Rice (Oryza sativa L.) is the major staple food in the Nepalese context. Chitwan district of Nepal was purposively selected to analyze the rice production from the socio-economic and environmental perspective. A total of 100 rice growing farmers, 50 organic and 50 inorganic were selected as the sample for the purpose of the study using the simple random method of sampling. Primary data were collected through a pre-tested semi-structure interview schedule and key informant interviews; secondary data were collected reviewing related publications. Descriptive statistics, multiple regression and chi-square test were used for data analysis. The multiple regression revealed that the four explanatory variables included in the model: age of the household head, primary occupation of the household head, number of family members involved in agriculture and subsidy in inputs for rice farming were found to have positive and statistically significant effect on rice yield (P<0.01). Moreover, chi-square test revealed that the farming practices that contributes to climate change mitigation such as: minimum tillage practice (P<0.05), crop diversification (P<0.01), green manuring (P<0.01), agro forestry practice (P<0.05), incorporating crop residues (P<0.1), weed management practice (P<0.01) and pest management practice (P<0.01)were found to be well adopted by the organic rice farmers, in contrast, the farming practices of inorganic rice farmers were statistically and significantly different in this respect. Government should make such policy that could grave the attention of the Nepalese people towards organic agriculture; moreover, encouraging them to make it their primary occupation.
Abstract The presence of urban green spaces (UGS) increases the human's contact with nature and provides numerous benefits to the society and the local environment. In this way, analyzing, planning and stimulating the implementation of UGS in cities is a fundamental action to improve the life quality of urban society. In this context, the aim was to analyze the situation and distribution of the green spaces of the universities cities of Lavras, Minas Gerais State (Brazil) and Newark, Delaware (USA). For data collection, researches performed field visits and used aerial photography to survey and analysis before calculating indicators including green area index (GAI) and green space ratio (GSR). The city of Lavras has a GAI of 0.54 m2 inh-1. The GSR value was 0.29%, not meeting the minimum of 5% required by local municipal law. Furthermore, there is a bad distribution of UGSs in the urban framework. However, in Newark, the distribution of UGSs is homogeneous and covers all regions of the city. The calculated GAI was 50.2 m² inh-1 and the GSR has met the 7% minimum required by its Newark Municipal Law. When comparing the two cities, in different countries and conditions it is concluded that Newark (DE) presents UGS indicators, GAI (m² inh-1) and GSR (%), higher than the values obtained in Lavras (MG), indicating the need for Government actions to increase these values.
In public relations research, the concept of engagement is often theorized but seldom observed in practice. This research focuses on what public leaders learn when they undertake actions centered on learning by listening to society to implement governmental citizen engagement programs. Taking an inductive grounded approach to data analysis which draws on tools and methods of grounded theory as well as including a review of key concepts from public relations literature, a reflexive analysis of an action learning intervention involving the members of a provincial government was conducted. Results show that, when reflecting on interaction with stakeholders of the program, government members: increase their knowledge about both sides of the public organization-society relationship; become more sensitive to what listening is and implies, and, hence, more supportive of two-way communication; are challenged about the authenticity of the motivations behind their listening; become more aware of ways in which they work to build social capital; and, subsequently, increase their willingness to act together with society. This paper shows that reflection on the real implementation of engagement programs gives policy makers a better understanding of normative assumptions, and hence it instantiates public relations theories and concepts about engagement. By identifying acting-by-listening as integral to citizen engagement, it presents implications for the study and practice of public relations in public sector organizations.
ABSTRACT Context: in recent years, studies have sought to analyze how intelligence and knowledge management processes are understood and applied in the context of public management, environments in which processes appear as a point to be explored to enhance decision-making quality. Objective: to analyze how public managers apply intelligence and knowledge management aiming at a higher decision quality. Method: based on a defined and validated research protocol, interviews were conducted with seventeen public managers in southern Brazil. For the analysis, the qualitative comparative analysis technique using fuzzy sets was applied. Results: the results suggest the importance of effective data, information, and knowledge management for the decision-making quality of public managers, demonstrating that the absence of decision-making quality is directly related to the absence or little use of knowledge management and intelligence elements in the public management. Conclusion: in addition to analyzing conditions and proposing ways to lead to greater quality in decision making by public managers, it was possible to contribute to the theme of knowledge management and intelligence in public management, as well as to benefit the government with paths to be consolidated and better explored.
The overall objectives of meat inspection are to contribute to food safety, animal welfare, and animal health. In the European Union (EU), there is a request for a modernised meat inspection system that addresses these objectives in a more valid, feasible and cost-effective way than does the traditional system. One part of the modernisation deals with the coding system to register meat inspection findings. Although unified standards are set at the EU level for judgement criteria regarding fitness of meat for consumption, different national systems are in force. The question is the extent of the differences and whether there is a basis for harmonisation. To investigate this, information was gathered about the code systems in Denmark, Finland, Germany, Italy, Norway, Portugal and Spain. Moreover, meat inspection data covering pigs slaughtered in 2019 were collected. A comparison of the number of codes available, the terminology and the frequencies of the findings registered was undertaken. Codes with a similar meaning were grouped. Hereby, two lists were compiled showing the most common codes leading to total and to partial condemnation. Substantial variations in the percentage of condemned pigs and in the terms used were identified, and possible reasons behind this are discussed. Moreover, a strengths-weaknesses-opportunities-threats (SWOT)-like analysis was applied to the coding systems. Finally, the reasons for unfitness of meat given in the EU Food Inspection Regulation 2019/627 were compared to the national code lists. The results show the systems in force varied substantially, and each system had its advantages and disadvantages. The diverse terminology observed made it a challenge to compare data between countries. Development of harmonised terminology for meat inspection findings is suggested, enabling comparison of data between abattoirs, regions, and countries, while respecting the national epidemiological situation, the local food safety culture, and the trade agreements in force. ; Peer reviewed
Poverty is a problem that concerns many aspects as it relates to low income, illiteracy, low health status and inequality between sexes and poor environment (World Bank, 2004). The problem of East Java Province is not much different from the central government (national problem) that is, the high number of poverty and the increasing number of unemployment. This study examines the effect of GRDP, unemployment, and inflation on poverty level in East Java in 2005-2014. The purpose of this study is expected to analyze how and how big the influence of variables PDRB, unemployment and inflation to the level of poverty in East Java so that later it is expected to be used as one of the basic in termination of policy in overcoming poverty problem in East Java. The data used in this study is sekuder data obtained from the Central Bureau of Statistics (BPS) as well as browsing from the internet as a supporter. While the method of analysis used in this study is multiple linear regression analysis method with the help of SPSS. The results of this study indicate that the GRDP variable has positive and insignificant effect on poverty level, unemployment variable has positive and significant effect to poverty level, inflation variable has negative and insignificant effect to poverty level in east java.
ABSTRACT Objectives: this theoretical essay aims to present classic and contemporary fundamentals of the optimal tax theory (OTT) and to problematize its presence and possibilities in the scenario of tax policy in Brazil. Context: such objectives are located in the contemporary context that discusses tax reforms aimed at efficient and socially responsible public management. Methods: after surveying the state of knowledge of optimal taxation in Brazil, and from the perspective of economics and political law, we sought to identify secondary data on tax distribution in Organization for Economic Co-operation and Development (OECD) countries in relational analysis with data from Brazil. Results: the text draws attention to the fact that OTT is able to bring social issues to the discussion of public tax management policies in a structured way, with the perspective of inclusion and social responsibility, based on the importance of different treatment of economic agents, physical and legal, based on their needs and possibilities. Conclusion: it is concluded that, like in other countries, OTT is present in the Brazilian debate expressing as possible and necessary to advance in a tax policy that responds to the needs of public collection articulated and reconciled to social well-being through responsible management, modern and transparent.
Social media provides ethno-racial immigrant groups—especially those who cannot vote due to factors such as lack of citizenship and limited English proficiency—the ability to mobilize and connect around collective issues. Online spaces and discussion forums have encouraged many Asian Americans to participate in public policy debates and take action on social justice issues. This form of digital group activism serves as an adaptive political empowerment strategy for the fastest-growing and largest foreign-born population in America. Asian American Connective Action in the Age of Social Media illuminates how associating online can facilitate and amplify traditional forms of political action. James Lai provides diverse case studies on contentious topics ranging from affirmative action debates to textbook controversies to emphasize the complexities, limitations, and challenges of connective action that is relevant to all racial groups. Using a detailed multi-methods approach that includes national survey data and Twitter hashtag analysis, he shows how traditional immigrants, older participants, and younger generations create online consensus and mobilize offline to foment political change. Bangladesh is the most densely populated country in the world. With a total population of around 165 million, the country has constantly been facing food security challenges and other problems. Therefore, increasing food production is one of the feasible solutions to this challenge, and proper agricultural land use for food production bears critical importance. Adopting sustainable irrigation systems and viable technologies would be vital for ensuring efficient use of agricultural land in Bangladesh to safeguard the country's food security. Solar irrigation pumps (SIPs) can be a reliable option in this regard. However, Bangladesh has experienced a prolonged growth rate of SIP installation in the last decade. The countryhas set a target to install 10000 SIPs by the year 2027, albeit it is a tiny share of the 1.57 million conventional irrigation pumps operating in the country. This study aims to investigate the economic feasibility of the SIPs operating in the northern region of Bangladesh in terms of estimating financial feasibility and environmental benefits. The study is mainly based on primary data collected from the users of SIPs from two Upazilas of Dinajpur and Rangpur districts. A total of 14 SIPs, categorized into large, medium, and small pumps, are selected randomly from the available SIPs in the study areas. The financial analysis reveals that small SIPs are the most profitable option (20% IRR) for investment. Large SIPs are moderately profitable (10% IRR), and their profitability can be improved (10.50% IRR) by introducing additional uses of solar energy. However, medium SIPs are the worst (5% IRR) option for investment. In the study areas, large and medium SIPs are designed for the 'fees for service model', and small SIPs are designed for the 'fees for ownership model'. It is found that the 'fees for ownership model' is more profitable than the 'fees for service model'. Moreover, the net environmental benefit for all SIPs is found almost equal to the given subsidy for installing them. Also, the net environmental benefit per kilowatt peak (kWp) is highest for the small SIPs. This paper recommends that additional use (e.g., husking, grinding, supply excess electricity to grid, and so on) of solar energy can improve the profitability of investmenton SIPs. Further, the government should continue giving grants for installing SIPs and promote 'fees for ownership model' (small SIPs) for personal use. It would speed up the dissemination rate of SIPs and help increase the country's agricultural production and improve the environmental conditions.
This PhD thesis seeks to contribute towards closing a research gap in the knowledge about the African Union Mission in Somalia (AMISOM) as an African Union (AU) and United Nations (UN) authorised peace enforcement operation. In so doing, the study covers the period 2007-2017 and attempts to fulfil three broad objectives. Firstly, it examines the implementation of AMISOM mandate amidst foreign interventions and their underlying implications for the strategic AU-UN partnership. Secondly, the thesis attempts to examine any significant changes towards the implementation of the mandate by assessing the evolution of AMISOM's decade-long presence in Somalia. The analysis focuses on whether AMISOM has morphed into an exercise in self-interest or still pursuing the shared strategic objectives for which it was established. Thirdly, the study confronts the theoretical idea imposed by Western ideologies to export liberal democracy through peacekeeping operations, especially as it relates to regional peace operations. In a sense, it contrasts between liberalism and realism vis-à-vis peacekeeping operations in order to account for the case of AMISOM given the involvement of frontline states whose realist strategy in Somalia has presented a major dilemma. Given the latitude, the study adopts an interdisciplinary and mixed methodology approach in its analysis of foreign interventions and the pursuit of illicit commercial interests in a conflict economy milieu marked by attempts to counter al-Shabaab in Somalia. As a qualitative research, the study relies on primary and secondary data sources including relevant articles and journals, although aspects of quantitative method have also been used where appropriate. ; Esta tese de doutoramento visa contribuir para o preenchimento de uma lacuna de pesquisa no conhecimento sobre a Missão da União Africana na Somália (AMISOM), como uma operação de imposição da paz autorizada pela União Africana (UA) e endossada pelas Nações Unidas (ONU). O âmbito do estudo abrange o período 2007- 2017 e ambiciona cumprir três objetivos principais. Em primeiro lugar, examina a implementação do mandato da AMISOM no meio de intervenções estrangeiras e as suas implicações subjacentes para a parceria estratégica UA-ONU. Em segundo lugar, a tese tenta examinar quaisquer mudanças significativas em relação à implementação do mandato, avaliando a evolução da AMISOM após uma década de presença na Somália. A análise concentra-se em determinar se a AMISOM se transformou num exercício em interesse próprio ou se ainda persegue os objetivos estratégicos comuns para os quais foi estabelecida. Em terceiro lugar, o estudo confronta a ideia teórica imposta pelas ideologias ocidentais para exportar a democracia liberal por meio de operações de manutenção da paz, especialmente no que se refere as operações de paz regionais. Em certo sentido, contrasta entre liberalismo e realismo face às operações de manutenção da paz com vista a contextualizar o caso da AMISOM, dado o envolvimento dos Estados da linha da frente, cuja estratégia realista na Somália apresentou um grande dilema. Dada a latitude, o estudo adopta uma abordagem metodológica interdisciplinar e mista, na análise de intervenções estrangeiras e a prossecução de interesses comerciais ilícitos, num ambiente de economia de guerra marcado por tentativas de conter o "al-Shabaab" na Somália. Tratando-se de uma pesquisa qualitativa, o estudo baseia-se principalmente em fontes primárias e secundárias, incluindo artigos e periódicos relevantes, embora alguns aspectos do método quantitativo tenham sido também aplicados.
Doutoramento em Economia ; By focusing on the relationship between financial stability and monetary policy for the cases of Chile, Colombia, Japan, Portugal and the UK, this thesis aims to add to the existing literature on the fundamental issue of the relationship between financial stability and monetary policy, a traditional topic that gained importance in the aftermath of the GFC as Central Banks lowered policy rates in an effort to rescue their economies. As the zero-lower bound loomed and the reach of traditional monetary policy narrowed, policy makers realised that alternative frameworks were needed and hence, macroprudential policy measures aimed at targeting the financial system as a whole were introduced. The second chapter looks at the relationship between monetary policy and financial stability, which has gained importance in recent years as Central Bank policy rates neared the zero-lower bound. We use an SVAR model to study the impact of monetary policy shocks on three proxies for financial stability as well as a proxy for economic growth. Monetary policy is represented by policy rates for the EMEs and shadow rates for the AEs in our chapter. Our main results show that monetary policy may be used to correct asset mispricing, to control fluctuations in the real business cycle and also to tame credit cycles in the majority of cases. Our results also show that for the majority of cases, in line with theory, local currencies appreciate following a positive monetary policy shock. Monetary policy intervention may indeed be successful in contributing to or achieving financial stability. However, the results show that monetary policy may not have the ability to maintain or re-establish financial stability in all cases. Alternative policy choices such as macroprudential policy tool frameworks which are aimed at targeting the financial system as a whole may be implemented as a means of fortifying the economy. The third chapter looks at the institutional setting of the countries in question, the independence of the Central Bank, the political environment and the impact of these factors on financial Abstract stability. I substantiate the literature review discussion with a brief empirical analysis of the effect of Central Bank Independence on credit growth using an existing database created by Romelli (2018). The empirical results show that there is a positive relationship between credit growth and the level of Central Bank Independence (CBI) due to the positive and statistically significant coefficient on the interaction term between growth in domestic credit to the private sector and the level of CBI. When considering domestic credit by deposit money banks and other financial institutions, the interaction term is positive and statistically significant for the case of the UK for the third regression equation. A number of robustness checks show that the coefficient is positive and statistically significant for a number of cases when implementing a variety of estimation methods. Fluctuations in credit growth are larger for higher levels of CBI and hence, in periods of financial instability or ultimately financial crises, CBI would be reined back in an effort to re-establish financial stability. Based on the empirical results, and in an effort to slow down surging credit supply and to maintain financial stability, policy makers and governmental authorities should attempt to decrease the level of CBI when the economy shows signs of overheating and credit supply continues to increase. The fourth chapter looks at the interaction between macroprudential policy and financial stability. The unexpected interconnectedness of the global economy and the economic blight that occurred as a result of this, recapitulated the need to implement an alternative policy framework aimed at targeting the financial system as a whole and hence, targeting the maintenance of financial stability. In this chapter, an index of domestic macroprudential policy tools is constructed and the effectiveness of these tools in controlling credit growth, managing GDP growth and stabilising inflation growth is studied using a dynamic panel data model for the period between 2000 and 2017. The empirical analysis includes two panels namely an EU panel of 27 countries and a Latin American panel of 7 countries, the chapter also looks at a case study of Japan, Portugal and the UK. Our main results find that a tighter macroprudential policy tool stance leads to a decrease in both credit growth and GDP growth while, a tighter macroprudential policy tool stance results in higher inflation in the majority of cases. Further, we find that capital openness plays a more important role in the case of Latin America, this may be due to the region's dependence on foreign capital flows and exchange rate movements. Lastly, we find that, in times of higher perceived market volatility, GDP growth tends to be higher and inflation growth tends to be lower in the EU. In the other cases, higher levels of perceived market volatility result in higher inflation, higher credit growth and lower GDP Abstract growth. This is in line with expectations as an increase in perceived market volatility is met with an increased flow of assets into safer markets such as the EU. This thesis establishes a relationship between financial stability and monetary policy by studying the response of Chile, Colombia, Japan, Portugal and the UK in the aftermath of the GFC as Central Banks lowered policy rates in an effort to rescue their economies. In short, the results of the work conducted in this thesis may be summarised as follows. Our results show that monetary policy contributes to the achievement of financial stability. Still, monetary policy alone is not sufficient and should be reinforced by less traditional policy choices such as macroprudential policy tools. Secondly, we find that the level of CBI should be reined in in times of surging credit supply in an effort to maintain financial stability. Finally, we conclude that macroprudential policy tools play an important role in the achievement of financial stability. These tools should complement traditional monetary policy frameworks and should be adapted for each region. ; info:eu-repo/semantics/publishedVersion
