Temsili demokrasiler için yapılan seçimler, iktidarların meşruluk kaynaklarıdır. Siyasal seçimler bu demokrasiler için önem arz etmektedir. Siyasal seçimlerin temel aktörü olan seçmenlerin davranışlarını anlamlandırmak da iktidara talip olan partilerin ve liderlerin ilgi alanına girmekte, tüm bu hususlar seçmen davranışlarını siyaset biliminin önemli inceleme konularından biri haline getirmektedir. Seçmen davranışlarına etki eden birçok faktör vardır. Yaş, cinsiyet, aile, çevre, gelir düzeyi ve eğitim bu faktörlerden ilk anda sayabildiklerimizdir. Fakat günümüzün seçmenlerinin güvenlik kaygısı ile güçlü devlet vatandaşı olma isteği, oy verme davranışlarını siyasi lider faktörü çerçevesinde şekillendirmelerine neden olmuştur. Üstelik güçlü lider isteği artık siyasal kültürler üzerinde neredeyse tüm ülkelerin seçmenlerinde genel olarak bir eğilim göstermektedir. Tezin yukarıda da özetlenen iddiası kapsamında; seçmen davranışlarına etki eden en önemli faktörün siyasi lider olduğu fakat bu etkinin sadece siyasal kültürle açıklanamayacağı, günümüzde yaşanan güvenlik kaygısının, seçmenlerin, siyasi lideri gözeterek oy verme davranışlarını şekillendirdikleri yapılan anket çalışmaları ile de kanıtlanmıştır. ; Elections for representative democracies are the legitimacy sources of power. Political elections are important for these kind of democracies. Understanding the behavior of the voters who are the main actors of the political elections, is also of interest to the parties and leaders who want to take power. There are many factors affecting voter behavior. Mainly age, gender, family, environment, income level and education are among these factors. However, today's electorate's security concern and strong state demand have led us to think that the leading factor in voting behavior is more effective. Moreover the demand for a strong leader shows a general tendency in the voters of almost all countries on political cultures. Within the scope of the claim of the thesis summarized above; It has also been proved by the surveys that the most important factor affecting the voter behavior is political leader but this effect cannot be explained only by political culture, the security concern of today, the voters shape the voting behavior by considering the political leader.

In the process of forming expectations and decision-making, how brain processes internal and external information and experiences and the factors are affecting these processes are an important discussion. In this context, the relationship between an agent's emotions and rational reasoning ability and that between expectation formation and decision-making process are important. In the mainstream economic literature, expectation and decision-making theories are formed by perspectives reliant on the cognitive aspects of these processes. However, such perspectives do not explain the relationship of emotions and affect with intuitive and experiential systems. In this respect, the relationship between the experiential system and the rational system must be analyzed. They are expressed in metaphors of mind and emotion in psychology, cognitive neuroscience, and behavioral economics literature, which should be included more intensively in economic methodology. The dual-process theories applied in the field of psychology work on the information processing and thinking systems of an individual. The distinction and interdependence between the rational reasoning of the brain and the experiential process of information processing, especially those of the dual-process theories, show that the framework of economic expectations and established theories of decision-making is insufficient to understand the process of forming those processes. To overcome this important deficiency in economic literature, it is concluded with the help of related literature that emotions affect the expectation and decision-making formation and that the experiential process in the brain works in a manner that works together collaboration with the rational system.

Ekonomik, sosyal ve politik yönden büyük değişimlerin yaşandığı günümüzde liderlik, bir etkileme süreci ve ilişki biçimi olarak ele alınır. İktidarın ele geçirilmesi ve doğru olarak kullanılması üzerinde yoğunlaşan siyasi liderlik ise kitleleri etkilemek suretiyle toplumsal değişimleri gerçekleştirebilecek bir süreci ihtiva eder. Bu açıdan bakıldığında, sonuçlarının gelecekte elde edilmesi ve geleceğin belirsizliğini taşıması nedeniyle karar alma faaliyeti, bu sürecin can alıcı bölümünü oluşturur. Karar alma sürecini etkileyen birçok faktör olmakla birlikte, siyasi liderlerin kişisel özelliklerini, deneyimlerini, yeteneklerini kapsayan bireysel faktörlerin, siyasi karar alma sürecini etkileyen en önemli unsur olduğu açıktır. Bu çalışmada, siyasi liderlerin kişilik sistemlerinin karar alma sürecine olan etkisi ortaya çıkarılmaya çalışılmıştır. Bu bağlamda Mustafa Kemâl Atatürk model olarak ele alınmıştır. Çalışmada liderlik, karar alma süreci ve bu sürece liderlerin kişilik özelliklerinin etkileri üç ayrı bölümde incelenmiş, çalışmayla ilgili değerlendirmelere ise Atatürk'ün model olarak çerçevelendirilmesi ışığında son bölümde yer verilmiştir. Çalışmanın sınırlılıkları dolayısıyla siyasi liderlik kavramı, Machiavelli'nin hükümdara atfettiği özellikler ve Max Weber' in otorite anlayışı ele alınarak incelenmiş, kişilik sistemlerinin karar alma sürecine olan etkileri araştırılırken ise araç olarak, psikoloji biliminin öncülerinden olan Cari Gustave Jung tarafından kuramlaştırılan sekiz kişilik tipi kullanılmıştır. Tüm bu incelemelerin sonunda, siyasi liderlerin sahip olduğu kişilik özelliklerinin karar alma süreci üzerinde büyük bir etkiye sahip olduğu değerlendirilmiştir. ; Leadership is thought to be a process of influence and a way of relationship in today's world at which great changes are seen in the respect of economics, society and politics. Political leadership which focuses on seizing the power and using it appropriately includes a process that can realize social changes by influencing the society. In this respect, decision-making is the core point of this process as its results which do have the vagueness of the future can be reached in future. Although there are many factors that influence the process of decision-making, it is obvious that the individual factors including the personal properties, experiences, abilities of the political leaders are the most important elements influincing the process of decision-making. This study aims to figure out the effects of personality systems of political leaders on decision making process. In this context Mustafa Kemal Atatürk was analiezed as a model. In this study leadership, decision making process and the effects of leader's personality traits on this process has been dealt with in three different sections, and the evaluations about the study are stated in the last section under the light in which Atatürk is presented as a model. Because of the limitations of the study, the concept of political leadership is studied by taking the traits stated in "The Rules" by Machiavelli and Max Weber's understanding of the authority into account. On the other hand, while the effects of personality systems on decision making process are being explored, eight personality types which were theorized by Carl Gustave Jung who is one of the pioneers in science of psychology have been used. Eventually, it has been evaluated that the personality traits of poitical leaders have a great impact on decision-making process.

Siyasi karar tahakküm-yönetim- strateji ilişkilerini içerir ve kendine has bağımsızlaşma yeteneği vardır. Siyasi kararın egemenlikle rabıtası norm ihdasıyla konumlandığından norm ve istisna eksenleri ayrıntılandırılmış, istisnayı dışlamanın asliliği vurgulanmıştır. Aydınlanmacı tezde normların hakikati temsili, özneler arasındalığılığı üzerinde durulmuş Rawls'un düzeltme girişimine değinilmiştir. Müzakereci ve kararcı tezlerin rasyonal addedilmeyen unsurların siyasi kararlara sızışı bakımından farklılaşmaları irdelenmiştir. Schmitt'in reddettiği norma yakınlık ve meylettiği istisna kuramının ulus muhtevasından gelen tarihi sabiteleri dışlayıcı yapısına buna mukabil liberal tezlerin siyasi karar mimarisi bakımından tam yapısızlaştırmayı hedeflediğine ve Rawls'un nötrleştirici tutumuna değinilmiştir. Düzenlemeci teknik baskınlaştıkça siyasi kararların normla tek biçimli cevap üretimine dönüştüğü, istisna kuramının deneyim ağırlıklı teknikte dirençle karşılandığına değinilmiştir. Siyasi kararın üst limitte egemenlikle olan rabıtasına nazaran neyin norm olduğu ya da istisnai olanla, iç limitte neyin rasyonal olmadığına dair dışlamalarla belirlendiği vurgulanmıştır. ; Political decisions which have an independent nature of their own involve the inter-relationships among domination, administration and strategy. Taking into consideration the approach that establishes the relationship between political decision and sovereignty through instutionalization of norms, exceptions and norms are delineated and exclusion of exceptions is emphasized with regards to Schmitt and Agamben-Benjamin. The representation of reality through norms in the Enlightenment thought and the inter-subjectivity ofthe norms with regards to Habermas is elaborated while the additional revisions brought upon by Rawls are discussed. The differentiation of negotiator and decision maker (as in Schmitt) theories are thoroughly scrutinized with respect to their relevant analysis of infiltration of political decisions by factors which are regarded as irrational. The theories of Schmitt which disregard norm-centric approaches and lean towards theexception-centric theories (which exclude historical constants arising from national content) are mentioned. Rawl's neutralization approach is examined in view of theliberal theories aiming to destructuralize political decision architecture along the abovementioned lines. It is mentioned that, as the regulatory technique becomes more dominant, political decisions take the shape of jurisprudencial uniform answers. It is also discussed that the exceptions approach meets more resistance in experiential processes. What is relevant as norm in view of the relationship between political decision and its upper limits, sovereignty, is also considered. Additionally, it is mentioned that the exceptional factors are determined through the exclusion of what is regarded as "off-limits", namely irrational.

Bologna süreci, akademik değerlendirme ve kalite güvence standartlarını Avrupa'da daha uyumlu ve daha karşılaştırılabilir yaparak Avrupa Yükseköğretim Alanı'nı oluşturma olarak tanımlanır. Avrupa Yükseköğretim Alanı'nda olmayı amaçlayan üniversiteler, sistemlerini Bologna sürecine adapte emek zorunda kalmışlardır. Adaptasyon sürecindeki ana problemlerden biri, Bologna sürecinin kısıtlarını ve paydaşların düşüncelerini dikkate alarak derslerin değerlendirilmesi ve seçilmesidir. Bu çalışmada çok ölçütlü karar verme yöntemi, dersleri değerlendirme ve seçme problemini çözmek için önerilmiştir. In this study, a multi-criteria decision making methodology is proposed to solve the course evaluation and selection problem. The proposed multi-criteria decision making methodology is applied to a graduate program of an Industrial Engineering Department

Alan araştırmasıyla ortaya çıkan en temel sonuç, iletişim araç ve yöntemlerinin seçmen-lerin karar sürecinde orta düzeyde önem taşıdığıdır. ; Political parties and candidates perform various activities in order to influence the voters' decision making process. Today these activities are mostly intensified on the communication media and meth-ods. It is a generally accepted opinion that communication media and methods are important in the decision making process of the voters. In this study, we question the extend in which various commu-nication media and methods influence the decision making process of the voters. Theoretical opinions were tested with a survey. The importance levels of various media including television, radi o, news-papers, notices and brochures, meetings, voters' visits and internet sites were questioned. The princi-pal result of the survey is the communication media and methods influence the decision making process of the voters on an average level.

Today, attempts to further democratization of public management.Primarily to the realization of democracy in local democracy must be implemented at the national level.The most important actors in local and national democracy would take place, is thought to be nongovernmental organizations and local governments. In this thesis from the perspective of local governance for the realization of full democracy, civil society organizations in decision-making processes of local governments in the place of what is, is what should be the issue In this context, the first part of the study dealt with te conceptual aspects of democracy,local democracy, local governance and management ıssues are discussed on the basis of the relationships between them and Turkey.The second section, the conteptual aspect of civil society, development,features,functions and NGOs focused on the relationship of democracy.The third section is the last part of the study from the perspective of local democracy and governance NGOs participation of local governments,the province of Aydın on the basis of the results of research in the area evaluated. ; Küreselleşmeyle birlikte dünyada yaşanan ekonomik, teknolojik, siyasal ve yönetsel gelişmeler, devlet yapılarını da etkilemiştir. Merkeziyetçi, hiyerarşiye dayalı yönetim anlayışı yerini demokratik, katılımcı, şeffaf, hesap verebilir bir yönetim anlayışına bırakmıştır. Yönetişim olarak ifade edilen bu yönetim anlayışı devletin tanımı, rolü ve sınırlarıyla ilgili yeni boyutlar getirmekte; merkeziyetçi devletin yetkilerini ve işlevlerini yerel yönetimlerle ve sivil topluluklarla paylaşarak daha demokratik bir devlet yapısı öngörmektedir. Günümüzde kamu yönetimi daha fazla demokratikleşme çabasındadır. Demokrasinin ulusal düzeyde gerçekleştirilebilmesi için öncelikle yerel demokrasinin gerçekleştirilmesi gerekmektedir. Yerel ve ulusal demokrasinin gerçekleşmesini sağlayacak en önemli aktörlerin ise, sivil toplum kuruluşları ve yerel yönetimler olduğu düşünülmektedir. Bu tezde yönetişim perspektifinden yerel demokrasinin tam anlamıyla gerçekleşebilmesi için, sivil toplum kuruluşlarının yerel yönetimlerin karar alma süreçlerindeki yerinin ne olduğu konu edilmektedir. Bu çerçevede çalışmanın ilk bölümünde kavramsal boyutuyla ele alınan demokrasi, yerel demokrasi, yerel yönetim ve yönetişim konuları aralarındaki ilişkiler ve Türkiye bazında irdelenmiştir. İkinci bölümde sivil toplumun kavramsal yönü, gelişimi, özellikleri, işlevleri, demokrasiyle ilişkisi ve STK'lar üzerinde durulmuştur. Çalışmanın son bölümünü oluşturan üçüncü bölümde ise yerel demokrasi ve yönetişim perspektifinden STK' ların yerel yönetimlere katılımı, Aydın ili bazında yapılan alan araştırması sonuçlarıyla değerlendirilmiştir.

Müzakereleri iki taraflı bir süreç olarak ele almak üçüncü tarafları göz önüne almamak eğilimine işaret eder. Üçüncü taraflar, sadece sürece katılmakla kalmayıp, aynı zamanda dikkatli bir şekilde yönetilmesi gereken süreci daha karmaşık hale getirirler. Bu yaklaşım ışığında, müzakereler çok taraflı olarak ve Türkiye ve Avrupa Birliğindeki kurumlar tarafından, çok taraflılığın doğasından kaynaklanan istikrar ve sınırlılıklara uygun olarak gerçekleştirilmelidir. ; Turkey and European Union accession talks process is an ongoing negotiation process after the 3rd Oct, 2005 decision. Taking the negotiations as a bilateral process has a tendency which ignores the third parties. Third parties are not only involving the process, but also making more complex that needs to be held negotiations carefully managed. In the light of this approach, negotiations should be held as a multilateral process and its nature of stability and limitations in which determined by the institutions of Turkey and the European Union.

Bu çalısma, Türkiye'deki düzenleyici sürecin kurumsal donanımını yeni kurumsalcı iktisadın islem maliyetleri perspektifinden analiz etmeyi amaçlamaktadır. Bu dogrultuda, öncelikle yeni kurumsalcı yaklasıma kadar gelisen regülasyon teorileri hakkında genis bir literatür taraması yapılmıstır. Regülasyon, teorik olarak, türleri bakımından ve iktisadi faaliyet üzerindeki etkileri baglamında tartısılmıstır. Kamu hizmetlerinin regülasyonunda uygulanan yöntemler ve regülasyon sürecinde daha rekabetçi bir yapıya geçisi saglayan deregülasyon ve özellestirme gibi uygulamalar da ayrıca tartısılmaktadır. Tezin önemli bir katkısı, yeni kurumsalcı perspektiften regülasyonun kurumsal analizini yapmasıdır. Regülasyon iktisadı literatüründe yeni gelisen bu yaklasımla, regülasyonun arz kısmı modellendirilmektedir. Bu model, regülasyonun daha önceki regülasyon teorilerinde ifade edilen etkinsizlikleri dısında, bir ülkenin düzenleyici kurumsal yapısının nasıl önemli bir etkinsizlik unsuru olabilecegini göstermektedir. Model, bir ülkede yatırımların gerçeklesmesi konusunda belirleyici role sahip islem maliyetleri ve düzenleyici taahhüt kavramlarını analizin merkezine alarak, ülkenin düzenleyici politik kurumları arasındaki etkilesimin hangi durumlarda islem maliyetleri ve düzenleyici taahhüdü nasıl etkiledigini analiz etmektedir. Tez, gelistirilen bu model kapsamında Türkiye'de geçis dönemi yasayan düzenleyici devlet modelinin islem maliyetleri ve düzenleyici taahhüt açısından ne anlam ifade ettigini tartısarak, Türkiye'deki iktisadi faaliyeti düzenleyici süreci tartısmaktadır. Özellikle bagımsız düzenleyici kurumlara geçisin, politik ve yasal süreçlerden kaynaklanan dirençle karsılasması, bu kurumların Türkiye'nin düzenleyici çevresinde yerlesik hale gelmesini ve kurumsallasmasını engelleyerek, düzenleyici sürecin politik islem maliyetlerini artırmakta ve düzenleyici taahhüdün güvenilirligini zedelemektedir. Son olarak tez, kurumlar arasındaki bu çatısmanın kaynaklarını göstererek, etkin bir düzenleyici süreç için bir model olarak, düzenleyici süreçte takip edilmesi gereken bir karar agacı önerisi sunmaktadır. ; This study aims to scrutinize the institutional endowment of regulatory process in Turkey from the viewpoint of transaction costs of new institutional economics. It is previously surveyed the developing literature of regulatory economics till the new institutionalist approach. Regulation is considered theoretically, in point of its kinds, and in context of its effects on the economy. It is also taken into account the methods used to regulate the public utilities, the applications as deregulation and privatization used to obtain the transition to competition. An important contribution of the thesis is to analyze the institutional structure of regulation from the new institutional perspective. With this developing approach in the literature of economics of regulation, it is established a new model for the supply side of regulation. The model displays how the institutional structure of a country can be a prominent component of inefficiency exclusive of the other theories of regulation point out inefficiencies. The model analyzes how and under which situations interaction among the regulatory policy-making institutions of the country affects the regulatory process by focusing on it the terms of the transactions costs and the regulatory commitment. The transaction costs and the regulatory commitment have a crucial role over realization of the investments in a country. In the scope of this model, the dissertation scrutinizes the regulatory process in Turkey by drawing attention what the model of regulatory state in the transition term means in terms of the transaction costs and the regulatory commitment. Especially, the legislative and the legal turmoil in the transition to independent regulatory agencies (IRAs) increase the political transaction costs of the regulatory process and bring about the incredible regulatory commitment by hindering the institutionalization of IRAs. In the end, the thesis presents a decision tree for an efficient regulatory process as a useful model by displaying the sources of the clash among the regulatory institutions

İran İslam Cumhuriyeti, Ortadoğu'da önemli bir bölgesel aktör olup yürüttüğü politikalarla dünya gündeminde kalmaya devam etmektedir. Bütün sınamalara rağmen kırk yılı geride bırakan İslam Cumhuriyeti'nin politikaları, özellikle de dış politika belirleme süreci ve bu sürecin etkenleri, çalışmanın odağını oluşturmaktadır. Bu kapsamda araştırma esnasında sadece dış politika üzerinde durulmamış, İran'ın dış politika belirleme sürecini etkilediğine inanılan tarih, inanç, kültür, sosyal yapı gibi öğeler ile bu öğelerin halk ve yöneticilerde bıraktığı etkiye de değinilmiştir. Aryailerin İran coğrafyasına yerleşmeye başladıkları dönem, araştırmanın başlangıç noktası olarak seçilmiş böylece İran halkı ve yöneticilerinin ulusal kimlik öğeleri incelenmiştir. Bunun yanında dış politikayı doğrudan etkilediğine inanılan İran rejiminin ideolojik yapısı da araştırmaya dâhil edilerek İran İslam Cumhuriyeti'nin dış politikasının temel motivasyonu anlaşılmaya çalışılmıştır. Çalışma kapsamında İran tarihi, İslam Cumhuriyeti'nin sosyal ve siyasal yapısı, yönetimde etkili olan kişi ve gruplar, nihai olarak İslam Cumhuriyeti'nin dış politikasına etki eden unsurlar ile buna bağlı olarak dış politikanın ana amacı incelenmiştir. İnceleme esnasında konu ile ilgili yerli ve yabancı kaynaklar taranmış, sonuç olarak İran İslam Cumhuriyeti'nin dış politikasının rejimin devamını sağlayacak şekilde tasarlandığı sonucuna varılmıştır. ; Islamic Republic of Iran, as a regional power in the Middle East, remains on the international agenda by its policies. The Islamic Republic survived for forty years despite all the tests; its policies, especially the foreign policy making process and, factors affecting it, are the focus of this study. The foreign policy is not the only focus in this context. The items such as history, belief, culture, social structure which are believed to be affecting the foreign policy decision-making process, the public and, the administrators were also mentioned. From this point, the era in which Arian tribes settled in the region was selected as the starting point to understand the national identity factors of Persians and their administrators. Additionally, the ideological background of the regime, which is believed to directly affect the policies of Islamic Republic, added to the study to analyze the main objective of the Iranian foreign policy. Within the scope of the study, the history of Iran, the social and political structure of the Islamic Republic, the affecting factors in the administration and ultimately the main purpose of the policy making process of the State were studied. During the examination, domestic and foreign sources were analyzed. As a result, it was concluded that the foreign policy of the Islamic Republic of Iran is being designed to maintain the survival of the regime.
