La discussion dans le groupe porta essentiellement sur la compatibilité entre représentation syndicale et autogestion. Du fait que la commission ait choisi de ne pas donner au mot autogestion un sens restrictif, elle fut amenée à ouvrir un large débat où il fut principalement question du développement des groupes semi-autonomes.
L 'accent fut mis surtout sur les conséquences organisationnelles -à la fois conflictuelles et de complémentarité -qu'implique un fonctionnement collectif où coexistent des structures d'autogestion et de représentation. Les participants tentèrent d'étudier les effets que peuvent avoir ces systèmes dualistes sur le changement, le rôle des représentants syndicaux et de la maîtrise ; la prise de décision et les multiples aspects de la participation. D'autres questions furent abordées concernant les conflits possibles entres les institutions représentatives (tant au plan des décisions, des systèmes de valeur que des orientations) et les organes d 'autogestion.

The army in late democratization in Guinea ; L'armée dans la démocratisation tardive en Guinée Conakry
In Sub-Saharan Africa, civil supremacy over the armed forces has been one of the main gaps in the evolution of the state public institution. Armed forces, in most country, still play an important political role. Late democratization in Guinea results into ambivalent and complex relations between the army and the political power. Those relations are part of the global issue of the politization of the army. With two military coup d'Etats, the politization of the army went hand in hand with a degradation of institutional bases of the State. This study is the analysis and forth between democratization and authoritarian restoration. Policy reforms carried out so far that seeks to redefine the concept of security policy in Guinea have crystallised around the Security Reform System which is on the one hand, a key issue to consolidate democratic achievements and on the other hand, the dynamics of State reconstruction. ; En Afrique subsaharienne, la suprématie civile sur les forces armées été l'une des principales lacunes dans l'évolution des institutions étatiques. Les forces armées, dans la plupart des pays, ont encore un rôle politique important La démocratisation tardive en Guinée résulte en Guinée a toujours butté sur les relations ambivalentes et complexes entre l'armée et pouvoir politique. Ces relations s'inscrivent dans une problématique globale de politisation de l'armée. Avec à son actif deux coups d'Etats militaires, la politisation de l'armée est allée de pair avec une dégradation des bases institutionnelles de l'Etat. Cette étude analyse le va et vient permanent entre processus de démocratisation et restauration autoritaire. Les réformes menées allant dans le sens de redéfinition de la politique de sécurité en Guinée se sont cristallisées autour du programme Réforme des Systèmes de Sécurité qui est un enjeu essentiel pour la consolidation des acquis démocratiques d'une part et la dynamique de reconstruction de l'Etat d'autre part.

The process of democratization and constitutional monarchy in Morocco ; Processus de démocratisation et monarchie constitutionnelle au Maroc
The political freedom in Morocco has become possible due to some factors that can be either internal or external. However, this latter cannot be disassociated from the willing of the monarchy to engage the country in a process of democratization to reinforce the rule of law.Being aware of the imperative democratization of the constitutional monarchy, Morocco seems to afford more priority to democratic principles. If Morocco has long been in the darkness of an absolute autoritarism, the different reforms engaged in these last decades have, at least, improved the quality of the local regime. However, certain resistance let us think more about the process of democracy, knowing that this latter is confronted to a disfunctioning of the system and mainly to the defects of the past. In this case, some challenges are mandatory.The present thesis, then, tend to answer the question if the democratic construction of the moroccan regime is possible in front of a political system which is based on the supremacy of the monarchy and on tradition.This problematic will be dealt with according to the mutation of the constitutional monarchy of the local regime. In addition to this, the present thesis estimates that Morocco is with no doughty in the right track of democracy even if still much effort is to be done. I t also considers that this process of democratization consists to conciliate the universality of democracy and the specificity of the democratic practice in Morocco. ; L'ouverture politique au Maroc a été rendue possible suite à certains facteurs dont des évènements externes et d'autres internes, mais elle ne peut être dissociée de la volonté monarchique d'engager le pays dans un processus de démocratisation afin de renforcer l'Etat de droit.Après s'être rendu compte de l'impératif d'une conciliation de la monarchie constitutionnelle et de la démocratie, le Maroc semble désormais donner plus de priorité aux principes démocratiques.
