The paper analyses the class basis of the civil society in Serbia in the period of post-socialist transformation. The analysis is based on data from several empirical studies implemented by the Institute for Sociological Research of the Faculty of Philosophy in Belgrade over the past twenty years, specifically in 1997, 2007 and 2012. The main objective of the analysis is to determine whether there is rootedness of civil society activities among the middle class. The basic hypothesis of the paper is that members of the middle class are the key actors of civil society in the entire period observed. Results of the analysis show that the members of the middle class have been holders of civil protests during the period of blocked transformation - almost the only phenomenal manifestation of the civil society in Serbia in the 1990s. On the other hand, research findings from 2007 and 2012 indicated a significant decline of civic activism among all social groups, and the decline was most marked precisely among the middle class. Although members of the middle class, compared with other social groups, were still more willing to engage in civic activities, data show that the differences between social classes were not especially marked, and therefore we can talk only conditionally about rootedness of civil society activities among the middle class.
Sistem nacionalnih računa (SNR) nastao je i više puta unapreĎivan na meĎunarodnom nivou sa ciljem da omogući, izmeĎu ostalog, što potpuniju osnovu za analizu ekonomske politike. Polazeći od činjenice da će se u Srbiji nakon pribliţavanja standardima Evropske unije izraĎivati celokupan SNR, što trenutno nije slučaj, i od teze holandskog autora Bosa da će vlade sve manje koristiti SNR, u radu je ispitano koju ulogu nacionalni računi trenutno imaju u analizi ekonomske politike. Cilj istraţivanja je bio da se utvrde načini unapreĎenja upotrebe nacionalnih računa u Srbiji nakon njegove dopune, po oblastima upotrebe. Korišćenjem postojećih podataka, intervjua i kvantitativne analize, to jest ekonometrijske analize vremenskih serija, utvrĎeno je da se u tri oblasti upotrebe SNR, analizi putem indikatora, analizi tokova sredstava i makroekonometrijskom modeliranju, moţe ostvariti napredak već i sada, a posebno nakon dopune statističke produkcije. Posebno je vaţno da će biti moguće unaprediti makroekonometrijsko modeliranje u Srbiji, što je pokazano na primeru funkcije potrošnje. Komparativna analiza imovinskog efekta u Srbiji, Sloveniji, Češkoj i Holandiji pokazala je da varijabla stambene imovine nije značajna u funkciji potrošnje u Srbiji jer ne dominiraju hipoteke u svojinskoj strukturi stambenog fonda i nema finansijskih inovacija kao u razvijenim zemljama. SNR i njegovo stalno unapreĎivanje je potreban ali ne i dovoljan uslov dobre ekonomske politike. SNRje bio dovoljno razvijen za analizu za potrebe voĎenja ekonomske politike u sprečavanju neravnoteţa koje su u poslednjoj krizi imale udela, ali je tek analiza podataka nacionalnih računa eks-post omogućila unapreĎenje analize putem indikatora i standarda na osnovu kojih se mogu sprečiti neki budući mehurovi i neravnoteţe. ; The System of National Accounts (SNA) was designed and has been improved several times on the international level with the aim to provide the best possible complete basis for the economic policy analysis. Starting from the fact that after the transition to the standards of the European Union in Serbia the whole system of national accounts will be compiled, which currently is not the case, and from the thesis of the Dutch author Bos that SNA will be less used by the governments, in this dissertation the current role of the SNA in economic policy analysis has been analyzed. The aim of the research was to establish the ways of improvement in different areas of the use of SNA in Serbia, after its completion. By using the existing data, interview and quantitative i.e. econometric analysis of the time series, it has been concluded that in three areas of the use of SNA - indicator analysis, flow of funds analysis and macroeconometric modeling, the improvement is possible even now, and especially after the completion of statistical production. It is especially important that it will be possible to improve the macroeconomic modeling in Serbia, which has been shown on the example of consumption function. The comparative analysis of the wealth effect in Serbia, Slovenia, Czech Republic and the Netherlands has shown that the housing wealth variable is not significant in consumption function in Serbia, because mortgages are not dominant in the ownership structure of the housing wealth, and there are no financial innovations present, as it is the case in the developed countries. The SNA and its constant improvement is a necessary but not sufficient condition for a good economic policy. The SNA has been developed enough for the economic policy analysis to prevent imbalances which took part in the last crisis, but only the ex post analysis of the SNA data has enabled improvement of the indicator analysis and standards as the basis which may prevent future bubbles and imbalances.

Како у данашње време већа доступност података и информација у полицијској пракси не мора да значи и већу предвидљивост манифестовања безбедносно интересантних појава, свакодневно прикупљање података треба да буде праћено њиховом аналитичком обрадом. Спознати начине (појавне облике) манифестовања појава које су предмет рада полицијске организације, наћи у њима елементе будућег и предвидети њихов развој, суштински је задатак аналитичара. У раду се указује на значај аналитичког рада и аналитичке информације за доношење одлука у полицији, и сагледава допринос аналитичке подршке изради стратешких и оперативних одлука у Европској унији и Републици Србији које се односе на супротстављање тешком и организованом криминалу. ; Police activity is unthinkable without the timely and complete collection of all security-relevant data. As today's greater availability of data and information in police practice does not mean greater predictability of manifestations of security-related events, data analysis should occur on a daily basis. To understand the ways crime incidents happen, to find the elements of the future in them and to predict their development, is an essential task of analysts. Starting from the specifics of decision-making in the police, the paper points to the importance of analytical work and analytical information for policing, but also examines the contribution of analytical support to the drafting of strategic and operational decisions in the European Union and the Republic of Serbia related to combating serious and organized crime.
Many environmental and natural resource problems, which have been solved in developed countries with the use of appropriate instruments, are becoming increasingly common in developing countries. Due to poverty, the efficiency of conceiving environmental policies and minimizing costs, are inherent issues of these countries. The aim of this paper is to highlight the importance of environmental taxes in developing countries, as environmental taxes are an instrument of environmental policy that convenes with the level of their development. Most countries today pay great attention to environmental taxes. However, in the tax systems of developing countries, their significance is neglected. We analyzed 12 developing countries, which are members of the European Union, with the tendency to point out the benefits they could have from environmental taxes. A regression analysis was applied on the data series for the period 2001-2016. The results of the model show that the growth of tax revenues from ecological taxes implicitly increases the state allocation in the field of environmental protection. ; Mnogi problemi zaštite životne sredine i prirodnih resura, koji su rešeni u razvijenim zemlјama primenom odgovarajućih instrumenata, postaju sve veći u zemlјama u razvoju. Zbog siromaštva, efikasnost koncipiranja ekološke politike i minimiziranje troškova, predstavlјaju inherentna pitanja ovih zemalјa. Cilј ovog rada je da istakne značaj ekoloških poreza u zemlјama u razvoju, shodno tome da ekološki porezi predstavlјaju instrument ekološke politike koji konvenira nivou njihove razvijenosti. Većina zemalјa, danas, veliku pažnju posvećuje ekološkim porezima. Međutim, u poreskim sistemima zemalјa u razvoju, njihov značaj je delastiran. Analizirali smo 12 zemalјa u razvoju, koje su članice Evropske Unije, sa tendencijom da ukažemo na benefite koje bi one mogle imati od ekoloških poreza. Sprovedena je regresiona analiza na seriji podataka za period 2001-2016. godine. Rezultati modela pokazuju da rast poreskih prihoda od ekoloških poreza, implicitno povećava i izdvajanja države u oblasti zaštite životne sredine.

Specifičnost bivših socijalističkih društava odnosi se na to da je u njima, nakon protivrečnog procesa polumodernizacije, došlo do intenzivnog procesa retradicionalizacije. Tranzicija mlade generacije u odraslo doba događa se u konkretnom društvenom kontekstu za koji je karakterističan "sukob" suprotstavljenih vrednosti. Stoga je važno ispitati koje društvene vrednosti mladi prihvataju. Najpre se to odnosi na studentsku populaciju, s obzirom na to da je to resurs iz kog će se u budućnosti regrutovati društvena elita. U radu se problematizuju sledeća pitanja: U kojoj meri suprotstavljeni procesi modernizacije i retradicionalizacije društva ostavljaju traga na vrednosne orijentacije studenata? U kojoj meri se stavovi studenata razlikuju s obzirom na socijalne karakteristike njihovih porodica? Statistička obrada je obuhvatila univarijatnu, bivarijatnu i multivarijatnu analizu. Rezultati pokazuju da većina studenata prihvata postmoderne vrednosti (multikulturnost), a vrlo malo njih prihvata tradicionalne vrednosti (klerikalizam i etnocentrizam). Utvrđena je veza između tradicionalnih vrednosnih orijentacija i konzervativnih porodičnih obrazaca. S tim u vezi je zaključak da su rezultati u saglasnosti sa hipotezom o liberalizujućem efektu obrazovanja. ; This paper analyses the students' value orientations based on the survey conducted at the University of Rijeka (N=635). The main thesis of the theory of modernization is that changes in the socioeconomic sphere of society generate changes in its predominant value system. Therefore, in the modern societies, the weakening of the traditional and the strengthening of modern and postmodern values can be observed. This was particularly noticeable in the ex-socialist societies whose social and political transitions were generally followed by the process of intensive retraditionalization. The transition of younger generation to adulthood is taking place in the specific context of the postsocialist and post-war transformation of a society, which is characterized by the "clash" of opposing social values. Therefore, it is important to explore which social values are embraced by the young people. This is particularly important in the context of student population, because many of them will become representatives of the future social elites. The paper seeks to address the following questions: To what extent the opposing processes of modernization and re-radicalization of post-socialist societies effects students' expectance of different value orientations? To what extent different family backgrounds effect students' adoption of traditional, modern or postmodern values? Data analysis was carried out through univariate, bivariate and multivariate statistical procedures. The results of our research show that students chiefly support the postmodern values (multiculturalism) and chiefly do not support the traditional values (clericalism and ethnocentrism). Furthermore, the analysis has established a link between students' orientation to traditional values and existence of conservative patterns in their family background. The comparative analysis is based on data obtained through four empirical investigations conducted in 1986, 1999 and 2004. The results show that the predominant youth values remain stable, with minor oscillations in rank. The aspects in which the young are different from the older citizens are a broader variety of interests, a greater acceptance of post-materialistic values, and a lesser acceptance of traditional and political values. It is also shown that the optimism of youth is constantly on a high level, as well as their satisfaction with life, which is more pronounced than with older citizens. In all analyzed segments the political elite is noticeably different from both above-mentioned groups. The overall findings confirm that the acceptance of observed values varies depending on the social-political context, and the age and social status of the respondents. Since the scope of the variations is limited, the author concludes that this analysis gives one more confirmation of the relative stability of values, and of the fact that they are transmitted from generation to generation in a way which does not endanger social continuity. Religion and religious communities as active components of each social and cultural set and as major factors in its functioning, may contribute to social processes and relations or affect them both integrationally and disintegrationally. The paper lays out the theoretical and methodological grounds (functionalism) for the analysis of these processes and relations. As the examples of the integrational influence on the social and political processes in Croatia following all the social and political changes, we can mention the activities of the Catholic Church (particularly in the diaspora) and, to a degree, those of the Pentecostal Church, while the disintegrational influence was exemplified by the activities of the Serbian Orthodox Church. The text also includes a comparative analysis of the empirical data obtained from two studies carried out in Croatia (based on several partial indicators), which indicate a marked turn towards religiosity. Highlighted are possible individual and social aspects of these changes as well as the need for a complex and systematic monitoring of the religious developments in Croatia, the results of which might point to the possible integrational or disintegrational potentials of this "new religiosity" within broader social framework. Each day we make decisions, draw conclusions or resolve problems. The environment in which we make decisions is complex and dynamic and yet it influences the whole process as much as one's knowledge, experience, etc. In these situations, the decision making analysis stands out which provides a logic base for defining possible alternatives and the choice of an optimal option from the possible solutions. The decision making analysis helps the decision maker to choose the optimal option in line with his knowledge, reasoning, beliefs and preferences. When there are several criteria the decision making is ambiguous and one needs to find the optimal or the most efficient solution. The multi-criteria decision making can be multi-purposeful. In case the alternatives are explicitly defined and quantified we are dealing with the multi-attribute decision making. The criteria values for the analyzed alternatives can be qualitative and quantitative; therefore, the qualitative ones have to be quantified. Deciding on the location is one of the key elements of logistics and of the importance of the decision making process used by the companies in order to determine where to locate the facility is a decision of crucial importance to all logistic elements and the entire business development of the company. Further on, the contemporary economic, competitive and technological conditions and the business environment comprise a dynamic category, so the currently optimal location may not be optimal in the future. Companies use qualitative and quantitative criteria while deciding on the location of the factory. When deciding on the location of the factory one conducts a detailed analysis due to the dynamic business environment. Constant changes in the environment influence business adjustments. On the contrary, the logistic facilities and their locations are static and are not subject to alteration in a short period of time and in such a way respond to the business environment changes. While making such a decision one needs to use new methodologies and contemporary tools as a decision making support in order to adequately respond to the business environment changes and secure the high quality decision making by taking into account quantitative and qualitative criteria which are important for making a decision on a choice of a location. From the very beginning, local self-governments, worldwide as well as in Serbia, had different roles in the economic development. Local self-governments usually dealt with administrative procedures with no active part in the economic development. By establishing legal grounds local self-governments started improving the business environment and providing support to the business community, but also actively attracting foreign direct investments which have proven to be the key activity of the local economic development. Identification and understanding of the industrial location decision making process within the companies has been identified as a crutial activity which the local self-governments can use in improving the business environment and recruitment of direct investments. On the basis on the prioritization of the quantitative and qualitative decision making criteria in the process of selection a location, local self-governments can improve their business environment if resources are being used optimally and in such a way they support the local economic development by assisting the business community and attracting direct investments. In this paper we established a model which, using the method for decision making in the case of optimization of the industrial location decision making, enables efficient use of the resources of local economic development. The model will enable the identification of criteria / determinant of locations that should be invested in order to promote local economic development, on the basis of a comparison of local governments and types of potential investors. Use of standard methods of multiattribute analysis gives the possibility of a subjective approach to the researcher who must determine in advance the criteria weights, while the application of the model presented in this paper avoids the subjectivity and objectifies the process of preference, a combination of criteria DEA (Data Envelopment Analysis,) and multiattribute analysis methods (AHP, ELECTRE, PROMETHEE, TOPSIS). Within the dissertation, survey conducted, analysed local governments (alternatives) in terms of fulfilling the criteria (location determinants), within which each local government alone determines the criteria weight based on survey of types of potential investors. A comparative analysis of the results of these studies, where other various methods for decision making can be also used, identified the best method, among selected that are the best known and most used, and the result of the dissertation will determine the importance of the location determinants, which will enable to policymakers in field of local economic development, investment promotion and improving business environment at all levels, through the use of the proposed model of efficient planning, the opportunity to efficiently and cost-effectively use the resources at their disposal.
The subject and purpose of the research in this paper is based on the analysis of the influence of the central bank on public debt in the conditions of the currency board in Bosnia and Herzegovina. The structure of the work was set up through a dynamic analysis of the ratio of public debt variables, the supply of money, the state of the budget of the governments of Bosnia and Herzegovina, the current account and the nominal exchange rate. The research covers the period from 2000 to 2016. The research methodology is based on the use of empirical data and the application of the vector autoregresion model (VAR). On the basis of an analysis of the function of impulse and response, it is possible to indicate the reactions of the variable variables with one another. On the other hand, the decomposition of variance through the model proves the mutual variability and interaction of the variables for the observed period of research. The practical implications of the work are reflected in the answer to the extent to which monetary authorities, in the conditions of the currency board, due to the endogenous supply of money, contribute to the creation of a budget deficit and public debt. ; Predmet i cilj istraživanja u ovom radu bazira se na analizi uticaja centralne banke najavni dug u uslovima valutnog odbora u Bosni i Hercegovini. Konstrukcija rada je postavljena kroz dinamičku analizu odnosa varijabli javnog duga, ponude novca, stanja budžeta vlada Bosne i Hercegovine, tekućeg računa i nominalnog deviznog kursa. Istraživanje pokriva period od 2000. do 2016. godine. Metodologija istraživanja bazira se na upotrebi empirijskih podataka i primjeni vektorskog autoregresionog modela (VAR). Na bazi analize funkcije impulsa i odgovora moguće je ukazati na reakcije promjenjljivih varijabli međusobno, sa jedne strane. Sa druge strane, dekompozicijom varijanse kroz model dokazuje se međusobna varijabilnost i međusobni uticaj varijabli za posmatrani period istraživanja. Praktične implikacije rada ogledaju se kroz odgovor koliko monetarne vlasti u uslovima valutnog odbora, usljed endogene ponude novca, doprinose stvaranju budžetskog deficita i javnom zaduženju.
This doctoral dissertation confirmes possibilities of application of mathematical methods in the contemporary approach of decision making in development projects of cluster organizations in Serbia, as well as introduction of software application "MS Project" which ensure more effective and more efficient project management of cluster organization development, assessment of all project resources engaged and optimal forecast on the completion of the project implementation. Regarding the fact that this issue has not been sufficiently elaborated in Serbia, the main goal of the research was to clarify the role and significance of the mathematical methods, as well as to elaborate the theoretical models of multi-criteria analysis that can be successfully implemented in practice with the aim of identifying and solving problems in the development of cluster organizations in Serbia. The mode and level of topic elaboration is in compliance with the goal of theoretical and hypothetical research framework. Beside theoretical aspect the doctoral dissertation presents the application of the following methods of multi-criteria decision making: "ELECTRE" and "AHP", as well as the software application "MS Project" on data of cluster organization "Cluster House" in Nis.
One of the basic and strategic goals of post-war Bosnia and Herzegovina is a full membership in the European Union. During 1992-1995, Bosnia and Herzegovina has passed through one of the most difficult periods in its' history. The war has completely devastated the economical structure and the aftermaths were visible in the following years. As a new paradigm, the European Union appears. The European Union has helped the Western Balkans countries to overcome national tensions and offered them a new perspective; new regional and european integrations should be a new, historical chance for them. In the light of this, the focus of this paper is the impact of trade liberalization between the European Union and Bosnia and Herzegovina on the export from Bosnia and Herzegovina to European Union. The above mentioned impact has been observed in the period of eleven years. The total export amount of Bosnia and Herzegovina in 2015 was 4,6 billion euros, while the amount of the import was 8,1 billion euros, which makes nearly 60% in favor of import. Traditionally, Bosnia and Herzegovina's most important foreign trade partner is the European Union where Bosnia and Herzegovina has a deficit in foreign trade. The portion of export to EU during 2015 was 71,79% while the portion of import was 60,85%. The coverage of import over export was 66,89%. In the period of 2005-2015, most of the products have been placed to markets in Croatia, Germany, Italy, and Serbia, which is not the EU member. The process of trade liberalization in 2015 has resulted in surplus of trade with certain EU countries; Austria, Luxembourg and Estonia while the decrease in trade has been recorded with Germany, Slovenia and Czech Republic. Regarding the export, Bosnia and Herzegovina mailny places products which have labour-intensive character. In the econometrics analysis, extented gravitational models of trade have been placed. Besides the abovementioned, the following econometrical techinques have been used: panel data models (PD), fixed effecs models (RE) and panel corrected standard errors (PCSE). In addition, Hausman test has been applied. According to the analysis that has been carried out, the following has been concluded; InGDPi, InGDPj and InDISTij variables are statistically important on the level of 5% in the period of gradual liberalization. The SSP1 an EK variables are not siginificant.In the other moder, in the period of complete liberalization InGDPi, InGDPj and SSP2 variables have a significant impact on a dependent variable on a level of 5%. InDISTij and EK variables have a significant impact on a level od 5% as well. The above mentioned result confirm the research hypothesis; trade liberalization has a significant impact on the export of Bosnia and Herzegovina to the EU. The basic limit of this research can be a relatively short observation period, caused by the fact that the data of merchandise trade between Bosnia and Herzegovina and EU countries until 2005 are not accessible.
"Democracy provides an environment in which the protection of basic human rights is best guaranteed." (Our Global Neighborhood: The report of the Commission on Global Governance, New York 1998). A comparative analysis of available data on state security services of several European states and the US points to the fundamental theoretical tenets concerning the role and the functioning of these services in democratic environment. Since their beginnings, these agencies have been the chief instrument in national security protection. Historically, in various states and in different periods, the unique mission of security services - the protection of national security - has not included uniformity of content. Among other things, this is largely due to a lack of an unequivocal definition of the concept of national security and a miscellany of "perceptions" by the ruling structures of certain states. This is why security services in totalitarian regimes, in t name of protecting "national security", have violated human rights. Due to their specific role within national security systems, security services restri certain rights of certain individuals and organisations even in democratic societies. However, democratic societies are characterised by the fact that security services operate strictly within the law and that such violations are minimal. In other words, in democratic states, security services violate some civil rights in order to protect the key sections of national security, democratic society, and community rights. The policy of pressure on Croatia as an illustrative - although not isolated - example has not inspired empirical and theoretical studies of this phenomenon. The discussion has remained at the level of everyday political discourse, even "coffee-house politics". Due to its extreme topicality, as well as its theoretical "solvency", the author has attempted with this essay to come up with a theoretical definition of the concept of pressure and to demonstrate on the Croatian example its goals, scope, dynamics and future prospects and outcomes. Among the existing approaches, the author has chosen the "politico-economic approach" which defines the policy of pressure as a specific form of political communication between the "centre" and the "periphery" in Wallerstein's "world system". The example of Croatia serves the author as an ideal-type model of such communication through a combination of political science and sociological analysis. In his opinion, and due to certain favourable contingencies, Croatia is the nearest to the ideal type of such communication. + Due to a lack of systematic empirical data, the discussion naturally remains at the theoretical- hypothetical level, and should be understood as an invitation to further discussion and as an incentive for more extensive empirical research. However, since this is a very dynamic phenomenon, the question is: is the author's argumentation still valid today as it was at the time when the essay was written? There have been two changes: (1) the war on Kosovo which proves the author's hypotheses; and (2) a certain "thaw" in the relations between the international community (particularly USA) and Croatia (it is still unclear whether this change concerns the fundamental strategic trends or is solely a "politico-meteorological" phenomenon (the alteration of colder and warmer periods). This is why the author did not deem any alterations in the text necessary; one should wait and in the meantime expose the (hypo)theses to some critical scrutiny. (SOI : PM: S. 211)
