gümrük vergilerinin önemi, amacı ve etkileri göz önünde bulundurularak açıklanmaya çalışılmıştır. Son olarak Türkiye'de uygulanan gümrük vergileri incelenerek Gümrük Birliği ile birlikte Avrupa Birliği ve Türkiye'nin karşılıklı olarak etkileri ortaya sunulmaya çalışılmıştır. Oluşan birliğin üçüncü ülke ve bazı topluluklara göre yapısal eksiklikler nedeni ile Türkiye'nin tam ve etkin bir şekilde kaynak sağlayamadığı sonucuna varılmıştır. ; Customs Taxes have been recognized as one of the major sources of income of the past day-to-day countries. First of all, customs taxes have begun to emerge along with the existence of human beings, together with the unity they have formed within the frame of family, people, society and state. The countries have formed unions on the basis of mutual relations that have formed over time, and some arrangements have been made within the scope of tariffs, rates and privileges of taxes against third countries and regulations in customs taxes in this framework. In this study, the structure of the customs tax systematically in the framework of the legislation along with its history has been considered and its structure in our country has been discussed. Over time, the European Union with the Customs Union, structural changes and their forms of implementation have been tried to be handled with import and export figures by years. In this conceptual framework, customs exemptions and exemptions, changes in tariffs and tariffs to be applied were tried to be put forward. At the outset, it was tried to explain the subject of taxation, the application of customs taxes according to customs legislation, the importance of customs taxes, the aims and effects. Finally, examining the customs duties applied in Turkey, we tried to show the mutual effects of the European Union and Turkey together with the Customs Union. As a result of structural deficiencies in the third country and some communities, the result is that Turkey can' not provide resources in a complete and effective way.

1948 yılında imzalanan Ticaret ve Tarifeler Antlaşması (GATT) paralelinde gümrük vergileri giderek düşürülerek sıfırlanmıştır. Ticarette kısıtlamalar kaldırılmıştır. Böylece hizmetler ve malların serbest dolaşımı sağlanmıştır. Avrupa Birliği'nin çekirdeğini Gümrük Birliği oluşturmaktadır. Üye devletler aralarında Roma Antlaşmasıyla malların giriş ve çıkışlarıyla ilgili olarak uyguladıkları gümrük vergileri ve miktar kısıtlamalarını kaldırmayı taahhüt etmişlerdir. Bunun yerine ortak gümrük tarifesi ve ortak ticaret politikası yürürlüğe koymuşlardır. Türkiye ile Avrupa Birliği arasında Gümrük Birliğine dayalı bir ortaklık kurulmasını içeren antlaşma 1963 yılında imzalanmıştır. Hazırlık ve geçiş dönemleri Türkiye'deki ekonomik ve siyasi istikrarsızlıklar sebebiyle 01.01.1996 tarihine kadar uzatmıştır. Bu tarihte bütün engeller aşılarak Türkiye'nin Gümrük Birliği'ne katılması kararlaştırılmıştır. Türkiye'nin Avrupa Birliği'ne tam üyelik görüşmeleri ise 03 Ekim 2005'te başlamıştır. Dünyada, ülkelerin ekonomik gelişme düzeyleri onların uluslararası rekabet gücü ile ölçülmekte ve şartlar çok hızlı değiştiğinden, rekabet gücüne devamlı sahip olmanın yolu kendini sürekli olarak değişen şartlara adapte etmekten geçmektedir. Avrupa Birliğine kabul edilmeyip Gümrük Birliğine kabul edilen Türkiye'nin bu aşamadan sonra özellikle dış ticaretinde çok daha dikkatli davranması gerekmektedir. Gümrük Birliği ve Türkiye'nin rekabet gücü ele alınmıştır. Avrupa Birliği ile gerçekleştirilecek Gümrük Birliğinden sanayi sektörünün rekabet açısından etkilenmemesi için alınması gereken tedbirler ile rekabeti engelleyen unsurlar üzerinde durulmuştur. ; Customs taxes were gradually reduced and then abolished by the General Agreement on Tariffs and Trade (GATT) signed in 1948. trade barriers were removed. Thus the free movement of goods and services was realized. The Customs Union constitutes the European Union?s nucleus. The member countries promised to abolish customs taxes and quantitive restrictions which they applied for the import and export of goods. Insead, they put the common customs tariffs and the common trade policy into effect. Tha agreement which involved a partnership between Turkey and European Union in accordance with the Customs Union was signed in 1963. the prepatory and transition periods lasted until January 1st, 1996 because of economic and political instability in Turkey. On this date, Turkey?s joining the Customs Union was resolved overcoming all the obstacles. As for the negotiations on Turkey?s full membership to the European Union, they started on October 3rd, 2005. In the world, economic development levels of the countries are measured by their international competitive power and because the conditions change very rapidly, the key to have competitive power is to adapt itself to constantly changing conditions. From now on, Turkey which has been accepted to the Customs Union but not to the European Union, has to act much more carefully, especially in its foreign trade. The Customs Union and Turkey?s competitive power have been discussed in this thesis. The precautions that should be taken in order that the industrial sector will not be affected in terms of competition by the Customs Union and the factors hindering competition have been emphasized.

Basit bir tanımla, ülkelerin aralarında ekonomik, sosyal ve kültürel bağlarını güçlendirmek amacıyla iki ya da daha fazla ülkenin aralarında kurdukları ortaklık anlaşması olarak tanımlayabileceğimiz ekonomik birleşmeler; günümüzde oldukça büyük bir önem kazanmıştır. Son yıllarda ülkeler arasında bu tür birleşmeler yaygınlaşmış, böylelikle ekonomik faaliyetlere hız kazandırılmış, ülkelerin ekonomik, sosyal ve kültürel alanda birbirilerine entegre olması hızlanmıştır. Bu tür birleşmeler, ülkelerin ticaretlerinin yönünü belirledikleri gibi, kültürel ve sosyal alanlarda da ülkeleri etkilemekte ve aynı zamanda ülkelerin politikalarını geliştirirken ya da yeni politikalar belirlerken göz önünde bulundurulan önemli bir etken olmaktadırlar. Ülkeleri hemen hemen her alanda etkileyen bu tür ekonomik birleşmelerin en önemlilerinden biri de gümrük birliğidir. Türkiye'nin Avrupa ile ilişkileri çok eskilere dayanmakla beraber, Avrupa ve Türkiye'yi gümrük birliğine götürecek olan süreç, Türkiye'nin 1959 yılında AT'ye başvurmasıyla başlamış, 1963 yılında Ankara anlaşması ile resmiyet kazanmış ve 1996 yılında ise Gümrük Birliği Anlaşması ile hedeflenen Gümrük Birliği tamamlanmıştır. Türkiye'nin Avrupa Birliği'ne tam üyelik süreci ise hala devam etmektedir. Bu çalışmada ekonomik entegrasyon türlerinden önemli bir ekonomik birleşme türü olan gümrük birliği açıklanarak Avrupa Gümrük Birliği ayrıntılı olarak incelenmiştir. Gümrük birliği kapsamında Avrupa'nın Türkiye ekonomisi ile ilişkilerine değinilerek, Avrupa Gümrük Birliği'nin Türkiye ekonomisi üzerindeki etkileri ve gelecekteki olası etkileri irdelenmiştir. Bu çalışmada 1959 yılından başlayıp ve gümrük birliğine tam üyelikle devam eden süreç ayrıntılı bir biçimde bilimsel olarak incelenmiş ve Türkiye'nin 2023 hedefleri doğrultusunda Avrupa ve Türkiye arasında gelişebilecek politik ve ekonomik gelişmelere değinilmiştir. ; Economic Coalition which with a simple description we can describe as articles of association that two or more countries' make with each other in order to reinforce their cultural, social, and economic relationship has become more of an issue recently. In the last years, these kinds of collations have become common between countries and so economic activities are accelerated and integration of countries in the fields of economical, social and cultural domain has sped up. These kinds of coalitions not only determine the way of countries' trade and affect the countries socially and culturally but also become an important factor which is taken into consideration while improving countries' politics or determining new politics. One of the most important economic coalitions which affects the countries almost in every field is Custom Union Besides the relationship between Turkey and Europe dates back very old times, the process which will take Turkey and Europe to Custom Union started with Turkey's applying to European Union and became official with Ankara Agreement in 1963 and completed in 1996 with Custom Union which is aimed with Custom Union Agreement. The process of full membership of Turkey to European Union is still continuing. In this study, Custom Union which is one of the most important economic coalition integration types has been explained and Europe Custom Union has been examined in detail. In the content of Custom Union, Europe's relationship with Turkish Economy is mentioned and the effects of Europe Custom Union on Turkish Economy and probable future effects are scrutinized. In this study the process which started in 1959 and continued with the full membership to Custom Union has been examined scientifically in detail and politic and economic improvements which will be able to develop between Turkey and Europe towards Turkey's 2020 goals are mentioned.

The liberalization policies begun after 1980 and globalization process bring with new economic associations and trade blocs among countries. The European Customs Union which established to improve economic relations and to make the political integration possible after World War II, reached large trade capacity today. On the other hand, the Post-Soviet countries that followed similar way like European ones established Eurasian Customs Union under the leadership of Kazakhstan, Belarus and Russia. The advantage of European Customs Union for Turkey which became a member of it in 1995 is still discussed. From this viewpoint the study aims to answer a question that Eurasian Customs Union can be an alternative to European Customs Union for Turkey in point of trade capacity. The aim of the study is to discuss the possibility of the Eurasian Customs Union and to compare it with the European Customs Union in which Turkey is involved. In this context, at first, the conceptual framework about the subject will be discussed and European Customs Union and Turkey relations will be examined. After, the current situation of the Eurasian region will be analyzed and the possibility of the Eurasian Customs Union will be discussed. And, which customs union will be more advantageous in terms of Turkey will be examined by VAR analysis.

ÖZET1963 Ankara Anlasması ile kararlastırılan, 1973 Katma Protokol'le ayrıntıları belirlenen ve1 Ocak 1996 itibariyle Türkiye ile Avrupa Birligi arasında tam olarak uygulamaya girenGümrük Birligi, Türkiye ekonomisine sekil veren önemli bir faktördür. Bu nedenledir kiözellikle Türk kamuoyunda yogun olarak tartısılmaktadır. Çalısmanın temel amacı buelestirilerin dayandırıldıkları temellere göre kategorizasyonu ve degerlendirilmesidir. Sonuçolarak, Gümrük Birligi'ne yöneltilen elestirilerin ekonomik entegrasyona degil, ekonomikentegrasyonun modeli üzerine yogunlastıgı söylenebilir. Baska bir deyisle, AB ile Türkiyearasında gerçeklesecek bir ekonomik birlik, Türkiye ekonomisi için serbest ticaretten sonraen iyi seçenek olarak kabul görmektedir denebilir. ABSTRACTThe Customs Union was determined by 1963 Ankara Agreement, detailed by 1973 AdditionalProtocol and became effective in 1996 between Turkey an the EC. Since it is one of majorfactors which effect Turkish economy, it has been very criticized in Turkey. The aim of thestudy is to make a categorization and evaluation of these critics. Although, there have beenmany arguments about this issue in Turkey, most of them have not criticize the direction. Thecritics are not generally concentrated on the concept of economic integration itself, but of itsmodelling. In other words, it can be said that there is a general consensus that Turkey'seconomic integration with the EU is the most rational option. There are four basic categoriesregarding the essence of critics about the current CU in Turkey. The first one is critics on thesource of the CU between Turkey and the EU. The second category is constituted by thecritics on the aim of the CU. The third category of the critics on the CU are classifiedaccording to possible effects of the CU on an economy. The fourth category of the critics onthe CU is about the functioning of it.

Bu araştırma, uluslararası ticaret bakımından Türkiye ve Avrupa'nın ilişkilerini ve bir değişken olarak gümrük birliği antlaşmasının sonuçlarını değerlendirmeyi amaçlamıştır. Avrupa Birliği'nin kurulmasından itibaren internasyonel ticaret birliklerinin kurulumları hız kazanmıştır fakat dünyada internasyonel olarak kurulan ve bütçesi en fazla olan bu birlik ile komşuluk ilişkisine sahip Türkiye'nin nasıl bir ilişki geliştirdiği ve geliştireceğinden de bahsedilmiştir. Ticaret olanakları ve antlaşmalarının iki taraf için de nasıl bir etki yarattığı analiz edilerek sunulmuştur. Avrupa Birliği ve Türkiye özelinde oluşturulan tablolardan yararlanılarak iki ülkenin ticaretleri incelenerek değerlendirmelerde bulunulmuştur. Bu araştırmada nitel araştırma yöntemleri kullanılmıştır. Araştırmamızın konusu olan değişkenleri içine alan araştırmaların verileri ve tabloları kullanılarak bakış açısı geliştirilmeye çalışılmıştır. ; This research, in terms of international trade relations between Turkey and Europe as a variable and aimed to evaluate the results of the customs union treaty. The European Union has won the speed of installation, but after the establishment was founded as International International trade union in the world and most of which have been mentioned budget will be developed and how to develop a relationship with the union neighborly relations with Turkey. It is presented by analyzing how trade opportunities and treaties have an impact on both sides. The European Union and Turkey benefiting from the ones created in the table have been made in special assessment examining the two countries' trade. Qualitative research methods were used in this study. It has been tried to improve the viewpoints by using the data and tables of the researches including the variables of our research.

Customs administration has two main functions such as collecting customs duties and fighting against the illegal traffic of goods. Customs duties are the taxes levied from the goods intended for export or import while they are passing the customs border and these taxes occupy an important position among the government's incomes. Customs formalities subject to the regimes which have meanings such as " administration, procedure, system, order". Turkey which gravitates towards west in all its aspects after the proclamation of the republic,becomes an important partner of the EU countries especially in the economic sphere and wishes to take a part of the organizations of these countries performed. The adventure of the union of Turkey which has started at 1963, relocated to a new dimension with the acceptence of its membersip to the Customs Unity in 1996. In this context, harmonization of the regimes of the customs becomes a significant process.

The cause of gaining such a distinctive qualification to the Customs Union is that it has a power affecting an economy of any country from productive to consumption in all briefly. Turkey has known that they would live the Customs Union reality since the beginning of the application days to be admitted to the European Economic Community. While agreement came into effect after a 22 year timetable, Turkey has encountered difficulties and problems since they could not be ready by themselves in this preparation duration. The argument that these difficulties came also from Turkey was not true, as the European Economic Community, in which we was included, did not fulfill the responsibilities they formally agreed upon mutually and have asserted various reasons. Therefore, in such situation, the EU-Turkey Customs Union duration has affected the economy of Turkey on a large scale. These effects, which are matters in questions for the Turkish economy, were realized much more than the general effects the Customs Union Agreement has caused. ; Gümrük Birliği, uluslararası boyutu olan bir entegrasyon organizasyonunun en önemli mihenk taşlarından biridir. Ekonomik bütünleşme genelde birbirlerine yakın veya aynı coğrafyada yer alan, siyasi rejimleri, gelişmişlik düzeyleri ve tarihleri birbirlerine yakın ülkelerin aralarındaki ekonomik ilişkileri ve işbirliğini artırmak amacıyla oluşturdukları bir birleşmedir. Ülkeler savaşlarla elde edemedikleri pazar payını yukarıda tanımlamış olduğumuz ekonomik bütünleşme yoluyla genişletmeye çalışmışlardır. Bunun sonucunda Avrupa ülkeleri kendilerine pazar payı oluşturmak ve kendi çıkar ve güvenlik durumlarını korumak için bir birlik oluşturmuş ve bu birliği Gümrük Birliği ile büyük bir pazar haline getirmeyi başarmışlardır. Türkiye ekonomisine sağlayacağı katkı beklentisi ile oluşturulan 1 Ocak 1996 tarihinde Gümrük Birliği'ne katılmıştır. Bu çalışmamızda, birinci bölümde ekonomik bütünleşme kavramı ve çeşitleri tanımlandıktan sonra, ikinci bölümde Türkiye'nin Avrupa Birliği ile iktisadi ilişkileri değerlendirilip, üçüncü bölümde Gümrük Birliği'nin ortaya çıkışı ve Türkiye Gümrük Birliği sürecinin incelenmesi ve son bölümde ise Türkiye'nin Avrupa Birliği'ne üyelik sürecinde Gümrük Birliği'nin Türkiye dış ticaretine etkileri ele alınmıştır. Avrupa Birliği sürecinde Gümrük Birliği'nin Türkiye'nin dış ticaretine etkilerinin daha çok olumlu yönde katkı sağladığı düşünülmektedir. ; Economic integration is in general the unification of two or more countries that are in a defined nearby geography and that have similar political regimes, development levels or histories to enhance the economic relations and cooperation among them. Countries, not able to gain market share through wars, have tried to gain market share through the way defined above. As a result of this, European countries have merged to gain and increase market share to protect their own benefits and provide the security, and they have succeeded in expanding the market thanks to the Customs Union. Turkey, with the expectation of an economic contribution, has aimed at participating in the Union; however, it joined the Customs Union in January 1, 1996 before it has become a full member of the European Union. The scope of the first part of this study includes the definition of economic integration and its types and the evaluation of Turkey's economic relations with the European Union. In the next part, the establishment of the Customs Union and the process of Turkey's Customs Union are explored. In the final part, the effects of the Customs Unions on Turkey's Foreign Trade in the European Union Membership Process are explored. It is determined that the Customs Unions have provided mainly positive contributions to Turkey's Foreign Trade.

Modernleşmek, ayrıca din ve devlet işlerinin birbirinden ayrılması ve laik yönetim anlayışının uygulanmasını gerektirir. Avrupalılaşma, "aydınlanma" anlamına gelmemektedir. Avrupalılaşma, bu çalışma kapsamında, Avrupa yaşam standartlarını, Avrupa hukukunu, Avrupa'nın demokratikleşme düzeyini, Avrupa alt yapısını, rasyonel dış politika düşüncelerini, istihdam politikalarını ve insan haklarını kendi iç politikalarımız haline getirmemiz anlamına gelmektedir. Türkiye, bölgesel bütünleşme hareketleri içinde en başarılı olan Avrupa topluluğu doğrultusunda, tercihini 1963 yılında imzalanan Ankara Antlaşması ile AB'den yana yapmıştır. AB'ye olan coğrafi yakınlık, dış ticaretin büyük bir kısmının AB ile yapılması bu tercihin nedenleri arasında sayılabilir; ancak en önemli neden AB'nin batılı anlamda modernleşmenin merkezi oluşudur. Nihai hedefi tam üyelik olarak belirleyen, Türkiye, 1963'de yürürlüğe giren Ortaklık Anlaşması daha sonra 1994'de Gümrük Birliği anlaşmasının imzalanması ile tam üyeliğe doğru yol almaktadır. Yapılan anlaşma 3 dönemden oluşmaktadır. AB açısından, Gümrük Birliği, kurumsal temelinin bir parçasını oluştururken, Türkiye için ise uluslararası alanda rekabet gücünü artıran ve dünya ticaretini teşvik eden, ülke mevzuatının önemli bir bölümünü AB mevzuatı ile uyumlaştıran bir çerçeve olarak hizmet vermektedir. Ortaklık ilişkisi, bu süreçte gelişirken Türkiye 1987 yılında Tam üyelik başvurusu yapmış ve 1999 Helsinki zirvesinde aday ülke olarak tanınmıştır. 3 Ekim 2005 tarihinde ise üyelik için en önemli adım olan Katılım Müzakereleri başlamıştır. Bu çalışmada, Gümrük Birliği ve Tam üyelik görüşmelerinin Türkiye'nin Avrupa Birliği uyum sürecine katkısı incelenecektir. Bu incelemeyi yapabilmek için, Birinci bölümde; Türkiye Avrupa Birliği ilişkilerinin tarihçesi ve Avrupalılaşmanın ne olduğu ve neden hedeflenildiği anlatılacaktır. İkinci bölümde ise; Gümrük Birliğinin Türkiye'nin Avrupalılaşmasına katkısı, Üçüncü bölümde ;Avrupalılaşma süresince Türkiye'nin AB müktesabatına uyumu ve Dördüncü bölümde; Türkiye'nin Avrupalılaşmasında siyasal, sosyal ve kültürel boyutu ele alınıp incelenecek ve irdelenecektir. ; Europeanization is emphasized with modernization. Separation of the religion and the government comes with modernization and it also brings the secular management system. Europeanized means: `to become luminous'. In this study, Europeanization mean to have the life standards of Europe, to have the law system of Europe, to have the level of Democracy in Europe, to have the infrastructure of Europe, to have the rational foreign policy ideas of Europe, to have the fortification politics of Europe, and to have the human rights policy of Europe and turn them all into our own political system. Within the most successful regional totalitarian movements, being part of European Union has been the choice of Turkey with the 1963 Agreement of Ankara. There are several reasons for the choice of Turkey to want to be part of European Union. Some of which are; the geographical advantages of the closeness of Turkey to Europe, most of the export businesses are done within Turkey and Europe and if you compare the European Union with other Unions in different part of the world, EU is the most well known Union. Moreover, the most important reason for Turkey to want to be part of European Union is because Europe is the center of western modernization. The Partnership Agreement that came into effect in 1973 determines as the final target of Customs Union Agreement between Turkey and European Economic Community. The purpose of the agreement forms in 3 different terms. For the European Union, Customs Union is the foundation of corporate. For Turkey, in the international arena, Customs Union triggers the competition power, it encourages the world trade and it also serves as the body of current law of Turkey that brings a harmonize frame with the body of current law of European Union. During development of the partnership, in 1987, Turkey applied for the full membership for the European Union. In 1999, Helsinki Summit Turkey was well-known as a candidate. In October 3rd 2005, the most important step for the membership, consultation of participation has started. In this study, Customs Union and full membership negotiations and how this can be for the benefit of Turkey's harmonization process will be examined. In this study: the first part examines and inspects the history of Turkey and European Union relations and what is to be Europeanized and why this is a target for Turkey; The second part examines and inspects the impact of the Customs Union over Turkey's target towards Europeanization; The third part examines and inspects the Turkey's adjustment during the Europeanization process.; finally the fourth part of the study examines and inspects Turkey's diplomatic, social, and cultural dimensions.

Ekonomik, siyasal, teknolojik, konjonktürel, sosyal, uluslararası vb. birçok alandaki gelişimler zaman zaman devlet mekanizmasında da kısmi veya kapsamlı değişimleri zorunlu hale getirebilmekte ve kendini yeni şartlara uyarlama ve dönüşüm ihtiyacı ortaya çıkmaktadır. Ancak köklü ve gelenekselleşmiş yapılarda bu dönüşüm kolay olmamaktadır. Bu çalışma, öncelikle devlette dönüşümün meşruiyet kaynağını tartışmakta, daha sonra yerel yönetimlerde dönüşümün kaynakları üzerinden hareketle yerel yönetimlerde – ve özellikle de hizmet sunumundaki- değişim anlayışını tartışmakta; nihayet yerel yönetimlerdeki anlayış değişiklikleri bağlamında 'hizmet sunumunda, pazarlama yaklaşımı' konusunu tartışmaktadır. Çalışma, yerel yönetimlerdeki hizmet sunumunda pazarlamadaki 'kar amaçsız kuruluşlar için pazarlama' ve 'müşteri odaklılık' çerçevesinde yaklaşmanın, belediye hizmetlerine yeni bir anlayış ve yaklaşım getireceğini ve yaklaşımın modern yerel yönetim felsefesine daha uygun olacağını iddia etmektedir. ; The developments in the areas such as economic, political, technologic, social and international make it necessary the – partial or comprehensive- changes in the government structure time to time and necessitate the adaptation and transformation of the government to the new conditions. However, that transformation is not easy for long-established and traditional structures. This study firstly discusses the basis of legality of transformation in the government, and then discusses the understanding of the change – especially in the services delivery- in local governments with respect to the bases of the transformation in local administrations. It finally discusses the 'marketing approach in services delivery' in the frame of changes in local government understanding. The study claims that the 'marketing for non-profit organizations' and 'customer based marketing' approaches would develop new understanding and open new dimensions in the delivery of public services in local governments and that approach would suit better to the modern local administration philosophy.

Tez No: 578543 ; Yüksek Lisans ; Yetkilendirilmiş yükümlü statüsünün uygulanması ve bu uygulamanın Türkiye'de ki ithalat ve ihracat işlemleri üzerine etkilerini araştırdığım bu çalışma üç bölümden oluşmaktadır. İlk bölüm olan giriş bölümünde Yetkilendirilmiş Yükümlü Statüsünü genel olarak değerlendirdik ve şartlarını inceledik. İkinci bölümde ithalat, ihracat ve gümrük işlemlerinin genel işleyişleri ve yapısı hakkında incelemeler yapıldı. Son bölümde ise bu statüyü almış firmalar ile yaptığımız anket ve görüşmeler neticesinde ortaya çıkan sonuçları analiz edip yorumlamasını gerçekleştirdik. ; Explores the impact on imports and exports in Turkey, this study is in three parts. In the first section, which is the introduction, we evaluated the Authorized Obliged Status in general and examined the conditions. Investigations were made on the general functioning and structure of the second countries' import, export and customs operations. The last team prepared this status and the results of our surveys and interviews with companies have analyzed and commented.
