There is a great resistance from several Asian country leaders towards democracy. Basically, they view that the US has "forced" some Asian countries to implement its model of government which is thought to be a good form of government for all countries, particularly in terms of placing democracy as a "yardstick" when some of the countries need International Aids. While actually, they argue that what works for one country does not necessarily appropriate for others. Lee Kuan Yew argue that what people's real need is a "good government", whase its implementation might differ for each country and might also differ from "Western" values. Nevertheless, some observers have criticized the concept as well. They argue that it has been implemented on the expense of restricting political space available for he citizens. This research is motivated by the formation of the Democratic Volunteer Program by the Election Commission in increasing voter participation in legislative elections in 2014 in the city of Padang. Volunteers Democracy is a social movement intended to increase voter participation and the quality of the voters in the voting. Volunteers Democracy consists of 5 groups of voters strategic group of voters, religious groups, women's groups, disability groups, Group Fringe. Volunteers Democracy referred to in this research is the existence of volunteers of democracy amongst the people which includes knowledge about the role of volunteers democracy, Impact Volunteer of the volunteers of democracy, as well as the constraints faced by volunteers of democracy in increasing voter participation in legislative elections in 2014 in the city of Padang. Research type is descriptive. The instruments used are interviews and documentation. The results showed, the existence of Democracy Volunteer to assist the Commission in order to regrow positive awareness of the importance of the elections in the life of the nation in order to decrease the level of abstentions. From these results it can be concluded, the volunteer role of democracy in increasing voter participation in legislative elections in 2014 in the city of Padang is to regrow public awareness of the importance of the elections in the life of nation and state in order to decrease the level of abstentions.Keywords: role, volunteering democracy, voter participation, pileg.
Penelitian ini bertujuan untuk mengungkap keterkaitan demokrasi dengan kekuasaan adat dalam menangani eks pengungsi Timor-Leste di Kabupaten Belu, Provinsi Nusa Tenggara Timur, Indonesia, terkait dengan praktik demokrasi. Lebih spesifiknya, demokrasi dibatasi pada konteks potensi eksklusi akses Dana Desa bagi penduduk baru. Penelitian ini menggunakan pendekatan kualitatif dan studi kasus untuk mengungkap praktik demokrasi terkait implementasi Dana Desa yang terjalin erat dengan budaya lokal. Subjek dalam penelitian ini adalah penduduk baru di Desa Fatuba'a yang secara geografis berdekatan dengan perbatasan antara Indonesia dan Timor-Leste. Hampir separuh dari penduduk Fatuba'a adalah penduduk baru eks pengungsi Timor-Leste. Banyaknya penduduk baru telah menjadi masalah sosial yang kompleks bagi Desa Fatuba'a. Teknik pengumpulan data meliputi observasi, wawancara mendalam, dan diskusi kelompok terfokus. Hasil penelitian menunjukkan bahwa lembaga adat memiliki peran yang signifikan dalam mendistribusikan kekuasaan baik dalam aspek pemerintahan maupun pembangunan desa, termasuk dalam penyaluran penggunaan dana desa. Suku Liudasik merupakan suku dominan yang berhasil mendapatkan legitimasi penduduk baru dengan memberikan tanah ulayat sebagai tempat tinggal dan bercocok tanam atas kontribusi mereka untuk memilih kepala desa dari suku Liudasik. Dalam konteks Dana Desa, penggunaannya juga menunjukkan adanya saling ketergantungan antara penghuni baru dengan suku Liudasik. Dengan demikian, penduduk baru memiliki akses ke dana desa. Tidak ada eksklusi terhadap penduduk baru untuk penggunaan Dana Desa Fatuba'a. Ketergantungan penduduk baru pada lembaga adat telah melanggengkan kekuasaan adat suku Liudasik. ; This research aims to reveal the relations between democracy and customary power in handling the East Timorese ex-refugees in Belu Regency, East Nusa Tenggara Province, Indonesia, related to democratic practices More specifically, democracy is limited to the context of potential exclusion access of the Village Fund for new residents. This research used a qualitative and case studies approach to reveal democratic practices related to the implementation of Village Funds that are intertwined with the local culture. The subjects in this research were new residents in Fatuba'a Village which is geographically close to the cross-border between Indonesia and East Timor. Nearly half of Fatuba'a's populations are new residents who are East Timorese ex-refugees. A large number of new residents have become a complex social problem for Fatuba'a Village. The data collection techniques consist of observation, in-depth interviews, and focus group discussions. The results showed that customary institutions play a significant role in distributing power both in aspects of government and village development, including the distribution of village funds-use. The Liudasik tribe is a successful dominant tribe obtaining legitimacy of the new residents by granting customary land as a place to live and farming for their contribution to elect the village head from the Liudasik tribe. In the context of the Village Fund, its use also shows the interdependence between new residents and the Liudasik tribe. Consequently, the new residents have an access to village funds. There is no exclusion of new residents for the Fatuba'a's Village Fund-use. The dependence of new residents on customary institutions has perpetuated the customary power of the Liudasik tribe.
Building democracy is not something easy, democracy as a political system has become the choice of our founding fathers. Democracy to this day is still considered to be the best political system of the political system that has ever existed. As the best political system, democracy must be cared for and fostered in order to thrive in our country, the Republic of Indonesia. However, at present, there are many efforts that distort democracy. SARA politics developed by certain groups for example. Besides the hoax news that is repeatedly spread so that it is considered a truth. This ultimately made people including millennials confused. This paper aims to explore more deeply how to build a democratic democracy and the dynamics of the 2019 presidential election. In this paper the literature research method is used. In the discussion it can be concluded that the challenge of the 2019 general election is: how to deal with challenges ahead of the 2019 general election in Indonesia to implement an effective political constellation to build political stability.
The concept of democracy in Indonesia actually has already exists at the grassroots level, which is in the village, and thus, to create democracy should be from the bottom. At this level, we would know how to create, strengthening, and consolidating democracy in regional even in national level. Hence, the core institution for democratization is the Village at the grassroots level. This case study research conducted in Sunyalangu Village, Central Java, Indonesia that is include to a poor village in Banyumas region and thus, it become a marginal village. I examine their political cultures on national general elections from 1971 to 2004 and the relationships between village's executive and legislative roles on the lowest level of democratization. This focus shows how empirical democracy created. The result of this research shows that their political cultures is inconsistence in elects their political parties and representatives because of personal needs and their moral economy to the political party. Moreover, the village government (local executive) is still dominates the relationship with local parliament (BPD) because of the institutional and geographical constraints at the grassroots level. The implication of this situation is to re-think the concept of democracy in grassroots level by creating the democracy culture.
Abstract Arthasastra book first examines community by explaining the purpose trayi, anvikshiki, Varta, and danda within the framework of human existence. Then went on to explain warnasrama dharma as the foundation of social order and the general obligations that apply to everyone. As a statesman, Kautilya pay great attention to work and power. Arthasastra reflected elements of democracy, as described in the conception of democracy among other kingdoms or states recognize diversity; folk in the free association or organization; cooperation are independent and harmonious; seek justice; contained the separation and division of powers; powers acquired under the law; election of state officials based on moral qualities and skills; government policy implemented by law; carried out in a planned leadership succession; no freedom of individuals to develop their talents and interests; ensure the protection of the rights and welfare; magnitude of taxes and trading profits stipulated by the agreement, and dispute resolution institutionalized by prioritizing peace. The number of single contestant within three occasion times of local election is continously rising. Besides, political parties are eligible to set the competition involving more than one contestant. This leads political parties performance comes into questions. Since many political scientists believed that quality of democracy depends on the degree of political parties' performance, there have been inquires on how fine Indonesian democracy will be in the future. Through qualitative approach, descriptive methods, and literature review of collecting data technique, this research concludes that the rise of single contestants has negative impact on the political parties' image and performance. Furthermore, while the quality of democracy is influenced by the political parties' performance, the decrease on their image and performance consequently leads Indonesian democracy into negative path. Political parties-backed single contestant is conclusively a threat to the future of Indonesian democracy.
The decision of Indonesian Constitutional Court No. 100/PUU-XII/2015 legitimizing single candidate give solution for democracy deadlock in some regions.Based on that decision, The Election Commission make a regulation giving alternative for some regions having only one candidate for choosing the picture of candidate against empty box.These battle in the beginning seems not fair because of political intention, empty box has no resources to compete with candidate. But, in the local election 2018, in some regions, empty box success to gain more voters than his rival. Winning of empty box in contestation of democracy became a proof that people feel tired because the system of regeneration in political parties not running well, other proof that single candidate that bring up by all political parties not always supported by voters. In the Indonesia constitutional law, the phenomenon of empty box surely implicate tomany problems. This writing will try to see this phenomenon and its implication according to Indonesian constitutional law.
Abstract The idea of democracy dates back to ancient Greece in the 4th century BC, the City State implemented a Democracy system that involved the community in making political decisions, where the area of the city was actually small and the population was entitled to vote for approximately 300 thousand people. Montesquieu set up a system that can guarantee the political rights of the people (trias politica), which is a system of separation of powers within the state into legislative, executive and judicial powers, each held by a different person.Democracy as a system has been used as an alternative in various social and state activities in several countries. There are two reasons for choosing democracy as a social and state system.First, almost all countries in the world have made democracy a fundamental principle. Secondly, democracy as a principle of state has essentially provided direction for the role of the community to organize the State as its highest organization. Therefore, true knowledge and understanding of citizens is needed about democracy.Carrying out democracy means straightening the intention to uphold the rights of others in opinion and accepting a different opinion or view in public requires common sense, because only by activating common sense can the potential to arrive at a substantial democracy will be realized.A democracy can be said to fail if it experiences a deadlock or stagnation in the process. Maintaining or caring for democracy in a country is not easy. There are a number of things that need to be considered so that the political order of a country's democracy remains on track, namely in accordance with the rule of law and the constitution and democratic values.
The sole candidate in the local leader election has become a phenomenon in the world of democracy in Indonesia. The sole candidate in the local leader election in Indonesia, is considered a solution to the impasse of democracy since 2015. This phenomenon has become a solution as well as a polemic in the community, because it is full of monopoly power. This study examines the implementation of a sole candidate in the local leader election in Bone Regency and its implications on the democratic process. This research is classified as field research with qualitative methods, while the approach used is descriptive analytic. The data sources of this research are based on primary data and secondary data. Primary data were taken from the results of interviews and observations. The results of this study indicate that the practice of selecting a sole candidate (choosing an empty column) in Bone Regency is not in the same breath as democracy and reduces the interests of the people's sovereignty in electing a leader. Some of the implications that arise include: a monopoly on political parties, injuring the interests of local communities, sole candidate competition which results in harassment and complications of pressure on voters who campaign for empty columns. As a result, people feel that their rights are not taken into account in the local leader election. The implication of this finding is that in responding to the practice of selecting sole candidates as in Bone Regency, there are many problems, so the sole candidate competition must be ended immediately because it is not in tune with the philosophical meaning of democracy.
ABSTRACTThe word democracy is increasingly popular in various developing countries, both at the level of discourse and the level of the social and political movements. As a political system, democracy has topped many countries because it is considered capable of regulating and resolving social and political relations, both involving interests between individuals in society, relations between communities, society and countries and between countries in the world. The collapse of communism in 1989 became an important momentum for democracy as a political system to spread its influence throughout the world. As a concept, democracy has a broad meaning with its own complexity. This paper tries to explain the variance of democracy, especially the debate between liberal democracies and social democracy. Besides that, he also tried to explain the practice of democracy in Indonesia after the 1998 reform era and showed the problems faced by this country in creating a democratic society. Finally this paper wants to explain that democratization in Indonesia is still in process and there are still many things that need to be addressed.
