In a series of studies I analyze the past and present of Chinese higher education. The topic may be justified by the fact that up to now no comprehensive study has been published in Hungary about the long way China went along from the darkest years of communism to nowadays' education. In this second paper I summarize the four main phenomena of the reforms after the Mao-era: decentralization, marketization, privatization and internationalization. In the frame of decentralization, the external and internal governance of the universities changed resulting in a power shift from the central level to regional and institutional level. Marketization brought about significant change in the funding of higher education: instead of the state private actors pay for education. Privatization let private actors in the higher education arena, while internationalization means opening up China for foreign institutions and students and letting Chinese students to study abroad. I build my analysis on international literature and statistical data.
Considering the Hungarian civic sphere, its situation and characteristics are far from clear and unambiguous equally for nonprofessional and experts, despite the legal regulation. Nonprofit reports of The Hungarian Statistical Office provide data of the sector since 1993. The judicial online browser also runs a database to identify and acquire most important features of organizations of the civic sector. Still, there are only few results of secondary analysis or primary research, dependently or independently from them. The analysis of the reporting requirements seems to be novel field of the civic related researches, the main reason for the examinations are the latest media reports, where those organizations are highlighted, who cannot meet the subsidy related reporting requirement, who do not reveal their financial reports or simply there is some kind of an anomaly of the 1% personal income tax offering. Since 2011, civic organizations' reports are (or should be) available in the judicial browser, the objective of the examination is – in relationship with it – to understand how the way of reporting has changed and in what detail organizations are willing to report on their activities. Our results show that a not demanding reporting expectation of the court meets the reporting laziness of some of the civic organizations. ; Amennyiben ma Magyarországon a civil szféráról beszélünk, a törvényi szabályozás ellenére sem messze egyértelmű kép tárul a laikus vagy épp a szakember számára. A KSH nonprofit tájékoztatóiban 1993 óta állnak rendelkezésre adatok, a bírósági online kereső civil szervezetek azonosítására, főbb adatainak megismerésére működtet adatbázist, mindemellett, ezektől függetlenül vagy épp ezekre alapozva kevés a további másodelemzés, vagy épp empirikus jellegű kutatás. A civil szervezetek beszámolási kötelezettségeivel kapcsolatos vizsgálódás újszerű területe a civilek kutatásának, apropóját pedig épp a sajtóban egyre több alkalommal megjelenő cikkek adják: civilek, akik nem tudnak támogatásokkal elszámolni, akik nem teszik közé beszámolóikat vagy épp az SZJA 1% kapcsán vélelmezhető valamiféle anomália. 2011 óta a civilek beszámolói is hozzáférhetőek (vagy annak kellene lenniük) a bírósági online keresőben, és a kutatások célja ezzel összefüggésben pedig éppen az, hogy miként és hogyan változott a beszámolási kötelezettség, megfelelően kitöltötteke a beszámolók, és mennyire hajlandóak részleteiben is beszámolni a szervezetek működésükről. Az eredmények szerint úgy tűnik, hogy a kevésbé kiélezett elvárásnak a beszámolási hajlandóság lazasága is velejárója.
After the transformation to democracy and market economy the Visegrad Four (V4) countries (Czech Republic, Hungary, Poland, Slovakia) have rejoined the group of donors providing international development assistance to poor emerging countries. The aim of the paper is to help to better understand the foreign aid policy and practice of the V4 countries and their contribution to the development of the poor emerging countries by providing foreign aid for them. The main research questions focus on the following issues: What is the history and the major motif of the V4 countries for providing foreign aid? Which are the most preferred beneficiary countries and why? How much foreign aid and in what area is provided? How does it relate to other international donors? What does it mean to the recipient countries? Are there similarities or differences between the V4 countries in this respect? What are the major features distinguishing V4 donors from others? What kind of challenges and opportunities can arise? The hypotheses of the research to be tested are as follows: 1. Providing foreign aid by the V4 countries has its roots in the past regime which still has an influence on the present practice. 2. The V4 countries represent a special model for development cooperation with the aid recipient countries. 3. The major motif of the V4 countries for providing foreign aid was to support the geopolitical interest of the ex "Soviet Block", while after the change of the regime the aspiration of the V4 countries shifted towards gaining economic benefits from the cooperation with the aid recipient countries. The method of the research is literature review related to development theory and foreign aid as well as statistical analysis based on data on Official Development Assistance (ODA). Results prove the hypotheses.
The Treaty of Trianon, signed on June 4, 1920, affected Hungary is several ways. The country lost almost two-thirds of its population and territory. The peace treaty not only had territorial, national, economic and military consequences, but several Hungarian higher education institutions were also affected disadvantageously. After 1919 there was no education at most Hungarian universities and as a result of the new borders, the country's network of higher education institutions changed significantly. Universities in the detached territories were forced to leave. The study presents the operating conditions of the universities (Kolozsvári Magyar Királyi Ferenc József Tudományegyetem, Magyar Királyi Erzsébet Tudományegyetem, Bányászati és Erdészeti Főiskola) and certain faculties involved following the Trianon Peace Treaty. The study also shows how the Treaty changed the Hungarian higher education, and how it changed the Hungarian higher education map. Kuno Klebelsberg realised that the cultural differences caused by the change in the landscape of higher education couldn't be sustained for a long time, so he implemented a number of actions in order to lessen the predominance of Budapest. The study covers the most important actions in the field of higher education. It examines the change in the number of students as well as the rate of those with university degree after the new borders were defined. Changes in the institutional network and the history of the universities are based on secondary literature analysis. The presentation of the student statistics is based on the analysis of data published in the Statistical Yearbooks of the Hungarian Central Statistical Office. Az 1920. június 4-én aláírt trianoni békeszerződés több szempontból is sújtotta hazánkat. Az ország elvesztette lakosságának és területének csaknem kétharmadát. A békeszerződésnek nemcsak területi, nemzetiségi, gazdasági és katonai hatásai voltak, hanem számos magyar felsőoktatási intézményt is hátrányosan érintett. 1919-től már a legtöbb hazai egyetemen nem folyt oktatás, és a történelmi Magyarország összeomlásának következményeként az ország felsőoktatási intézményhálózata is számottevően megváltozott. Az elcsatolt részeken ragadt egyetemek többségének nem volt maradása. A tanulmány bemutatja a trianoni békeszerződést követően az érintett egyetemeknek (Kolozsvári Magyar Királyi Ferenc József Tudományegyetem, pozsonyi Erzsébet Tudományegyetem és selmecbányai Bányászati és Erdészeti Főiskola) és egyes egyetemi karoknak a működési feltételét. Értékeli továbbá, hogy a békekötés következtében a magyar felsőoktatás milyen intézményhálózati változáson ment keresztül, és hogyan változott meg az ország felsőoktatási intézménytérképe. Klebelsberg Kunó felismerte, hogy a felsőoktatási térszerkezet változása miatt kialakult kulturális egyenlőtlenség nem tartható fent sokáig ezért számos olyan intézkedést hozott, amely Budapest túlsúlyát próbálta enyhíteni. A tanulmány a legfontosabb, felsőoktatást érintő intézkedésekre is kitér. Megvizsgálja, hogy milyen mértékben változott meg a hallgatók száma, illetve a felsőfokú végzettségűek aránya az új országhatárok kijelölését követően. Az intézményhálózati változások, illetve az egyetemek történeténetek bemutatása szakirodalmi másodelemzés alapján készült. A hallgatói statisztikák bemutatása a Központi Statisztikai Hivatal által kiadott Statisztikai Évkönyvekben közölt adatok elemzésén alapul.
