We have analyzed the political legitimacy of democracy in Latin America with Latinobarometro's data, which is a survey about attitudes and values that has been applied annually since 1996 in 18 countries of the region, in two axes: one methodological and the other theoretical. On the one hand, we contribute to the empirical validation of the concept and its differents operationalizations, while aligning our results to the wider debate. And, in the theoretical field, our results allow us to broaden the debate on the relationship between legitimacy and democratic stability.

Iniciativas de democracia digital são produto da interação entre expectativas da sociedade, prioridades dos governos, vontade dos atores envolvidos, obrigação legal e viabilidade tecnológica. Este artigo apresenta os resultados de prospecção das iniciativas de democracia digital mantidas pelo governo federal em 2017, que identificou 119 delas em funcionamento. Desse total, 47,1% tinham como principal objetivo a promoção da transparência pública, 23,5% contavam com a participação de atores da sociedade em decisões, 23,5% procuravam fornecer informações e oportunidades para a educação das pessoas para a cidadania, e 5,9% proviam informações e meios para que cidadãos tivessem acesso à justiça. Não houve iniciativas para a promoção da deliberação pública. ; Digital democracy initiatives are the product of interaction between society's expectations, governmental priorities, governors' preferences, legal obligation and technological viability. This research evaluated how digital democracy initiatives held by federal government took place in 2017. We identified 119 working initiatives. Considering this total, 47.1% had as its main goal the promotion of public transparency, 23.5% tried to offer information and opportunities for people education for citizenship and 5.9% provided information and means for access to justice system. There were no initiatives to promote public deliberation.

A mídia e a democracia, assim como Cagney e Lacey ou Starsky e Hutch, são inseparáveis. Não se pode ter um sem ter o outro. A livre troca de ideias, informações e símbolos que alimentam os cidadãos e reconstitui o sistema como um todo tem sido há muito vista como uma das bases de sociedades democráticas. De fato, uma parafernália normativa complexa emergiu para descrever as principais responsabilidades dadas à mídia no surgimento e manutenção da democracia: como um vigilante de poderes desconhecidos, uma tribuna para a população, um defensor das minorias, um quarto poder e uma esfera pública. Diz-se que a mídia livre fornece o oxigênio, a lubrificação ou, mesmo, que é os tendões de uma democracia funcional e robusta. ; Media and democracy, like Cagney and Lacey or Starsky and Hutch, are inseparable. You just cannot have one without the other. The free exchange of ideas, information, and symbols that nourish citizens and replenish the system as a whole has long been seen as a central foundation of democratic societies. Indeed, a complex normative paraphernalia has emerged to describe the key responsibilities placed on media in the emergence and sustenance of democracy: as an independent watchdog and monitor of unchecked power, a tribune of the people, a defender of minorities, a fourth estate, and a public sphere. The free media is said to provide the oxygen, the lubrication or indeed the sinews of a fully functioning and robust democracy.

Com o dito latino Hic rhodus hic saltus, referido no prefácio da sua Filosofia do Direito, pretendia Hegel sublinhar que cabe à filosofia estudar o que é, o real, e não o que deveria ser. Nos anos 60 do século XX, o real era, para os estudos culturais ingleses, a revolução cultural em curso desde os finais da II Guerra Mundial, e que tornava crucial o estudo de questões como as da relação entre cultura e poder, cultura popular e cultura de massa, homogeneidade cultural e diversidade cultural. As reflexões dos autores dos estudos culturais, ingleses e outos, em relação a estas questões, continuam hoje a ser cruciais e, diríamos mesmo, mais cruciais do que nunca. Partindo do trabalho levado a cabo pelos estudos culturais no domínio da cultura, o presente artigo reflete sobre as condições de uma democracia que respeite a pluralidade e a diferença das culturas, não só a nível do estado nacional, hoje em profunda mudança, mas também a nível mundial/global. De forma algo anacrónica, deixamos Hegel e a sua ancoragem ao real para regressarmos a Kant e ao seu ideal de uma sociedade cosmopolita. ; Through the Latin saying Hic rhodus hic saltus, mentioned in the preface of his Philosophy of Right, Hegel intended to emphasise that it is Philosophy's duty to study what is real, rather than what ought to be. During the 60's of the 20th century, what was real was, as far as British Cultural Studies were concerned, the cultural revolution ongoing since the end of the II World War, which made critical the study of such issues as the relationship between culture and power, popular culture and mass culture, cultural homogeneity and cultural diversity. The considerations on these issues produced by cultural studies' authors – British and otherwise – remain crucial today, perhaps more so than ever. Setting the work carried through by cultural studies in the domain of culture, this paper aims to reflect upon the condition of a democracy that respects plurality and cultural differences, not only at national state level – presently undergoing deep changes – but also at a global level. In order to do so, we will somewhat anachronistically move beyond Hegel and his tethering to the real by returning to Kant and his ideal for a cosmopolitan society.

This article presents the relevance of Critical Theory for education in the contributions of Habermas and Young. It connects their respective proposals of deliberative democracy and communicative democracy by applying a conceptual methodology. Habermas' criticism of the insufficiencies of the liberal and republican models as well as his alternative based on the deliberative model is developed as a third way. Deliberation, as such, is then structured on two requirements: the legal institutionalization of the rules of participation in the public sphere and the democratic formation of individuals. Young considers that Habermas' proposal has made progress. However, it is still flawed, as it does not include the plurality of expressions of the subjects and incurs exclusions from historically marginalized social groups such as Blacks, women, and low-income groups. Young's alternative is a model of communicative democracy that contemplates pluralisms, dissent, and multiple forms of communication and narratives. It shows emotional, affective, biographical, bodily, and existential components obliterated by Habermas' proposal. To conclude, it advances the hypothesis that Habermas and Young, despite their differences, offer indispensable elements to rethink broad educational processes in which citizenship and the preparation for inclusive participation in society are prominent in the face of technical and individualistic restrictions. ; O objetivo deste artigo consiste em apresentar a relevância da Teoria Crítica para a educação a partir das contribuições de Habermas e Young tendo como ponto de articulação suas propostas de democracia deliberativa e democracia comunicativa. Utilizaremos uma metodologia de natureza conceitual para desenvolver a pesquisa. Quanto à descrição do problema, apresentaremos a crítica de Habermas às insuficiências dos modelos liberal e republicano, bem como sua alternativa a partir do modelo deliberativo. O modelo liberal limita-se à defesa de direitos individuais prescindindo de direitos sociais; o modelo republicano sofre de um idealismo ético ao supor uma conexão natural entre indivíduo e comunidade política. A deliberação, enquanto uma terceira via, está estruturada a partir de dois vieses: a institucionalização jurídica das regras de participação na esfera pública; e a formação democrática dos indivíduos. Young considera que a proposta de Habermas tem avanços, porém, ainda é falha, porque não contempla a pluralidade de expressões dos sujeitos e incorre em exclusões de grupos sociais historicamente marginalizados como negros, mulheres, pobres. A alternativa de Young é um modelo de democracia comunicativa que contempla os pluralismos, dissensos e múltiplas formas de comunicação e narrativas que evidenciam componentes emocionais, afetivos, biográficos, corporais e existenciais obliterados pela proposta de Habermas. A nossa hipótese conclusiva consiste em afirmar que Habermas e Young, apesar de suas diferenças, oferecem elementos indispensáveis para se repensar processos educacionais amplos em que a cidadania e a formação para a participação inclusiva em sociedade destacam-se perante restrições tecnicistas e individualistas.

O propósito deste artigo é repensar, nos marcos teóricos da crítica marxista, os problemas da crise de legitimidade das democracias burguesas, na América Latina nosanos 90, por conta do confronto que os movimentos sociais impõem ao Estado,enquanto representante dos interesses das classes dominantes e elemento fundamental no processo de acumulação de capital. ; The objective of this article is to rethink, from a Marxist theoretical perspective, the legitimacy crises of the bourgeois democracies of LatinAmerica in the 1990s, taking into consideration the confrontation that social movements impose upon the State, in its role as the representative of theinterests of the dominant classes and as a fundamental actor in the process of capital accumulation.

In 'Democracy against capitalism', Ellen Wood defends two important theses: capitalism inaugurates a new kind of exploitation and extortion of the working class that is not directly dependent on state extortion; this makes it possible for some political rights to be extended to a larger number of people through the establishment of "representative democracy". On the other hand, workers' political participation is limited: by identifying democracy with political representation, the ruling classes have created an illusion of popular political participation that is, in fact, extremely limited, or almost nil. In this article, we intend to show some of the main limits of representative democracy, and how this "democracy" atomizes citizens and keeps them away from effective political participation. For this, we will use other influential theorists such as Jean-Jacques Rousseau, Bernard Manin, Hanna Pitkin, Noam Chomsky.
