In December 1617 Louis XIII convoked an Assembly of Notables at Rouen. The King desired to submit several plans for reform to the representatives of the nobility and clergy and of the sovereign courts. This discussion, attributed to Hugues Picardet, deputy, begins with a commentary of the government of France, a government which unites a monarchy, an artistocracy, and a democracy.
